and to start the check of our forecast is drew. yes. >> so we begin this morning with a little bit of cloud cover along the coast. we will find a mild afternoon. yesterday was certainly the warmest day of the week, but we will still find some mild temperatures later on this afternoon. here's a live look from the exploratorium camera right now, showing you mainly clear skies at this hour. the 24 hour temperature change will show you we are several degrees warmer right now compared to this time yesterday, so we're hanging on to some of that mild air we had yesterday. you look at temperatures right now. we have areas in the 50s for the most part about an hour ago some cities were in the 60s. in fact, cloverdale still at 60 degrees. so we do have some mild temperatures this morning. and that will lead to a mild afternoon along the coast today we will find a little bit more cloud cover compared to yesterday, but we'll get some afternoon sunshine and temperatures mainly in the upper 50s for daytime highs now around the bay shoreline. we begin with a few clouds, but it's a bright looking day, not as warm as yesterday. will go into the upper 60s to around 70 degrees and then inland. today we'll go into the low 80s. lots of

sunshine in the forecast and temperatures still a bit above average for this time of the year. let's check in with amanda, see how it's going. yeah. >> good morning drew. here at the top of the hour we're going to take a look at drive times. you can see tracy to dublin. that will take you about 38 minutes. the drive from dublin to mission boulevard south 15 minutes. and then a 16 minute drive to get from 101 to cupertino. back to you at the desk. >> thanks, amanda. three proposed california laws addressing reparations for black californians are moving forward. these bills are written with the intent to begin correcting the harms of slavery and decades of discriminatory practices perpetuated by the state and local government. abc seven news reporter clare rodriguez joining us live in gloria, you're breaking down the three bills that just passed the state senate. >> good morning. kumasi. all three of the key reparations bills passed the california senate with comfortable margins. the bills now head to the assembly for votes in the coming weeks. so let's break these bills down for you. sb 1403 would create a new agency in the state to oversee and administer

any reparations measures passed. to be eligible, you'd have to be able to trace lineage back to an enslaved person or a black person in the u.s. before the end of the 19th century, sb 1331 would create a fund for reparations and reparative justice in the state treasury. now, this would be where the money would come from to pay for reparations. but no specific funding mechanism has been determined. as the state continues to navigate a significant budget deficit. the third bill, sb 1050, would provide compensation to families who have had their property taken from them in racially motivated applications of eminent domain. >> the power of eminent domain has been used repeatedly to abuse, to move black and brown people off of their land and destroy their homes. these actions have devastated the opportunity for families to build intergenerational wealth through the owning of land. >> these three bills come in

were on the flight. yes >> and reggie, images from inside the plane show how violent the plane shook as it hit turbulence and what passengers describe as a really terrifying scene. i think the entire thing happened within the span of, like, less than 10s. >> i saw people from across the aisle just like like going completely horizontal, hitting the ceiling and landing back down and like, really awkward positions. >> and i told you yesterday morning, one man died in the ordeal. several people are still in critical condition. the ceo of the airline has issued an apology. it reads in part, i would like to express my deepest condolences to the family and loved ones of the deceased. we are very sorry for the traumatic experience that everyone on board sghc 321 went through. the ntsb says it is sending a team to investigate and boeing has said it is in contact with singapore airlines and is ready

to support them. back to you, kumasi. >> thanks, amanda. the five candidates vying to be san francisco's mayor share the stage together for the first time, and voters are getting to hear what they say about the issues they find most important. abc seven news reporter tim johns was at the forum last night, and has more on the candidates push to lead the city . >> reporter one by one, all five of the major candidates running to be san francisco's next mayor took to the stage for a political forum tuesday night. the event, hosted by the harvey milk lgbtq democratic club, was an opportunity for each candidate to take their vision for the city directly to the voters. current mayor london breed emphasized the work she's done to bring the city back after the pandemic. everything from working to revitalize its downtown to promoting public safety. >> it's not a one size fits all. it's not a just do this or just do that. it's all of the above and how we work together to make sure that we have a robust, transparent, a police department that is held accountable but is also doing the best they can to

keep people safe. >> fellow moderate candidate and former interim mayor mark farrell talked about his desire to create a more equitable city. farrell specifically highlighting the need to build more affordable housing. >> number one, it encompasses zoning. number two, it encompasses legislation and number three, the company's mayoral directives to make sure that our planning and dbe departments are actually more efficient. >> businessman daniel lurie talked about his background, founding local nonprofit tipping point community library, mentioning his ability to work with various players across the city to raise money. >> we need to bring conventions back to san francisco. we need to bring tourism back to san francisco. we need to bring revenue. i know how to do that. >> current president of the board of supervisors, aaron peskin, was also there. peskin who has tried to present himself as the progressive alternative to mayor breed, talked about his desire to return the city to what he calls its liberal roots. he also hit back against claims he's anti-housing and talked about solving the city's drug crisis. >> i have been for more supervised consumption sites, safe injection sites, fellow

