>> the memorial day weekend is coming with a slight warm-up. meteorologist frances lawson has the latest and celebrating safely the message from lifeguards as families head to the north bay. plus it's putting the light and shining on the beautiful multicultural city that we are. that is the goal for carnival in san francisco today is the last day of this year's festival. 40 years of success. now more important than ever for local businesses. good morning everybody. it's sunday, may 26. i'm stephanie sierra. we have a lot to get to this morning. but first frances is here and a lot drier today. a lot drier and more blue skies like our blue dress today. >> let's take you outside and show you live doppler seven. so there are a few low clouds, especially along the peninsula coast and part of the bay. but look at this beautiful shot. it's really calm right now across the bay as we see the bay bridge in the background. temperatures in the 50s, but with those blue skies, we're

going to get to warmer numbers inland in the low 80s are up to 80 degrees around the bay, near 70 for some of our warmest spots. and at the coast upper 50s, it's going to be mostly clear this evening. the fog will build in overnight and then tomorrow for memorial memorial day. it is going to be even slightly warmer, except at the beaches. and then i have a big warm up coming up in the accuweather seven day forecast. >> stephanie francis, thank you. well, travel records are already being set this memorial day weekend with hundreds of millions of americans on the road and taking to the skies. here's a live look at sfo right now, where more than 11,000 flights are delayed this morning. that's the most in the bay area right now. we're also tracking a handful of delays in oakland and san jose. abc news reporter alison kosik tells us why travel in other states could be held back. >> there are still millions of americans traveling to their holiday destinations ahead of memorial day tomorrow, and those traveling by air dealing with

packed airports with people flying again just like they did well before the pandemic. >> people are more confident in flying and traveling now. >> on friday, tsa says it's screened more than 2.9 million travelers, surpassing the previous record set during the thanksgiving holiday weekend last year. four of the busiest travel days ever happening this month, helping to kick off what's expected to be a busy summer travel season, according to triple a, more than 38 million people will be driving to destinations this weekend. i'm trying to, like, strategize if i want to, like, drive during the day or kind of after rush hour. >> so we'll see. >> but severe weather could upend travel plans for many today, with multiple rounds of strong storms with damaging winds and hail are possible over parts of mississippi and the ohio river valley. allison kozak, abc news, new york. >> in the north bay, now, plenty

of flags were placed at the sites of fallen service members who are buried at golden gate national cemetery. boy scouts have done this regularly around the country, and a tradition that dates back 75 years. troops from both palo alto and mountain view took part in this. there will be an official ceremony tomorrow morning. today is the third anniversary of the deadly shooting at a vta rail yard in san jose. nine people were killed by a lone gunman in what is considered the deadliest mass shooting in bay area history. the vta observed a moment of silence at 6:38 a.m. to honor the lives lost. some trains and buses paused briefly at that time. a man who was riding a motorcycle was struck and killed by a pickup truck overnight. it happened on highway one, just north of half moon bay. the san mateo county sheriff's office says the crash shut down the northbound and southbound lanes for more than four hours. people who knew the man who died held an impromptu vigil late last night. it's not yet known what

led to this crash. this is a developing story and we will bring you any updates on air or online at abc seven news.com. in the east bay, a man is in custody after he barricaded himself inside a crashed car along the southbound lanes of i 680, in san ramon. it happened near the bollinger canyon road exit, which is just around 530 on saturday. and you can see the impact to traffic in these caltrans camera images. chp officers believed the man was armed. he surrendered peacefully after an hour long standoff. former oakland police chief loren armstrong officially launched his bid for a new job on the city council. hundreds gathered at armstrong's alma mater, a clemmons high school, for a campaign kickoff. armstrong spent 24 years as a police officer in oakland. he was fired as chief of police last year by mayor xiang tao. he's now suing the city, but says the pending lawsuit will not affect his campaign.

