>> you can see some of the heavier patches. there you go. and live doppler seven moving over the south bay, we have abc seven news team coverage with reporter cornell bernard in the north bay. >> but let's begin with meteorologist sandhya patel, who is tracking the conditions right now. sandhya. yeah. >> well, kristen and julian, this good friday is a wet and windy one for many parts of the bay area. let me show you live doppler seven and we'll talk about where the downpours are happening right now in the south bay across morgan hill, san martin highway 101. so if you are commuting through this area or you're getting away for the holiday weekend, it's going to be a little dicey. altamont five 8-80 livermore. seeing some light to moderate showers, very spotty on the peninsula and san francisco. and in the north bay. it is light at this hour across highway 12 napa area. we do have flood advisories for parts of the san mateo county area and also down towards the monterey bay, as flooding is possible very min flooding on the roadways. gusts right now 39 miles an hour. oakland 33. in napa. as you look at the higher elevations, it's gusty up there as well. 35 oak ridge, 25 there

in the east bay wind advisory, in effect until 5 a.m. tomorrow, covers a good portion of the bay area, 45 to 50 plus mile an hour winds could lead to some power outages and downed trees. it is a level two. you can see a well-defined low pressure system off our coastline. it's going to continue to feed us moisture. so tonight do look for pockets of some downpours. we are going to see those showers continuing into your saturday as well. it is a two as i mentioned through tonight, those downpours at times strong gusty winds, chance of thunder and hail. it is certainly a rainy view from our exploratorium camera. i'll be back with a full look at your holiday weekend forecast. coming right up, julian. >> okay, thank you so much, sandy. and the heavy storms at times brought down a 100 year old oak tree crashing down into the senior living center in the north bay. you can see it is really a massive tree here. five feet at the base. sebastopol fire says several seniors and staff were inside when the oak smashed through the roof. it happened around 230 today. thankfully no one there was

hurt. firefighters say there are a few holes in the roof. the sebastopol area senior center will be closed at least through this weekend in marin county, the storm is packing a punch with wind and rain. >> abc seven news reporter cornell bernard is in san rafael for us and joins us live with details. hey, cornell. >> hey, kristen. yeah, we are in between downpours. it just got to take my hood off. but it's been a wild day of weather for sure, maybe spring, but winter is certainly not done with us yet. the storm getting the attention of a lot of us. and can we talk about that morning commute? it was pretty wild. felt more like january rain was pelting windshields all over the place. not only rain, but wind. gusty at times. and, you know, don't put those umbrellas away just yet. you needed them in santa rosa for most of the day. firefighters say they expect some trees to topple before this storm is out of here. >> with the rains are coming, the potential for strong, gusty

winds as well as thunderstorms, a little unusual to have something of this magnitude this late in the season, but it's good for our reservoir. >> yes. no more water. says both of its major reservoirs are nearing capacity, but still room enough for water from this storm. one of the upsides is delaying the start of the 2024 fire season. firefighters say moisture levels still high and will remain that way into april and may. that is the good news for now, though, it's raining. be very careful on the roads. we're live in san rafael, cornell, bernard, abc seven news. >> we will take those breaks where we can get them. thank you. cornell the usns harvey milk is in san francisco bay for the first time. the ship is a replenishment oiler. it's capable of delivering fuel, water and food to other navy vessels all around the world. it's named, of course, after the late former san francisco supervisor. more than a dozen protesters were arrested for storming through the gates and

locking themselves to the stairs of the ship. they believe the ship will be used to deliver supplies to israel. >> hundreds of new security cameras are going up in oakland and other east bay cities. in the latest attempt to crack down on crime, governor newsom says the 480 high tech cameras will allow law enforcement to track vehicles suspected of being involved in a crime. they can identify the type of vehicle involved, the color, license plate and even things like bumper stickers or decals. the footage will only be stored for four weeks, and newsom says only law enforcement in california can access the video. >> bart is sharing data on the number of arrests made by police last year, with more than a 60% increase in arrests compared to the previous year, 2022. they're linking the increase to more uniform officers riding trains with passengers. but as abc seven news reporter lena howland found out, despite those arrests, crime numbers are still on the rise. >> just about a year ago, bart police made a major change to

