and we could even see some snow on our highest peaks. live doppler seven this morning. winter will not let us go. you can see showers are off the coast. these will be moving onshore this morning over the next couple of hours as we head deeper into the morning. closer to six, seven, 8 a.m. we'll find wet weather returning, will widen out the picture and show you what's going on. low pressure is spinning slowly down the coastline this morning. a cold front will move through here, bringing us the wet weather and then this low will sit on top of us through tomorrow afternoon. it's a level one today and tomorrow we have cold showers. it's breezy snow possible on our highest peaks and even the chance of a thunderstorm. so today is one of those days. you want several layers, especially this morning. we're starting out in the 30s and some our coldest spots like sonoma, clear lake, cloverdale, mid 40s to the low 50s around the bay shoreline. here's future weather by 8 a.m. we're tracking that line of showers moving onshore. and look at that snow falling around mount hamilton. that's something we'll watch very closely today in and out of the showers through the afternoon. and evening plans. you do want to take the umbrella

with you? we'll take a close look at those snow chances. reggie coming up in about six minutes. drew. >> thank you. happening now caltrans has temporarily stopped convoys ushering people around the highway. the highway one road collapse in big sur. there are concerns incoming rain could cause a collapse near the rocky creek bridge to get worse. the decision prompted monterey county officials to issue an evacuation warning for residents because now they're essentially cut off from the rest of the state. >> if we're only looking at a two day suspension, basic residential life is fairly it's inconvenient, but it's pretty manageable for most residents in the big sur chamber of commerce, says the biggest impact will be to businesses and their workforce. >> since most places have either reduced hours or they just closed. caltrans is working to repair the damaged portion of the highway, but there's still no timeline for when it will fully reopen. >> developing news rescuers are working to free hundreds of people who are still stranded in taiwan after a 7.4 magnitude

earthquake hit the island's east coast yesterday. and amanda, you just got an update on the death toll. yeah >> kumasi ten people are now confirmed dead. at least 38 are still missing. taiwan's national fire agency just gave that update, saying a total of 660 people are also trapped. new video shows emergency crews working to demolish dangerous structures near a heavily tilted building in hualien, on the island's east coast. officials say more than 1000 people were injured on wednesday in the most powerful earthquake to strike taiwan in 25 years. it happened during rush hour, causing damage and triggering landslides. the quake was centered off the coast of rural, mountainous hualien county. the quake was followed by strong aftershocks, including a 6.4 magnitude aftershock. officials in taiwan say the aftershocks could continue for days. kumasi. >> thank you, amanda. this morning we're hearing from people heading to taiwan as well as those helping with the relief

team put out a statement saying the two sides were far apart. major league baseball already approved their move to las vegas, but the earliest a ballpark could be ready is the 2028 season. an official announcement on this deal with sacramento could come as early as today. live in studio lena howland, abc seven news. >> lena, thank you. while the a's prepare to leave oakland, a new minor league team is getting ready to move in. abc seven news was at raymond field yesterday where renovations have started on the oakland ballers new home. the team is spending more than a million and a half dollars on improvements, including a video scoreboard and new bleachers. the ballers first home game is in june, and here's your chance to play professional baseball. the ballers are holding tryouts this saturday at laney college in oakland. you can find more information on what you need to do at abc seven news.com. alameda county residents are going to have to travel out of the county if they want to see fireworks on the 4th of july. >> the city of livermore has

canceled its annual display. livermore was the last community in alameda county to stage fireworks. the police chief and city manager issued an online statement saying the area just couldn't handle the 12,000 people who attended. they say 60% of those people were visiting from outside of livermore the last year. >> at least it's been the only local place that has fireworks shows officially. and because of that, it became a really big safety issue. multiple hours to get out of the venue. no way for emergency vehicles to get into the venue. >> the city hasn't announced details of the replacement 4th of july event. other communities like napa and richmond are considering moving away from traditional fireworks for safety and sustainability reasons. instead, they're now looking into putting on patriotic drone shows nearly after nearly one month since california's primary elections, the votes have been tallied in the race for california's 16th district in the us house, as of this

morning, it appears we have a tie. >> former san jose mayor sam liccardo has already sealed his spot in the november general election. this is about the second place spot. it appears to be a true split race between joe simitian and evan lowe, both lowe and simitian remain at exactly 30,249 votes. final results are expected to be released later today. if that tie holds both lowe and simitian would move on to the november election, making it a three way race. what were the chances of that right? >> in san francisco, supervisor aaron peskin is telling abc seven news he's just days away. away from launching his campaign for mayor. peskin has been critical of mayor london breeds tough approach on homelessness and mental health issues. >> i want to repudiate the politics of blaming other people. we've blamed the judges. we've blamed, you know, the nonprofits. uh. let's start being accountable.

