50s. reggie drew thank you. >> happening now caltrans is temporarily stopped. convoys ushering people around the highway. one road collapse in big sur. there are some concerns incoming rain could cause a collapse near the rocky creek bridge to get even worse, the decision prompted monterey county officials to issue an evacuation warning for residents because they're now essentially cut off from the rest of the state. if we're only looking at a two day suspension, basic residential life is fairly it's inconvenient, but it's pretty manageable for most residents in the big sur chamber of commerce says the biggest impact will be to businesses and their workforce. since most businesses have either reduced hours or they're just closed. caltrans is working to repair the damaged portion of highway of the highway, but there is still no timeline for when it will fully reopen. >> in developing news, rescuers are working to free hundreds of people who are still stranded in taiwan after a 7.4 magnitude earthquake hit the island's east

coast yesterday. and amanda is here with the urgent search and rescue. amanda? >> yeah, kumasi. the death toll is climbing with ten people now confirmed dead, at least 38 are still missing. taiwan's national fire agency just gave an update, saying a total of 660 people are trapped. new video shows emergency crews working to demolish dangerous structures near a heavily tilted building in hualien, on the island's east coast. officials say more than 1000 people were injured on wednesday in the most powerful earthquake to strike taiwan in 25 years. it happened during rush hour, causing damage. we are getting a clearer picture of what rescuers are up against. they have to make their way through roads that have either been destroyed or blocked by massive debris, including boulders from landslides. the quake was centered off the coast of rural, mountainous hualien county. the quake was followed by more than 100 aftershocks, including a strong 6.5. officials in taiwan say the

aftershocks could continue for days. reggie >> thank you. amanda. this morning we're hearing from people heading to taiwan as well as those helping with the relief effort. we talked with passengers taking an eva airways flight out of sfo yesterday. >> there is some concern. you know, i'm with my family and uh- earthquake is no joke. >> i were concerned about you know, i might get stuck somewhere or or they stop the plane here. >> the impact of the earthquake has been felt far beyond east asia. a taiwanese nonprofit with local branches in california is helping in that relief effort, their office's ceo tells abc seven they're already collecting donations as volunteers help those most in need on the ground. >> earthquake. this kind of scale mental health, trauma is so critical, so they need to have somebody to hold on, to talk to. >> the director general of the taipei economic and cultural

office in san francisco says his people appreciate the connection and friendship between taiwan and the bay area. stay with abc seven news for updates on the earthquake. you can get breaking news alerts as they happen by downloading our abc seven news app. >> new developments on the future of the oakland a's. we could find out as soon as today if the team will be heading to sacramento. abc seven news reporter lena howland here. with the plans to reportedly move the team to the capital city, kumasi, after meeting with sacramento officials yesterday, the a's are now reportedly close to finalizing a deal that would temporarily move the team to sutter health park in sacramento before their planned move to las vegas. >> this is the view of sutter health park from drone view seven, home to minor league team the sacramento river cats. the a's would play there for two years while they build a stadium in vegas. once their lease with the oakland coliseum expires at the end of the season. abc seven sports anchor casey pratt reports that a's employees have already been told sacramento is close to a done deal. the a's

held a negotiating session with oakland city officials on tuesday, but not much came out of it. the team put out a statement saying the two sides were far apart. major league baseball already approved their move to vegas, but the earliest a ballpark a ballpark could be ready is the 2028 season. an official announcement on this deal with sacramento could come as soon as today. live in studio lena howland, abc seven news. thank you. >> lena. while the a's probably prepared to leave oakland, a new minor league team is getting ready to move in. abc seven news was at raymond field yesterday where renovations have started on the oakland ballers new home. the team is spending more than a million and a half dollars on improvements, including a video scoreboard and new bleachers. the ballers first home game happens in june, and you actually have a chance to play professional baseball with them. the ballers are holding tryouts this saturday at laney college in oakland. you can find more information on what you need to

