captioned by los angeles distribution and broadcasting, inc. right away. now to the search for two missing children gone for nearly 24 hours. the chp is asking for your help tonight to find two boys last seen in mountain view. investigators say four year old david wu and nine year old daniel wu were taken by taylor wu. the chp released photos of the three today in an endangered missing persons alert . they were last seen at about

130 this morning in mountain view. the chp didn't share a more specific location, though. wu was driving a blue 2018 ford escape with a missouri license plate reading vb 9v1w anyone who may have seen the vehicle or the wu's is urged to call 911. moving on to the north bay now and the high speed chase ending in a spectacular fashion, police say a driver trying to race away from officers topped speeds of 110 miles an hour on highway 101. the driver tried to take the exit onto petaluma boulevard and couldn't make the turn. the electric car crashed over the barrier and landed in the marsh, sending flame chunks of car battery flying onto the road. >> this is not something we normally deal with. this is probably the first crash that i came out to where there was batteries in the road on fire, and so it's going to be an evolving uh- training, i guess, and evolving as we go. and

learning more about these vehicles. >> the chp says the car was so hot they couldn't even move the crashed car. they had to call in a hazmat crew to handle the battery fires. happening now. construction work has a stretch of highway one close tonight in capitola. take a look. caltrans crews are demolishing the capitola bridge. overcrossing a little more than a mile of highway one is closed until seven tomorrow night. caltrans is telling people to take 101 to avoid the closure. well, they are everywhere in one east bay city, two of the same kind of businesses every square mile. we're not talking about starbucks or fast food chains. we are talking about smoke shops and the new push to cut back the city of richmond is looking to crack down on these businesses, saying many are operating illegally. but some critics argue cutting off new businesses won't solve the problem. here's abc seven news reporter anser hassan. >> richmond's mayor says his

city has the potential to become the east bay smoke shop capital, with 78 licensed tobacco retailers. that's too many. >> that is too many smoke shops. muriel cromwell, a lifelong richmond resident, is a smoker who was parked outside of a smoke shop. >> but even she thinks the city can cut back. >> it would be a good idea because why would we have all these smoke shops? that's just making it, making people want to smoke and creating bad habits, to be honest. >> according to statistics provided by the city, there are more than two places to buy tobacco per square mile in richmond, mayor eduardo martinez is proposing a 45 day morat on new permits and licenses. >> we need the moratorium so that we have the space and the time to look at all of the regulations, all of the rules that we have. >> this would impact smoke shops , lounges and tobacco retailers with provisions to extend the moratorium for up to almost two years. >> nothing is ever quite the way

it seems in richmond. tom butt is the former mayor of richmond. >> he served 28 years on city council. he says the problem isn't the proliferation of smoke shops. it's regulation. >> some of them are unlicensed, unregistered uh. some of them are illegal. so the problem is not one of needing new legislation and needing moratoriums. the problem is getting the city council to fund the police department so they can start the regulatory unit back up again. >> in richmond, it's the police who license and regulate tobacco budget cuts. the police department meant cuts to the regulatory unit in documents prepared for the previous city council meeting, the city admits to being behind on compliance. >> you know, sometimes these regulatory actions involve uh. you know, they involve arrests and that kind of thing. so, you need somebody who has the authority to do that and the experience doing it. so the police department's a good place for it to reside.

>> the mayor's office did not respond to requests for comment, but butt believes more inspections of shops could lead to shops immediately being shut down, which would bring down the overall number. city council is expected to vote on the ordinance on april 16th in richmond, anser hassan. abc seven news. >> new at 11 california's eyes are getting better protections from hefty rent hikes. a new rule passed this week prevents landlords from raising rent by more than 10% in new low income housing. it's not mandatory for buildings that already exist or projects currently under construction, but most existing low income units in the state will likely follow the rule anyway. to get new tax credits on renovations or to sell property later. well, did you feel it? a 3.2 magnitude earthquake rattled the bay area today. that quake hit just after 11:00. the epicenter was in berkeley along the hayward fault. the usgs says people felt it as far away as sacramento. san jose and petaluma. there

