the coast today. it's one of our cooler mornings, this 49 in san rafael, 58 in hayward. you definitely want that jacket. and you may keep it on for much of the morning because we're a little slow to warm today and temperatures are below average later on this afternoon, so we'll look inland first. this is very pleasant today. inland, lots of sunshine, temperatures in the low 80s for daytime. highs around the bay shoreline. we have some of that cloud cover right now. we will have full sunshine this afternoon. temperatures below average mainly in the 60s, believe it or not. and along the coast we have overcast skies right now. partly sunny this afternoon and highs only in the upper 50s. let's check in with gloria and see how that commute is going. >> good morning drew. so far looking pretty good out there on the roads this morning. we want to check out your drive times for today from tracy to dublin. it will take you 40 minutes from san rafael to san francisco 17 minutes and antioch to concord 14 minutes. and looking live right now at our emeryville

camera, you can see starting to get a little busy out there from highway four to san francisco right now. it will take you 28 minutes. we also want to let you know about a deadly crash overnight in fremont. the chp says a 56 year old man was killed in a crash involving six cars. it happened around 1020 last night. this was on an 880 near the fremont boulevard south off-ramp, and at one point, four lanes were closed. nobody else was hurt. the cause of the crash is now under investigation right now. kumasi. >> thank you. gloria. your voice. your vote. after advancing in a razor thin primary election, a local candidate vying for the u.s. house now wants to see the rules of the recount changed. abc seven news reporter lena howland joining us live in studio to explain how evan low is hoping to rework things in the future. lena. >> kumasi. good morning, assembly member evan low is introducing a new bill that would call for automatic recounts in close statewide elections. he says this aims to take the politics out of recounts for the assembly member, this is personal low

tide for second place, with supervisor joe simitian for the district 16 congressional seat back in march, a request for a recount came soon after the tie, existing law says that request has to come from a from a voter and paid for privately. he says the proposed bill would trigger a recount only in cases where candidates had less than 25 votes, or 0.25% of the number of cast ballots separating them. >> this proposal, number one, requires that of an automatic recount paid for by the county, and number two requires real time disclosures of any type of funding over $10,000 of a recount effort. >> according to the proposed bill, those who spend $10,000 or more on voter requested recounts must be publicized within 24 hours. it would apply to governor, state senate, state assembly and u.s. senate and house of representative races across the state. simitian had

no comment to share at this time. low will face former san jose mayor sam liccardo in november. live in studio lena howland, abc seven news. >> thanks, lena. while you're sleeping, president biden touched down in italy. he's there this morning for the start of the g7 summit, a meeting of america's closest allies. gloria is here now. top priorities will be a new security agreement. and ukraine and with ukraine, as you say, and new sanctions against russia. >> yeah. that's right, reggie, president biden and ukrainian president zelensky are expected to sign that new security agreement today before holding a joint news conference. the deal will affirm america's long term support for ukraine, but not commit any u.s. forces to defend the country. the u.s. also announcing new economic sanctions meant to discourage countries like china from doing business with russia. this is all happening as russian warships are on full display just 100 miles off florida's coast, as it carries out military drills with cuba for the first time in 16 years. the pentagon is downplaying the significance of the move.

>> this is not a surprise. we're always constantly going to monitor for any foreign vessels operating near u.s. territorial waters. we, of course, take it seriously, but these exercises don't pose a threat to the united states. >> and the u.s. military is tracking the ships. u.s. officials say the russian ships are expected to stay in cuba through the summer. reggie. >> all right. thanks gloria. this is a story we've been following since this past weekend. the wild sideshow that took over the embarcadero in san francisco. spinning donuts as another car burned in the middle of the street. some people even got up on the car and started dancing on it. this is one of three sideshows in the city early sunday morning. police haven't made any arrests, but they did seize some cars during last night's police commission meeting. the chief provided some details into the dangerous situation his officers encountered. >> they were assaulted with

