this is america this morning. >> good wednesday morning, everyone i'm andrew dymburt. >> good morning to you i'm rhiannon ally. we begin with the baltimore bridge disaster. six workers are now presumed dead. >> investigators will examine whether contaminated fuel played a role in that cargo ship, losing power and crashing into the bridge. the collision is raising questions across the country about bridge safety in busy shipping lanes. we'll take a closer look at that issue in a moment. >> but first, the news about those workers still on the bridge when it collapsed. we are told at least two were originally from guatemala. the others were from mexico and honduras. abc's perry russom begins our coverage now from baltimore. perry, what's the scene like there this morning? >> hey, brianna. all is quiet right now in baltimore. we have some sporadic police lights, both on land and on the water. a small break as we head into day two of this investigation. and this morning, the search and rescue mission at the collapsed francis scott key bridge has turned into a recovery mission.

officials say the 47 degree water and unpredictable currents are just too dangerous for the six missing workers to have survived. >> we do not believe that we're going to find any of these individuals still alive. >> just before 130 in the morning yesterday, the massive container ship dolly is seen here losing power. apparently losing the ability to steer. then the collision, yo, the 1.6 mile long bridge plunging into the river in seconds. >> the whole bridge just fell down. start started. whoever. everybody. the whole bridge just collapsed. >> moments earlier, the ship sent out a mayday call. officials on the bridge heard that call, allowing them to shut down traffic before the collapse, preventing an even larger disaster by being able to stop cars from coming over the bridge. >> these people are heroes. they saved lives. they saved lives. >> eight construction workers repairing potholes were still on the bridge. two were later pulled from the water. the six others are now presumed dead. >> our company is in mourning over the loss of these fine people. >> an executive at the company the men worked for says it's

possible they never heard that mayday call. >> where they were working on the bridge was right in the center span of the bridge. so it's quite possible that they heard nothing and had no idea what happened until it happened. >> jesus campos recently worked on the bridge. he describes the workers as family men married with children. the port of baltimore is now closed, possibly for months. it's the ninth largest port in the country and the busiest for car shipments. major automakers are now rerouting to other ports and they are downplaying the impact on their business with the port handling roughly $80 billion in cargo last year, some supply chains are expected to be affected. experts say the port stands to lose $15 million a day carnival cruise lines, now moving its operations to norfolk. commuters also need to find alternate routes. 30,000 cars crossed the bridge every day, and the governor says it's too early to estimate how long it will take to clean up the scene and get the port back open. president biden says the

federal government will pay to rebuild this bridge. that process could take years. andrew, back to you. >> harry. thank you. now let's turn to the investigation and the evidence that the ntsb says will be crucial. here's abc's lionel moise this morning. >> the ntsb is leading the investigation into what led up to the collapse. analyzing live stream footage moment by moment, to establish a timeline. the lights on the 95,000 ton dolly container ship went off at 1:24 a.m, turning back on with smoke before turning off again at 1:28 a.m. the last cars drive over the bridge before the ship rams into one of the bridge, supports about 30s, later bringing down the bridge the impact with which this ship hit the structure was one outside of the typical zoom impact to occur. the data recorder on the ship could be critical for the investigation. >> they also have to recover the evidence from this crash and the debris from this crash in order

to recreate the scene and recreate what happened, which is one of the tough things to do. >> this wasn't the first time issues with the dolly were documented, and inspection last june found a deficiency for propulsion and auxiliary machinery concerning gauges, thermometers, etc. and in 2016, inspectors issued a deficiency for structural conditions concerning hull damage, impairing seaworthiness. after it was involved in a crash in belgium. this image, showing the moment the dolly hit a wall in antwerp. yesterday's collision, brings up concerns about the safety of other bridges in the u.s. >> it is a time to go out and rethink what you have and make sure that all the inspections and all the studies have been made for the individual bridges themselves. >> officials in delaware have already been working to prevent tragedies like baltimore's investing millions in a project called the bridge ship collision protection system. >> it's a $95 million insurance

policy. >> they're upgrading the delaware memorial bridge with 80 foot wide, stone filled cylinders, or dolphins at its piers to absorb the impact from newer, larger cargo ships. >> the ships back then weren't as fast, weren't as big was adequate for the for that time. in today's in today's environment, you're looking at bigger ships, faster ships. >> the bridge in baltimore was built in 1977. apparently did not have a fender system around the support columns. in comparison, the verrazano bridge in new york has a rock wall installed at its base, while the sunshine skyway bridge in tampa has a man made island barrier installed after a crash caused a collapse in 1980, killing 35 people. but some experts say in this case, stopping a ship like the dolly nearly as large as the empire state building could be nearly impossible if you don't

have propulsion, if you don't have engines, the ship isn't stopping. >> it's going to continue on. and i think that's what we saw here. >> and part of the investigation will look into whether there were any deficiencies with that cargo ship or the structure and design of the bridge. so many questions still this morning. >> we don't know what tests were ran right before it left the port, if any. yeah. to determine its seaworthiness, the ntsb said it's still too early at this point to tell. >> this is going to be a lengthy investigation. brian. lionel. thank you. stay with us for the latest from baltimore today on our streaming channel, abc news live. >> we turn now to rapper sean diddy combs, responding after federal agents raided two of his homes. and now we're learning about an employee who's been arrested this morning. new fallout for sean diddy combs in the wake of monday's raids. federal investigators now confirm agents seized electronics from the rapper's homes in california and florida. combs plane flew from california to antigua in the caribbean, but combs was apparently not on

board. he was seen here in video obtained by tmz at miami's opa locka airport hours after the search at his homes. sources say the raids are connected to a criminal investigation into sex trafficking allegations against combs. he's also named in several civil lawsuits, including from music producer rodney jones, who accused combs of sexual assault and engaging in a, quote, widespread and dangerous criminal sex trafficking organization riley jones's lawsuit highlighted that sean combs, according to him, has video surveillance and recording devices throughout the many homes that he has and that those recordings may have video of the alleged crimes that rodney jones is pointing to. combs denies the allegations. his lawyer calls the raids a gross overuse of military level force, adding this is nothing more than a witch hunt. mr. combs will continue to fight every single day to clear his name, having heavily armed guards and officers searching a home is pretty normal. >> some of the allegations against sean combs doesn't just

involve sexual assault and human trafficking, but also the possession of firearms and drugs. meanwhile one of combs employees named him. >> one of the lawsuits was arrested monday on drug charges, according to the civil lawsuit. brendan paul is accused of previously carrying drugs and guns for combs. paul has posted bail. no word yet if he's entered a plea. as for combs, he has not been charged with any crime. >> the future of the abortion drug mifepristone is now in the hands of the supreme court. 90 minutes of arguments yesterday gave the impression that the justices may leave access to the medication intact. most of the justices questioned whether the anti-abortion doctor's group suing the fda in this case even has legal standing. >> in this case seems like a prime example of turning what could be a small lawsuit into a nationwide wide legislative assembly of on an fda rule, or any other federal government action. >> the court's ruling is expected in june. let's turn now
