track to another, nascar weekend is back in the north bay and the stands are expected to be packed. good morning everybody. it's saturday, june 8th and we had a nice cool down. >> oh yeah a nice cool down. in fact a little bit too nice. too nice. yeah. by the coast where it was gray and gusty. but inland you may have enjoyed that. in fact some pretty nice weather for our inland valleys. but notice the cloud cover. there's a system moving through over the weekend that will continue to allow for a mix of clouds and sun for your saturday upper 50s, palo alto and san jose. this morning it is 53 in sonoma, and right now we are just a few degrees cooler than we were yesterday at this hour. but with the cloud cover, we are actually milder for places up in the north bay. there's a look at our breeze. not too bad. 15 to about 18 miles an hour right now, but throughout the next several hours by noontime it's a mild 75 with partly cloudy conditions, but by the

afternoon, the only 80s you'll see will be our inland valleys, and only near 70 around the bay shore. so that's a further cool down. today we'll talk about brighter skies for your sunday. and then once again talking about heat upcoming for the week ahead in a few minutes. stephanie >> all right lisa, thank you. now to a big change in the admissions process at one of the most prestigious universities in the country, stanford will once again require applicants to take the sat or the act. the requirement was dropped four years ago. abc7 news reporter lena howland spoke with students who have mixed reactions. on friday, stanford following suit behind harvard, yale and dartmouth, deciding to reinstate standardized test score requirements during the admissions process, the pendulum has swung all the way. >> the other direction and the narrative once again is, doggone it, i guess we need these tests. >> that's adam ingersoll, co-founder of compass education, a national provider for test prep and academic tutoring. he

says the school first went test optional in 2020 because of public health concerns, the university said in a statement on friday. the renewed testing requirement will allow stanford to consider the fullest array of information in support of each student's application. they add a review of their policy. also found test scores are an important predictor of academic performance at stanford. >> they're simply saying that we think more information is better , and we want to be trusted to consider everything that is available about a student's academic preparedness. >> though many students say that explanation isn't good enough. >> if you're mad because, like, you think that the quality of student is getting worse, then like you can say that and say why you think that a lot. >> delaware is a first generation college student coming from a low income family. he was part of stanford's first class of students that weren't required to submit test scores. >> you don't really need to do good on that test to be able to do good in school.

>> i don't see that there's like this huge like need for it. given that like the classes that have been here afterwards, like with no requirement, are clearly like very capable, very smart. >> carmen davalos was part of the last class of students required to submit test scores. still, he doesn't think it's fair to add the requirement back in. >> i'm pretty confused about it, to be honest, because i. i have heard a lot of like the criticism that sat and act as act as like a further barrier of entry for like certain like populations, like people of color. >> stanford says this applies to all students currently finishing 10th grade and going into 11th grade in the fall. they will continue to be test optional for the future class of 2029, applying this fall at stanford. lena howland, abc seven news an orange county judge is putting an end to a strike involving academic workers at six university of california campuses. >> the uc system sought a temporary restraining order against the workers. it claimed

the strike was causing damage to students. education uaw workers began striking over the uk's response to pro-palestinian protests on campus. the union president is vowing to continue this legal fight in the east bay. a brush fire near brentwood is 85% contained now and has burned more than 20 acres. it started at around 11 yesterday morning near albers court in deer valley road. firefighters remained on scene overnight trying to knock down the flames. no injuries were reported and no structures were lost. the cause is not known this morning. this weekend is the last for horse racing at golden gate fields. now the mayor of berkeley says it's time to think big about what comes next. abc seven news reporter anser hassan has redevelopment plans for the prized waterfront property. when the last horse crosses the finish line this weekend a new era, a new opportunities will begin. >> now it's the time for us to imagine something different at golden gate fields, berkeley

mayor jesse arreguin says this is a big opportunity to develop one of the most prized properties in the entire bay area. >> he says the city's last plan around golden gate fields dates back to 1986, which allowed for a hotel and a composting facility. >> i think we can all agree that a composting facility is not the highest, best use so that very, very valuable real estate. so now it's 2024. we're going to take a fresh look. >> one third of the 140 acres are in berkeley. two thirds in albany. the mayor says the two cities are working on a joint redevelopment plan. some possibilities include keeping much of it as open space, housing and commercial developments. even a hospital. but whatever they decide, there are huge obstacles ahead. >> we're going to have to amend our general plans to allow for whatever is going to be at golden gate fields. in fact, let's go to the voters in albany to approve whatever plan, even if the area is rezoned. >> there are a number of state and regional stakeholders that will be involved in the approval process. also, the cities don't own the land, although they do have regulatory approval over