their policing strategy, shifting more of their uniformed officers to patrolling on trains rather than cars. >> so i've been with the department for approximately 17 years, and this is the largest deployment change we i've ever seen in my policing career with the bart police department, but it is the singular most important change we've made, to address the concerns of our passengers and our employees. >> with bart, ridership still down compared to pre-pandemic levels, a survey done by the bay area council last may found 45% of people are choosing not to ride bart because they don't think it's safe. i usually drive because honestly, i don't feel well. >> sometimes i don't feel safe in bart. >> but with the bart police department's new strategy, deputy chief christopher vogan says arrests are up by more than 62% compared to last year. he says part of what's worked has been shortening train cars. >> we have more officers patrolling those trains, so they're not having to walk through empty train cars. they're getting through cars

where people are pointing out problems and they're addressing them still, bart board director of district one deborah allen says these numbers don't tell the full story. >> what you get is the crime is going up. >> still, according to last year's chief of police report, violent crime was up by 13% and property crime, including burglary, larceny and auto theft was up by 59. >> we certainly don't agree with sending the message to riders that, hey, everything's okay now. go take a nap on the train. no, you shouldn't do that. you still have to be really, really aware of the people around you. >> i haven't noticed more officers. i've noticed more like bart ambassadors on the platforms and on the trains. but not uniformed officers. >> although some riders say things are still better than they were before the pandemic. >> i'd say i feel safer. i think it's just a product of there being fewer people around. so it's there's less to keep track of. >> in orinda. lena howland, abc seven news in san francisco, a homeowners association is hoping

that a new fence will deter open air drug markets in their tenderloin neighborhood at macalester and leavenworth streets. >> the gate even requires a code to get in, cordoning off a paved area where people used to gather at night, according to a media partner. the san francisco standard, the department of public works issued a permit to the 83 mcallister homeowners association. >> the san francisco police department made 54 arrests in a large scale enforcement operation that happened wednesday. it's a part of the city's effort to stop illegal drug deals that happened around the un plaza at night wednesday. those officers seized 600g of narcotics and stolen property, provided shelter to people in need and impounded illegal food vending cards. police say 34 of those arrested already had warrants out for their arrest, and others were arrested for possession for scale, a sale of narcotics, lower electric bills could soon be coming for thousands of p-g-and-e's customers.

>> it's all thanks to a new proposal put forward by the california public utilities commission that will create a flat fee for utilities. abc seven news reporter tim johns has been looking into the proposal for us, and tells us how it might impact your wallet at the historic orinda theater. >> the past few weeks have been anything but business as usual, owner derek zemrak tells me. he made the decision to close the theater on mondays and tuesdays after receiving a p-g-and-e's bill for nearly $6,300, almost double what he normally pays. >> i was shocked, i mean, i knew, you know, p-g-and-e's had raised, you know, rates, you know, for commercial properties. i just didn't realize that it was going to be that high. >> the skyrocketing bills aren't just hitting zemrak to tackle the issue. the california public utilities commission is proposing a new $24 fixed charge on monthly electric bills, the utility reform network, or turn, says it's a move that would likely reduce the rates customers pay for power by anywhere from 5 to $0.07 per kilowatt hour. it's going to make utility bills more affordable for low income

