a three car crash over on westbound 80 before ashby avenue. right now speeds are down to 18mph. and this crash is blocking one lane. so we are starting to see delays in this area. we'll keep tracking this for you throughout the morning. and we have a live look outside at our bay bridge toll plaza camera. and you could see right now that it is getting busy out there, metering lights are on and from the toll plaza to san francisco, it will take you 12 minutes. >> thank you. gloria happening today, negotiations resume between the city of oakland and the a's. the city has a new proposal to try to get the team to temporarily stay in oakland while the new stadium in vegas is being built. abc seven news reporter lena howland joining us in the studio with the proposal, lena kumasi the a's new ballpark in las vegas won't be ready for at least another three years. >> so they're looking for a place to play until it's ready. their current lease at the oakland coliseum expires at the end of this season. the team has been exploring a temporary home in sacramento or salt lake city,

but oakland is trying to get them to stay. abc seven news is learning the city will offer to extend the team's lease for up to five years. it would cost them an average of 19.4 million per year, with an opt out in year three. the team would also need to sell half of the coliseum property. an offer sheet obtained by abc seven shows the city is now no longer asking the a's to change their name when they leave oakland, or guarantee that the city get an mlb expansion team in the future . in a statement to our sister network, espn, oakland mayor shengtao said, the terms we have proposed for a lease extension at the coliseum are clear, reasonable and achievable. having major league baseball in oakland is what is best for the owners, the league, the players and most importantly, the fans. today's meeting between oakland a's officials and the city is only is only the third formal meeting between the two sides since the a's got the green

light from major league owners to move the franchise to las vegas. live in studio lena howland abc seven news. >> thank you. lena. well, the end of an era this morning in las vegas, making way for the a's new stadium, the famed tropicana resort closed its gaming floor overnight, and the hotel closes later this morning. once the last guests check out. performers came together over the weekend for a final farewell. the tropicana has been on the strip since the 1950s. bally's corporation, which owns this resort, says demolition is expected to start in october and the new ballpark is set to open in 2028. >> a terrifying trip to the grocery store in napa county. three people are in the hospital after an apparent gun battle in a safeway gas station. parking lot in american canyon. that store in the gas station next to it is on american canyon road, just off highway 29. two cars were riddled with bullet holes. police say there were at least two shooters. a witness in the

nearby safeway store says she heard about 16 to 20 shots. she says it was a hard experience to go through, but i do know it was not like a boom boom boom. >> it was like a bada bada bada for about five to 10s. i was a little shook up. i'm just now starting to relax and calm down. but it's just awful. >> the three shooting victims were rushed to the hospital. their condition is unknown. two others were detained and are being questioned. >> new this morning, 216 year old boys have been arrested in connection to last week's deadly shooting in downtown san francisco. police say a 17 year old was shot and later died on thursday just outside the powell street bart station. and at this point, officers say it's not clear what led up to the incident. on friday, officers served a search warrant on turk street and took two teens into custody. the two suspects

identities have not been released because they're minors. the identity of the victim is also unknown at this time. >> part of building a better bay area is finding solutions to our region's housing crisis. >> today, one of those solutions takes a big step forward. applications open for a new affordable housing complex made specifically for teachers to qualify teachers, household income must be between 42,000 and $160,000 a year. the 135 unit building is currently under construction in san francisco's sunset district. it's a project that's been a decade in the making. the city blamed delays on the pandemic and school district budget cuts as usd hopes the housing will help the district retain more teachers. >> as we've been struggling with staffing and recruiting and retaining, and so it means so much to be able to have our educators have an option in the city where they can be close to our schools and focus on what's happening at school, rather than worrying about affordable housing. >> the apartments are set to

open in the fall. >> san francisco unified wants to develop two more properties for educator housing. new developments in former president trump's civil fraud trial. he's posted a $175 million bond, successfully avoiding the seizure of his new york assets. while he appeals the case, gloria is at the live desk with what we're learning about the owner of the company that's backing trump, gloria. >> good morning. amanda. los angeles based night specialty insurance company served as the underwriter for trump's bond. billionaire don hankey owns the company and told abc news it is more of a business decision. but i happen to be a supporter. also a judge had found that trump and his adult sons deceived lenders and insurance companies by inflating their net worth on social media. trump spoke against that judge, claiming the case is election interference without any evidence. trump had originally been ordered to post $464 million, but last week the