it. and then big challenges like traffic and in this case, sea level rise. >> all of the area that that is in berkeley and in albany, that's lowland was all marsh and it's filled. it will liquefy in any kind of an earthquake. >> robert chase is with the environmental group citizens for east bay parks and the former mayor of albany. he says it would require enormous amounts of diking to prepare and protect the land for housing. he adds if it gets that far, it will likely end up in court. there would be a fight over this, and the environmental community would not be in favor of those kinds of development proposals and would would resist, and there'd be a be a knock down drag out that would it would just never happen. mayor says even if everything goes according to plan, it could be 5 to 7 years before construction even begins in berkeley, anser hassan abc seven news. >> an animal rights group will hold a memorial protest outside golden gate fields tomorrow. the vigil is meant to recognize horses that died since the track

opened back in 1941. well, california lawmakers are taking another route to make psychedelic treatment possible after the fda shot down the authorized use of mdma. they're now introducing a bill to allow limited use for therapeutic purposes. lawmakers want to decriminalize the medical use of psilocybin, which is found in psychedelic mushrooms. the legalized use would only be for military veterans and first responders in just three counties. those are san francisco, santa cruz and san diego. the aim is to treat work induced post-traumatic stress disorder. there's a growing battle at the state capitol over the best way to tackle rising retail theft. there are dueling plans in the works, one as a proposed ballot measure. the other is a package of bills to crack down on theft. the package would toughen penalties for certain crimes and make it easier for law enforcement to arrest and charge suspects. the ballot measure would do a lot of the same things, but it would

change prop 47, which is a landmark criminal justice reform act that passed a decade ago. the ballot measure has the support of republicans and mayors in san francisco and san jose, but democrats at the state capitol still aren't sold. here's what the governor had to say. >> it's just i think there's a need to have it on the ballot. well, i have something on the ballot that doesn't actually achieve the goals that are intended. i do something that can't be done legislatively with more flexibility. i think it's a better approach to governing. >> if passed the bills would go into effect immediately. the secretary of state's office is verifying signatures for the ballot measure. it will likely be up for a vote in november. new developments in a series of racist threats sent to a dog walker's home in san francisco. this is video released by police. it shows a person of interest who may have information about this case. terry williams says two threatening packages were sent to his home near alamo square in april and may. a fire destroyed

the house he shares with his parents. police say the fire investigation is separate from the racist packages. this morning, a san jose police officer is on the road to recovery after three life saving surgeries over the past five weeks. mayor matt mehan and the police department celebrated officer jaime arredondo as he was discharged from the hospital. arredondo is credited with saving a mother and her children. last month, he and another officer were shot while they tried to stop a man who was trying to break into a hotel room. the other officer had minor injuries and that suspect was arrested. the downtown district in san jose wants to reinstate the police department's field training officers program. 24 recent police academy graduates will be shadowing patrol officers in downtown san jose. the program is a way for newly graduated officers to rotate different beats around the city. this is the first time downtown will be in that rotation. >> 15 years since we last saw

to ride caltrain this weekend. service between san francisco and san jose will be shut down, so the agency can test its new electric trains. there will be some busses between the san jose diridon, palo alto and millbrae stations. the busses will not run into san francisco, though. the shutdown is part of caltrans work to electrify the railroad with trains that are supposed to be faster, cleaner and more efficient. the new trains are set to roll out in september. governor gavin newsom was in san francisco supporting a ballot measure to amend the california constitution to reaffirm gay marriage rights. the governor, along with several california political leaders, are supporting assembly constitutional amendment number five. it's also known as ac five. the amendment would change the wording of what the state's constitution defines as marriage. the california constitution was changed in 2008

when it stated marriage was between a man and a woman, completely abolishes the traditional definition of marriage. >> this is so important and timely, especially during the month of pride, that when we celebrate, we oftentimes need to reaffirm our commitment that california voters will decide this november. >> happening today, san francisco will hold its second annual juneteenth parade. it starts at 11 a.m. at market and spear streets and ends at fulton plaza, which is right on fulton between hyde and larkin. there's also going to be a celebration at civic center plaza that goes until six tonight. numerous reets will be closed and muni service will be rerouted. first fridays took on a different meaning in oakland this week, the monthly street fair that highlights art and culture and celebrated juneteenth. juneteenth commemorates the effective end of slavery in the united states. the national holiday is in two weeks. here's abc seven news reporter tara

