freezing. 47 livermore. so we're a couple degrees warmer than yesterday at this hour. we'll see a few puffy clouds throughout the afternoon, so we'll call it mostly sunny. upper 50s coast, mid 50s around half moon bay, but low 60s around san jose and also santa rosa with an isolated shower, maybe the diablo range, the north bay up towards healdsburg. and then we'll talk about our big warming trend getting underway for monday. >> stephanie. lisa, thank you. new this morning on the peninsula, a person is dead after they were hit by a caltrain in san carlos overnight. the san mateo county transit district says the person was trespassing and on the tracks when they were hit by an electric train that was undergoing a test at the time. it happened just after midnight. the person's identity has not been released yet, and officials say they don't know why they were on the tracks. we're also following developing news. the search for two young children continues. chp is asking for your help in finding four year old david wu in nine year-old. daniel wu investigators believe the boys were taken by taylor

wu, who was on the right of your screen. the photos were released in an endangered missing persons alert. a connection between the boys and the woman has not been confirmed by police. the children were last seen in mountain view, near montecito avenue and san pierre way early yesterday morning around 1:30 a.m. taylor wu was driving a blue 2018 ford escape with a missouri license plate reading vb 9v1w the city of richmond is looking to crack down on smoke shops, saying many are operating illegally. elected leaders also say there's too many smoke shops scattered around the city. abc seven news reporter anser hassan talks to critics who say cutting off businesses won't solve the problem. >> richmond's mayor says his city has the potential to become the east bay smoke shop capital, with 78 licensed tobacco retailers. >> that's too many, that is, too many smoke shops. >> muriel cromwell, a lifelong

richmond resident, is a smoker who was parked outside of a smoke shop. but even she thinks the city can cut back. >> it would be a good idea because why would we have all these smoke shops? that's just making it, making people want to smoke and creating bad habits, to be honest. >> according to statistics provided by the city, there are more than two places to buy tobacco per square mile. in richmond, mayor eduardo martinez is proposing a 45 day moratorium on new permits and licenses. >> we need the moratorium so that we have the space and the time to look at all of the regulations, all of the rules that we have. >> this would impact smoke shops, lounges and tobacco retailers with provisions to extend the moratorium for up to almost two years. >> nothing is ever quite the way it seems in richmond. >> tom butt is the former mayor of richmond. he served 28 years on city council. he says the problem isn't the proliferation of smoke shops. it's regulation.

>> some of them are unlicensed, unregistered uh. some of them are illegal. so the problem is not one of needing new legislation and needing moratoriums. the problem is getting the city council to fund the police department so they can start the regulatory unit back up again. >> in richmond, it's the police who license and regulate tobacco budget cuts. the police department meant cuts to the regulatory unit in documents prepared for the previous city council meeting, the city admits to being behind on compliance. >> you know, sometimes these regulatory actions involve, you know, they involve arrests and that kind of thing. so, you need somebody who has the authority to do that and the experience doing it. so the police department's a good place for it to reside. >> the mayor's office did not respond to requests for comment, but butt believes more inspections of shops could lead to shops immediately being shut down, which would bring down the

overall number. city council is expected to vote on the ordinance on april 16th in richmond, anser hassan. abc seven news. >> californians are getting better protection from hefty rent hikes. a new rule passed this week preventing landlords from raising rent by more than 10% in new low income housing. it's not mandatory for buildings that already exist or projects currently under construction. most existing low income units in the state will likely follow the rule anyway to get new tax credits on renovations or to sell property later. right now, a stretch of highway one in capitola is closed because of construction. caltrans crews are demolishing the capitola bridge over crossing the portion of the highway, which is a little more than a mile, is closed until seven tonight. caltrans is telling people to take 101 to avoid this closure. it's been nearly one week since part of highway one between carmel and big sur collapsed, stranding travelers and locals. now, businesses in big sur say