progressive and supervisor asha sapphire spoke about his experiences being an immigrant and coming from the city's labor movement, among other things. >> sapphire criticizing mayor breed for her handling of the city's homelessness epidemic. >> we have a budget of $14.6 billion, so it's not necessarily a matter of resources. it's a matter of management leadership and accountability in san francisco. >> tim johns, abc seven news. >> we are expecting classes to be in session as usual this morning at portola elementary school in san bruno after a really scary incident, a tear gas training nearby went very wrong. tear gas and pepper spray drifted onto campus, hurting some children. the san francisco sheriff's office says it was conducting the training indoors at the san bruno jail yesterday afternoon. somehow, that chemical got outside, wafted to the school about a mile away. children and teachers felt the

burning in their eyes, their nose, their throats. the sheriff's office says this has never happened before. in their 20 years of training at that location, the sf sheriff's director of communications told us in a statement, quote, we sincerely apologize to portola elementary school, its faculty and students and their families for this unforeseen event, which must have been especially scary for children in there pausing all training with chemical agents. >> leaders in san francisco are formally asking the fbi to investigate a series of racist deliveries left on a black family's doorstep. and as those leaders spoke yesterday, the family suffered another blow. terry williams tells us his parents ended up in the hospital after a fire at their home near alamo square. it started around 1130 yesterday morning with flames pouring out of the front windows, williams says. firefighters and neighbors rescued his parents, who were trapped on the upper floors. >> the firemen got here fast. they i applaud the firemen.

thank y'all. they got here, got my parents out. so i thank you. >> williams was at city hall when the fire started dealing with the aftermath of threatening messages and a racist doll delivered to his door. he got two deliveries in the last two months with no leads on who left them yesterday, the san francisco board of supervisors passed a resolution condemning the threats and calling for police to prioritize the investigation. this this entire situation is real test of our city. >> and whether we walk the walk when it comes to taking a stand against anti-black racism, san francisco police are investigating the racist messages as possible hate crimes. >> fire investigators are trying to figure out how this fire started. >> 510 we're going to south bay, san jose this morning. it is quiet out there. we do have clear skies across most of the

region right now. plenty of stars in san jose. we have 54 degrees as your current temperature. the only area reporting any sort of cloud cover right now is half moon bay. and partly cloudy skies across the city. so again this morning, our marine layer is very shallow and we will find bright conditions this afternoon even along the coast. if you're traveling today, it is really quiet across many of our major hubs from la to new york, chicago, denver, atlanta. you should have no problem getting to where you're going. we have partly to mostly sunny skies, temperatures very close to average. the one area that we're watching for rain, the pacific northwest. seattle has showers throughout the day and a temperature of only 62 degrees. back here at home. future weather showing you by 9 a.m. we're still tracking a little bit of fog around half moon bay. otherwise it is clear skies and we'll find that clearing will continue along the coast into the afternoon. we'll find sunshine no matter where you are. temperatures will be a few degrees cooler compared to yesterday, but for the most part, we're still above average,

state lawmakers have just advanced a bill that would require cars to start beeping. if you go more than ten miles per hour over the speed limit.

state senator scott wiener from san francisco introduced this bill to help reduce the number of traffic deaths. the rule would apply to all new cars sold in california starting in 2032. republican state senator brian dolly, who voted against the measure, argued sometimes people need to drive faster in an emergency. >> a deadly storm slammed the midwest overnight. iowa's governor issued a disaster declaration after several tornadoes ripped through that state. amanda is tracking the situation this morning from the live desk. kumasi >> officials in iowa confirm multiple deaths after that storm system moved through the state. it spawned several tornadoes. witnesses describe a monster tornado that hit greenfield, a town about an hour outside of des moines. the local hospital sustained major damage and had to be evacuated at least a dozen people were injured. many are now waking up to the damage left behind without their homes. >> it got really, really loud and we thought we lost our house, but we were lucky. but like everyone else, is not so

much like my brother cody. his house just got wiped and there were at least 17 tornado reports generated in iowa yesterday. >> now the storm system is moving east strong winds, hail, and more tornadoes are threatening cities from texas to vermont. back to you at the desk, reggie. >> thanks, amanda. sea lion pups are dying by the hundreds off of california's coast. and scientists worry climate change may be to blame. a team at uc santa cruz says it's extremely unusual to see so many dead pups . they say they found nearly 300 dead sea lions off of ano nuevo island. that's off the coast of san mateo county. researchers say these adult sea lions seem to be losing these pups close to full term. >> my best guess, and it's a guess, is that food availability is down. california sea lion populations are at a historic high so that there's they're already at a point where they're pretty much maxed out.

