house now wants to see the rules of the recount change. >> abc seven news south bay reporter lauren martinez explains how evan lowe is hoping to rework things in the future. >> well, assembly member evan lowe is introducing a new bill that he says aims to take the politics out of recount. the bill would call for automatic recounts in close statewide elections. >> and of course, this comes directly as a result of the experience that i was in. >> lowe tied for second place with supervisor joe simitian in the march primary election for the district 16 congressional seat. a request for a recount came soon after. current law says it has to come from a voter and paid for privately. lowe narrowly beat simitian by five votes, and then when i found out as a candidate in the race that someone else requested the recount in my name, without my approval. >> uh- and being funded by an out of state billionaire, i think, leaves one to wonder that

this doesn't pass the smell test . >> here in santa clara county, very close races on the local level are already recounted, assembly member lowe said his bill would trigger a recount for any statewide race where candidates had less than 25 votes, or 0.25% of the cast ballots, separating them. >> this proposal, number one, requires that of an automatic recount paid for by the county and number two requires real time disclosures of any type of funding. over $10,000 of a recount effort. >> political scientist melissa michaelson said. this bill can take the scandal or mystery out of who is actually paying for a recount. >> so this is a way to separate the democracy of it, the actual count from the politics of it, in terms of who decides to have a recount, who pays for a recount. >> to michaelson, having the law in place would mean voter preferences are accurately reflected. >> if you have a very close race, you know errors can be made and votes can be

miscounted. it's like that saying measure twice, cut once. >> simitian had no comment to share at this time. lowe will face former san jose mayor sam liccardo in november in san jose. lauren martinez abc seven news. >> this is a story we've been following since this weekend. the wild side show that took over the embarcadero in san francisco. spinning donuts as another car burned in the middle of the street. as you're seeing there, some people even got up on the car and started dancing on it. this one of three sideshows in the city. early sunday morning, police haven't made any arrests, but seized some cars during tonight's police commission meeting. the chief provided some details into the dangerous situation that his officers encountered. >> they were assaulted with bottles, rocks and other objects, including explosives

and lasers were pointed at them just for the public. lasers are extremely dangerous. that can actually cause permanent eye damage, so it was a pretty dangerous situation. also, by this time, the fire department responded to put out the car fire and were trapped in the middle of the chaos. actually, they had trouble getting in because of the crowds. >> the chief says just about every officer on duty at the time had to respond to the sideshows in the east bay. >> the oakland police department is also using cameras to tackle crime. surveillance has helped lead to arrests in several recent cases. today was the first time that we heard from chief floyd mitchell publicly since he started his new job as chief. >> our community resource officers, our crime reduction team officers and our patrol officers have been working diligently to identify and apprehend individuals and groups responsible for a large number of crimes within our city. >> chief mitchell discussed recent arrests linked to home invasions, robberies and burglaries. tomorrow will be exactly one month since he took

on the role of police chief. >> well, we got a great cool down effect today. after that blast of heat earlier in the week we did. >> so are we keeping the streak going? abc seven news meteorologist sandhya patel is looking at what we have tomorrow in our 24 hour accuweather forecast. sandy >> yeah, we'll keep it going. why not? dan and ama, we need some relief from the heat and you'll see what is going on right now from our pier 39 camera. there's definitely fog around and it is shrouding parts of the coast tomorrow morning. you'll have to deal with this low visibility around half moon bay down to five miles. here's a look at your planner when you get going at 7:00. fog and clouds. temperatures in the 50s. i'd grab the sweater if i were you. sun will be out at bay and inland at noontime, but in the afternoon you will notice it's even cooler than today, especially in our inland areas. only low 80s. there upper 50s coast side, certainly breezy and the fog will spread by evening. let's talk about those winds. they'll be ramping up again, just like they did today. tomorrow afternoon and going into the evening even stronger

winds are coming this weekend, which is going to bring some fire concerns. i'll be back with that in just a few minutes. >> all right. thank you sandhya. >> all right, now back to the race for mayor in san francisco. the first full debate of the election season saw all five major candidates take the stage. >> and plenty of san franciscans showed up. it was a sold out event hosted by city arts and lectures. >> abc seven news reporter tim johns sat in to see some of the action. tonight. he's in the studio with what tim the candidates had to say. >> yeah, dan, amid the debate, was pretty structured, but there were some heated moments. the candidates not only defending their own records, but also going on the offensive against their opponents. some of the main issues discussed include housing, homelessness and even that now infamous $1.7 million toilet rent, others dozens. gathering outside the sydney goldstein theater in san francisco wednesday afternoon, all of them there to show their support for the person they hope becomes the city's next mayor. inside the theater, the five