households. that will reduce the volatility of month to month bills, and it will promote electrification. several people in orinda told us they would support the proposal, some pointing to the record profits p-g-and-e's made last year. >> we went from something in the order of 300 to 450 and i'm living with a low income person right now and it's, really difficult. >> the proposed flat rate wouldn't have an impact on businesses like the orinda theater, but zemrak says he hopes something can be done to help him and others like him. >> right now, we feel like the monday and tuesday might be something to see how it goes, but yeah, they would have to be some adjustments. you can't be, you know, self-funding it forever. >> when we reached out to p-g-and-e's for a response, they referred us to a statement by the predictable power coalition, a group that includes the state's three biggest utilities. that statement says the group views the proposed decision as a step in the right direction and that they look forward to continuing the conversation. a welcome response for people at turn who say regulators have a

housing and businesses to the area around the lake merritt bart station. bart has released drawings of what the completed project will look like. it includes more than 500 housing units, 200 of which will be affordable housing. the development will also include office and retail space. the first phase will begin over the next few months, with construction of a senior affordable housing building, which will replace the bart station parking lot. >> all eyes on the forecast right now on this holiday weekend. let's get another check of the weather. >> yeah, but don't look at the sky like that without the umbrella. sandy. >> you get kind of wet. >> yeah, i mean, it's a good idea to have the umbrella handy because the storm, kristen and julian is getting started with us, and i want to show you a beautiful view that looks more like winter than spring. this is from tahoe area. right now.

statewide snowpack is 104% of average. you can see the snow is coming down. and here are some tower camera views from around the bay area. we have windy conditions in santa cruz with the raindrops. certainly gray skies from golden gate to vollmer. as we look at live doppler seven, i want to press in on where we are seeing the heaviest rain right now. morgan hills san martin, the rainfall rates in this area about a third of an inch per hour. watch out for the downpours. your friday getaway. good friday holiday weekend. not exactly an easy breezy one from pleasanton to livermore, concannon boulevard light to moderate showers, and we're seeing very spotty light showers around healdsburg. windsor highway 101 into geyserville. widening the picture here. this area of low pressure is spinning off the coast. it's a pretty intense system for springtime. it is certainly bringing snow to the sierra, and that low is going to continue to trigger the instability as it spins and heads towards southern california. all this that you're seeing here, cold, unstable air means the potential is there for

thunderstorms. so i wouldn't let your guards down right now. winds are gusting 39 miles an hour. mount diablo out of the south southeast. temperatures at this hour in the 40s and the 50s. certainly chilly for spring time. a live view once again from santa cruz tonight. gusty wet thunder chance tomorrow. showers, some sun breaks and the possibility of thunderstorms remaining in the forecast. and for easter, it's going to improve. you're going to see a mix of sun and clouds and an isolated shower. chance continuing tonight. system is a level two through the night. rain downpours at times strong, gusty winds and the potential is there for thunderstorms. and if those thunderstorms develop could see some hail as well. now the weather service is also warning of the potential for waterspouts, especially right around the coastline where we have seen off the monterey coast some severe thunderstorms developing, winds gusting to 31 miles an hour at 6:00 tonight. still gusty at times. we've seen wind gusts anywhere from 40 to 45 miles an hour. although the oakland airport did report gusts up to 61 tomorrow. it's going to

be breezy, not nearly as windy. so tonight do continue to expect some showers as we head into 10 p.m. some brief downpours tomorrow morning. we begin with some light to moderate showers and that trend continues through the night as we head towards sunday. might see an isolated shower or two. you see, the computer model still wants to bring a little bit of moisture wrapping back around that low. that's going to go into southern california. okay take this with a grain of salt. this isn't the exact amount of rain models have a hard time sometimes with this, but we're looking at generally between a quarter of an inch to just over an inch of additional rain. we've already seen some of our wetter locations, like venado and the santa cruz mountains. ben lowman picking up over an inch of rain. so stay tuned. winter storm warning until 5 p.m. sunday for the west slope of the sierra. up to two feet for the peaks, gusts to 50 miles an hour means difficult driving conditions. chain controls, all of that stuff. temperatures 40s. we're going to see in the morning tomorrow afternoon. scattered showers. numbers will be in the 50s and