marine layer this morning. some mist and drizzle at the coast. so you know it's not going to be that hot. in fact yesterday it was pretty hazy and gray along the coast with the gusty winds. but today a further cool down inland and a system that moves overhead. it's going to split kind of linger over the weekend. so that's going to keep some clouds around until we get to later on. on sunday. explain more as we get through the forecast. but a live look outside there you can see a gray sky. there at okay. our camera over in oakland, 53, in san francisco, it is 56 here in oakland with 59 in hayward, 58, san jose, 56 in redwood city. and look at all the gray sky, the fog there. pier 3954 santa rosa. it is 52, in petaluma with upper 50s in concord. and there's a look at a little bit of sun in the south bay, the shark tank, fog, mist and drizzle along the coast. this morning. the cooling trend continues inland, so we'll look for temperatures to continue to slide a little bit and that

extra cloud cover from time to time. and then as we get into next week, we'll see warmer temperatures beginning monday, the peak heat will be on tuesday and then things begin to cool off as soon as wednesday. here's a look at not only the low clouds, but the mid-level clouds and the high clouds into the afternoon. so this is 3:00 where we've got partly cloudy skies, and you'll notice the lingering cloud cover here getting into your sunday morning. also, looking at the low cloud deck. but as we see that trough lift on out, we're brighter in the afternoon. we still have some breezy winds at the coast, but we'll be looking at a return to the blue sky. there all across the bay. so as we get into your afternoon, the winds kick up this morning at about 20 miles an hour and some locations, and then by the afternoon 4:00, we're near 30 miles an hour around the bay. better than that as you get towards the marin county coast, and you can see livermore gusts of over 30 miles an hour. so looking at the next couple of days, next week,

certainly warmer into your monday temperatures back into the low 90s. so a nice summer feel with upper 70s, maybe a few low 80s around the bay shore up in the north bay. pretty warm to near 90 in calistoga. staying cool on the coast. this is our hottest day. we'll see temperatures in the upper 90s inland, some mid 80s around the bay. oakland will warm up san francisco maybe a few low 70s there and then cooling off into wednesday. still, though, temperatures above average. and as we look at the highs today, you'll notice that the cloud cover is around and temperatures in the 60s around the bay for oakland and san mateo. that's cooler 74 in fremont with low 80s perhaps out by brentwood. the accuweather seven day forecast. so we're partly cloudy into sunday as that system lifts out and notice the warm up temperatures rebounding on monday, the hottest day on tuesday, and then mild to warm on wednesday with cooler days by the end of the week. stephanie. >> all right lisa thank you. coming up automatic fees at

we'll see you then. >> there's a new wrinkle in the war on junk fees here in california. a law passed last year to tackle this problem. but some say it ended up hurting an important industry. restaurants abc seven news reporter tim johns explains the possible changes coming a new law banning so-called junk fees across the state july 1st could soon be getting modified on thursday, two bay area state senators introduced a new bill that clarifies how restaurants would be required to deal with the junk fee ban. >> in the new bill, restaurants will still be able to charge things like service fees to customers as long as they're clearly explained to diners ahead of their meal. >> that sb 478 was not intended to affect the restaurants, bars and food service providers that had a clearly listed transparent service charge or surcharge or additional fee. >> the original bill was passed last year, but concern over restaurant fees started just a few weeks ago. i'm here at the palette tea house at san

francisco's ghirardelli square, where they already include verbiage about service charges on their menus. however they do tell me that the new law has still caused confusion among them and their staff. >> we know about it for a while, but exactly where they apply to a restaurant or not is, you know, nobody really knows for certain. >> dennis loooooong is the palette's general manager. he believes the new legislation is needed. dennis says restaurants like his rely on service fees to make ends meet, and the possibility of getting rid of them would have been detrimental. he also tells me the money collected directly benefits his staff in a more equal way. >> so if a charge is considered a restaurant income and we can distribute that at our discretion, so we were able to tip out our dishwasher, our line cooks, and everybody in the restaurant will get benefit from it. >> and given the difficult time many restaurants have had recovering since the pandemic, thomas says she too, is thankful lawmakers are stepping in to make things clear once and for all. >> we just don't want to leave a

