>> what are you doing for memorial day weekend? well, it doesn't matter because we have all the angles covered. you can be flying. you can be driving, you can be sitting at your house, minding your business and living your best life. >> good morning. wherever you are and whatever you're doing, it is friday, may 24th. >> hope you're having a great start to your day. we're going to start the check of our forecast with drew. >> yeah. so the fog is back this morning and that leads to a cooler afternoon to finish out the week. here's a live look. our sfo camera. you can clearly see that marine layer is back. also at the bottom of your screen you can see the tree is waving in the wind. we have some gusty conditions right now that's leading to a cool morning across many cities. a lot of us starting out in the 40s from sonoma to the city, low and mid 50s for fremont and san jose. but you probably noticed some of that wind and a lot of our cities, it's been gusting over 30mph right now across the city. it's breezy in oakland, certainly in concord as well. so that wind is rushing through the golden gate into the delta. and that is a pattern that will bring about that cooler afternoon today along the coast. it's just a really cloudy day,

not nearly as sunny as we were yesterday. temperatures only in the mid 50s for daytime highs now around the bay shoreline. we do have a bit of fog from oakland to the city point south. we'll get some sunshine here, but it's certainly going to be cool today in the mid 60s and also windy. we'll have wind gusts over 20mph at times. now inland, you'll feel the biggest cooldown no longer in the 80s like we have been the past couple of days. we'll stay in the upper 60s to lower 70s for daytime highs. let's check in on the roads with amanda. good morning. yeah good morning drew here at 601. >> no metering lights at the bay bridge. toll plaza. you can see things are getting through pretty smoothly, which is the good news, however, for these drivers. let's take a live look. the upper deck after treasure island. it is blocking the right lane. this is causing stop and go traffic. as you see here from our live bay bridge tower. cam uh- this is going to take you 39 minutes to get from highway four into the city. because of this, slow down, but otherwise not an issue at this hour. >> amanda thank you. developing news in oakland where two people were hurt in a shooting at skyline high school. this happened at last night's

graduation celebration. we're told the ceremony had just wrapped up when someone started shooting. abc seven news reporter gloria rodriguez is here. gloria, what do we know about the victims? >> well, reggie, we know that a man and a woman were taken to the hospital after they were shot. and at last check, they were stable. we've also just learned that two people were detained. and we are trying to get more information about whether they will be arrested. take a look at this footage during the shooting. he fired oh my god. this is cell phone video from yesterday, and it looks like there was some kind of fight. and then you can hear gunshots and some yelling. this all happened around 745 yesterday evening, just after graduation ceremonies at skyline high school in oakland. some students and parents were still on campus. they were taking pictures and wrapping up their celebrations. >> you start seeing the people running and everything like that. >> they were running, >> yeah. oh, yeah. anybody?

hell, i started ducking down, trying to figure out you. just trying to figure out. was it some kind of pop, like, celebration or what? >> this looks to be an isolated incident. but again, we're in the preliminary stage of the investigation. >> the principal of skyline high sent a message to families saying in part, there is no place for this kind of behavior at skyline. we must resolve our differences in other ways and not resort to violence to work out problems. she adds that staff will be available to any students who need emotional support, live in the studio. gloria rodriguez, abc seven news. >> thank you gloria. oakland mayor shang tao is vowing to balance the city's budget without cutting services or jobs, and today we will get more exact details on how she's planning to do it. mayor tao outlined her plans yesterday, and those plans include a hiring freeze and consolidating some city jobs. she also wants to use money from the proposed sale of the coliseum land. >> we're just thankful that you know that the stars kind of

aligned. however at the end of the day, we'll still be working towards making sure that we address the structural deficit as we want to be really responsible when it comes to our finances. >> council member noel gayo says he does not support the sale of the coliseum right now, because he doesn't know if the city has the right to sell the land. >> i am not in support of it until i get clarity that legally i can sell that property. the coliseum property, to a private entity. >> mayor tao says her budget does not include cuts to the police or fire departments. the city council has until the end of june to submit its version of the budget. >> there's a new development in the effort to bring an hbcu to downtown san francisco, and it involves cash. mayor london breed is now proposing grant money to a historically black college or university willing to open a satellite campus in a vacant office space downtown. it's part of the mayor's 30 by 30 initiative to bring 30,000