and 40s across much of the region, and this afternoon we will stay well below average in the low and mid 50s for daytime highs. a winter weather advisory kicks in already for lake and interior mendocino county, where we could see 3 to 5in of snow throughout the day. it's not only there mount hamilton is seeing snow right now. even the santa cruz mountains could get a dusting of snow too. low pressure is dragging in some very cold air this morning. a cold front moving through as we speak. so future weather showing you we're seeing those showers move in from west to east throughout the next couple of hours. snow falling on our highest peaks. that's the pink and the white you see in parts of the north bay and around mount hamilton. we're already seeing snow fall in some of the webcams around lick observatory this morning. it's just a chilly day. have several layers underneath your winter coat. take the umbrella with you. we'll be in and out of the showers throughout the afternoon and the evening, but this mess does clear out for the weekend. we'll show you that coming up in a few minutes. let's check in with amanda and see how we're doing with our roads this morning. yeah. >> good morning drew. we have a crash to tell you about. this is

environmental event is climate action week, which runs april 21st to the 27th. the event includes a host of what the organizers are calling multidisciplinary events, where participants can connect, exchange ideas and foster climate solutions. >> the total solar eclipse is happening in just four days. cities along the path of totality are getting ready. some schools are actually canceling classes, while others are planning out of this world. lessons to learn more about the eclipse in detroit, students will release a weather balloon to document the event. indiana's butler university is recording the sun's corona with special telescopes. people in prison are also getting ready in new york. safety glasses will be handed out so they can see the eclipse from their assigned work location or unit in the prison. many people who have planned trips to see the eclipse are getting worried about the weather. severe weather, including tornadoes, could mean some areas won't be able to see it. so here's a look at the path

looking at a 2:45 quarters of an inch of rain across much of the region. let's talk about the cold side of the storm. the snow forecast here locally, probably a dusting on our highest areas in the santa cruz mountains. mount hamilton, one of the jackpot zones, likely 4 to 5in of snow above about 3000ft. we have a winter weather advisory in effect for lake county interior, mendocino county, for good reason. we could see 3 to 5in of snow there. it's just a cold day today. low to mid 50s. that is about it for daytime highs well below average tonight. it is another chilly night, 30s and 40s with isolated showers moving through a winter weather advisory is in effect for the west slope of the sierra until 11 p.m. highest peaks could see two feet of snow. accuweather seven day forecast showing you we have stormy weather today and tomorrow before we brighten up for the weekend. and then early next week you want it. spring is coming back. we'll have temperatures back in the 60s and 70s. >> amanda drew a sig alert to get to this is that same san carlos crash we talked about just a few minutes ago. it's a

building as much as seven feet. it's part of a plan to protect the waterfront landmark in the coming decades from a sea level rise. the building's management company says the current proposal would be bad for business. it's asking for other options. according to the chronicle, hudson pacific properties sent a letter to the

15% increase in pay over the next three, and a half years. the county is offering a 13% raise. leadership on both sides claim the other party has walked away from the bargaining table. >> we have not heard anything we wish we would. we are eager to get back and bring to our nurses a fair contract that will take care of them. >> the other sticking point is about reassigning nurses to different hospitals. the county said it would provide safeguards to reassigning nurses by moving them to departments where they have been trained, and allow them to decline an assignment by calling out. now, the county says nurses have gotten a 30 to 42% pay increase in the past four years. the strike affects more than 3500 nurses working in county clinics. santa clara valley medical center, saint louise and o'connor hospitals as well. they return to work tomorrow back to the desk, amanda. >> thank you. after nearly one month since california's primary

elections, the votes have been tallied in the race for california's 16th district in the us house. and it looks like we have a tie. former san jose mayor sam liccardo already sealed the deal for his november general election spot, but it appears to be a true split race for the second spot between joe simitian and evan lowe. both lowe and simitian remain at exactly 30,249 votes. final results are expected to be released later today. if that tie is still there. both lowe and simitian would move on to the november election, making it a three way race in san francisco. >> supervisor aaron peskin is telling abc seven news he is just days away from launching his campaign to be mayor. peskin has been critical of mayor london breeds tough approach on homelessness and mental health issues in san francisco. >> i want to repudiate the politics of blaming other people. we've blamed the judges. we've blamed, you know, the nonprofits. uh- let's start being accountable.