major candidates running for the job participated in their first formal debate. current mayor london breed, defending her record since taking office. breed saying the city is on the rise again and that her leadership has steered it through some of its toughest challenges, including on homelessness. right before i was elected mayor, ten encampments were 58% higher than they are today. >> in fact, i've increased our shelter capacity by over 60. i've increased our permanent supportive housing by over 50. >> other top issues included crime and public safety. businessman daniel lurie, who came under attack for his lack of governmental experience, said all of the politicians on the stage seemingly couldn't fix the problems plaguing the city, despite their years in government. >> we need a fully staffed police department. we need a fully staffed sheriff's department, 9-1-1 dispatch office also needs to be fully staffed and frankly, the last two mayors have underwhelmed on this issue. >> the cost of housing was another key talking point, with

all five candidates saying more units need to be built. supervisor aaron peskin, who has been accused of being anti-development, says if he was mayor, he would find ways to fast track new developments while still preserving the character of the city's neighborhoods. >> in my own district, i've built every kind of housing, affordable market rate and homeless shelters, and i've never voted against any affordable housing candidates were also asked about their plans to revitalize the city's downtown supervisor, asha sapphire, saying he sees the current office vacancy rates, which sit at all time highs, as an opportunity to transform the city like never before. >> i put forward legislation that would allow us to create a downtown down public education district. we have a historic opportunity to purchase buildings and turn them into universities. >> the city's infamous $1.7 million public toilet also getting a shout out during wednesday's debate, former interim mayor mark farrell saying it's another example of the bureaucracy at city hall.

that's holding san francisco back from tackling its most pressing problems as an endemic. >> how our city government is spending its money today. to me, we have to completely rethink not only our budget process, but how we are allocating our city funds. >> now remember, san francisco voters will elect their nets mayor on november the 5th. that's the same day as the general election. but for now, i'm live in the studio. tim johnson, abc seven news. >> interesting to see them all on stage tonight, wasn't it? tim, thanks so much. tomorrow, commencement events kick off at stanford and it comes of course, during a very tense time on campus and across the country. recently, the university removed a pro-palestinian encampment just last week that was after protesters stormed into the president's office and barricaded themselves inside that building. police made 13 arrests. graduation ceremonies will continue as scheduled this weekend, with melinda french gates as the guest speaker. uc santa cruz has seen similar protests at its commencement.

events will take place this weekend as scheduled as well. san jose this week became the first city in california to allow people to sell an additional dwelling unit or an adu separately from their house. the new ordinance takes effect on july 18th, and the city sees it as another way to increase the number of homes on the market. adu construction has taken off thanks to a streamlining of laws that makes it easier to build them. california added more than 22,000 last year, the most ever. berkeley is likely to become the next bay area city to allow homeowners to sell adus separately. >> today marks eight years since the mass shooting at pulse nightclub in orlando, florida. a san francisco memorial tonight remembered the 49 lives lost the annual event is put on by the castro lgbtq cultural district community organizer honey mahogany was this year's special guest emcee, accompanied by some speakers at the jane warner plaza. attendees had a procession to 18th and castro to lay flowers at the castro

memorial gathering spot. >> the san francisco board of supervisors voted to make vietnamese and official city language. nearly 7000 residents identify as primarily vietnamese speakers. this declaration will require translations by telephone, website, text, written notices, and other official services. other languages with this requirement in san francisco are chinese, spanish, and filipino. >> one of the architects of the warriors dynasty has died. the man whose silhouette is in the nba's logo, jerry west, passed away today. west was a part of eight different championship teams and was instrumental in the warriors decision to hang on to klay thompson before the 2015 season. thompson posted this tribute to west on instagram. west also served as a mentor to warriors former gm bob myers. >> you can't imagine something more scary than being a young gm with jerry west as your mentor, but the decency and the kindness and the grace of who he was, i

been infesting the east coast for years now, but the alarm is now being raised here. the eggs of these invasive insects have just been blocked at the california border. they have the potential to affect an entire industry. they are part of a concerning trend of invasive bugs coming to the state. lanternflies came a little too close for comfort after an egg mass was found on a 30 foot tall metal art installation headed to sonoma county. the shipment was intercepted at the truckee border protection station when it then it was sent to nevada to be power washed with detergent. lanternflies could disrupt our ecology and cause significant damage to trees and property, as we've seen on the west coast, on the east coast, rather, their people have been encouraged to kill them on sight. >> i don't want them to kill this tree. i love this tree. this tree is my favorite. you kind of have to accept that you're going to kill some bugs that you probably don't want to, but in the grand scheme of things, these bugs are killing