students and residents downtown by 2030, according to the chronicle. funding would come from a citywide program launched in 2021 that invests $60 million per year in black communities, one location being discussed, the san francisco center. previously known as the westfield mall. this proposal is similar to one proposed by district 11 supervisor asha sapphire, who is running against breed for mayor in november's election. >> a live look at sfo now where the memorial day travel rush has been underway for a full 24 hours now, a recent report says san francisco international is the airport where you are most likely to experience delays this holiday weekend. airport officials say runway repairs are to blame. it's estimated 755,000 people are going to fly into or out of sfo over the next five days, which is up 8% from last year. >> i think we continue to see post pandemic recovery happening, and it's already mostly happened for the domestic sector. but really what we've been seeing over the past 12

months is a very meaningful recovery in the international sector. >> the faa expects this memorial day weekend to be the busiest since 2010. yesterday and today will be the busiest days at the airport. triple a predicts 44 million americans will be traveling three and a half going by plane, the other 38 million driving. if your holiday plans involve a car, amanda has some things you need to know before you hit the road. yeah kumasi the key today will be travel early or travel late. >> and here's why. triple a projects the best and worst times to drive over this weekend . the best times today are either before 11 a.m. or after 8 p.m, and if you're coming home monday, you should avoid returning between 3 and 7 p.m. and i want to point out that for today, we're going to see a lot of congestion on i-80 from san francisco up the east shore freeway, past emeryville, el cerrito, hercules, and up toward american canyon. triple a says traffic peak congestion will be

around 11 a.m. what would typically be about an hour drive is likely to take an upwards of an hour and 25 minutes plus. and when it comes to road travel, triple a's outlook shows the number of drivers this year is up 4% compared to last year, 1.9% higher than 2019. so pre-pandemic, kumasi back to you. >> thank you amanda. expect to see a lot of chp officers on the road this holiday weekend. the agency is kicking off a maximum enforcement period statewide tonight, and officials want to make sure everyone is taking road safety seriously. they will be keeping an eye out to make sure drivers are sober, paying attention, going the speed limit and wearing seatbelts or using car seats. the patrols start at six tonight and go through late monday. >> let's talk about the holiday weekend. here's the forecast as we start saturday. that is going to be the coolest day of the holiday weekend. we'll find some breezy conditions, a lot of morning cloud cover giving way to afternoon sunshine. those temperatures a little bit below

average for this time of the year. by sunday we will lose a lot of that morning fog. it's a brighter day and we do have warmer temperatures in the afternoon. and then for the holiday itself on monday, that is the warmest of the three days. it's also the brightest day. expect a lot of sunshine and mild conditions in the afternoons, a little bit of a roller coaster ride over the holiday, but we do have some good looking days coming our way. here's a live look outside from our exploratorium camera. we can clearly see our marine layer is back this morning along with some gusty winds, and that's going to lead to a cooler day later today. so we have some fog out there. it's breezy. it's a mix of sun and clouds today. and you'll notice this afternoon the winds are pretty gusty between 20 and 40mph. and that's going to lead to a much cooler afternoon on the way. so no longer in the 80s in our warmest spots, our warmest cities in the low 70s. but for a lot of us around the bay shoreline, we're basically in the low and mid 60s all day today. if you're hitting the roads across the state, we have morning clouds up and down

is putting its roots a bit deeper in the bay area. the company is moving its chicago brewing operations to its original brew house in petaluma. it's also closing the tap house. there the changes will affect 86 employees, some will keep remote roles or relocate to california, according to a statement from the company. the closure in chicago is expected to happen in august. >> a major legal victory for insurance companies when it comes to covid coverage in california, the state supreme court has ruled. property insurance only covers financial losses caused by physical damage to a business. which means that if they canceled concerts or events, that doesn't count. the case involves another planet entertainment, a bay area company that operates theaters including oakland's fox theater and the castro theater in san francisco. ap said it suffered