they're losing millions of dollars. caltrans crews are still trying to stabilize what's left of the road. caltrans is planning to build a barrier on the road to protect workers making repairs. the big sur chamber of commerce says businesses there are losing an estimated $1 million every day. the road is closed. the big sur international marathon is set for the end of the month, and organizers say they'll decide this week if they have to reschedule. in the north bay now , a high speed chase turned into a hazmat threat. police say a driver trying to get away from officers hit nearly 110 miles an hour on highway 101, in santa rosa. that driver tried to exit onto petaluma boulevard, but then couldn't make the turn. the electric car crashed over the barrier and landed in the marsh. that sent chunks of car battery on fire onto the road. >> this is not something we normally deal with. this is probably the first crash that i've came out to where there was batteries in the road on fire, and so it's going to be an

evolving thing, training, i guess. and evolving as we go and learning more about these vehicles. >> it was so hot. officers could not move the crashed car. they had to call in a hazmat crew to handle the battery fires. now to your voice. your vote. san francisco supervisor aaron peskin officially kicked off his mayoral campaign in an already competitive race. mayor mayo mayor aaron, the board president, addressed a large crowd in portsmouth square in chinatown. he's running against incumbent mayor london breed supervisor asha sapphire, levi strauss heir daniel lurie and former interim mayor mark farrell. peskin appears encouraged by recent support. >> there's 213 days between now and the election, and i'm going to walk every corner, every neighborhood of this city and listen to voters talk about my

we have early heat waves. that tends to burn out those young little seedlings. so when we really haven't had that this year, which is fantastic. so that consistently cool temperature, fairly steady rainfall at good frequencies has really set us up to have a pretty good super bloom across the state. >> southern california will have more dazzling blooms. less rain means there's not as much non-native grass competing with the wildflowers. we'll still see big blooms up north along steep slopes and thin soil. tomorrow is the big day. the rare total solar eclipse in the bay area. though we won't get full totality, but some people are still very excited. abc seven news reporter tara campbell talked to those making some last minute preparations. >> the countdown is on and people are getting prepped for monday's total solar eclipse. >> it's like a once in a lifetime opportunity. it's very special, very, very special. >> at san francisco's exploratorium, these glasses are going fast. >> people will come in search around with their eyes. and i

minutes. we used to live in the bay area, and we came here to visit friends, and we're on our way to columbus, ohio, to see the solar eclipse, where his family lives. >> my husband's family. >> the couple wants their three year old daughter to have what's expected to be one of the best views. >> i think i just want her to be excited about the world that we live in, and aware that there's something kind of beyond the sky that we see. >> yeah, that's right. >> tara campbell, abc seven news a lot of anticipation for this. >> if you can't watch the eclipse in person, abc seven is your home for complete coverage. we will bring you the excitement from across the country starting at 11 a.m. tomorrow. and lisa, i know you've been tracking the path across the u.s. what can we expect here in the bay area? >> you know the best weather, even though we're going to see about 34% of it, we're going to be totally clear where that path of totality, they've got a lot of high clouds to deal with. yeah. so it doesn't mean the view will be totally obscured, because you can definitely see

through the high clouds or definitely notice the darkening, the cooling of the temperatures. and as you look at this map right here over the shoulder, you'll notice that the cloud for days now in texas really the high clouds. so should still be pretty good viewing up through kentucky, maybe cloudier for western new york and cleveland, but then sunny up in burlington, vermont and one of the longest views will be in mexico. four hours and 28 seconds for that totality. so lots of excitement as we get through the next couple of hours. and not only that, we are going to be warming up. we have been probably most of you, waiting for a big warm up and it is on the way today, though still on the cool side, and we're going to have some of these cumulus clouds visit us throughout the afternoon. it is 50 downtown, 51 oakland, 52 hayward, san jose, half moon bay , 54 along the peninsula. and as we look at our east bay shoreline up around emeryville and oakland, we're in the mid

