vasco road. back to you at the desk. >> thanks, amanda. happening today is san francisco's panda project. could take another step forward today. the board of supervisors will be discussing how to pay for the exhibit. this afternoon, but it's not coming without opposition. abc seven news reporter gloria rodriguez joining us in studio with the protest being planned today, gloria, good morning, kumasi. >> several animal rights groups have been opposed to the plan. they say the zoo is outdated and has other problems to deal with before adding more animals. so they're planning a protest ahead of today's meeting, the mayor's really been trying to highlight how positive this could be for the city, and how it could be one part of bringing more people back to san francisco. but she needs to raise $25 million to pay for a new panda enclosure and other upgrades at the zoo. she's proposing an exemption to a city policy to allow her office to raise money from private donors. some supervisors had raised questions about whether that could create a conflict of interest for her, and they initially postponed a vote on the proposal, asking for

changes. last month, mayor breed appeared on abc seven's getting answers and talked about her fundraising plan, complete transparency, paperwork, all of what we need to do, making sure they're not people that do business with the city and their conflict. >> so there's a lot of checks and balances in place to make sure that there isn't anything inappropriate that's happening. as a result of it. >> ultimately, last week, the board's government audit and oversight committee voted unanimously to recommend an amended fundraising plan. it includes an ethics rules waiver and will require more transparency, including a public list of donors. today's meeting starts at two in the afternoon, and the pandas would arrive sometime next year. live in the studio gloria rodriguez, abc seven news. >> gloria, thank you. we've been following the story of a little boy who was attacked by an unleashed dog in san francisco. now we know the owners of the dog have been cited. the dogs faith, though, is undecided. surveillance video caught the

attack on camera. the three year old was walking home with his nanny in the cow hollow neighborhood when the dog charged at him. in a statement, san francisco police said the owners were cited by animal care and control for failure to provide information after a dog bite and failure to report a dog bite to the department of animal care and control. now, the city will schedule a hearing where the dog's fate will be decided, including possible euthanasia. animal care and control says the city's process is focused on the dog, not necessarily the dog's owners. the child's mother says she'd have to take her own action to hold them accountable. >> there's nothing happening to the owners, and if we want to hold the owners accountable, we have to file separately through the civil court, which could be time consuming and probably have a financial impact. so a lot of people shy away from that, and as a result, nothing happens to the owners. >> according to city records, the citation for a dog owner is about $90. jail time is a possibility in the most extreme

cases. >> if you see a crime and reported in parts of san mateo county, you could soon be getting a cash reward. county supervisors are set to consider a proposal today that's aimed at cracking down on residential burglaries. supervisor ray mueller announced this plan yesterday surrounded by police officers and county prosecutors. mueller is calling on his colleagues to approve $125,000 to fund a residential burglary reward program. this would help gather information during criminal investigations, would be criminals will now know, should they choose to invade the sanctity of a person's home. >> here in san mateo county, every person with knowledge about their crime directly or indirectly, will have a strong financial incentive to share that information with the authorities to bring them to justice. >> if this is approved, the reward program will be implemented in eight san mateo county cities, as well as the unincorporated parts of district three. that's what supervisor mueller represents.

>> this morning, pro-palestinian groups are vowing to keep fighting to stop the biden administration from providing money and weapons to israel to use in the war against hamas. yesterday, they held a rally outside the federal court building in san francisco. inside, their attorneys filed an appeal to a ruling that dismissed a lawsuit they filed late last year. the lawsuit claimed president biden and other top officials are complicit in the deaths of thousands of palestinians. so let this moment be a testament to our collective resolve and let it echo through the halls of power and across the globe that we will not rest until every child in gaza can sleep in peace. >> every family can rebuild their lives, and every man and woman can live in dignity and freedom. >> when the lawsuit was dismissed, the court ruled that while it was possible israel's conduct amounts to genocide, us foreign policy is a political issue and the court lacks legal jurisdiction. >> more clashes at ucla last night between police and