>> the uc santa cruz team is watching satellite tracking, showing the sea lions are traveling farther for food. they're also looking into whether avian flu or maybe pesticides are killing the pups. >> college sports fans, if i asked you to tell me about the biggest issue in college sports today, what would you say? maybe it'd be nil. standing for name, image and likeness. this is a new system that lets student athletes get paid, in part by wealthy boosters who pay for the value that the athletes bring to the university. one of the top talents in the country right now is from here in the bay area, and he is a prime example right now of the issues that system is facing. former pittsburgh high athlete jaden rashada is now suing florida gators head coach, football coach bill napier and others for fraud, according to this lawsuit. rashada originally signed to play for miami for a $9.5 million nil deal, but was

lured away when the gators offered him nearly a $14 million nil deal with the promise of $1 million on signing day. well that deal ended up falling through. he never saw any of the money. lawyers who are not associated with rashad's lawsuit say that the nil system is messy because the rules aren't clear. >> imagine right now if the nfl had free agency for every single player, every single year, and there was no salary cap. and not only that, but it was essentially the fan who were bidding to pay these athletes >> rashada is now seeking at least $10 million in damages. the university of florida issued a statement saying they do not comment on ongoing litigation, and pointed out the university athletic association, nor the university are named in this lawsuit. >> it's in the water we drink and just about every tube of

toothpaste, new research claims. fluoride a mineral that protects our teeth, may be harmful to pregnant women. the study out of usc tracked more than 200 low income pregnant latinas living in la. researchers say the women with the most fluoride in their systems were more likely to have children who developed neurological problems, as the higher the fluoride exposures, the worse were the neurobehavioral scores on things that reflect things like anxiety , depression. >> and he steps away from either taking fluoride out of the water at this point, or not using fluoridated toothpaste. i think it's very premature. >> no major medical group recommends pregnant women avoid water with fluoride. the world health organization says there's no evidence fluoride use needs to change. >> a candy company is doing the most. it is rolling out an underwater vending machine. airheads we're talking about you released a video saying the older we get, the less fun the pool gets. so it shows a man

highs mainly in the upper 50s to the lower 60s, so it's still mild today. it's still sunny 76, in santa clara, just a few degrees cooler than yesterday, 78 in san jose, 70 the high in santa cruz along the peninsula. we have coastal clouds right now breaking for sunshine this afternoon. closer to 1 p.m. around half moon bay in pacifica . 70 for the high in redwood city with sunshine, 73. in mountain view, the city today a few degrees cooler by about 3 or 4 degrees compared to yesterday. 66 downtown 63. in daly city, the north bay. it's warm, 74 in petaluma, but we hop to 84. in santa rosa, 80 in sonoma, 70 in sausalito, 72 and sunny in oakland today, 74 in fremont and inland will be in the upper 70s to the mid 80s for daytime highs. the evening planner once again shows you that lack of fog, that marine layer stays pretty compressed. so we're having clear skies throughout the entire evening. so overnight tonight we'll have lots of stars out there, overnight lows dipping into the 40s and into the 50. now heading into the holiday weekend, temperatures are actually going to dip below average. here's saturday, we'll

compared to yesterday. pretty much staying in the 50s all day long. now around the bay shoreline. some patchy cloud cover early on. gives way to full sunshine pretty quickly this morning. by about 10 a.m. it's nothing but sunshine. and later today highs upper 60s to the lower 70s this afternoon. now inland. we were closing in on 90 degrees yesterday. not quite as warm today, but still mild out there. sunny skies all day long and highs in the low to mid 80s later on. today let's check in with amanda see how the commute is going. >> yeah good morning drew here at 531 we're taking a look at our overall map. no issues. so far this wednesday morning. but your usual typical commute on the altamont pass has started from 11th street on westbound 205 to north flynn road on westbound 580. speeds are down to 13mph. and i'm also following a developing story out of the east bay. former oakland police chief leronne armstrong is running for city council. he's expected to file the paperwork this morning for the city's at large council seat. less than an hour ago, the chronicle posted

julian glover takes an in-depth look at the groundbreaking work of the reparations task force and examines the package of proposed laws in an abc seven originals documentary called california's case for reparations. it's available right now on abc seven news.com and wherever you stream abc seven news. >> new this morning a measure to protect your children from the negative effects of social media is moving forward at the state capitol. if this legislation is enacted, it would be the first of its kind in the nation. amanda is at the live desk with how it would work. >> amanda kumasi. this is a totally new approach to dealing with how kids interact with social media. under the bill, platforms and apps would be banned from sending minors, what lawmakers call addictive content without consent of a parent or guardian. it would also stop social media companies from sending notifications to minors from midnight to 6 a.m, and on school days from 8 a.m. to 3 p.m. without parental consent. there would also be a default time limit of one hour per day for platforms. the default