$20 million in damage after covid lockdowns in 2020. it's insurance claim got denied. >> since the pandemic, we've been following the story of small businesses trying to stay afloat, and one of the biggest challenges in san francisco is getting customers back in the door. safety has been a major factor. one small business owner says the city has not been making the situation any better, and now they're suing over it. after the pandemic, the owner of fisherman's grotto and tarantino's in fisherman's wharf are closed in a new lawsuit against the city. herringbone the company that ran these restaurants, cites an out of control unhoused population, criminal activity activity in and around the fisherman's wharf area, an unsafe structural conditions. attorney matt davis served as san francisco's deputy city attorney for about nine years. he believes lawsuits against the city could have merit, but only under certain conditions. >> they can show that the city took engaged in some affirmative conduct or engaged in an actual policy that caused the homeless

to come to their particular area, or if the city somehow directed dangerous activity towards their premises, then they might have a claim against the city. they're tough claims. >> in a statement, the city attorney's office said herringbone has been struggling for a while. it said, quote, over the last year, herringbone has attempted a number of maneuvers to get out of paying the $1.7 million it owes the city in back rent. this appears to be yet another attempt. >> happening today, the group leading the effort to recall oakland mayor shengtao is expected to give an update on its campaign in oakland united to recall shengtao, also known as oust, says it collected more than 30,000 signatures. supporters of the recall point to rising crime and a business decline across the city. the group needs 25,000 signatures to get the recall on the november ballot. alice will hold that news conference today at jack london square at 11 a.m. >> music lovers are heading to napa this holiday weekend. the three day bottlerock music

71 in napa, a little bit cooler tomorrow. and then those temperatures really rebound on sunday. sunday is the warmest day at 76 degrees. our rooftop camera here at kgo. it is cloudy and it is windy out there. that flag is moving this morning. look at these winds right now. many of us feeling these breezy conditions and the winds are going to ramp up throughout the day. so future tracker wind speeds showing. you get ready for a gusty afternoon. it's just going to bring in that cooler weather. look at these winds gusting 20 to 40mph later today. so looking at the forecast lots of sunshine inland. much cooler upper 60s to lower 70s around the bay shoreline. we're breaking down some of that cloud cover. it's breezy. and those highs only in the low 60s. and then along the coast today will be in and out of the clouds. but for much of the day, it's just a mostly cloudy day. and those temperatures basically in the mid 50s for daytime highs. taking a look at highs across the region later today, what you will find is that we do have those temperatures well below where we were yesterday. a drop of about 5 to 10 degrees 61 in the city, 65 in oakland, about

though. there is a bit of a slowdown. this is because of an earlier stall after treasure island. it will be a 45 minute delay from highway four into the city because traffic is sluggish across the span. back to you. kumasi. >> thanks, amanda. a fitness festival that was set to happen in santa rosa tomorrow appears to be a big scam. norcal fit fest was advertised as a chance for small business owners to showcase their products and talents at the veterans memorial building, a man named john contacted sonoma county health and wellness professionals through social media back in january. he asked them to pay between 90 and $120 through paypal to secure a vendor space. participants say it seemed legit. there was even an event website and an instagram page. but when it came time to meet with him and sign the contract last month, he vanished. >> he no showed and never met us, never sign contracts, never paid anybody, all my friends for the work that they put in. that's when the light bulb happened with the like.