pro-palestinian protesters. the group set up three encampments yesterday. last night, officers tried to get them into a narrow pathway that's what led to the clashes. police say some people in the crowd dove through the bushes. they made their own path, trying to get away. about 25 protesters were arrested for, quote, willful disruption of university operations. they've since been released and they have to stay away from ucla property for at least 14 days. at least one security officer was hurt this morning. >> we're seeing new images from gaza showing the moment israeli forces rescued four hostages held by hamas. amanda, we've learned the operation was dramatic and undercover. yeah. >> reggie aqui israeli special forces called out. they, quote, got the diamonds after their mission. >> diamonds was the code word for hostages. the new images show the moment they stormed a residential building in gaza to free some of the hostages, us sources tell abc news. israeli special forces had gone

undercover disguised as palestinian refugees. they waited for the green light to execute their mission. the idf says it launched airstrikes after they came under fire. palestinian officials in gaza say 274 people were killed during the operation. the idf disputes that number families of the rescued hostages were overjoyed to finally be reunited with their loved ones. >> i slept all night with a smile. what a big relief. that's what i want to happen for all the families of the hostages. >> secretary of state antony blinken is in the region pushing for a cease fire. he's pleading with allies to pressure hamas into accepting terms put forward in recent days, which he says israel has accepted. the us is considering a new strategy to try to free the eight americans still held in gaza. the biden administration is reportedly

the old man is in custody accused of stabbing four instructors from iowa's cornell college. the instructors are in china for an exchange program. officials say they ran a public park. when it happened, they had to be taken to the hospital and treated. none of them are in critical condition. a local faculty member was with them when they were attacked. chinese officials believe this was an isolated incident. a live look this morning at the bay bridge toll plaza. you can see people making their way through as the typical morning rush, but it was

anything but typical yesterday after a crash disrupted the morning commute. you first saw it here on abc seven mornings that pre-dawn crashed into the bay bridge toll plaza. we're going to show you video of that, but what we just showed you is what it could look like if there were no toll booths on the on the bay bridge toll plaza at all. so there are plans to remove the booths at all state owned bridges, since tolls are collected electronically now by fastrak. caltrans previously announced that it was delaying the removal of these booths until february of 2026. it wants to upgrade the automatic toll collection system and remove the booths at the same time. the metropolitan transportation commission says the bay bridge will be the final location of toll booth removal because it's the most complex a local theater company figuring out its next steps after a huge grass fire destroyed a warehouse, this warehouse stored pittsburgh theater company's props and its

costumes. the fire burned 55 acres of grassland. sunday afternoon theater volunteers spent sunday morning moving items from the warehouse to the california theater in downtown pittsburgh. they have a string of performances there starting on friday. while the set and the costumes made it, the company lost all its wireless microphones, its props and its furniture. >> show must go on, so we are currently getting donations from the community to help us with furniture. we called it the phoenix project because we figured we're the rising out of the ashes and we want to continue on. >> if you want to support the pittsburgh theater company, we have a link where you can do that on our website, abc seven news.com. >> following a successful rollout last year, san francisco's vacant to vibrant program is making a comeback this summer with 11 new businesses and seven other businesses in the program have signed long term leases. it's a breakthrough that seems to be helping to build a better bay

area. this initiative helps pop up businesses set up permanently in the city, providing them with things like free rent and grant money. last year, rosalind bakery was chosen to be part of the program. their owner, matthew kosoy, credits the program with helping his business expand from its factory in pacifica to a cafe in san francisco's embarcadero center. >> we've seen all of our costs go up, labor costs is at an all time high, all of our ingredient costs are incredibly high. it's been pretty helpful. it's been very helpful. i would not have been able to open up a second retail location for my business if it wasn't for vacant. vibrant. >> the second group of vacant, vibrant businesses will open their doors june 18th, and that comes as the city of san francisco rolled out a new vision for powell street. so far, they have a plan for the three blocks stretching from market to union square, where many shops have closed. designs call for refreshed sidewalks and upgraded parklets, with more space for pedestrians. there's also an idea to install this massive new light feature above