armstrong says oakland is overdue for change. there's so much tremendous opportunity that exists in this city. >> but what i'm a leader in place without a council that can make good decisions. we as a city cannot thrive. it is time for a new day. >> armstrong is campaigning for the council's at large seat. incumbent rebecca kaplan has not yet declared reelection. eight candidates are vying for the spot and the filing deadline is august ninth. we're also following new developments on the federal women's prison in dublin. several bay area lawmakers are now demanding a congressional investigation into alleged abuse at the facility. the low security prison closed last month after allegations of widespread sexual abuse. at least eight employees, including a former warden and chaplain, have been charged with sexually abusing inmates there. lawmakers sent a letter to the chairs of two house committees, and they're now asking to hold

out of the airport. but it's nice long. it's an essential part of building a better bay area. and there's a new push to figure out why efforts to fight homelessness aren't paying off. the san jose spotlight reports to san jose city council members are now calling for a new audit of the city's homelessness spending. the council members want a clear picture of how the city spent $300 million. a state audit blasted san jose last month over its failures to track its homelessness programs. at a meeting last week, one of the council members called out the lack of progress. how is our city structural? >> lee set up to address the homeless. and because to me, it's a failure at this point, the state auditor gave san jose until september to start reporting how its spending money on homeless programs. >> new concerns stemming from a safety probe into waymo's autonomous vehicles, a national highway traffic safety administration investigation

found nine more instances of unexpected behavior and possible traffic violations. that's in addition to the 22 reports of robo taxis. it was already looking into at the time. several allegedly included collisions with clearly visible objects. waymo is now being asked to provide video for all of those incidents by june 11th. tesla's fremont factory is now being accused of releasing large amounts of harmful toxins into the air across the bay area. that's according to the air quality management district, which launched an investigation into the company. one of the issues is tesla's paint shop, where air quality officials say the company has allowed more than 100 illegal and toxic releases. our media partners at the bay area news group, firstrillioneported, this story separately, the environmental democracy project is now suing tesla, saying the pollution is impacting local residents and workers. tesla has notrillionesponded to requests

hundreds who attended the sudan cultural fest in hayward, a celebration of her native homeland. her relatives flew in from other parts of the u.s. just to be here. >> it's all about family and community and so like food and culture and songs are a huge part of who we are. and so i would love for people to come to these events and like, know more about sudan, like from sudanese people. right here. you might want to use a 100. >> el-rufai is president of the sudanese association for northern california. he says there's just a few thousand sudanese americans in the bay area, the city of hayward is home to the largest local sudanese community. he says the goal of these types of events is to raise awareness about their heritage, the nubian heritage and the black pharaohs that are on the northern of sudan. >> there are like 1000 plus pyramids in north sudan. people mostly hear about the ones in egypt, but behind the colorful robes and turbans and joyful songs is the backdrop of sudan's civil war, now in its second year, according to the united nations, almost 14,000 people have been killed close to 9

live music, dancing and a lot of good food. roberto hernandez has been involved with carnival, which has been around now for over 40 years. he says the mission is not only home to san francisco mexican community, but other cultures that deserve to be seen. >> carnival is celebrated around the world and here in san francisco, you get a little bit of everything from every country that celebrates carnival in all of latin america and the caribbean, and the economic impact is huge. >> vendors say these events help them grow their business, especially in the years following the pandemic. >> it helps people to get out, help people to know us, but it also helps people to have a good time and to share the best that the mission has to offer. the best that the city has to offer. >> and there's still more fun expected today. speaking of, in just about 40 minutes, the grand parade for carnival is kicking off at 10 a.m. and it covers 20 blocks in the mission district.

francis. hopefully they'll see some sun this afternoon. >> yeah, in fact, they're already some blue skies over parts of san francisco right now, so it's going to be a much better day if you want to go to the carnival. live doppler seven showing us some low clouds off the coast and in parts of the bay. but it is a much drier start this morning. in fact, look at this view. it's gorgeous right now. pier 39, san francisco. it's 52 degrees now. yesterday we saw raindrops on this camera. so this gives you an idea of how different it's going to be. oakland 54 hayward already up to 59. san jose 58. redwood city 53. half moon bay 54 degrees. this time for mount tam. we are still seeing some of those low clouds over the bay, but temperatures are warming up pretty nicely already. santa rosa 55 petaluma is one of the cooler spots of 52, but check out fairfield already at 61 degrees. concord 59 degrees right now and from san jose, blue skies clear out there. today will be bright. a little bit breezy though, but not as windy as yesterday. and then tomorrow is going to be mostly