governor gavin newsom is expected to be in merced county, highlighting the strengths of california's new sustainable water and power plan. the idea is to turn sun drenched canals into solar power producers. panels are designed to act as

events, where participants can connect, exchange ideas and foster climate solutions. we are four days away from monday's solar eclipse and people are getting ready. abc news reporter andrea fujii tells us how some schools and states along the path of totality are planning on taking in the phenomenon. with just over four days to go, communities across the u.s. are over the moon. >> about the total solar eclipse. the first of its kind in the u.s. since 2017. look how dark it is, how quiet it is. some schools are canceling classes, while others in the eclipse path plan some out of this world. lessons. in detroit, students will release a weather balloon to document the event. indiana's butler university is recording the sun's corona using these special telescopes in upstate new york, elementary schools have created special curriculums to help kids understand the eclipse. >> students need to know the why behind the experiences in our lives, from schools to prisons. >> some new york inmates are suing the department of

corrections for preventing them from watching the cosmic event, claiming their religious rights are being violated. one of the inmates saying, i don't believe that just because i am incarcerated that i should be denied this opportunity, especially when this eclipse is scheduled to happen during normal outside recreation time. the department of corrections says the lockdown is intended to ensure the safety of inmates and staff. >> it's really rare that we get to have a shared collective experience. >> for those inmates suing to see the eclipse safety glasses will be handed out in case they can see the eclipse from their assigned work location or housing unit. andrea fujii abc news, new york. >> well, a lot of people who have planned trips to go see the eclipse are a bit worried about weather now. >> severe weather, including tornadoes, could mean some areas won't be able to see it at all. so here is a look at the path of totality for monday. it stretches, as you can see here, all the way from texas to maine. what we're learning is that the storms and the cloud cover on

killed seven aid workers in gaza and amanda, several of israel's allies have condemned the attack, including the u.s. kumasi. >> certainly, frustration echoes around israel today as its war with hamas approaches six months. so far, 33,000 people have been killed. president biden says he is outraged and heartbroken by the deaths of the world central kitchen humanitarian workers. they were killed by an israeli airstrike on monday. zami franca was among them. founder chef jose andres shared a video she took in 2022. chef andre accuses israel of killing the aid workers intentionally so these was not used. >> uh- bad luck and situation where, oops, we dropped the bomb in the wrong place. but i know is that we were targeted deliberately nonstop until everybody was dead in this convoy, netanyahu's foreign policy adviser tells abc news the attack was not intentional. >> back home, the state

department is urging israel to conduct a swift, transparent investigation into the aid workers death. now, in light of that attack, at least two humanitarian aid organizations have suspended operations in gaza. kumasi. >> thank you, amanda. on the peninsula, one of the bay area's wealthiest communities is now facing punishment for not being in compliance with housing standards. so every eight years, cities and towns across the state submit plans to address the housing needs of their community. it's known as the housing element. despite an initial plan being approved, the state says steps to implement portola valley's housing plan were not happening fast enough as a result, the town's housing element is now decertified to be in compliance. portola valley had to have zoning for more than just single family homes, the mayor has expressed a lot of disappointment and frustration, as have the residents. she said that they required the zoning to be completed within two days after their certification, which

was just very unattainable for the town to complete. >> so here's what this means for portola valley residents. consequences escalate over time, starting with builders remedy. this is a state law that allows developers to get housing projects approved in cities that do not have a compliant housing element. the town may also face loss of state funding for housing and infrastructure. >> now to one of california's most complex issues. there is a key deadline in the battle over how cities can manage and hopefully solve homelessness. the us supreme court is expected to review a decision later this month that's been preventing cities from sweeping encampments, as abc seven news reporter tara campbell reports, everyone from the governor to homeless advocates wants their say. >> the big question for the us supreme court is can you criminalize poverty and homelessness? >> as legal analyst stephen

clark is talking about, the heart of a case being taken up by the supreme court, stemming from litigation in oregon, where two homeless people challenged an ordinance in the city of grants pass banning people camping in public spaces. an appellate court siding with the duo, saying it violates the constitution's limit on cruel and unusual punishment, adding you can't stop people from sleeping in public space if you don't provide an alternative live. >> the big question will be if there's not a place for someone to go, such as a homeless shelter, how can you then put them in jail or give them a fine and turn their poverty into a criminal act? >> the high court announcing in january it would take up grants pass v johnson and the amicus briefs came flooding in. >> we, along with the state of california, along with most major cities in the west coast, are asking the supreme court to really correct this legal error in the grants pass case and allow our cities to effectively