were no reports of dame, though there were minor delays on muni as crews checked out equipment at one week. since part of highway one collapsed in heavy rains, businesses in big sur say they are losing millions of dollars. parts of highway the highway between carmel and big sur, collapsed last saturday, stranding, stranding travelers and locals alike. caltrans crews are still trying to stabilize what's left of the road. they restarted twice daily convoys today to give locals a way between carmel and big sur. caltrans is planning to build a barrier on the road to protect workers making repairs. the big sur chamber of commerce says businesses there are losing an estimated $1 million every day the road is closed. the big sur international marathon is set for the end of the month. organizers say they'll decide this week if they'll have to reschedule. all right. time now to bring in abc seven news meteorologist spencer christian with your 24 hour accuweather forecast. spencer, we've had so

much wild weather. we are finally getting that break. >> we are. diana we're going from wild to mild now. tomorrow morning, early 7:00. as the sun is rising, there may be a few leftover clouds from the overnight hours, but and it will be a bit chilly, but it will be mainly clear with temperatures mainly at 40 inland or even below 40. so very chilly in our inland areas, but mid to upper 40s elsewhere. now by noon, mainly sunny, still a bit on the cool side, so we'll have temperatures in the mid to upper 50s for the most part. then by 4:00 a little bit of warming under mainly sunny skies, high temperatures away from the coast , mainly in the low 60s. then at 7 p.m, bright blue sky before the sun sets and it's it'll be getting cooler again with temperatures having dropped already by 7 p.m. into the mid 50s. i'll have the full accuweather seven day forecast coming up a little bit later. dion all right. >> sounds good spencer. thanks. well tonight we are closing in on the big day. that rare total solar eclipse. even though the bay area is missing out on totality, there is no shortage of excitement for monday's event. abc seven news reporter

supervisors president aaron peskin kicked off his mayoral campaign this morning. neo neo mayor harry peskin addressed a large crowd in portsmouth square in chinatown. he joins an already competitive race, which includes incumbent mayor london breed supervisor ahsha safai, levi strauss, heir daniel lurie and former interim mayor mark farrell. >> there's 213 days between now and the election, and i'm going to walk every corner, every neighborhood of this city and listen to voters talk about my plan. but this morning was incredibly heartening. i mean, we've had probably 700 people here today, and we're off to a great start. >> as peskin spoke a group gathered to rally against his running for mayor. the san francisco chronicle reports. that group was arranged by farrell's campaign manager for $1.3 billion on the line, and the winning numbers are delayed by hours. coming up on abc seven

the east bay and oakland? cornel bernard abc seven news. new details tonight about waymo's presence in san francisco. >> the robo taxi company is telling state regulators rides are going up. that's according to the san francisco chronicle. waymo says its cars carried 316,000 passengers in the last quarter. that's about 3500 people a day, and they covered about 1.4 million driverless miles. waymo says that is a 42% increase in ridership from the quarter before. the company also reports its robo taxis got into 14 crashes. two of them involved minor injuries. a librarian from the bay area who became tiktok famous for his love of books, is heading to a slightly bigger screen. michael threats is featured in the pbs series arthur, sharing the joys of public libraries. the episode was just released today in honor of national library day. it called it's called arthur meets

michael the librarian. and tomorrow is the start to national library week, so you can go out and make your own happy library memories. well, california is all set for full on super blooms this spring. experts say the forecast is shaping up for a bright burst of color across the state. rainfall patterns, temperatures, and soil conditions all contribute to a vibrant spring. >> i think in general, we've had a very mild year and mild is good. so one of the biggest kickers for super blooms is when we have early heat waves. that tends to burn out those young little seedlings. so when we really haven't had that this year, which is fantastic. so that consistently cool temperature, fairly steady rainfall at good frequencies has really set us up to have a pretty good super bloom across the state are promising. >> yes, southern california, we'll have more dazzling blooms because less rain means there is less non-native grass competing with the wildfires. of course, we would still like to see big