cool down, i know. >> see all the gray sky behind you, stephanie? in fact, we've had mist and drizzle at the coast and once again this morning it's a chilly start out there. the winds are not as gusty as we look at. okay, our camera there. temperatures are in the mid 50s in oakland, 58 in san jose. but look at the gray sky there from pier 39 and some of those sea lions probably getting a little damp out there. 57 in concord. so 24 hours ago we were cooler in the north bay. we're warmer now. we have that uniform cloud layer and less wind out there. but the winds, although they're light right now, they'll continue to build throughout the afternoon. a system overhead will keep more cloud cover with us today. the temperatures cooling back into our inland valleys. so while we had a few low to mid 80s yesterday, about 80 today, and then look at the partly cloudy sky, we'll have that with only 60s to near 70 along the bay shore. a brighter sunday, a much warmer monday. all the details in my accuweather seven day forecast in a few minutes. stephanie. lisa. >> thank you. back to that breaking news now for hostages

who were kidnaped in the hamas led attack on october 7th have been rescued, according to israeli officials, their ages range from 21 to 40 years old. israeli forces say they are prepared for this operation for weeks. israel forces have been preparing for this rescue mission for weeks. >> they are underwent intensive training. they risked their lives to save the lives of our hostages. >> israel's operation today is the largest recovery of hostages alive since the war began. seven have been rescued so far. and just in this morning, hospital officials say at least 94 palestinians died during fighting in that same area where the hostages were rescued. the temporary pier installed off the coast of gaza to bring aid to the region, is expected to resume operations. if all goes according to plan, aid could start being redistributed this weekend. that's according to us

central command officials. rough seas in the mediterranean tore apart the pier last week and before it broke, the pier helped deliver about 1000 tons of aid into gaza. new this morning, the white house is preparing for pro-palestinian protests. today, the secret service put up temporary fencing that blocks access to the white house gates. they say up to 12,000 people may show up today to protest the biden administration's support for israel amid the war, advocacy groups codepink and the council on american islamic relations announced these protests. there are marking eight months since the start of the israel-hamas war. today, president joe biden and the first lady are guests of honor at a state visit in france. you're looking at new video this morning as french president emmanuel macron welcomed biden. both participated in a wreath laying at the tomb of the unknown soldier in france. during that ceremony, the leaders also met with military

members and veterans. the president's state visit wraps up a days long trip overseas as we marked the 80th anniversary of d-day. he delivered remarks on the beaches of normandy yesterday. abc news reporter chuck sivertsen has the president's message to americans. >> the president in paris with a full schedule today. the first lady joining him flying back to france overnight, making two cross-atlantic trips this week to attend almost every day of hunter biden's gun trial. the bidens getting an official welcome ceremony from french president macron and his wife at the arc de triomphe, which stands to honor those who fought and died for france in war in normandy, france, yesterday. standing on the very cliffs us army rangers scaled to liberate europe from the, president biden declaring the voices of those soldiers are once again calling americans to action. >> they ask us what will we do? they're not asking us to scale these cliffs, but they're asking us to stay true to what america

year old daughter, naomi. naomi testified she borrowed his car for a move, saying there was no drug paraphernalia in it. her aunt, hallie biden, testified that a few days later, she did find drug paraphernalia in that same car. prosecutors emphasized this, suggesting the drug residue must have been put in the car after she returned. it the timeline is crucial, as hunter is accused of lying on a federal gun case, buying forms about his drug use. at that time, president biden said he would not pardon his son if he is found guilty. former astronaut william anders, who took the iconic earthrise photo, has died in a plane crash. the plane he was flying went down in the waters off the san juan islands in washington yesterday. anders was part of the historic apollo eight mission in 1968. it was the first crew to orbit the moon. the earthrise photo shows the earth rising over the lunar horizon. during that mission. william anders was 90 years old.