amount was reduced. while he appealed the ruling. if the appeal fails, trump will have to secure the original amount or authorities could start seizing his new york properties. new york attorney general letitia james previously told abc news she is prepared to do that. >> we will seek a, you know, judgment enforcement mechanisms in court and we will ask the judge to seize his assets. >> trump's bond pauses any actions against his properties until at least september, when the state appeals court is scheduled to hear arguments. also yesterday, in a separate ruling, the judge in trump's criminal hush money case expanded a gag order to include his family members. it came after trump publicly, publicly criticized the judge's daughter, amanda. >> all right. thank you so much, gloria. now today marks exactly four weeks since california voters went to the polls, and we're still awaiting the final results on a key race. the candidate who will challenge former san jose mayor sam

accident. it's a problem that they say is not only expensive, but it's dangerous. so you are supposed to call 811 before you dig for construction or landscaping, just to make sure that there are no p-g-and-e's lines in the area. but the utility says that's not happening. p-g-and-e's counts nearly 140 damaged lines in santa clara county last year. the company says the county is already up to 16 so far this year, and even small projects could cause big problems. >> think, oh, i'm going to only dig a couple of inches. well some utility lines can be very shallow, so it is important to call every time, p-g-and-e's says damaging a line can be expensive for people responsible . >> while the average repair bill tops $3,500. a person is recovering after being infected with bird flu in texas, the cdcc says it's the second human case of avian influenza in the u.s. the person contracted the virus after working with infected

live with how patients could be impacted lena kumasi, we're told the strike may impact primary care and clinics, resulting in postponements, but the county will still spend $20 million to keep essential services running with temporary staff during the strike. >> nurses from the registered nurses professional association are holding a three day strike starting today over issues of pay, workplace conditions and staffing. it's the first strike in the union's history. tentative agreements have been made on key terms, including workplace safety. but a sticking point is money. the problem is the county faces a $250 million structural deficit. vice president maybelline cue says they're asking for the bare minimum. >> we're asking to be able to live in the community that we serve. we're asking to be able to have safe staffing for our nurses and our patients, and we're asking for the county to not do things that undermine patient safety. >> and the union is asking for a 15% wage increase through

october of 2025. it rejected the latest county proposal of a 13% increase. county executive james williams says, quote, we are taking all necessary steps to safeguard patients, employees and visitors from the impacts of any possible strike activity. the strike started at 459 this morning and is expected to run through thursday. live in studio lena howland, abc seven news. >> all right. thank you so much, lena. oakland mayor shang tao wants to change the process of selecting a police chief. tao wants to block the volunteer led police commission from participating in any future search. this would leave the decision solely to the mayor and city administrator. she claims the process to choose the new chief, floyd mitchell, was not effective because of the oversight groups involvement. we reached out to the police commission and mayor's office for comment, but have not heard back. >> near big sur, caltrans is warning rain later this week could impact their ability to repair a portion of the highway.

highway one that slipped away over the weekend, and that slip has forced the closure of an iconic stretch of the highway until further notice. it's basically cut off the big sur area to tourists, and that's a big concern for local businesses . it's essentially crushing their hopes for a busy summer travel season. >> if that becomes a reality and becomes a possibility, all of the businesses down here will probably will want to do everything we can to not discourage people from visiting, but to encourage folks to come to big sur. >> the cause of the slip is still being determined. caltrans says crews are working on steps to stabilize the edge of the roadway and design a permanent repair plan. >> we're now hearing from north bay emergency officials after a dramatic rescue over the weekend. we first showed you this video yesterday on abc seven mornings. a man fell down a cliff over the weekend near the battery alexander trail in the marine headlands. he was minutes away from falling into the ocean. the southern marin

fire department got a call sunday night about the man they requested a helicopter from the sonoma county sheriff's department rescue. night vision equipment to find him and then lifted him to safety. >> the rescuer afterwards, speaking with him, said that that was one of the most precarious rescues because of how how the victim was grabbing on and how quickly they were to let him go. >> the man was taken to the hospital with minor injuries and is said to be okay. >> one of san francisco's busiest biking neighborhoods is celebrating a victory when it comes to safety. new data from the presidio trust shows changes made along arguello avenue. arguello boulevard, excuse me, in the presidio are working. 85% of cars are driving slower than before. between there and washington boulevard, residents asked for improvements after chpion cyclist ethan boys was hit and killed in that area a week ago. a year ago this week. changes include new speed cushions and rumble strips, as well as a bigger buffer between cycles and cars.