howland is here with the plans. hallelujah >> hi, reggie. just days after north face closed their 9000 square foot union square location, the chronicle is reporting luxury retail brand bulgari is already set to take its place. they say bulgari, which is an italian jewelry and accessory designer, committed to a ten year lease in this location. but they are no stranger to this area. they'll be relocating from their current location, which is only about two minutes away when its lease expires next year, according to the chronicle. it's a move that will put them in the same intersection as luxury neighbors harry winston, dior and cartier. this comes after a number of businesses have left union square in the past few years, including nordstrom, soon to be macy's and the old navy flagship store, just to name a few. this move is expected to happen sometime next fall, according to the chronicle. live in studio lena howland, abc seven news. all right, thank you. >> lena, a marin county man is suing the central marin police

authority. he's claiming officers assaulted him while he was having a seizure. and then tried to cover it up. now, we do want to warn you. the video that you're about to see is difficult to watch. so the attorney for bruce frankel provided us with the body camera video in 2022. his wife, alice called 911 for help. she woke up to him having a seizure in the middle of the night. so in the video, you can see bruce looks disoriented, like he's struggling to communicate with prolonged convulsions in the background. alice is yelling to police, trying to explain that he's not able to understand them, and he needed help. about two minutes into the struggle, the officer threatens bruce and eventually he was tased by officers. two times. after emts and other officers arrived, body camera video captured the first officer acknowledging that bruce was having a medical episode outside the home while bruce was being treated. officers agreed, but then minutes later, alice was

given a different story. the officers told her they were citing him for battery on a police officer. >> they accused him of violence towards his wife, which never happened. they accused him of resisting arrest, which didn't happen because you have to have a particular mental state in order to even engage in that. >> in a statement, the central marin police authority said in part, the authority will vigorously defend itself against this meritless and factually incorrect litigation, which has not even been served upon the authority as of yet. end quote. >> the california legislature is the first in the country to seriously consider reparations for the legacy of slavery and decades of policies that excluded and harmed black californians. one of the bills currently being considered is an apology to the black community. >> let's start with that apology . uh- do you think that there is the political will here in the capitol to even get an apology passed? i think there is a will.

temperatures well below average. it's a level one today and tomorrow for those cold showers. snow falling on our highest peaks in the chance of a thunderstorm timing out for you. here's future weather 9 a.m. you can see it's a mix of rain and snow. the rain is the green and the yellow. the snow is the pink and the white falling across our higher peaks. we're just in and out of the showers all day today as this low spins through here, and it still stays with us tomorrow morning. by tomorrow evening it is out of here. and that will lead to a clear and cold friday night on the way. rainfall totals today and tomorrow, anywhere from about a quarter to three quarters of an inch of rain expected with the liquid portion of this storm. highs today. look at these temperatures. we are some ten degrees, if not more than that below average. today low to mid 50s 53. that's it in the city 54 in oakland, 52 in napa, 56 in san jose. overnight tonight we'll be in and out of those showers. still another cold night on the way. temperatures dipping into 30s and mid 40s heading into friday. we have a winter weather advisory in effect for the west slope of the sierra until 11 p.m. tomorrow.

use of drones to catch drivers involved in sideshows is raising some privacy concerns. the most recent one happened sunday morning. mayor lamar hernandez thorpe says the police were able to shut this down within 30 minutes. he says the drone technology captures license plate information and faces, and then police use that to find and impound the cars and cite the drivers. the laws that are on the books, i'm sure, say certain things and we know them to sometimes go above and beyond, we want to make sure that they're doing their job, their jobs, and not letting the drones do it all for them. >> fewer officers are able to respond to sideshows following

last year's texting scandal that decimated the police department. >> the mayor says the city is currently rebuilding its force. there are six people in the police academy right now and a dozen entering in may. >> the city of san jose is urging drivers to put down their phones and keep their eyes on the road. abc seven news south bay reporter laura martinez explains how the city is tackling distracted driving. >> loved ones and neighbors are dropping off flowers at the scene of a deadly hit and run in san jose. police say around four in the morning on wednesday, a driver failed to stop at this intersection at daniel maloney drive and nieman boulevard. that driver struck and killed a man behind the wheel of a pickup truck. police say this loss marked the 12th traffic death of this year. on sunday evening, police responded to a deadly pedestrian collision off saratoga avenue. >> there's people coming from their and it's dark. they don't they don't. >> they don't think it's something here. >> you know, a neighbor who lives off of daniel maloney in

neiman says with not enough light and signage, the intersection is prone to crashes. >> it's very sad. we need a traffic light. >> the city of san jose does have a plan to make this four way stop safer. installing a roundabout is in the works. a roundabout actually could have potentially prevented the crash that happened this morning. >> they're designed so that vehicles are all driving in the same direction in a circle, which almost entirely prevents head on collisions and significantly reduces the potential for t-bone collisions. >> the city says they're in the design process for the roundabout now, and they expect construction and to finish the project in 2025 to promote safe habits during distracted driving awareness month, the city is pushing out electronic messaging signs on some of the high crash or high injury corridors in san jose. they strongly urge drivers to mute notifications when on the road, as well as turning off notifications on apple carplay.
