brinkley is live in the east bay. >> but we'll begin right here with spencer and a look at where all that heat is at the moment. spencer. >> okay, dan. and it's not only in the east bay house in the inland north bay as well. here's a look at current temperature readings. and we have several locations right now that have reached 100 degrees or higher up in the upper 90s as well. 97 right now, brentwood 98, concord 100 at livermore, fairfield and saint helena. by the way, saint helena was even warmer earlier 94. right now at cloverdale, 96 at santa rosa. so all through our inland areas it is hot. and even around the bay shoreline we've got some mid to upper 80s right now and 92 degrees at san mateo. so you can see this is a very hot afternoon and the 24 hour temperature change is very impressive. it is anywhere from 15 to about 18 degrees warmer in many locations right now than at this time yesterday. and that includes san francisco, 16 degrees warmer and oakland 17 degrees warmer. and not surprisingly, we have a heat advisory in effect until 8:00 this evening for all locations away from the coast and the bay

we're trying to do today. reporting live in a very hot dublin. i'm leslie brinkley, abc seven news. >> okay, leslie, thanks a lot. >> like it is. all right. now to those controversial center bike lanes on valencia street in san francisco's mission district. it's, of course, a story we've been following since last year. >> that's right. some cyclists say the lanes are dangerous and local merchants say the change has just been killing their businesses. abc seven news reporter luz pena is here. with the change that transit leaders are now proposing. >> luz well, dan and emma, when they opened transit leaders claimed the bike lanes in the center of the street would be safer. but after months of desperate cries and even a hunger strike by one business owner, san francisco's transit leaders are finally considering a change along valencia street that change includes moving the bike lane back to the side of the road, but some merchants tell us the damage has already been done. it's been ten months since the valencia street center bike lane was finished, and a year since the construction began. and now sfmta is changing its mind. we've heard that it's
4:05 pm
not working for people, so on tuesday, we'll be presenting an alternative side running protected bike lane. sfmta is now proposing to remove the center bike lane and relocate bike traffic to the side of the road. >> it's a long time overdue, but i'm glad to see them doing that. >> one design would have cyclists going between moving traffic and parked cars and parklets. another would move the parklets and cars into the street, with cyclists going between them and the curb. the latter design already exists on oakland's telegraph avenue. a sustainable transportation advocate, luke bornheimer, views the design as unsafe floating parklets. >> while in theory seem like a good idea, they actually increase conflicts. so people coming in and out of the parklets are more likely to get hit by someone riding a bike or a scooter, and people who are riding bikes and scooters in the bikeway have to think about if someone's going to hop in or out of the parklet while they're riding. >> sfmta is planning to hear from business owners before the next pivot. >> it's going to be a mix, so if
4:06 pm
you, as a merchant want to choose to keep your parklet at the curb, you can do that, and we will slalom the bike lane around your parklet. but if you would like to move your parklet into a floating configuration, and some merchants may choose to do that because it provides more parking in front of their business, then we will work with them. >> nikki is the owner of blondies bar. she blames the center bike lane for killing multiple businesses on her street. she doesn't want the bike lane here at all. instead, she wants the city to create a bike network through neighborhoods and not commercial corridors. >> north beach, clement, the marina, they're all thriving and none of them have a bike lane. we have a bike lane and in the month that the construction started, made valencia street die. >> in february, we interviewed the owner of los amigos restaurant, two businesses down from blondies. he was blaming the center bike lane for the decline in business financially. how are you doing? >> that's a good question. we

are we are so behind right now in everything. >> fast forward four months later. now they're closed. and that business did not survive to see the changes. and sfmta is not projected to remove the center bike lane this year, the earliest they could potentially start the process will be the beginning of next year. luz pena, abc seven news. >> all right, luce, thank you for that update. the people living in a long line of rvs on one san francisco street could soon be forced to leave the city is plaing a new four hour parking limit on winston drive near lake merced, close to stonestown galleria. abc seven news reporter gloria rodriguez explains the uncertainty for families worried where they will go next. pero ahora donde nosotros vivimos tiene espacio? >> 11 year old hazel arostegui shows me the rv where she's been living with her family for the past four years. her dad says he couldn't pay for their apartment during the pandemic and they moved into the rv. they're among