>> rideshare drivers are pushing back against issues they claim are affecting their earnings and job security. dozens of drivers held what they called no fools rallies in front of uber and lyft headquarters in san francisco yesterday. they say they've noticed a decline in pay due to high company fees, delayed stipends and sudden ride cancellations. they're also fighting for better methods to appeal deactivations and protect drivers against false claims from riders. >> there is no process in place by these companies to fast track drivers and put them back on the platform. >> uber tells abc seven news they have made significant improvements, allowing drivers to appeal false allegations. lyft also responded, saying its drivers will always make at least 70% of weekly rider fares after fees in the north bay, sonoma could become the first us county to ban some controversial animal feeding operations. >> the board of supervisors is considering a ballot measure to

end factory farming, also known as concentrated animal feeding operations. critics say those kinds of farms exceed animal population limits and contribute dramatically to pollution and other health and safety concerns. it's estimated there are approximately 24 factory farms in sonoma county. >> it's a very small fraction compared to the total number of farms in the county. and yet across these two dozen facilities, there are approximately 2.9 million animals confined. >> a sonoma county farm bureau is fighting the ordinance. the organization says it would have catastrophic impacts on the local economy and set a dangerous precedent for other animal agriculture producers. happening now, a 20 foot banner is hanging, as you can see here from yerba buena island, calling for an immediate cease fire in gaza. this is a live look at it right now. you can see the

planned parenthood. the city council will discuss restricting those items within 100ft of the property line. the community says the noise is disruptive to patients and the services provided in the facility. >> the florida supreme court has cleared the way for the state's new six week abortion ban to go into effect, and it will be one of the strictest abortion laws in the country. however, it could face a big challenge in november. gloria. the court also signaled voters will have the final say. >> good morning. kumasi. the court ruled yesterday that the florida constitution does not protect abortion rights, and that allows a trigger law to take effect in 30 days. it bans abortions at six weeks before most women know they are pregnant. there are exceptions for rape, incest and the life of the mother. governor ron desantis approved the ban last year. florida is a key point of access for abortion services in the region. when the ban takes effect, nearly all abortions will cease in the southeastern united states. the biden campaign is responding.

>> we're now going to have a ballot initiative where people are going to be able to fight back against this sort of extremism that continues to play out because of what he did in appointing the justices who overturned roe v wade. the fight over this law is not over yet. >> voters will have the opportunity in november to enshrine abortion into florida's state constitution. 60% of people need to approve that ballot measure to other red states that have put abortion on the ballot have voted to support abortion rights, and that includes kansas, kentucky and also ohio, kumasi thank you, gloria. >> in the north bay, smart is offering free train rides to seniors and young people until june of 2025 people 18 and under, and seniors 65 and older can ride for free. those groups represent 42% of sonoma and marin counties, but only account for 25% of smart's ridership. rail officials hope this will encourage them to use public transportation to help contribute to a cleaner future

east palestine, ohio. that bill has yet to pass. >> the last living survivor of the uss arizona, the battleship that sank during the attack on pearl harbor, has died. >> lou kanter was 102 years old, and he passed away at his home in grass valley, which is about an hour from sacramento, surrounded by his three children. kanter's daughter says he suffered congestive heart failure. more than a thousand sailors and marines died on the arizona in the attack that launched the u.s. into world war two. kanter was standing on the ship's main deck as japanese bombs dropped and worked to put out fires in the aftermath. >> now for your morning money report. united airlines is offering voluntary, unpaid leave to its pilots next month. it's all in an effort to cut overstaffing due to delays in boeing's aircraft delivery. the move follows united's announcement about a pilot hiring freeze in may and june. the voluntary leave option is only for may, at least for now.

>> look at it. yes. so the moon completely blocks the sun from the earth's view. >> and the moon's shadow will be 120 miles wide. it will last up to 4.5 minutes. >> but your eyes are seeing. is that where the sun used to be? in the sky? there's now a black bullet hole surrounded by the corona or the crown. the atmosphere of the sun, which itself is giving off light about as bright as a full moon. pictures don't do it justice. it's really kind of an electric white, feathery, uh- amazing structure. and then beyond that, you'll see the brightest stars and planets appear. all around the horizon will be a faint glow of twilight. >> yes, like i'm ready. >> we'll see. though nasa says the best time to catch a glimpse of the eclipse in the bay area will be from 1015 to 12:15 p.m. perfect. >> so we've got about a third of the sun obscured by the moon, and we'll have really good visibility here in california.