day during the summer, and for older teens, it's up to nine hours a day. in some cases. so what can you do? i spoke with jerry chen, the ceo of bay area based fire walla that's using what's called smart routers to help parents control screen time . jerry, you have firsthand experience of this. can you talk about the impact we're seeing and the push for a reset? >> you know, kids can just swipe, swipe, swipe and never ending swiping right. so these two things drive up the total screen time for kids. and i believe sometimes also for adults as well. uh, after the pandemic is over, um, this happened. keep on going. right. so we don't see, um, we don't see this habit changing. right. and we did a survey to our existing customers. hey, what do you worry about? so over 92% of people, they worry about not

increasing, uh, screen time. right? compared to before. they worry about social media. they worry about gaming. they worry about, um, uh, that site and now adding these addictive apps, speaking of, there's a rise of addictive content in the form of short videos, tiktok and youtube shorts. >> how is that contributing to this? um so we did a survey to our customer as well in this, uh, we found that our customers around 40, i think 41% of people feel they know the problem. >> and they want to have visibility, uh, into this problem more not to touch on this. >> more than half of respondents said firewall has made a major difference in their ability to address concerns over screen time. use as well as, um, both online and social media. can you explain why?

saw yesterday. so it's milder and drier. some temperatures already in the low 60s. and then this afternoon it will be warmer , although the breeze will pick up. not as windy as yesterday. inland areas near 80. upper 70s for many spots around the bay. near 70 and at the coast. upper 50. mostly clear this evening, but for the fog moves in. we do see some low clouds around the bay and especially along the coast. and now i want to jump over to texas just to show you how severe it was last night. there were tornado warnings and this was last night. you can see this storm passing through i-35 . >> stephanie francis, thank you . well, this morning, at least nine people, including children , are dead after storms ripped through parts of texas and oklahoma overnight. people there are being urged to seek shelter. a tornado touched down and crossed an interstate in texas, causing major damage and dozens of injuries. you're looking at video of what's left of a shell gas station where people were trapped as of now, we know

everyone was rescued and accounted for. the number of people who were trapped is not known, one man said, seeking the damage is like a punch to the stomach. >> coming back to this location right now for the first time, knowing that i was just here and it's all destroyed, is mind blowing. i'm glad to know that everybody actually made it out or up. >> as for the five people who were killed in texas, they all live in the same neighborhood. three of them were family members who were found in one home for casters, issued tornado and severe thunderstorm warnings for both texas and oklahoma. turning to the southwestern pacific now, new developments in papua new guinea more than 670 people are now dead after a massive landslide swept through the region. that's according to the international organization for migration. crews are searching for survivors in an area that's about the size of 3 to 4 football fields. so far, five bodies have been recovered . officials originally estimated the death toll at roughly 100

people in the middle east, sirens sounding in tel aviv. it's the first time rockets have been fired at the city since january. hamas says they are responsible. last night, anti-government protesters marched across israel calling for the release of hostages and a general election. protesters are criticizing israeli prime minister benjamin netanyahu for his handling of the war against hamas. according to the prime minister's office, at least 125 hostages are still being held in gaza. they also believe at least 37 of those hostages are still in gaza, are dead. cease fire and hostage talks are set to resume on tuesday in cairo. here at home, president joe biden gave his commencement address to the west point graduating class , and he talked about his actions in the middle east and touted the expanse of nato. the president reiterated american support of ukraine, saying the u.s. will stand strong with the

ukrainian people. regarding the middle east, biden highlighted the us humanitarian efforts in gaza. he delicately balanced his support for israel and the war against hamas with the anguish over the humanitarian crisis in the middle east, our army and navy have deployed a temporary pier and on the mediterranean in record time to increase life saving aid to the palestine ians. >> u.s. air force is conducting food drops, delivering tens of thousands of meals to the people of gaza. mr. biden did not mention former president donald trump during this address. >> here in the bay area, we all know silicon valley is paving the future of ai and now we're learning more about the consequence that come with it. the federal communications commission is issuing its first ever fine over generative ai. $6 million are due from the man who made the ai robo call mimicking president biden before the new hampshire primary, steven kramer admitted he made the fake calls.