setting for minors accounts would be set as private again, that can all be adjusted by parents. senator nancy skinner of berkeley introduced the bill. she points to research linking social media addiction among youth with higher rates of depression, anxiety and low self-esteem. the legislation is sponsored by california attorney general rob bonta. it won bipartisan approval from the senate in a 35 to 2 vote. back to you, reggie. thanks, amanda. >> police are asking for help finding a college student who was last seen in san francisco. 18 year old uc davis student diane shao-jiang. min min took an amtrak to mission street on friday. she was reported missing a few days later on monday night. it's not clear what brought her to san francisco. uc davis police believe that she was in distress. >> new developments leaders in walnut creek are moving forward with a plan to open a new chick-fil-a. despite pushback from residents, the city council denied an appeal in a meeting that lasted past midnight. the

chain restaurant will be at the citrus marketplace shopping center, and that is off oak grove road, near ignacio valley road. it would take the place of a vacant bank and have no drive thru, just dine in and takeout public comment went on for more than an hour. neighbors say this new chick fil a will ruin the quality of the city and bring in additional traffic. councilmember kevin wilk argues that it could help the shopping center survive. >> there's three other highly successful centers around it, and this one has just gone downhill. ever since i've lived in the area, it's lost core businesses and the only way to survive and continue as a shopping center is with successful businesses. >> city leaders agreed they will look into the best ways to reduce traffic and congestion in the area. >> you have to hold on to your clipper card account longer. if you take bart or muni, the move to pay those transit fares with your debit or credit card

instead of clipper has been delayed. the clipper two system was supposed to start this summer, but regional transit officials say the transition has been more difficult than expected. a new launch date could be announced later this year. it sure would be nice to pay with your apple pay, but i guess not now, san francisco mayor london breed says demands from mission district merchants to fire the head of the sfmta are a nonstarter for business leaders along valencia street. >> have a petition calling for sfmta director jeffrey tumlin to lose his job over the controversial center bike lane. they say the bike lane is killing business by removing parking spots on our 3 p.m. show getting answers, mayor breed said the city is making adjustments, but she will not consider personnel changes. >> we have to make sure that, you know, people understand that there are trade offs when we make adjustments and, you know, ultimately we're going to make the adjustment. but i don't think we need to go that far to start calling for the firing of someone.

>> on monday, the sfmta told us it disagrees with the merchants, saying cyclists safety and thriving business corridor are not mutually exclusive. new developments on a proposal that would bolster california's protections against i. >> a bill by state senator scott wiener of san francisco has passed in the senate. the plan would force tech and ai companies to perform safety checks on their ai models to safeguard against things like cyber attacks or the creation of bio weapons. some tech companies and trade groups say it could curb innovation in. the bill now moves to the state assembly if it becomes law, the bill could lead the way in creating national ai regulations. >> the dispute between scarlett johansson and san francisco based openai over the over the use of a voice that sounds like hers has brought up a larger topic ai impersonating the likeness of real people. >> this is a topic legal experts and those who make livings with their voice and likeness are following very closely.

gig economy is now in the hands of the state's supreme court. we gave you a heads up about this yesterday morning. justices heard oral arguments in a lawsuit over prop 22. it was approved by voters in 2022 and classified gig workers like uber and lyft drivers as contractors instead of employees. more than 200 workers rallied outside the court ahead of yesterday's hearing in support of the lawsuit. they believe prop 22 is unconstitutional and they want it overturned so they can become eligible for benefits like health insurance and overtime pay. >> it will have national significance. everyone is watching what the california supreme court will decide and whether or not these companies have the right to classify their workers as independent contractors. >> as prop 22 impacts about a million people, a ruling is expected to come within three months. graduation ceremonies are getting underway at san jose state university today, nearly 8000 students will be celebrated during ten commencement

will lose their jobs at the san bruno e-commerce center, and 180 people who are working in sunnyvale. abc seven news reported last week that walmart told remote employees that they would have to return to the office, and that's when the company also told workers in smaller offices nationwide that they'd be relocated to larger hubs, including the one in san bruno. this comes as one of the two walmart stores in fremont is set to close on friday. the company says the store on bay street is not performing well enough. the walmart on osgood road, just a few miles away, will stay open. new developments on a plan to build a 50 story condo tower in san francisco's sunset district. it appears this rendering is the only thing we will ever see. according to the chronicle, the proposed skyscraper is dead and the developer has withdrawn the application. the massive tower overlooking the ocean became a
