today. but luckily this morning nothing really to report on our roadways. you see that westbound 80 behind me is just starting to fill in from the toll plaza to san francisco. it'll take you 20 minutes. no major delays there. then. oakland, the 880 camera traffic is flowing freely in both directions, northbound and southbound. 880 at the coliseum. no delays there. >> thank you. amanda, this morning we're working to learn more about a deadly shooting in downtown san francisco. it happened late last night, just outside the powell street bart station. police blocked off the entrance off market and fifth around 10 p.m, and we've learned at least one person has died. we are still working to learn about what led up to the shooting. police say there have not been any arrests in connection with this shooting. >> a homeowners association in san francisco takes matters into its own hands. it's hoping a gate will bring an end to what they describe as an open air drug market, a fence has gone up in the tenderloin at mcallister and leavenworth streets. that's where ahsoka bakery is located. it even has a code to get in.

according to our media partners at the san francisco standard, the department of public works issued a permit to the 83 mcallister home owners association. >> excuse me, in san francisco. it has been a decade since the city launched vision zero, the traffic safety policy, pledging to eliminate all traffic fatalities, but it has fallen short of its goal. abc seven news reporter gloria rodriguez joining us live in the studio with what the mayor wants to do to fix these issues. gloria, good morning. >> kumasi san francisco pledged to make changes to eliminate all traffic deaths ten years ago, but traffic deaths have actually climbed over the past five years since the city's vision zero pledge within 500 people have died in traffic related collisions in san francisco since 2014, the city's vision zero tracker online also shows more than 200 others are seriously injured while traveling on city streets every year. this month, a family of four was killed after a driver crashed into a bus shelter in

traffic violence is the number one cause of death for california's school age children . and it's not disease. it's not guns. it's not drowning. it's getting hit by a car. >> the bill is called the safer school zones act, authored by assembly member marc berman of san mateo. it aims to make new street reforms in school zones across the state. the main goal is to lower speed limits to 20mph or less. right now, there are 39 states that have a maximum school speed limit statute. like this california is one of only nine states where that speed limit is greater than 20mph. however, here in oakland and san francisco, the school zone speed limit is 15mph. many other cities across the south, east and north bay's have limits . at 25mph, there is a new $10 million plan to keep employees safe on the streets of oakland. >> the ceos of oakland's four largest companies are joining forces blue shield of california, kaiserermante, p-g-and-e's, and clorox are

creating an uptown downtown safe zone with increased private security. it will also establish an ambassador program, fund employee safety training, and subsidized transportation for employees to and from work and transit hubs. this program will be rolled out in the coming weeks. >> thousands of a's fans staged a protest in the parking lot of the oakland coliseum. the team was opening up the season yesterday. some fans say they wanted to make a statement by staying out of the stands. a manager at the live desk with the story for us this morning. yeah, reggie, the a's say the official attendance inside the ballpark was about 13,522 people. >> that's a low attendance total for an opening night, according to the abc seven sports department. but much of the activity was actually outside the stadium. there was live music, food, games and even fan sponsored merchandise giveaways, a tailgate of sorts that lasted the entire duration of the game.

band of rain getting closer and closer to us with this warm front. it's already producing some thunderstorms off the coast of mendocino and sonoma county. it's slowly moving west at about 15mph, so the initial bands of rain move into the city closer to about 745 this morning, san jose closer to 9 a.m. and then moving inland to livermore around 10 a.m. this morning. so it's a slow moving, warm front, but then we get a pretty intense cold front later on. this afternoon. here's future weather with that light

by a strain of neisseria meningitis. symptoms usually include fever, headache, nausea, and a stiff neck. the cdc says recent cases have shown bloodstream injections and infected joints. the infections are reportedly impacting middle aged adults when they usually affect babies or young adults. this can be treated with antibiotics. and in the north bay, a whooping cough outbreak is spreading across marin county. there have been 113 cases since december. the majority of these 65 have come from tamalpais high school. >> typically starts off very nonspecific and very mild. with a runny nose. it could be a sore throat or even just some fatigue a couple days or even up to a week later is when the cough starts. >> doctors recommend anyone who feels sick should get tested if it comes back positive. isolate while infectious. for teenagers, whooping cough isn't very serious. but for other age groups like infants, it can be deadly. >> we don't give the pertussis

vaccine until babies are about two months old, so if th to get this illness before that vaccine, it would be a much more serious illness. >> marin county health officials say so far, no cases in infants or hospitalizations have been reported. >> an organization in the south bay is fighting for what they call an inequality in federal policy. it has to do with menthol cigarets and its effect on black communities. the flavor was banned in california in 2022. however, one group wants it to be banned across the country. studies show the menthol market has targeted black people, so we want to change the trajectory of this and prevent access to menthol so that we as black people, have just as much opportunity to have a healthy life as other races. in october, the fda proposed to the white house to ban the manufacturing and sales of menthol cigarets. the biden administration then delayed a final ruling of that ban from december to march. now it's almost april and that ruling is