the residents in more than a dozen rvs parked on winston drive in san francisco, and now they're fighting to stay there. as the city prepares to limit parking on the street, a spokesperson for sfmta tells me their board approved posting four hour parking time limits on segments of winston drive and buckingham way. while the time limits have been posted since april, enforcement is on hold until the planned repavement of winston drive is complete and the curb is reopened. >> we are not like criminals or something like that. we are humans. we live. we're like all people, but different lives. >> holding up signs like this one saying stop towing our homes, the residents and homeless advocates held a news conference tuesday asking the city to reconsider the enforcement. >> we're here because we don't have anywhere else to go. we don't have a safe parking site. we don't have stability. why do you guys want to kick us out when we're not harming anyone and we're not doing no wrong?
4:09 pm
>> sfmta says staff is working with the department of homelessness and supportive housing to identify and activate safe parking resources for those here, but residents say they haven't been offered any better alternatives, and some say they'll stay even when the enforcement kicks in. we were like, so stressed out now because we don't know where to go. i. sfmta says they'll post temporary towaway notices before they do that road work, but again, it's unclear exactly when that will be. as for hazel's family, they say they're even considering moving out of the state that they would love to stay in california. in san francisco. gloria rodriguez abc seven news. >> any moment now, the san jose city council will vote on a new budget, one that mayor mehan says includes the most significant investment in ending unsheltered homelessness in city history. the $6 billion package includes $120 million in money earmarked for homeless services. mehan says if approved, the funds would help get more than 1200 people into interim housing

, safe sleeping and safe parking locations. he says overall, the city is taking the right approach to address its budget shortfall. >> despite coming into this process a few months ago with an estimated $55 million shortfall. we have been able to make the necessary trade offs, have the creativity and flexibility we as a city to address all of those needs without having to do layoffs or harm other core city services. >> one of the key aspects of the budget to watch here is whether council members approve needed funds to clean up 140 miles of creeks, rivers and other waterways where unhoused people live. >> governor newsom says the deployment of chp officers in oakland is making a difference when it comes to fighting crime. numbers released today by the governor's office show the chp has assisted in the arrests of 440 suspects linked to organized crime, carjackings and other crimes. chp officers have also seized 47 firearms linked to

crimes since being deployed in february, and they've helped recover 887 stolen vehicles. alameda county district attorney pamela price spoke today about her office's effort to curb gun violence. d.a. price admits one of the biggest challenges locally is ghost guns. >> those of us in california have to deal with the proliferation of ghost guns, manufacture others who have the ability to provide, said ghost, access to guns. we know that in our county, there's been a dramatic increase in the number of gun manufacturers. particularly in south county. >> in response to that, alameda county has launched a pilot program for young men who are caught with a gun for the first time. the program helps them through a diversion workshop. >> san francisco is moving forward with its plan to install speed cameras throughout the city to reduce accidents and protect pedestrians, as it received the final approval today at the board of

among young people. the bay area is home to a unique program to help teens through addiction. there is nothing else like it on the west coast. abc seven news south bay reporter zach fuentes has more on the trailblazing program that's building a healthier and better bay area. >> myra has witnessed the danger and heartbreak of opioid addiction firsthand, impact my family member's life and our mine as well. she didn't know what to do until someone with a probation department told her about a program, one that transformed her family member's life. >> it was a great change. >> it's an inpatient fentanyl opioid same day detox treatment program designed for youth 20 years old and younger. it's run by santa clara county at valley medical center. it started in 2021 and is so far helped 70