my trees. >> and of course, here there's also the added threat to the wine industry. the state's wine growers association put out a warning monday they say if other eggs arrived in california undetected, they may hatch in coming weeks. >> part of our effort to build a better bay area is looking forward to future generations, and it's certainly a great way to share those breakthroughs here on abc seven news at 11. our first breakthrough tonight is a now out there swimming in the san pablo and san francisco bay. not only is it helping to restore a healthy ecosystem, it's also making for a hands on learning lesson. abc seven news reporter suzanne fawn has the story. >> you guys ready? yes. all right, let's do this thing. come on. >> on this wednesday, some bay area youngsters with pal police activities league are at richmond marina for a one of kind excursion. >> be careful. >> for many of them, like max bonilla, it's a first. have you ever been on a boat before, no. >> what are you hoping to see today, honestly, i'm just hoping to see all the baby salmon. >> they're about to witness a

super rare event. half a million fish. baby salmon are getting a jumpstart on their incredible journey toward the pacific ocean . the golden state salmon association is teaming up with a california department of fish and wildlife for this big effort . each of these trucks is carrying 100,000 salmon. they were raised in the mccullum hatchery, and once they open that up, then these babies just shoot right out into the ocean and begin their ocean journey. >> and they're going to go swim out past the golden gate, come back 3 or 4 years later and start this whole process again by releasing the baby salmon at this location in richmond instead of near vallejo. >> while experts say the fish are closer to the ocean, giving them a better chance of survival. >> it's a shorter distance for them, with less predators and less less dangerous for them before they get into the open ocean where they can kind of get away from other fish and be safe. >> wildlife experts say this release at this spot is a win win. it's great to ensure the survival of the baby fish at a time when the population of

salmon has been threatened. wildlife experts say this salmon release here in richmond is a super cool lesson for the kids and an opportunity to create future stewards for the environment. >> this could be something that that sparks interest for the rest of their life in richmond, suzanne phan abc seven news. >> our next abc seven building a better bay area involves the most iconic building on the san francisco skyline. the san francisco chronicle reports. the transamerica pyramid will hold a grand opening ceremony in september. it will have a members only restaurant, and on the top floor there will be a private lounge and bar. shortly after the grand opening, it will show off the redone interior to the world. the skyscraper is hosting the ted i series in october. that's going to feature some of the leading companies and professionals, and our final abc seven building a better bay area breakthrough. >> tonight, after an extensive renovation, the historic delta theater in downtown brentwood is making its comeback tomorrow. the reopening will line up with

look at the breeze. 24 miles an hour in fairfield, 26 in san francisco. coming off that cool ocean water, it was gustier earlier today. now let's talk about your weekend preview. it's an all important weekend upper 50s to upper 80s saturday. it's going to be sunny and mild to warm. sunday it's going to be bright for father's day, but gusty winds are expected between 25 to 45 miles an hour for most areas out of the west northwest. so here's what's happening. this area of low pressure brought our marine air back in today, which dropped the temperatures most areas only in the 60s to 80s today. we did get into the low 90s around brentwood. another system is coming in that's what's going to set the stage for the windy conditions coming in over the weekend. right now on live doppler seven, we have gray skies near the coast in parts of the bay. those temperatures dropping 50s to 60s, so it should be better sleeping weather if you didn't sleep so well last night. foggy view from our golden gate bridge camera overnight tonight. fog and low clouds tomorrow. cooling continues and then sunday and monday. it's not only going to

be gusty, but higher fire danger is coming up, so just keep that in the back of your mind as you go about your weekend plans. fog first thing in the morning will be around the bay as well along the coast as we head into the noontime hour. it doesn't really quite budge from the beaches. it's going to hang around all afternoon, but inland areas and around the bay you'll enjoy plenty of sun and those temperatures dropping off some more, especially inland that we're in the mid 80s. you're coming down into the low 80s, 40s, 50s tomorrow morning. watch out for the fog. it is going to be good. sleeping weather tomorrow afternoon. looking at upper 50s coast side. partly cloudy, breezy conditions inland. highs will be in the 70s to low 80s. and here's a look at those winds picking up sunday morning. first along the coastline. and then you will notice that 4 p.m. 40 to even 50 miles an hour point rays. but most other areas in that 25 to 35 mile an hour range, that wind combined with already drying grasses and finer fuels, will lead to the increased fire weather concerns going into monday as well. here's your