bottles, rocks and other objects, including explosives and lasers were pointed at them. just for the public, lasers are extremely dangerous. that can actually cause permanent eye damage, so it was a pretty dangerous situation. also, by this time, the fire department responded to put out the car fire and were trapped in the middle of the chaos. actually, they had trouble getting in because of the crowds. >> the chief says just about every officer on duty at the time had to respond to these sideshows. >> san francisco, touting the results of a recently installed license plate reader cameras. about 100 of them are live. sfpd says they've been used to make arrests in retail theft cases and a rape. the city's goal is to have a total of 400 cameras installed by july. one. group is concerned, though, about the constant surveillance and the possibility of a hack. mayor breed says she's aware of these privacy concerns, but says the cameras are not being used for moving violations and they do not use facial recognition

technology in the east bay. >> today marks one month since oakland's new police chief started the job. yesterday, he held his first news conference announcing the arrest of several people accused in a series of home invasions and burglaries. our community resource officers, our crime reduction team officers and our patrol officers have been working diligently to identify and apprehend individuals and groups responsible for a large number of crimes within our city, chief floyd mitchell said. two separate groups of people have been arrested. they're accused in more than 30 burglaries from january to april and are also suspects in other crimes happening today. >> elon musk says tesla shareholders will be voting to reinstate his massive compensation package and saying yes to a resolution to move the electric vehicle maker's legal home to texas from delaware. he posted this message on x saying thanks for your support, adding both resolutions are currently passing by wide margins. the announcement comes ahead of tesla's annual shareholder meeting. it's set for this afternoon. musk has been trying

to convince tesla investors to back his pay package, estimated to be worth about $56 billion, after it was voided earlier this year by a delaware judge. she found musk improperly controlled the 2018 board process to negotiate it. >> five of eight this morning to our okay camera right now live look outside one of the aircraft here in the foreground. it is currently 57 degrees in oakland. we do have a lot of cloud cover out there this morning, and it is a little breezy. and just like yesterday we had some gusty winds later on this afternoon we will find those winds picking up again that onshore flow about 15 to 25mph. if you're traveling today, l.a, new york, you're a-okay. if you're going to chicago, specifically, o'hare or midway, if you're flying through there, the afternoon does feature a very high chance of severe weather, mainly between 3 p.m. and 9 p.m, and that could certainly cause delays for those area airports. just be aware of

that outside of chicago, everything is looking a-okay. denver, atlanta. seattle. honolulu you should have no problems getting to your destination back here at home. it's all about the coolest day of the week. today, that cloud cover is going to stay along the coast all day long, and we'll have that breeze pick up this afternoon. it all culminates in just a below average day when it comes to our temperatures. here's future weather showing you into the afternoon. there's that cloud cover along the coast , sunshine away from the coast, and temperatures today. our warmest areas, mainly in the 70s, if not the low 80s, which is certainly a few degrees below average today. so a high of 63. in the city. it's quite cloudy in san francisco today, likely. keep your jacket on all day there. only 67 in oakland, a little bit warmer in san jose at 80. we'll go to 79. in santa rosa. the same in concord. looking at the weather, wellness today, our air quality is good. no change to the pollen and the uv index. a ten out of 11. reggie. >> thanks, drew. invasion of the insects. some bugs are making their way to california mayor

coast for years, is now making its way toward the west coast, and gloria and our installation, head for the north bay was just stopped in truckee with a mass of eggs on it. >> i know reggie, those insects are known as lanternflies. that egg mass that you just mentioned was recently found on a 30 foot tall metal art installation, and it was headed for sonoma county. it was intercepted at the truckee border protection station and then sent back to nevada to be power washed with detergent. lanternflies can be extremely destructive because they feed off plants, and they contribute to the growth of a sticky mold that blocks photosynthesis, thus killing

plants. on the east coast, people have been encouraged to kill them immediately if they see them. >> i don't want them to kill this tree. i love this tree. this tree is my favorite. >> you kind of have to accept that you're going to kill some bugs that you probably don't want to, but in the grand scheme of things, these bugs are killing my trees. >> so if the eggs had made it to sonoma county, they could have created a huge problem for the wine industry. they would have hatched within weeks and they feed off grapevines. so obviously this is concerning. kumasi thank you lori. >> a new budget cuts from san francisco's mayor london breed has some supervisors teaming up to stop it. the community ambassadors program was eliminated and budget cuts helping to create a $800 million deficit. the program funds community ambassadors in nearly every neighborhood. you've probably seen them. they have yellow jackets and they help create safety for neighbors, small businesses and visitors. a resolution was introduced at the board of supervisors meeting to