>> london breeds. >> peskin has been supervisor on and off for 24 years, and he's currently the president of san francisco's board of supervisors . we asked abc seven news insider phil matier about the response from mayor breed's camp. >> what i'm hearing from city hall is that this is the start of the mayor's race, as we have covered many times before past mayoral races in san francisco. there's always been politics, there's always been policy, but there's also been an entertainment factor to it. you know, personality, if you want to call it that. in this case, she calls aaron peskin the terminator. he's been the thorn in the side of mayors going back all the way to willie brown. he is mr. no. in san francisco city hall, but he is also mr. known because he knows how things are done. >> and as of now, here are the candidates running for mayor in november. of course. current mayor london breed. mark farrell, daniel lurie and a few days we should hear a confirmation from aaron peskin

that he is planning to run and asha sapphire. >> the us supreme court will soon review a decision that prevents cities from sweeping encampments. it stems from litigation in oregon, where two unhoused people challenged an ordinance that banned people from camping in public spaces. an appellate court agreed, saying you can't stop people from sleeping in public if you don't provide an alternative. legal analyst stephen clark weighs in. >> the big question will be if there's not a place for someone to go, such as a homeless shelter, how can you then put them in jail or give them a fine and turn their poverty into a criminal act? >> this case has had an impact on san francisco. the city attorney says he hopes the supreme court will reverse the lower court's ruling. so san francisco can then clear streets if people refuse housing opportunities. the high court takes up that case on april 22nd on the peninsula, one of the bay area's wealthiest communities is

now facing punishment for not being in compliance with housing standards. >> every eight years, cities and towns across the state submit plans to address the housing needs of the community. it's known as the housing element. despite an initial plan being approved, the state says it steps to implement portola valley's housing plan were not happening fast enough. as a result, the town's housing element is decertified now to be in compliance. portola valley had to have zoning for more than just single family homes. >> the mayor has expressed a lot of disappointment and frustration, as have the residents, she said that they required the zoning to be completed within two days after their certification, which was just very unattainable for the town to complete it. >> so here's what this means for portola valley and its residents. consequences escalate over time, starting with builders remedy. that's a state law that will allow developers to get housing projects approved

in cities that do not have a compliant housing element. the town could also face losing state funding for housing and infrastructure. >> new at six. the new speed cameras that are expected to be installed around the city of san francisco will happen even faster, the board of supervisors unanimously approved legislation that expedites installation to next year. mayor breed's office says it shaves a year off of the process. the statewide pilot program will ticket drivers who exceed the speed limit by at least 11mph. the cameras will also be installed around san jose and oakland in the east bay. >> uc berkeley's controversial dorm construction at people's park is likely to get a go ahead from the courts. the california supreme court hearing yesterday made it pretty clear the $312 million student housing project will get approval. it would accommodate about 1100 students and more than a thousand unhoused people who'd been camping at the park. a final

state of san francisco's union square and the number of businesses moving out this morning, we're learning a luxury retailer is moving in, or at least lena howland moving over. >> yep. that's right reggie. just days after north face closed their 9000 square foot union square location, the chronicle is reporting luxury retail brand bulgari is already set to take its place. they say bulgari, which is an italian jewelry and accessory designer committed to a ten year lease in this location. but they are no stranger to this area. they'll be relocating from their current location, which is only about two minutes away when its lease expires next year, according to the chronicle. it's a move that will put them in the same intersection as luxury neighbors harry winston, dior and cartier. this comes after a number of businesses have left union square in the past few years, including nordstrom, soon to be macy's and the old navy flagship store, just to name a few. this move is expected to happen
