without closure or a closed case tonight, some of them are calling for a fix and how tipsters can earn cash rewards for giving up key information. abc seven news reporter tara campbell is hearing from those who hope that this can lead to justice. reporter the faces of some of san francisco's unsolved homicide cases. >> cash rewards up to $250,000, the highest in the country yet not a single payout in more than a decade. kind of slap in the face to all the families that, their loved ones were murdered. anna oliver is one of hundreds of family members who've spent years waiting for some progress. her brother pierre was beaten in 2008 and died of his injuries the following year. >> i don't see resolution. it's been so long. >> san francisco's doled out about $360,000 in reward money in seven different cases starting in 2001, the last payout in 2013. >> it's time for them to step up

and, talk about this and try and help families to get some type of resolution for their loved ones. >> and the san francisco police commission is doing exactly that. >> what i would love to be able to do is to look at what other jurisdictions are doing and see if they're doing things differently than we're doing that have shown some success or some promise. >> listening to a city report wednesday suggesting the city's policy might be too restrictive, not giving awards to the anonymous tipsters, and then also requiring that the tip lead to a conviction, asking the head of sfpd's homicide unit for some insight. >> i personally don't have any concerns regarding anonymous tipsters, being paid money to receive information. i think it'd be a big help for my unit personally, to solve some of these cases and bring closure. >> meanwhile, chief william

scott is warning it's about more than loosening up the rules. he says there's a real fear of retaliation that must be solved. >> that's a huge hurdle, particularly for violence and homicides that, are gang related or people are afraid of what might happen if they get labeled, you know, a snitch. >> basically, the police commission says it will now be reaching out directly to other major cities to try and get more data on what's working, and not before making any policy changes . tara campbell, abc seven news. >> and in the east bay, a memorial service today honored the lives of 55 oakland police officers killed in the line of duty since 1857. more than 250 family members gathered at opd headquarters. this as two more recent deaths are still fresh in the minds of the department officers. tuan lay and jordan wingate. incoming police chief floyd mitchell was in attendance. his first official day in office is on monday. we moved out to the peninsula where some newly

installed parking meters are causing some problems. the town of san bruno recently put in the street meters in its downtown district, and both neighbors and business owners are taking issue. abc seven news reporter lauren martinez is hearing those calls new at 11. >> this is an urgent matter. we need you to deal with this now. not in a week, not in three weeks. >> a brand new paid parking program at downtown san bruno is frustrating. small business owners rebecca milano owns one love cafe, so the biggest issue right now is that people are being forced to pay for a full hour. >> so there is no incremental parking on the main streets. >> on april 1st, the city of san bruno rolled out their pay by plate kiosks on downtown streets and parts of el camino real. in some areas, it requires payment seven days a week from 8 a.m. to 8 p.m. i paid two hours for a 30 minute swim lesson. >> i feel like in san francisco,

most of them, it's just like an up arrow down arrow. and you do like quarter of an hour increments. like something like that would be a lot easier. and seems pretty intuitive. >> on wednesday evening, milano hosted a community meeting inside her cafe to address concerns. city council members tom hamilton and marty medina attended. they heard about kiosks not working properly or businesses hurting because customers are only trying to park for a few minutes, not for hours. >> we're making sure that the message is loud and clear. it's ultimately up to the council to listen to our community, to provide the feedback through our city manager to request a change. >> the two city council members at the meeting said. right now they are working with city staff to adjust the time increment so people aren't required to pay an hour or two. >> there's a lot of times people come here for one minute and go and it's not worth it to get $50 ticket. it's too much, it's too expensive. >> they don't work just fix it. but the response that we're getting back is that it takes time. and as small business owners with no resources, time