gloria rodriguez is tracking that story. and gloria, we know two people were hurt. has anyone been arrested yet? >> you know, reggie, we are just learning that two people were detained. so we're working to find out if that will lead to arrests. at last check a man and woman who were shot were stable at a hospital. we're told this was an isolated incident. the footage shows police cars all over skyline high school in oakland yesterday afternoon, a shooting right after graduation ceremonies on campus when some students and parents were still there. they were taking pictures and police locked down the school, initially getting everyone out of the school. witnesses describe what happened . >> they were popping off the little confetti poppers and i thought it was all cool. and then everyone started running and we saw hella smoke. i don't know what happened, but it sounded like someone was driving by or saw the smoke, heard the popping, it was. yeah, it was just a series of sound, like someone had an automatic gun at one point. we do know there were

it's also encouraging employees to seek counseling services, also telling abc seven news in part, we ask our family and our community to hold our lost coworkers in their thoughts. >> it is memorial day weekend, and san mateo is unveiling a new tribute to city residents who died in the line of duty. bagpipers and marines brought in the colors during a ceremony at central park yesterday morning to mark the debut of a new fallen heroes memorial. community leaders say the memorial aims to provide a place to remember fallen military service members, as well as others who died during the who died serving the public. >> may this memorial serve as a beacon of hope, a place of solace and a reminder of the enormous debt we owe to those who have given everything for our safety and freedom. >> the memorial includes

monoliths featuring the branches of the us armed services. it also honors fallen san mateo city police and firefighters. >> that way, a community is coming together to support a san francisco dog walker after his home was destroyed in a fire earlier this week, neighbors are organizing a block party and donation drive this sunday from 4 to 7 to support terry williams. details for the event were posted on the gofundme site for him on tuesday, a fire broke out at his home near alamo square park, destroying that building and sending both of his elderly parents to the hospital. the cause of the fire is still being investigated. it comes as san francisco leaders are calling on the fbi to investigate a series of racist threats against williams, including threatening messages in the delivery of a racist doll to his home. all of this happening in the past two months. the board of supervisors also passed a resolution condemning the threats and calling for police to prioritize the investigation, which is being looked into as a possible hate crime. >> we're revisiting a story we've been following in the

south bay. it was last year when dozens of koi were stolen from a san jose garden. that's just one of several problems the city is dealing with. abc seven news south bay reporter laura martinez has an update on. >> the japanese friendship garden in san jose is lush and serene, but the koi ponds are empty. long before alex gerardo was a park ranger. she remembers coming to the garden with her mom growing up. >> i remember when these ponds were absolutely full. >> the city's park department says the ponds have been dry since the flood of 2017, when the pump houses were damaged, and since then the cost for repairs has been slow. >> when things happen, we get to see those effects for a while after recovery takes time. >> one year ago, park officials discovered 50 koi were stolen from their private holding tanks. harada tells us there's no further information on their whereabouts to date. in 1965, 300 koi were gifted to san jose from the city of okayama, japan. >> so it's actually such a privilege to continue to be part

office, where they could be signed into law in september, just in time for the holiday shopping season. pet owners could find relief while house hunting. lawmakers in the state assembly have approved a bill that would limit landlords who deny housing to pet owners. the bill would bar property owners from asking about pets on applications and prohibit additional monthly fees for pet owners, among other changes. san francisco assemblyman matt haney authored this bill. he estimates about 70% of california renters have pets, but only 30% of available rentals will accept them. the bill is now moving to the state senate. >> severe thunderstorms are expected to hit some cities today, as a near record number of people are traveling for the memorial day weekend. amanda. those storms actually briefly grounded flights in a major city. >> yeah. reggie. the storm caused a brief ground stop at new york's major airports yesterday from dallas to saint louis to chicago. severe storms today could bring damaging winds, scattered hail, and possibly even a few tornadoes.

step toward paying college athletes. it comes after it opposed that move despite billions in revenue that the athletes helped to generate a class action lawsuit claimed the ncaa broke federal law by prohibiting college athletes from profiting off their own name. the organization and its biggest conferences have now settled that lawsuit. it includes $2.8 billion in damages to be distributed to current and former athletes. it also calls for a new revenue sharing model, which will pay athletes a cut of their money of the money that their schools make from revenue streams, including ticket sales and broadcast deals. >> there's no stipulations on exactly how much will go to each athlete or each individual, but there's certainly some questions that remain about whether title nine will factor into that. >> a judge still has to approve the deal that could take months. >> abc seven's parent company, disney, is providing free trips to disneyland for maui fire victims. after nearly a year of