morning. we do have a warm day on the way, but it's a wide range of temperatures. comfortable along the coast with afternoon sunshine. 64 and half moon bay. mild in the city today at 72, you hop over the bay bridge into oakland. we're close to 80. and then you drive through the tunnel and it gets even hotter inland. so walnut creek hitting 9598, in antioch. we have that heat advisory in effect today. good to moderate air quality. pollen levels are high when it comes to grasses. and that uv index that's as high as it gets in 11 out of an 11 that is extreme. you want to wear that sunscreen today because we have a moderate to major heat risk. with all this sunshine and the warm temperatures, the moderate risk is in orange. and then the major risk are these pockets of red you see on your screen. but thankfully it's just one day of this heat. the heat advisory in effect in the south bay, 80s and 90s. there we'll head along the peninsula. it is warm 78 san mateo, but we jump to 88, in redwood city, 83 in los altos, across the city. we have some cloud cover right now, giving way to sunshine across the entire city, upper 60s to the mid 70s for daytime highs. hot

waiver that will allow several city departments to solicit donations. she faced some pushback from supervisors, who were concerned it would create a conflict of interest within the mayor's office. last week, the board's government audit and oversight committee voted unanimously to recommend an amended fundraising plan. it includes an ethics rules waiver and will require more transparency, including a public list of donors today. that plan goes before the full board, but before they have a chance to vote, they will be faced with several animal rights groups who do not want the pandas to come here. the watchdog group sf zoo watch is planning to go to today's meeting, the head justin barker, told abc seven last month that the zoo is in desperate need of repairs this point that this zoo is not meeting the needs of its animals and bringing pandas here is a terrible decision. in response, the san francisco zoo sent abc seven news a statement it reads in part, concerns about our

zoo's conditions are unfounded as we undergo regular inspections by various regulatory bodies. these independent inspections are thorough and encompass aspects such as animal enclosures and exhibit space. so if you want to see how this all plays out, the meeting starts at 2:00 this afternoon. and if everything works out, pandas would arrive in san francisco sometime next year. live in the studio gloria rodriguez abc seven news. >> gloria. thank you. happening today, the next steps in a plan to get reparations for black californians. three reparations bills passed by the state senate will be heard in the assembly judiciary committee. they're part of a push to begin correcting the harms of slavery and decades of discrimination carried out by the state. the bills would create a freedman affairs agency to oversee reparations, create a fund to pay them out, and compensate families whose properties were taken from them in racially motivated cases of eminent domain. we've been following the process for reparations from the start. abc seven news anchor julian glover takes an in-depth

look at the work of the reparations task force and examines the package of proposed laws and an abc seven originals documentary, california's case for reparations. it's now streaming on demand on the abc seven bay area app. >> elizabeth holmes pushed for a new trial, is heading to san francisco federal court today. a man is at the live desk with the details of her appeal. amanda? >> yeah. kumasi. theranos founder elizabeth holmes is appealing her 11 year prison sentence. holmes is seeking to have that sentence overturned, which would prompt a new trial. she started serving time at a minimum security federal prison camp in texas last may. her attorneys say the judge in her trial made errors and allowed jurors to hear testimony that should have been barred. former theranos executive sunny balwani is also appealing his fraud conviction. he received nearly 13 years in prison in 2022. separate juries found each of them guilty of defrauding investors in their now defunct blood testing company. now, today, the ninth circuit court

of appeals will hear both their cases. holmes and balwani will not be in court if this appeal fails. their last option would be the u.s. supreme court. back to you at the desk. >> thanks, amanda. we continue to follow the controversy around the center running bike lane on san francisco's valencia street. sfmta is looking to get a side running bike lane concept approved by the city's transportation board. they're reportedly two concepts in the works, according to the chronicle. one design would keep parklets and for cyclists to ride around them closer to traffic. the other would have floating parklets. now, that's when cyclists ride between the curb and the parklets. it's unclear which design will be considered by the board. the concept expected to be discussed at the next board meeting, which is june 18th. >> we're learning mayor london breeds proposal to create california's first ever entertainment zone in downtown san francisco could happen as soon as labor day, if everything goes according to plan. the area we're talking about is on front street from california to

sacramento. the proposal is moving forward, however, city supervisors still have to approve the marriage legislation. the state legislature is working on its own legislation to make it easier for businesses to sell alcohol outside their front doors during events in the east bay. >> oakland police are asking anyone with information to come forward after two shootings killed three teenagers early yesterday morning. so far, no one's been arrested. the shootings happened within an hour. one victim was found near ninth and filbert around 130 in the morning. the other two were believed to be shot near 102nd international boulevard around 2 a.m. their deaths marked the 38th, 39th and 40th homicides of the year. local community leaders are calling for additional help and resources for east bay youth. >> when i was coming up in the 80s, if a person had a gun, it was probably one person in six people with one gun. now, it could be six people and everybody got a gun. >> unfortunately, we don't have the investments necessary from