is something we don't have in san bruno. >> lauren martinez, abc seven news. >> now to the new developments in the protests on college campuses today, sacramento state becomes the first public university in california to align with pro-palestinian protesters. demand as the university says, it will no longer invest in companies that profit from genocide, ethnic cleansing and activities that violate fundamental human rights. students say they were told the university held no direct investments, but will be dumping $4.5 million in indirect investments if this is possible on one campus. >> we've raised the bar nationwide, international. we and so to again, a message to all students don't ask for anything less. >> student protesters are calling this a win. they had been camped out for eight days

prior to the decision by campus administration here in the bay area. two groups are now calling for a federal investigation into alleged racism and islamophobia at berkeley unified schools. a new civil rights complaint claims there is a hostile environment of anti-palestinian, anti-arab and islamophobic discrimination within the district. it comes as a day after the u.s. education department announced an investigation into allegations of severe and persistent anti-semitism in the district. today on capitol hill, superintendent anika ford morthal acknowledged nine anti-semitic incidents but says the issue is not pervasive. >> when investigations show that an anti-semitic event has occurred. we take action to teach, correct and redirect our students. we do not publicly share our actions because student information is private and legally protected under federal and state law. as a result, some believe we do

nothing. this is not true. >> republican lawmakers pushed back, questioning her about district curriculum and if phrases deemed as jews and others are anti-semitic are acceptable. >> one of the slides in this curriculum said for some palestine is from the river to the sea is a call for freedom and peace. do you think that's an appropriate thing to have on a slide for students? >> we definitely believe that it's important to expose our students to a diversity of ideas and perspectives. and if it was presented as a perspective, i do think it's appropriate. >> today, local representatives of the council on american-islamic relations and the american-arab anti-discrimination committee also submitted a federal civil rights complaint. they allege more than a dozen incidents of discrimination at berkeley schools, and are also demanding an investigation. that gets us to tonight's abc seven news advancer at 11. it's our way. we like to get you ahead on some of the top storylines. you'll be hearing much more about in the

days to come. a proposal that could dramatically cut some californians utility bills is expected to be taken up by the california public utilities commission tomorrow. for starters, the usage rate would get slashed. it also would introduce a flat rate of $24 per month for most people. there would be lower cost options for some folks, depending on income, going to make utility bills more affordable for low income households. >> that will reduce the volatility of month to month bills, and it will promote electrification. if this proposal is approved, the new billing structure would take effect next year. >> our next abc seven news advancer at 11 has to do with the fate of bart and discussions of a voter tax measure that may be its only hope for survival. bart is expected to reveal its latest budget projections tomorrow. the transit agency has said it expects to run out of nearly $2 billion in state and federal funding around april of 2026, so that's the year a

funding measure could land on the ballot. bart ridership has plummeted since the pandemic. it's about 45% of what it was in 2019. san francisco chronicle reports a ballot measure could raise $1.5 billion annually for bart and our final abc seven advancer at 11. it's the saga over this potential name change, the san francisco bay oakland international airport. it's caused weeks of back and forth between oakland and san francisco leaders. let's take a live look out at both airport tarmacs tonight with the abc seven oakland airport camera and san francisco international. we could see a major decision tomorrow. the oakland port commission will vote to give final approval to change the name from oakland international airport to that san francisco bay oakland international airport. san francisco has already sued to stop it, saying it would cause confusion for travelers. today, san francisco's city attorney sent a

the british royal family rift as continuing this week, even as prince harry is back in the u.k. to mark a milestone, he arrived at saint paul's cathedral in london today for a service of thanksgiving honoring the invictus games. this marks the 10th anniversary of the games which prince harry founded to benefit wounded troops and veterans. his father, king charles, and other senior royal family members skip today's event to attend a garden party at buckingham palace instead. a spokesperson for the king blamed it on his busy schedule. may is asian american pacific islander month and this year it's the 20th anniversary of the celebration in san francisco. local leaders say this year's celebration will be bigger than before, with a long list of events being held under the theme of moving forward together . >> we're very excited about, you know, spreading the word, spreading the word, because i think so many people still do
