this is america this morning. >> good monday morning everyone. i'm rhiannon ally. >> good to be with you i'm derek dennis in this morning for andrew. we begin with the aftermath of that weekend storm on the west coast that flooded parts of southern california and damaged roads farther north. >> officials near big sur saying part of highway one is unsafe and up to 1600 people may be stuck because of the roads closure. overnight. wild weather in the west, with more than 20 million people under flood watches. >> oh my god. >> torrential rain and major flooding causing chaos on the roads in california. this is nuts. >> oh my god, this is so bad! >> lines of cars caught in standing water after the 101 highway was inundated. just outside of santa barbara, on a different section of the highway , a car seen spinning out. moments later, a second car crashing into it. no major injuries were reported farther

north, this section of highway one near big sur was shut down after a massive chunk of the road collapsed into the ocean and in clear lake, the strong winds and stormy conditions sent waves crashing against docks and over barriers. today that same system is threatening to bring severe thunderstorms from texas to ohio, potentially bringing large hail, flash floods and possible tornadoes. meanwhile cities across the gulf coast could see record heat in the coming days, with temperatures nearing 90. in austin in orlando bracing for potential record breaking temperatures, forecasters say there could be plowable snow in parts of new england later this week. we will take a closer look at the forecast coming up in just a few minutes. >> now to the round the clock effort to open the shipping channel blocked by the baltimore bridge collapse, officials are preparing to open an alternative route for marine traffic into the city as crews cart away. huge pieces of twisted steel.

abc's em nguyen has the latest. jim, good to see you. good morning. >> good to see you, derek. good morning. officials are planning to resume limited ship traffic after establishing a temporary channel. meanwhile, more equipment is heading to the wreckage site this morning. more help is on the way to baltimore as workers begin dismantling the collapsed francis scott key bridge. a fourth navy crane is set to arrive to help clear the massive wreckage. over the weekend, salvage teams hoisted 200 tons of debris out of the patapsco river in a complex operation which involves cutting and removing the mangled trusses. one section at a time. >> it's not just that you have to remove the wreckage, it's that you have to do it in a way that doesn't cause portions of the bridge that are that are there across the water to shift. they've been under a lot of compression and tension on. they could behave almost like a spring if they are not expertly managed. >> president biden is expected

to visit baltimore this week to see the progress of the cleanup. holy it comes as a second shipping accident is caught on camera, this barge slamming into a bridge in oklahoma on sunday afternoon. nobody was injured, but witnesses were bracing for the worst. >> at that time. i didn't know how bad it was, you know, but it wasn't bad at all for lucky. >> back in maryland, officials have announced plans to open an alternate shipping route. the captain of the port says a temporary channel will allow cargo ships to safely circumnavigate the collapse. the lane will be about 265ft wide, 11ft deep and have a nearly 100 foot clearance overhead. the passage will hopefully alleviate shipping delays in one of the country's busiest ports. the army corps of engineers could not provide a timeline for this cleanup, and dangerous conditions over the weekend made underwater recovery of the remaining victims impossible.

derek. >> and when reporting for us in washington, jim. thanks. >> israeli prime minister benjamin netanyahu faced the biggest anti-government protests since the start of the war. thousands demanded a ceasefire to free the hostages and early elections. netanyahu insisted there is no victory without going into rafah, despite us opposition. still, the biden administration approved another round of weapons for israel worth billions of dollars. and that is not sitting well with some democrats. >> we have a situation where netanyahu continues to essentially, you know, give the finger to the president, united states, and we're sending more bombs. that doesn't make sense. >> netanyahu made his remarks in a speech before undergoing surgery for a hernia last night. his doctors described the surgery as successful. meanwhile, the israeli military has reportedly withdrawn from gaza's main hospital after a two week raid. hundreds of people returned to shifa hospital this

morning, saying they found bodies inside and outside the facility. israel says it has killed scores of hamas militants back in this country. >> authorities are investigating a plane crash that left two people dead in northern california. the single engine aircraft went down near lake tahoe saturday night. two tech entrepreneurs on board were killed. reports say there was moderate snow with low visibility. the ntsb is investigating. >> now to the mass shooting in indianapolis, where seven minors were shot outside of a mall. police say all of the victims are between the ages of 12 and 17. abc's morgan norwood has the latest. >> authorities in indianapolis investigating a mass shooting outside a shopping mall that injured seven children. the youngest, just 12 years old. >> i need for medics right now. >> it is extremely concerning to us that so many of our young people have been victims of gun violence. >> this evening, police say they were already on patrol saturday night when they heard gunfire.

they found a large group of kids and say six of them had been shot. how a juvenile male shot twice was later applied, officers frantically calling for medics as they started aid on their own. police say another injured child showed up at the hospital that same night. >> this was 1130 at night. in the evening, right before sunday easter. so if you don't know where your 12 year old is, i think that should be a priority for you. >> this shooting, just the latest in indianapolis in the past two weeks. last weekend, police say they fatally shot a suspect who himself shot five people outside a bar. and the weekend before, police say an argument also at a bar, led to a shooting that killed one person and injured five others. >> conflict should not lead to somebody pulling out a gun and trying to resolve it. >> the consequences are eternal and police believe this latest incident stemmed from some sort of argument. >> they also believe there was more than one gun involved. they're combing through surveillance video to try to track down that suspect, a

former customers, about a data breach that may have compromised their personal information. the company says the breach occurred about two weeks ago and includes names and social security numbers released onto the dark web. current at&t customers pass codes have been reset, and they're being offered identity theft and credit monitoring services. >> california's fast food workers get a minimum wage hike today. they will now earn at least $20 per hour, but that increase comes at a cost both in jobs and for customers. abc's alison kosik reports beginning this morning, more than a half a million fast food workers in california will get a big pay raise. >> the highest minimum wage within the restaurant industry. >> you can take maybe a day off and be with my family, or do something with my daughter, which i haven't done in a long time. >> workers will get a $4 increase from $16 an hour to 20 in the golden state, meaning some will make 25% more on their paychecks. advocates say it's

about time, given the high cost of living and inflation. the new law only affects fast food chains, with at least 60 locations nationwide, but some small business owners are feeling the pressure to compete by raising wages for their own employees. >> that's going to impact us by an increase of $470,000 annually across those ten stores. it means that we have to raise prices, which we don't want to do. >> even more recognizable chains are planning on raising prices, starbucks saying in a statement they plan to offset the minimum wage increase by changing their pricing. and in a recent company conference call, chipotle's cfo said, we are definitely going to pass this on. we just haven't made a final decision as to what level yet. the wage bump also costing jobs. two pizza hut franchises in california reportedly laid off 1200 in-house delivery drivers in preparation for the new minimum wage hike. carrie harper howie

that is allegedly registered to rice and a lamborghini were seen weaving and possibly racing on a highway well that led to a crash involving six vehicles. police say the people inside the sports cars, though, then walked away from the scene. >> there were more than one person inside. both the lamborghini and the corvette, but they all walked off together. now that's extremely important, which means there was a relationship between the two cars. it's something they jointly decided to do, which typically happens in drag race situations. >> it's not known if rice was in that corvette. neither the chiefs nor the nfl have commented. >> now to march madness, where the women will have to draw or actually redraw the line as they finalize their final four. while for the men, some unfamiliar faces are heading to arizona this morning, the men's final four is set. alabama will take on uconn. the huskies are hoping to win back to back titles after winning last year. and purdue