our tax base, both at the local, state and federal level, to have safe places and spaces for young people to gather. so they they literally try to create their own spaces to hang out. >> investigators say the two incidents do not appear to be connected. >> we always think it's important to look at the big picture here at abc seven and put crime into context. police in oakland and san francisco have both reported drops in violent crime this year. the fbi shared new data showing that trend carries across the country a new report shows violent crime nationwide dropped 15% in the first three months of the year, compared with last year. murders dropped by more than 26, rate by 25, robberies by 17. experts believe that trend will continue, and the murder rate could have the biggest year to year drop ever. >> you still have issues with gangs moving around, going into to communities and getting in, drug dealing, human smuggling,

ban apple devices at his companies because of apple's partnership with openai. amanda musk is calling this an unacceptable security violation. >> yeah, reggie, in a series of posts on acts, elon musk says apple devices will no longer be allowed at tesla and spacex. he also says visitors will have to check their apple devices at the door. they will be stored in a sealed container to block electromagnetic transmission. elon's musk said, quote, it's patently absurd that apple isn't smart enough to make their own a.i. yet is somehow capable of ensuring that open ai will protect your security and privacy. apple has no clue what's actually going on. once they hand your data over to openai. end quote. now, musk also criticized apple's trust in openai, accusing of apple accusing apple, i should say, of compromising user data. in march , musk, who co-founded openai in 2015, sued the san francisco based company for breach of contract. he claimed openai had drifted from the original

mission to develop technology for the benefit of the public, rather than for profit. apple has not yet commented on musk's comments. back to you at the desk. thanks, amanda. >> now to prices dropping at the gas pump just in time for summer travel, it's pretty rare for gas prices to go down this time of the year. it's usually when we see prices spike, but increased oil and gas production here in the u.s. has contributed to that drop. as of this morning, triple-a says gas prices are down $0.10 in the past week to an average of $3.43 44 a gallon nationwide, though we're not feeling that same level of relief here in california, some states are seeing bigger breaks than others. >> of course, the west coast still has. among the highest prices in the nation, but that is typical. but we are expecting that more and more states could see their statewide average drop below the $3 per gallon mark in the coming weeks. >> now, prices here in the bay are still around $5 a gallon.

>> now it's your morning money report. dockworkers along the east and gulf coast have called off contract talks and are now threatening to strike. talks were called off after the union, representing 45,000 workers, discovered automatic machinery was being used as several ports. the union says it violates prior labor agreements and they won't resume. negotiations will continue until the ports stop using the machine will not happen until the port stops using the machines. if no deal is reached by october, dock workers say they will walk off the job ahead of the busy holiday shopping season. west coast ports are not part of these negotiations. now we take a live look at the new york stock exchange as trading gets underway this morning, and we are way down this morning, more than 400 points. >> two friends from france are celebrating a new record after building the world's tallest bicycle. it is 25ft, five inches tall. nicholas and david came up with this idea at a pub a few years ago, five years ago. and

the golden gate bridge. right there. so we have some fog rolling through the strait this morning, but it's very limited in terms of the cloud cover today. it's all about sunshine and warming temperatures. also, the pollen index will show you that grasses are at high levels. that's our main offender right now. so the heat risk today as you move away from the coast, you start getting into these oranges and some of these deeper reds. that's the moderate to major heat risk today. but it's only for one day. we're going to cool off pretty rapidly tomorrow . but today that heat advisory is in effect for the south bay. you do want to stay cool out there. stay hydrated. 80s and 90s from cupertino to san jose to morgan hill at 95 degrees along the peninsula right now we have clouds along the coast. we'll get sunshine this afternoon, mid 60s for half moon bay in pacifica. much warmer heading into redwood city at 8883, in los altos, 74 for millbrae, the city today we have some cloud cover. we'll get some sunshine here peeking out pretty fast, close to 9 a.m. we'll see temperatures in the upper 60s to the mid 70s. the north bay is hot today. 101 in cloverdale, 90 in petaluma, 96. in sonoma.