reject the end of that program. >> now to the growing battle over an initiative to overhaul prop 47. it's the law at the center of debate over the rise in retail theft and the fentanyl crisis. it passed in 2014, and it reduced certain low level crimes to misdemeanor and set a threshold of $950 or less for theft. now it's going back to the november ballot with a new amendment to increase penalties. democrats also want to add a poison pill to the amendment. it would actually repeal prop 47 if the amendment passes. republicans say democrats are just trying to confuse voters. >> so today, we are concerned that the same politicians who have repeatedly rejected proposals to fix these problems are now playing games with your safety. >> the californians for safer communities coalition is calling on the state's attorney general to be transparent when writing the ballot title and the summary . >> first lady doctor jill biden will be arriving in the bay area

tonight. she has a fundraiser tomorrow in los gatos before she is set to head to reno. doctor biden was here just a few weeks ago for a fundraiser in marin county. >> happening today. another rally planned at regional medical center in san jose. earlier this year, it was announced the trauma center will be closing in august, citing a decline in people using it. some community members feel this could hurt people who are low income or uninsured. the hospital's emergency room will remain open. the closest trauma center would be santa clara valley medical, which is about eight miles away. >> taking a live look at sfo this morning, if you have a flight today, you might see people picketing flight attendants with united and alaska airlines are planning to hold rallies as a part of worldwide day of action. pickets are planned at more than 30 airports across the country, calling for better working conditions. about 80,000 flight attendants are currently in contract negotiations with various airlines. a new developments a boycott of petaluma based amy's kitchen is

rooftop camera. here we have a mix of clouds and clear skies out there. so today you'll find a cooler and breezy day. temperatures will be below average. today is the coolest day of the week. we are giving you a heads up on father's day and even into monday. these gusty winds will arrive about 25 to 50mph and it will increase our fire concerns a little bit. we'll show you that in one second. but much of next week expect sunshine and mild temperatures. today's forecast looking inland. very pleasant. lots of sunshine. we'll have temperatures in the low 80s around the bay shoreline. we start out with some clouds giving way to sunshine. upper 60s, lower 70s and then along the coast. it's pretty cloudy from start to finish with temperatures in the upper 50s. so it's the coolest day of the week. highs in the south bay 78, santa clara. we'll go to 80 in san jose, but 67 in santa cruz with a fair amount of cloud cover. pretty cloudy along the coast for the peninsula in the 50s for half moon bay, 67, in san mateo. but you warm up as you head towards redwood city.

at 76, we'll go to 72, in mountain view across the city today it's cloudy with a little bit of sunshine today. low 60s for most of us. 79 in santa rosa, 74 in san rafael, 72 in napa with sunshine. it's below average in the east bay today. will stay in the 60s and low 70s, 67 in oakland, about 72 in orinda and inland. after the heat from the past couple of days. it's nice to be in the 70s and 80s with full sunshine overnight tonight, limited cloud cover out there, 40s and 50s as we head into friday. now here's a look at those winds. this is sunday afternoon. we could see winds gusting about 50mph along the coast. the wind direction is onshore, so that should keep high humidity levels. however, our grasses are pretty dry right now. we've seen over the past couple of weeks some spot fires. so if we do have a fire that does start over the weekend, these winds would accelerate it. so here's the accuweather seven day forecast showing you coolest day of the week today. with a minor warm up heading into the weekend, we'll track those gusty winds sunday into monday before we calm those winds down and

cover right now. and temperatures in the 50s. it's one of our cooler mornings right now that we've had this week. 53 right now at the airport, 57 in oakland, 58 in san jose. the same in danville. but as we head into the north bay, some of our valleys are quite cool. this morning, novato coming in at 48 degrees. currently 49, in cloverdale. the jacket your best friend. and for some of us, especially those close to the coast today, you'll likely keep it on all day. so let's start inland. it's very pleasant today, even though we're below average temperatures. inland do reach the low 80s, but it's no intense heat like we had the past couple of days, especially on tuesday where we had that heat advisory. lots of sunshine inland today around the bay shoreline. we have some cloud cover, temperatures on the cooler side into the mid and upper 60s for daytime highs in most areas, and then along the coast. we'll keep that cloud cover pretty thick this morning. partly sunny skies this afternoon, a bit breezy and highs in the upper 50s. let's check in with gloria. see you. that commute is going good morning. >> well, we want to tell you about something going on in emeryville. this is a live look

