coaster park. >> from abc news this is america this morning. >> good morning everyone i'm andrew dymburt. >> good morning to you i'm rhiannon ally. we begin with that life threatening flooding that's happening right now across south florida. >> some areas getting a month's worth of rain in just hours. the floodwater forcing people out of their homes. and the rain isn't stopping anytime soon. meanwhile across the country, a new wildfire has burned at least six structures and forced evacuations near phoenix. but we start with the flooding emergency in florida. this morning, a state of emergency in florida as life threatening flash floods inundate the southern parts of the state. tropical rainstorms unleashing more than a foot of rain in some areas. hallandale beach hit hard , more than 17in, falling 12 of those in just a few hours, with cars submerged well up to the windows. one resident opting to kayak instead. many in the area say they're still recovering from last year's storms. people

seen evacuating this mobile home park and they weren't alone. >> and the humans aren't the only ones feeling the impact. mario spotted that possum there trying to get out of the water there. >> the downpours creating a nightmare for travelers as more than a thousand flights canceled or delayed at south florida airports, the florida panthers on their way to game three of the stanley cup finals, delayed more than three hours. parts of interstate 95 shut down due to rain and flooding. other streets completely inaccessible. cars stalling out across the region. you can't drive through this right now. >> no, you can't drive. i mean, cars can't even get out. >> crews in miami running more than two dozen pumps to try and curb some of the flooding rain is expected to fall in the area through saturday. some areas could see up to ten inches. meanwhile, in the west, a new wildfire sparking evacuations in wickenburg, arizona, about an hour outside of phoenix. multiple structures burning as a major highway. us 60 was shut down in both directions. no word yet on what started the fire.

temperatures in phoenix hit 111 yesterday. part of that western heat wave brought record temperatures to denver. the mercury hitting 109 degrees in las vegas. that extreme heat now making its way towards the east coast. temperatures are expected to reach into the 90s tomorrow in atlanta, raleigh, durham and philadelphia. the experts say climate change is causing extreme rainfall and heat events to become even more intense. we'll take a closer look at the forecast coming up in a few minutes. >> next, chaotic scenes last night at the annual congressional baseball game, protesters wearing in fossil fuel shirts stormed the field. they were quickly arrested, though the group staging the protest posted its own video of the incident online. eight people were arrested. the game raised more than $2 million for charity. now to president biden on his second visit to europe in two weeks. >> he's in italy for the annual g7 summit. a major focus of the meeting will be support for ukraine. the gathering is underway, with russian warships in cuba expected to carry out military exercises. abc's

christiane cordero is in washington with the very latest. christiane. good morning. >> hey, andrew. good morning. so cuba and russia are longtime allies. and this latest move is one the pentagon says it's monitoring. the timing is coinciding with the g7 summit, which starts today in italy. president joe biden is in italy this morning where he'll meet with european and canadian leaders known collectively as the g7, while his meeting with another leader there is expected to produce a landmark deal. biden and his ukrainian counterpart, volodymyr zelensky, are set to sign a security agreement with the u.s. pledging long-term support for ukraine's military. the administration says the agreement is like others, ukraine has signed with other countries and does not include any commitment to use u.s. forces to defend ukraine. it's meant to send russia a firm message, one of several the u.s. also announced it's widening economic sanctions to discourage countries like china from doing business with russia. >> these actions will ratchet up the risk that foreign financial institutions take by dealing with russia's war economy. >> russian war ships, meanwhile,

are on full display. just over 100 miles from florida's coast. the fleet, which includes a nuclear powered submarine, was welcomed with a 21 cannon salute by longtime ally cuba as russian military drills begin there for the first time in 16 years, it comes at the heels of threats from vladimir putin in response to the u.s. greenlighting ukraine's attacks on russian targets near ukraine's border, using u.s. supplied weapons. the pentagon has downplayed the significance of russia's latest move. >> this is not a surprise. we're always constantly going to monitor any foreign vessels operating near u.s. territorial waters. we, of course, take it seriously, but these exercises don't pose a threat to the united states. >> back to that us ukraine bilateral agreement. biden and zelensky are expected to sign it later today before holding a joint press conference. andrew. >> christiane, thank you. >> well, the white house is not ruling out commuting hunter biden's sentence. once a judge decides what it is. hunter was

convicted of lying on a federal form to buy a gun. he faces 15 to 21 months in prison. when asked whether the president might commute his son's sentence, his press secretary referred to biden's interview with our own david muir. when biden said he would not pardon his son, he was asked about a pardon. >> he was asked about. he was asked about, the trial specifically, and he answered it very clearly, very forthright. as we know, the sentencing hasn't even been scheduled yet. >> i don't have anything beyond what the president said. he's been very clear about this. >> a pardon forgives the criminal offense and restores some rights, like voting. but a commutation only reduces the sentence but leaves the conviction intact. >> the aclu has filed a federal lawsuit challenging president biden's executive order, turning back most migrants seeking asylum. the order sets a daily cap on the number of asylum seekers who cross illegally and rejects the rest. now, the aclu says that order violates the

asylum statute, which safeguards those seeking protection from the us. >> now to newtown, connecticut, where a high school graduation was filled with mixed emotions. the graduates were first graders 12 years ago, when 20 of their classmates were shot and killed at sandy hook elementary. abc's andrea fujii reports on the bittersweet milestone. >> overnight, the newtown, connecticut class of 2024 received their high school diplomas. but absent their classmates who were killed in 2012 at sandy hook elementary in the state's worst ever mass shooting. six educators were also killed, and the names of every one of those six year olds who died was read aloud. >> please join me in a moment of silence. >> student survivors say it's a bittersweet day. >> it's definitely a stark reminder of what's missing in the almost 12 years since the massacre.

>> they've been turning their grief into action. some of the seniors are active in the junior newtown action alliance, and recently met with vice president kamala harris to talk about gun control. >> if we had taken action when we should have, my friends would still be alive. i think that's the most upsetting part. people try to make it a political issue and it really shouldn't be. >> and others have joined the jesse lewis choose love movement, an organization that promotes nurturing communities. it's named after the first grader who helped protect nine of his classmates before being killed himself. >> it was like, i have to do something meaningful with my own life because they didn't get to do so with theirs. >> jesse was also remembered in the school yearbook, along with other victims. >> we definitely wanted jesse to have a presence. of course, he should be amongst the graduating seniors, but since he's not, we just wanted to kind of give a glimpse of what he's given to the world. >> and as the ceremony came to a close, the graduates were told