40s up in the north bay. it's been cooler for sure yesterday, 30s and today very early this morning, but a pretty good recovery. that strong april sun near 50 now in concord, there san jose and today some sun, some clouds remaining on the cooler side of average. but as we get into monday, seven 8 degrees jump into your temperatures. so lots of clear sky, warmer afternoon, even the overnight lows getting out of the 30s and those low 40s will be in the upper 40s. and by wednesday and thursday, with afternoon highs in or close to 80 degrees, it should be pretty nice out there. uh- later on today. it's cool though. 105 at the ballpark, upper 50s. it will be breezy, some clouds around and upper 50s to end the day, but here's why. we've got a clear start. and then this model wants to bring in just a few isolated showers. still the cold air is with us in the upper elevations and then that sun heats the ground. and then we get those clouds in the

afternoon and the possibility of a few showers wednesday, though, 70s and 80s for most, staying with the upper 60s along the coast. thursday. another very warm day. look what happens on friday. system to the north of us will bring the temperatures way down. it lasts through the weekend and if we look at it with this forecast model, you notice all the systems heading to the north until we get to friday. of course. right. another weekend of 2024 and could see maybe even a few showers here as we get into next weekend. doesn't look like a big deal, but it looks like this definitely has an end point. the warming trend 62 in san mateo, 63 in san jose today. still some 50s downtown and low 60s over in oakland. the accuweather seven day forecast. more sun, more warmth for monday, tuesday, wednesday and thursday ten, 12, maybe 13 degrees above average, much cooler friday and saturday. back with more news after the break. maxwell in concert serenade tour, friday, october

>> for years, we've talked about the aging infrastructure of san francisco and the need for some major updates. one example is the sfmta train system. it relies not only on humans, but a floppy disk. abc7 news reporter luz pena tells us about the upgrades planned and how much it will cost. reporter >> we may be in silicon valley, but what if i told you that san francisco's train control system is running off a floppy disk? >> wow. i mean, we i mean thought we were moving on to ai, right? so why are we doing floppy disks? >> great question. turns out that in 1998, sfmta had the latest cutting edge technology when they installed their automatic train control system from an era where computers did not have hard drives. >> and so you had to load the software on from floppy disks onto the computer. >> it's been 26 years, and every

morning sfmta staff still relies on floppy disks to tell the trains how to operate. >> it's as if you lose your memory overnight, and every morning somebody has to tell you, hey, this is who you are and what your purpose is and what you have to do. >> today we went underground where sfmta's train control project public information officer gave us a tour of their system. so what's the role? that floppy disk is playing right now? >> floppy disk is one component of one system. the system that all practically controls our trains inside the subway. >> as if mta is train control system relies every morning on 3.5in floppy disks like this one. how dire is that to actually change the system, to upgrade it from a floppy disk to a wireless system? >> so it's a question of risk. the system is currently working just fine, but we know with each increasing year the risk of data

degradation on the floppy disks increases, and that at some point there will be a catastrophic failure. >> this system was designed to last 20 to 25 years. sfmta's executive director jeffrey tumlin said upgrading the system will take years, so the detailed project schedule will be finalized. >> once we have a contractor on board, upgrading the system will improve reliability, something the team in the control room is tracking every day. >> so this is where you guys are watching everything happen. so once the upgrade happens, what will change here? >> so they'll be able to track the movements of trains and the operations of trains throughout the city. much more easily. >> as to some of mta's youngest passengers, they grew up riding trains, but today was the first time they saw this relic. mom, what is this? >> it's a hard disk. i don't understand how something that big is something that small. >> luz pena abc seven news. >> now, sfmta says the upgrade

upper 40s in our inland valleys of the east bay, and today will be just a couple degrees milder right now, starting out 2 to 4 degrees milder. and as we go through the next several hours, we're in the upper 50s. then you'll notice a few drops of green there and some clouds increasing along the higher elevations. so still that cold air in place, allowing for that cloud development and perhaps an isolated shower. the warm up gets going monday and the warmest days wednesday. thursday. i'll explain further in a few minutes. >> stephanie. lisa, thank you. we're following developing news this morning. the israeli military said it has withdrawn its ground forces from southern gaza. the idf did not give a reason for this withdrawal. israeli forces remain in other areas of the gaza strip, though this comes as today marks six months since hamas launched a surprise terrorist attack in southern israel, and israel then declared war. more than a million palestinian civilians left to the city of rafah, where