outside right now. westbound 80. this is at powell street right now. two middle lanes are blocked because of a big rig there. and we're still trying to get more information. information we're hearing it possibly could be a crash, but we're again waiting to get more information on exactly what happened here. however, we do know right now lanes four and five are blocked. cars are able to get around. however, it may create some backups this morning. so if you are driving in this area, just keep in mind right now we're seeing a backup pretty much to buchanan street. and we do have a crew that's going to the scene, so hopefully we'll get some more information for you on that. guys >> thanks, gloria. all five major candidates for san francisco mayor took the stage for the first debate, and plenty of san franciscans showed up. >> yes, it was a sold out event hosted by city arts and lectures abc seven news reporter tim johns set in to see some of the action. >> dozens gathering outside the sidney goldstein theater in san francisco wednesday afternoon. >> all of them there to show their support for the person

they hope becomes the city's next mayor. inside the theater, the five major candidates running for the job participated in their first formal debate. current mayor london breed, defending her record since taking office. breed saying the city is on the rise again and that her leadership has steered it through some of its toughest challenges, including on homelessness. right before i was elected mayor, ten encampments were 58% higher than they are today. >> in fact, i've increased our shelter capacity by over 60. i've increased our permanent supportive housing by over 50. >> other top issues included crime and public safety. businessman daniel lurie, who came under attack for his lack of governmental experience, said all of the politicians on the stage seemingly couldn't fix the problems plaguing the city, despite their years in government. >> we need a fully staffed police department. we need a fully staffed sheriff's department, 9-1-1 dispatch office also needs to be fully staffed and frankly, the last two mayors have underwhelmed on

this issue. >> the cost of housing was another key talking point, with all five candidates saying more units need to be built. supervisor aaron peskin, who has been accused of being anti-development, says if he was mayor, he would find ways to fast track new developments while still preserving the character of the city's neighborhoods. >> in my own district, i've built every kind of housing affordable market rate and homeless shelters, and i've never voted against any affordable housing. >> candidates were also asked about their plans to revitalize the city's downtown. supervisor asha safai, saying he sees the current office vacancy rates, which sit at all time highs, as an opportunity to transform the city like never before. >> i put forward legislation that would allow us to create a downtown public education district. we have a historic opportunity to purchase buildings and turn them into universal i-team's, the city's infamous $1.7 million public toilet. >> also getting a shout out during wednesday's debate, former interim mayor mark

is 543 this morning. basketball the basketball world is remembering the man whose silhouette is the nba's logo, jerry west. he died yesterday. west was one of the architects of the warriors dynasty. he was a part of eight different championship teams and was instrumental in the warriors decision to hang on to klay thompson before the 2015 season. thompson posted this tribute to west on his instagram. west also served as a mentor to warriors gm bob myers. >> you can't imagine something more scary than being a young gm with jerry west as your mentor, but the decency and the kindness and the grace of who he was, i will never forget. and i love people. give me the people that care too much in life. yeah, not the ones that don't care enough. and jerry embodied all that. >> jerry west was 86 years old. >> a large part of our work in building a better bay area

carrying 100,000 salmon. they were raised in the mccullum hatchery, and once they open that up, then these babies just shoot right out into the ocean and begin their ocean journey. >> and they're going to go swim out past the golden gate. come back 3 or 4 years later and start this whole process again by releasing the baby salmon at this location in richmond instead of near vallejo. >> wildlife experts say the fish are closer to the ocean, giving them a better chance of survival . >> it's a shorter distance for them, with less predators and less less dangerous for them before they get into the open ocean, where they can kind of get away from other fish and be safe. >> wildlife experts say this release at this spot is a win win. it's great to ensure the survival of the baby fish at a time when the population of salmon has been threatened, wildlife experts say. this salmon release here in richmond is a super cool lesson for the kids and an opportunity to create future stewards for the environment. >> this could be something that that sparks interest for the rest of their life in richmond, suzanne phan abc seven news our