overcrowded, you got to manage it somehow. and that way people will make a commitment to go. and yeah, if they don't show up, they get their five bucks. >> that's right. you know that place is gorgeous. so you know what? $5. yes take my $5. that's totally okay. also, it's so interesting because when they actually built that area for people to go and vacation, it was actually built for like 1200 people. and now over 3000 go there every day. so it makes sense. yeah. >> waiting in line, that kind of thing may happen in other places. >> you know, last year i visited, muir woods for the first time in a while with out of town family members. not knowing that you had to make a reservation to go to muir woods these days. otherwise, finding parking is. >> yeah, exactly. >> and of course, it's a very popular place. and you can't. parking was impossible there. so i could understand. and the imposition of the reservation rule. >> i think a number of national parks, stewart, like yellowstone, are very popular. >> yeah. i actually go to a we always go to a beach in tahoe and i do pay a fee because it's more of a private beach. but

then, you know, it's going to be clean and, and all that. so yeah, it's worth it for us. well, families that are financially struggling could get some relief. congressman adam schiff introduced a bill today that would provide payments to low income families. the pilot program would provide households that receive medicaid a guaranteed income of at least $500 a month for five years. if passed, it would be the first guaranteed income law. i've been talking about this for years. spencer, what are your thoughts? yeah i think it's a good idea. >> i mean, we have been talking for years and they're, you know, these are tough times for most wage earners, not none. i mean, not to mention people who are living on fixed incomes, people who are low income, the elderly, people on public assistance. so, yeah, yeah, prices keep going up, dan. >> but you know, a lot of people, their income isn't going up. no it's true. >> inflation has just been brutal for so, so many people. and coming out of the pandemic as well, you know, as long as we can find a way to pay for it that makes sense. sure.
4:42 pm
>> that's it. >> totally. and $500 goes a long way for many families. and if you think about it, this has actually been proven in the past. it happened here in the bay area in stockton. you know, they gave $500 to 131 families for two years. and he proved that a lot of them felt better. >> and it worked out well, right? >> yeah. and he removed depression and anxiety. >> so it helps and it can just relieve enough financial pressure to make a real difference a difference. all right. well speaking of money, it seems americans have reached their tipping point when it comes to tipping a new bank rate. survey finds tipping is in decline. that includes everything from restaurant servers and hairdressers to rideshare and food delivery drivers. gen xers and millennials are leading the rebellion, and those who do tip are tipping less uh. just 37% of u.s. adults say they tip at least 20. i'll start with you, spencer. then toulouse and ama too, if you want. you know, first of all, money is tight for a lot of people. so maybe the people giving the tips don't have as much money as it would like. certainly, though, people who are in service industries depend on tips. but these days,
4:43 pm
the number of people expected to get tips have really has really seemed to expand. that's true. >> i mean, i think it's a little sad, though, and i understand people's frustration with these things that pop up saying, you know, what kind of tip would you like to leave in places where you may not be accustomed to tipping, but in the broader sense, i, i think you have to think about the people in the service industry, and they don't all earn livable wages. they rely on tips. so i'm going to continue tipping 20 to 25% generally. >> yeah, i do the same but lose. you know, these days it's not just a server at a restaurant. so many other people expect tips these days. yeah totally. >> you know, i actually want to get you guys's input. so last week i went to a restaurant. i split the bill with my friends and i gave 20. and when he came, you know, for her turn to pay, she also gave 20. so did we give 40% in ten? >> well, it depends. did you give 20% on your half your share? did you give 20% on the entire bill? >> no. on on on my half. >> yeah. that's that's fine.
4:44 pm
>> you're 20% over all. yeah >> i've heard some people say or i recently heard someone say if i'm standing up, i shouldn't be tipping, which i think is, you know, like you go to get your coffee like, before you've even received your item, your item and your tipping. yeah. you know , so yeah, it's a hard thing. >> i will continue this is a hard thing to for this 4th of july tradition. >> it's going to look different this year. bay area native joey chestnut will not compete in the nathan's hot dog eating competition. he's famously won the event 16 times, but now chestnut is representing a rival hot dog brand that sells plant based hot dogs. so nathan's and major league eating have banned the champ from the contest. i was reading the article and they're they're willing to welcome him back if he no longer endorses the i guess, changing times. >> dan, i love that there's mle major league eating right become that big a deal. >> i mean, look at the crowd for this. like funny.