blooms up north, just more often along steep slopes and thin soil . i just remember people in socal. i mean, they were flocking. they were blocking traffic, causing all kinds of problems. oh yeah, everyone last year was watching the super bloom. >> it looks like it's going to be a repeat performance this year, which is great. it will be. it's so colorful. you know, it's just minus the allergies. well well there is that sure it's a trade off. here's a look at what's going on with our weather right now. we've got a little weak cold front approaching us. as you can see on the satellite radar. composite image. it's not going to be a rainmaker. it'll produce a few clouds overnight, it may produce a couple isolated sprinkles, but that's about it. no, no. measurable or widespread rainfall is expected. interestingly, interestingly enough, easy for me to say. the wind is relatively calm right now, although we have 12 mile per hour winds at oakland and at sfo and the 24 hour temperature change is not very significant except farther inland, where it's about 4 to 7 degrees warmer in some locations than at this

time last night. so here's a view from sutro tower, 50 degrees right now at oakland and san francisco and san mateo and half moon bay, 51 apiece at hayward and san jose. and looking at emeryville from the emeryville camera, the temperature readings at this hour as we look up north. santa rosa 45, also mid 40s at petaluma, napa, fairfield, upper 40s at concord and livermore. let's check out now our forecast headlines overnight. we'll see a few clouds with that weak front passing through. maybe some isolated sprinkles. they won't be widespread. and we're not talking about measurable rainfall here tomorrow. mostly sunny and milder, and there still may be a couple of leftover lingering isolated showers tomorrow afternoon. but generally we're looking at dry, sunny, mild conditions. and for next week, sunny days and a major warm up is coming our way. now here's our forecast animation starting at midnight. notice overnight mainly clear skies, a few clouds passing by. looks like those sprinkles are going to remain offshore. but during the day tomorrow. see, we may have a couple of those little isolated pop up sprinkles . but again, no measurable

rainfall is expected overnight. low temperatures will be generally in the mid to upper 30s in the inland north bay. we're talking about 36 at santa rosa, 38 napa, 39 vallejo, but still not quite so chilly as last night when we had frost advisories in many of these locations and closer to the bay and the coast. overnight lows will be mainly in the mid 40 s high temperatures tomorrow under mainly sunny skies 55 at half moon bay, 59 here in san francisco around the bay shoreline, mainly low 60s farther inland. concord, antioch, fairfield. low to mid 60s, but once again a little milder than today. but still not quite up to the average high temperatures for this time of the year. and here is the accuweather seven day forecast. so on monday that's uh- eclipse day. we'll have great viewing conditions here. sunny skies and it'll be a little bit milder. and notice the warm up we have coming our way next week. by wednesday thursday inland highs will be at or above 80 degrees. upper 70s around the bay shoreline. and even as it starts to cool down a little bit friday

and saturday, we'll still have upper 70s as our highs. and here's anotherook at the uh- path of totality, where you get the best view of the full solar eclie on monday. so down in texas and arkansas looks like there'll be some lingering clouds there. folks there may not get the best view because of the clouds, but as you go farther north and northeast, up into ohio and up into new england, skies will be clearer. and there'll be a much better view of the of the eclipse. >> i just still think it's interesting that people are flocking to places like paducah. yeah, i mean, paducah, kentucky, whatever it takes. paducah. yeah. that's right. >> well, actually, at that part of the south, the southeast viewing conditions should be pretty good. once you get farther north from from texas and arkansas and southern missouri, skies will be clearer. okay. >> so for us, though, for us, it's, catch what you can. >> exactly. >> that's my plan if i happen to be near a window. yeah. all right. spencer, thank you. well, coming up, waiting on winning numbers. why the fate of the massive $1.3 billion powerball