there's now a severe humanitarian crisis. un facilities report on average of 850 people sharing each toilet and 3600 people sharing each shower unit. in rafah, the evacuees are collecting tents, tarps and blankets to build their own temporary shelters as cease fire talks continue in egypt. cia director william burns, israeli intelligence chiefs and hamas officials are expected to attend for months, hamas and israel have been trying to agree on terms for a hostage release in exchange for a cease fire in gaza. hamas is asking israel to release palestinian prisoners and allow more aid into gaza. today, israel is expected to reopen a northern border crossing to allow aid trucks to cross this morning on this week, martha raddatz sat down with the founder of world central kitchen. the humanitarian aid group was targeted in a drone

was in jail. was she posting bail? judith had heard about grandma's scams, but words on the screen made it seem real. >> she wouldn't have been frauded without it. >> the caller claimed to be a lawyer trying to get dui charges reduced. the captel operator silently typed every word the scammer said if you can post bail quickly, i can make sure it's a misdemeanor and not a felony, but you need to act quickly. >> can you get to your money today? what bank do you go to? he looked it up and he's like, oh, they open at 10:00. >> judith asked about her grandson. the operator typed the reply. he's a bit embarrassed and wants to keep this between you guys. he did suffer minor injuries. the airbag broke his nose. they gave him five stitches. the captel operator typed out every word of the scammers instructions. >> are you back from the bank? did you get the cash? did you get the envelopes? >> the scammer said, get a nine by 12 manila envelope. you're going to put the envelope from the bank in the middle of two magazines, and then you're going to place it in the manila

envelope like you're making a sandwich. a courier would pick up the money and quote, the driver doesn't know anything about the case. he's like an uber driver. leave me on the line and head outside. ask his name. give him the package. >> my mom put the phone down, went outside, delivered the money, and then he called back like an hour and a half later. oh, i have bad news. the woman that was in the car with him was pregnant. she lost the baby. >> the scammer wanted more money from judith, supposedly for the woman's medical expenses. >> you need to go get more envelopes. go back to the bank, get the cash after the fact. >> the family got the call log and could see every word the scammer said. >> i read a couple the first time. i mean, it's just so disheartening. >> donna was furious. the cattle operators did not try to stop the scam and, she says, effectively assisted in a crime. >> i mean, they are transcribing fraudulent calls. they enabled her to get scammed, but the cattle company hamilton relay services says federal law makes it illegal for transcribers to intervene in any call.

>> even if it's a scam. the operators must serve as, quote, invisible conduits without censoring, altering or interfering in any way with personal and private communications. fcc rules and the americans with disabilities act require that captioning services provide the same rights of privacy afforded to hearing phone users who expect no one is listening in on their calls. >> i said, can't you even say, you know? please note we think this is a scam. >> donna can't believe it was illegal for the company to notify her that her mom was being swindled, or even to stop typing the scammers instructions. >> i think things have to change . the fcc has to make these changes like have an emergency contact on the account, or alert the local police on line forms among caption operators show some disagreement about their role should they have discretion to intervene in troubling calls, where would they draw the line? >> what if a caller was threatening physical violence? right now, the law says they may

some clouds still on the cooler side of average. today we're fixing that tomorrow, 7 to 8 degrees warmer. a big jump with some strong northerly winds on monday. then tuesday and wednesday we get a return to some low clouds, some fog, a summer like pattern where it will be milder to warm inland and we'll have less of a breeze at the coast. but even san francisco getting into the 70s, it looks like by wednesday. here's a look at what happens today. those clouds want to develop and bring in maybe an isolated shower throughout the day. today so don't be too surprised if you see that. but overall, most of us enjoying a nice afternoon with a few 60s arriving. this is tomorrow for the south bay with upper 60s to low 70s arriving monday. and then look how quickly you warm up through the 80s, wednesday, thursday, but then thursday and friday those 60s will be below average. another look around the bay from oakland, where we'll get up to above average readings for your monday. very pleasant as we go through the middle of