>> using this photo of her smiling face. >> it was so exploitive to exploit a widower in his moment of grief, richard and his friends kept reporting the fraud to facebook, but facebook did nothing about it. >> automated responses said the account doesn't go against our community standards and it isn't pretending to be you, which was infuriating. the complaints go to an algorithm. >> the algorithm spits it back and says there's nothing wrong. months later, the hacker was still in control. >> now pretending richard was selling these cars, i was expecting to go to richard's house and look at this thing. eric theiss saw the offer and thought it was really richard selling his cars. >> so. hi richard, i'm interested in learning more about the infiniti you're selling. eric had no idea he was messaging a hacker or that the cars were just photos. >> he agreed to pay richard a $500 deposit, but became suspicious at that point. >> i asked, like, remind me how we know each other? >> the imposter replied. that's katherine, my wife, charity zelle, which made no sense.

>> and so at that point i decided it was a scam. i really think that i got suckered in hook line and sinker. >> gregory morgan didn't know he was bargaining with an imposter either. >> the picture was of richard langston. >> there's nothing that would indicate that it wasn't richard likes. >> gregory agreed to pay a $200 deposit for this honda. thankfully, paypal blocked the payment. so did venmo. turns out the hackers accounts were flagged for fraud. >> and so i said, call me so we can discuss this. >> the scammer then replied, you don't trust me, you just made me feel unwanted. we are like brothers. oh my god, don't make me remember my wife. >> i'm about to cry because richard would never do that. >> both friends tried to report the fraud. facebook's automated system never responded. the scammer kept selling the fake cars. >> i feel really lucky that i didn't lose money in the process. but at the same time it was also very scary that somebody can take over an account. >> we contacted meta and this time a spokesperson replied and gave us a special reset code for

richard. after nearly a year, the scammer was gone. the account restored, it is like ten tons of weight being lifted over off of my shoulders, but reset codes aren't available to the general public. instead meta referred users to the same automated help link that did not help. richard meta said in part , we know that losing and recovering access to your online accounts can be a frustrating experience. we invest heavily in designing security systems to help prevent account compromise in the first place, and educating our users about how people can stay safe against potential targeting by hackers. >> it was triumphant. it was triumphant. >> now, the attorney general of 38 states, including california , asked for immediate action to mitigate account takeovers. they said, quote, we refuse to operate as the customer service representatives of your company. meta said it is working with several of the ags to answer

looking at live doppler seven. you notice much less cloud cover along the coast and a little bit in the bay, but we've got lots of blue skies out there. check out this pretty shot from pier 39 so you can see some of the low clouds there past the golden gate bridge in san francisco is currently 52, oakland 54. hayward 59. san jose 58. and we see mid 50s in redwood city and also in half moon bay. so it's a very different picture compared to yesterday where we're using our windshield wipers during the morning hours with the drizzle. so here from mount tam, you see just a few little bit of low clouds out there in santa rosa, 55 more mid 50s in petaluma and napa and fairfield already at 61 degrees in concord and livermore are going to warm up today. here's a live view in san jose this time where we're seeing lots of clear skies. it's going to be bright, still breezy this afternoon, but not as windy is yesterday. and then for tomorrow . mostly sunny and even warmer except at the beaches. get ready if you like it. really warm. thursday and friday we could see some 90s in the forecast. if

us. we entered into a development agreement that this property would be for low income housing. the homeowners are applying through habitat for humanity, and there are people in the community that are looking for an opportunity they might not otherwise get. >> i think that's a great thing that that as an organization, habitat can do that and provide that for people. and it's something that for now, we feel really strongly that we want to help support that initiative and really give back to the community and help build these homes and get the community built up that way. >> being able to look forward to something for me, my daughter, to be able to provide for them. >> so really excited, um, to have our own home now, our whole premise is we build houses with support from community groups, volunteer. >> each of our homeowners put in 500 hours of sweat equity and then our partner families, such as underpinning, uh, and other local community groups, church groups that have come in and what it does is it gives everybody an ownership and building a house for somebody.