college at 93. but the sticker price isn't the whole story. researchers say the prices low income students are paying at elite universities are actually going down with expanded financial aid. >> i would not be here if we're not for we're not for the scholarship. it's outrageous amount of money. >> we're heading toward a increasingly cast system of those who can pay and those who can't. >> this year, complications and delays with financial aid are adding another barrier to entry. technical glitches in the application process put millions in limbo. it's not clear to students or colleges when that fafsa backlog will clear up. a bay area plane company is heading into bankruptcy. vacaville based icon aircraft says it's filing for chapter 11 protection. the company builds small sea planes. the part boat, part planes have crashed several times over the last few years. two icon employees died when their plane crashed in lake berryessa back in 2017. federal investigators say the pilot was

nasa is trying to create a new kind of robot to roam outer space. instead of rovers on wheels. they're looking for something with legs. reporter jeff nguyen introduces us to the college students in california, building a solution. >> meet spirit of four legged robot. that's part of a plan that's way out there. mechanical engineering student ethan fulcher co-wrote the software for the robot that's part of a usc led partnership with nasa and half a dozen other schools called the lassie project. >> the goal of this project is to not only move, but also gather science. while we're moving. >> doctor feifei chen is a roboticist at usc. >> we are hoping that our robots in the future can be sent to the moon, the mars, and beyond to get there. >> spirit has been tested on the sands of manhattan beach and the desert of new mexico. at usc's robotics lab, data is gathered on what happens when spirit

steps into loose or wet sand or something brittle, like a graham cracker meant to mimic ice. how will this data be used for, say, colonizing in space? >> yeah, so this type of data, for example, where the sand is softer versus harder, can guide us to decide where, for example, to build houses and where it's the sand is more stable. >> lunar exploration is expected to happen in the next five years. members of the lassie project say it's a true team effort. >> it requires people from all different disciplines, from science, engineering, construction, behavioral science . and this project is integrating all of those, scientists say robots like the mars rover, which has wheels, can't handle steep terrain. >> last fall, spirit was tested on mount hood, where it struggled at times. but fulcher says there's value in overcoming challenges, so that when we go to the moon or we go to mars, we

and so, you know, i was, i was a giant fan ever since bobby bonds signed with the giants. and you know, it means a lot when i think about all the tradition and all the great players that come through here, the great people. you know, i went to see willie mays. i made my month and, just talking to him and seeing that he's doing well. and so i'm just glad to be back for the fans that don't know, kind of fill us in on exactly your role here with the giants and what fans can expect from you. >> are you going to be around a lot visible? i mean you're here today. >> yeah. i'm not going to be around a lot lot. but but but i'll be watching a lot on tv. i'll be watching the, the, you know, the river cats, which is in my hometown. i'll be here a couple days a month, you know, to try to just, add whatever i can add to farhan and his staff and, you know, bob melvin and his staff and matt williams. i mean, all those guys are my boys. and so, you know, i'll try not to get in the way too much. but if i see something, you know, i'll, you know, recommend something, but at the same time, i'm kind of feeling my way, you

know, through this a little bit, because this first summer i've had off in a while. and so, like i said, i'll be in and out. i still got my place here down in peninsula. so, you know, this will always be home. >> what'd you like about what the giants did this off season? a lot of action late right before opening day. yeah, there was. >> you know, the key is, you said action late. you know, as long as there's action as long as there's action, because they're in a tough division. they're the tough, real tough division. you know, they got some good clubs in this division. but hey the giants can hold their own. they can stay healthy. you know you know they got a great attitude which i know is in spring training. and so, you know, you just got to play ball. >> you've had a lot of great moments in a giants uniform as a as a manager, what stands out to you in your time as a manager? is there a game a moment? there's so many great ones. >> it was a great moment. i thought moving from candlestick to this new ballpark and, you know, the fact that we wanted to, you know, to win. leaving candlestick coming into this new ballpark to help raise money to build this ballpark, as they said that, hey, you couldn't
