weather threats, resulting in power outages and major travel delays. >> abc's alison kosik begins our coverage. >> there's a tornado in garden city, right now. i think we're in the middle of it. holy. our pickup's gonna get messed up. >> holy cow. >> this morning, a spring weather wallop from coast to coast with 16 states from california to michigan on alert. in the texas panhandle, a tornado touching down, damaging the roof of this hospital in perryton. all patients and staff have been accounted for in southern california. storms dumped quarter sized hail, and in the midwest, blizzard conditions, more than a foot of snow is possible. from nebraska to minnesota. >> and in january, i said the same thing. i said, you know, in march we're going to have a big snowstorm or something. >> and here we are in the east, tens of thousands of power outages after nearly three feet

assets seized by authorities. he's also expected in court today on a separate case. abc's perry russom has details on those. perry. good morning ryan. >> good morning to you. trump remains defiant with the threat of authorities potentially seizing some of his prized properties looming over him. this morning, former president trump is demanding new york keep its hands off trump tower as the state gears up to potentially see some of his assets and a fundraising email yesterday, trump writing trump tower is mine. you will never sees my property. a new york judge found trump and his adult sons overstated the value of nearly every major property they own to get more favorable loans and other advantages. attorney general letitia james has said the state could begin seizing trump's assets as soon as today if he fails to secure a $464 million bond. trump's lawyers have said he does not have the cash his lawyers have said he can cover at most, about a quarter of the civil fraud judgment, and anything more, they said, would be a practical

impossibility, trump has claimed on social media he's sitting on $500 million cash, but he hasn't provided any evidence. >> his lawyer said he may have been referring to money accumulated over the years that he intended to spend on his campaign, but he's now complaining democrats are trying to bleed him dry. amid all his legal woes, trump actually hasn't spent any of his own money on his campaign since 2016. >> trump's son, eric, yesterday called the $464 million bond amount unprecedented every single person when i came to them saying, hey, can i get a half billion dollar bond? maria they were laughing. they were laughing. top executives of the largest surety companies had never seen anything of this size. lawyers for the new york attorney general are pushing back, offering multiple examples of bonds over $1 billion. in the meantime, trump is expected to appear in a new york courtroom today. in another case, the hush money case involving stormy daniels, where the judge today could set a new trial date. trump denies wrongdoing in both cases. as for the $464 million

bond deadline, trump's appeal for a lower bond amount is still pending before an appeals court. andrew, back to you. >> all right, perry, thank you so much. israel has reportedly agreed to a hostage deal presented by the u.s. but hamas has not yet responded. if approved, 40 hostages held by hamas would be released in exchange for up to 800 palestinian prisoners. it comes as an israeli delegation arrives in washington today for talks about a potential ground operation in the city of rafah, in southern gaza, where more than a million palestinians have sought shelter. the biden administration says a ground invasion by israel israeli prime minister benjamin netanyahu would be a mistake. vice president kamala harris spoke with abc's rachel scott about netanyahu's potential decision. would there be consequences if he does move forward? >> well, we're going to take it one step at a time. >> but we've been very clear in terms of our perspective on whether or not that should happen. >> are you ruling out that there would be consequences from the united states?

>> i am ruling out nothing. >> critics, including senator john fetterman, a democrat, slammed harris for the remarks, saying israel has the right to eliminate hamas, whose fighters are believed to be hiding in rafah. >> we turn now to the terror group isis, k, which has claimed responsibility for the deadliest terror attack in russia in 20 years. friday's concert attack in moscow left more than 130 dead. concerns about isis k have already prompted france to raise its terror alert level. here's abc's derrick dennis. >> this morning, four suspects in friday's deadly attack on a concert hall in moscow have appeared in court charged with terrorism. at least 137 people were killed, 180 injured. video shows the terrifying moment the gunman first stormed the complex, people scattering and hiding as gunshots ring out. the last of the four to be charged claims he was paid 500,000 rubles, or about $50,400, to carry out the attack. another suspect, just 19 years old, now

in a wheelchair. all are said to be operatives of the terror group isis. k just a few days ago, the armed services committee, i asked our commanding general in the middle east about isis's capacity to project attacks from afghanistan. >> he said that in as little as six months, it turned out to be closer to six days. >> analysts say isis has grown stronger after the u.s. withdrawal from afghanistan in 2021, when the terror group's enemy, the taliban, seized power. they say isis, k has long been focused on targeting russia for its interventions in afghanistan, chechnya and syria. the u.s. says it shared intelligence earlier this month about a planned terror attack in moscow. but russia's ambassador to the u.s. claims the biden administration failed to pass along concrete information. russia, meanwhile, is blaming ukraine, but the white house denies that claim and insists isis k is solely responsible. russian president vladimir putin lighting a candle in memory of the victims. with many families still waiting for word on their loved ones, the attack is already raising concerns in

says, yes. he says that ohtani never, ever knew about the gambling. a spokesperson says ohtani is the victim of a massive theft. we have conflicting accounts about what ohtani knows, and that's at the core of what is happening right now with the major league baseball investigation. >> and now questions are being raised about mizuhara's past his biography with ohtani's previous team. the angels claims he graduated from the university of california, riverside, and that he previously worked as an interpreter for the boston red sox. but the university told the athletic it has no record of mizuhara being a student and the red sox say he was never employed by the team in any capacity. california is one of a dozen states where sports gambling is illegal, and the irs has now opened an investigation into mizuhara. mizuhara insists he never bet on baseball. he and ohtani are both under investigation by the league, but ohtani is expected to keep playing as this investigation unfolds. >> we'll see what he says today. coming up, what we are learning about two deaths on board a