still undecided. >> new at six the california public utilities commission is proposing to charge a fixed rate of $24 on customers utility bills. it says the fee will allow companies like p-g-and-e's to reduce prices and help utilities cover basic costs. that's according to the chronicle. the commission says a san francisco customer with an electric vehicle and electric appliances could save an average of $32 per month. critics warn fixed rates could lead to higher utility bills for homes with fewer electric appliances. >> imagine needing help on a plane or at the airport and gettg help from i. qatar airways rolled out its new virtual flight attendant name, sama, at a trade show in berlin. sama will be available via a large screen in the gate areas and in the airline's app. if you have questions in flight. the company who designed sama says she blends technology with

to win. today we're tracking a level two moderate storm. it's pretty calm out there this morning. a live look from the exploratorium camera showing you just some cloudy skies up above as we head deeper into the morning. it's right around 9:10 a.m. that will start to find a warm front moving onshore for a lot of us, and we'll find some wet weather as well. so let's talk about live doppler seven this morning. here's the warm front that is slowly moving towards us. it will spread rain west to east across the region. it's already developing some thunderstorms out there. that's something we'll track very closely with some of these downpours you see. but the wider picture, this storm will come in two parts the warm front this morning and then the cold front that will come this afternoon that will bring the heavier rain. so looking at your storm concerns, the biggest concern we have with this system is roadway flooding this afternoon because of those downpours. but gusty winds could also bring some trees down, cause some isolated power outages and we do have the risk of lightning today as thunderstorms are in the

after being accused of sexual assault by multiple women. california's attorney general announced that there was a lack of evidence against foppoli, and now he's speaking with abc seven news nearly three years after the allegations first came to light, foppoli continues to deny any wrongdoing and says he feels vindicated. >> i'm sure the attorney general had a tremendous amount of pressure to find something, anything to charge me with. so, i want to thank them for having the courage to finally make the statement. >> foppoli spoke to abc seven from his home in italy, but says he does plan to return to windsor. meantime, one of his accusers, who wishes to remain anonymous, says she is disappointed. >> and it just feeling like, you know, you hear the same passed around about the good old boys club and it just feels like a lot of, you know, protection and delays that felt really purposeful in our eyes. >> foppoli was also investigated

in nevada, montana and florida over sexual abuse allegations. no charges were filed in those states. >> former cryptocurrency mogul sam bankman-fried got a 25 year prison sentence yesterday for one of the biggest financial fraud cases in history, amanda, at the live desk. with that decision, reggie, sam bankman-fried's lawyer, has called him an awkward math nerd, but prosecutors are calling him a greedy swindler. >> no matter what you call him. the man is now headed to prison. just two years ago, the ftx founder mingled with the rich and powerful after becoming a billionaire at age 30. now he'll be spending 25 years in federal prison experts believe that sentence could be cut in half with good behavior. and by completing prison rehab programs, bankman-fried's parents, who are law professors at stanford, sent the judge a letter prior to sentencing, according to our media partners at the mercury news, his parents described him as smart, empathetic and motivated to only do good. but the judge wasn't having any of it during sentencing, saying, quote, he

sco will be naming a street after sean monterrosa. he is a 22 year old who was shot and killed by vallejo police during protests after george floyd's death in 2020. supervisors approved the legislation earlier this week. it will rename park street at the intersection of holly, holly park circle as sean monterrosa boulevard. that's near the bernal heights neighborhood where he grew up. police shot and killed monterrosa after he jumped out of a window of a walgreens in vallejo. he was unarmed at the time. the officer who shot him was fired, then rehired after an investigation. there is a mural of monterrosa in the mission. a

live look this morning at the abc7 oakland airport camera. the faa says next week will be the busiest travel week of spring break, with thursday being the peak. more than 50,000 flights nationwide expected that day. oakland airport expects that it will see more than a million passengers between mid-march and mid-april, as people are traveling for spring break, and that is 3% more than last year. now, a lot of people who will be traveling next week will be doing so to witness a solar eclipse. it will be passing from texas to maine, as you can see here in the map. and it's the first total solar eclipse in north america in seven years. now on the west coast, there will only be a partial eclipse. and that will be between 10 and 1145. in the morning. >> now it's our morning money report. an electric suv company has slashed the price of its luxury car as it faces potential bankruptcy. fisker has halted production, but but still has some of its ocean suvs for sale. prices have been cut by as much