thing when he clicked on a link, but it wasn't the dmv. instead, he paid extra fees. >> i didn't want to go to court. i'm not a criminal, 81 year old alan jensen just wanted to renew his car registration. >> a simple task was anything but. >> look at this. >> alan wound up buried in paperwork and facing legal threats. >> it's not about the money. >> his ordeal began when he went online to register his two vehicles. the top search result, said dmv registrar asian renewal. >> right there. that's what i clicked on. >> he assumed it was the dmv, so he followed the prompts and paid $956 to register two cars. he didn't notice this disclaimer in fine print at the top of the page. this was not the dmv, it was a third party company that charges extra fees for dmv services. later, he received tags for one car but not the other. a notice said that the car needed a smog check, but he knew it did not. so he called

the number. >> we're not going to send you the tags until after you've had this car smog, i said. well, no, i don't need the smog. my car. >> alan finally realized he was never on the dmv website. it was need tags.com, and it had charged $150 in extra fees. not only that, the company insisted he get a smog check he didn't need. now his registration was about to expire, so alan drove to a dmv office, paid the fees in person, got his tags on the spot, and no smog needed. but now he'd paid twice to register that car, so i finally got really mad. so alan disputed the charges with his credit card. that's when need tags came after him. >> they're going to bring you to court. >> need tags. said alan was under investigation for fraud and theft. an email said, quote, this is your final notice. any chargeback will be prosecuted to the full extent of the law and you are subject to court costs, legal fees and bank liens.

>> they're trying to make me feel like a criminal. >> 2324 need tags sent 30 pages of documents to alan's credit card company saying chargebacks are considered theft even though they're legal. >> i'm not a criminal. i've never been to jail. >> as he showed us mounds of paperwork, alan broke down in tears. how did a simple car registration come to this? we found dozens of complaints online about need tags, many saying the company led them to believe it was the dmv. it turns out need tags. is an official dmv partner, a designated provider of dmv services. need tags. owner eddie azmarin did not want to go on camera, but by phone. he told us the company is dedicated to transparency and discloses fees before payment. he denied this google ad is intended to draw customers away from the free dmv site, but he may increase the size of the disclaimer. as for threatening alan, he said legal action is

justified because the company had already paid his fees to the dmv. at least some of them. however, when we asked the dmv about need tag, complain, the dmv took action, saying in part, the dmv does not condone misleading or aggressive marketing strategies that might cause customers to believe they are interacting with the dmv. furthermore, we do not support any aggressive behavior or threats made by these third party services. after that, any tags refunded? alan $518 for that duplicate payment. >> i am sky high now. when i saw that, it just felt so good. i knew that you had waved your magic wand and that's how it should be. >> the dmv is urging customers to avoid third party companies, even if they are partners. dmv services are free, and to be sure you're on the dmv website, the web address should end in.k.gov. any tags

the view from mount tam. we had a pretty sunrise that came up at 549. and you can see that there's some high and mid-level clouds above, and the low cloud deck below. current temperatures are in the 50s. we're 53 in san francisco, 56 in oakland and redwood city, 58 in san jose, where we have some sunshine and the view from emeryville. right now it's gray 52 petaluma. the cooler locations up in the north bay with 56. livermore, 57 by the delta and those breezy winds. so in san jose a little bit brighter out there we have fog and that drizzle along the shoreline. it's going to stay gray there throughout the afternoon, a mix of clouds and sun today, but the cooling continues inland. and then as we get towards your monday, it's going to get warmer. and tuesday looks to be the hottest day of the workweek. here's a look at the cloud cover. right now it's even cloudy by the delta, fairfield and even into parts of sacramento. so throughout the afternoon notice the cloud cover kind of staying put a few holes in the cloud deck here, but overall it's partly sunny throughout the afternoon

starting out gray sunday morning. and then we really get that system to shift on out. and those winds will increase the air quality, make it better. it's been a little bit hazy. it is hazy right now in oakland. so your sunday afternoon will be brighter. it's still going to be on the cooler side of average. and those winds are going to be with us today and tomorrow. so throughout the afternoon they'll build over 25, nearly 30 miles an hour in oakland and livermore. this is 4:00 and it's quite gusty along the coast again. and then by the evening hours, a little less wind throughout the afternoon. today will be in and around 80 degrees in san jose. so we'll get some sunshine, some cloud cover, upper 70s in sunnyvale on the peninsula. it's breezy. it's cooler. it's 71 in palo alto, 68 san mateo, san francisco, a little bit below average, 64 with the clouds sticking around. a few warmer numbers up in the north bay, but still cooler than yesterday with low 80s. calistoga, 73, in petaluma and on the bay. partly cloudy. you've got the breeze once again today with upper 60s in oakland,
