conditions. we do have kind of a mixed bag. some of us are seeing a little bit of sunshine. others are seeing a lot of cloud cover out there this morning. temperatures it's one of our cooler mornings this week. some of our coolest areas in the 40s like now, like san rafael, 50s around the bay shoreline currently. so it's one of those mornings that you'll likely keep your light jacket on for much of the morning, because temperatures are slow to warm over the next couple of hours. looking inland today, a lot of sunshine, temperatures very pleasant even though we're below average, will max out in the upper 70s to mid 80s in our warmest cities around the bay shoreline, we have cloud cover right now, breaking down for sunshine by 10 a.m. and then we'll see temperatures today in the upper 60s to near 70 degrees. so certainly a far cry from that heat we had on tuesday along the coast. it's a cloudy start and a cloudy finish midday we get a little bit of sunshine. it's breezy along the coast, and daytime highs in the upper 50s. let's check in with gloria. see how the commutes going this morning. >> good morning drew. good morning everyone. so right now we are tracking a crash over in

livermore. so we want to show you exactly where this is going on. if you're driving near westbound 580 the crash is before isabel avenue. and right now we are seeing this. so some major backups, some motorcycle versus a big rig. all lanes are blocked. right now. we're seeing stop traffic in some areas. so definitely give yourself a little bit more time if you're driving in livermore on westbound 580 right now. >> thank you gloria. new overnight, a vehicle crashes into an east bay liquor store. it happened at the gourmet cellar on washington avenue in san leandro. you can see the glass and other products from the store left all over the inside and outside of this building. it's not clear if anybody was hurt or where the vehicle that hit the store is right now. san leandro police are investigating. >> i want to let you know about a deadly crash overnight in fremont. the chp says a 56 year old man was killed in a crash involving six cars. this happened around 1020 last night on 880 near the fremont

boulevard south off ramp. at one point, four lanes were closed. no one else was hurt and the cause of the crash is under investigation. >> soon after advancing in a razor thin primary election, a local candidate vying for the u.s. house now wants to see the rules of the recount changed. abc seven news south bay reporter laura martinez explains how evan lowe is hoping to rework things in the future. >> well, assembly member evan lowe is introducing a new bill that he says aims to take the politics out of recount. the bill would call for automatic recounts in close statewide elections. >> and of course, this comes directly as a result of the experience that i was in. >> lowe tied for second place with supervisor joe simitian in the march primary election for the district 16 congressional seat. a request for a recount came soon after. current law says it has to come from a voter and paid for privately. lowe narrowly beat simitian by five votes. >> and then when i found out as

a candidate in the race that someone else requested the recount in my name without my approval. uh- and being funded by an out of state billion for, i think, leaves one to wonder that this doesn't pass the smell test here in santa clara county. >> very close races on the local level are already recounted. assembly member lowe said his bill would trigger a recount for any statewide race where candidates had less than 25 votes, or 0.25% of the cast ballots, separating them. >> this proposal, number one, requires that of an automatic recount paid for by the county and number two requires real time disclosures of any type of funding. over $10,000 of a recount effort. >> political scientist melissa michaelson said. this bill can take the scandal or mystery out of who is actually paying for a recount. >> so this is a way to separate the democracy of it, the actual

count from the politics of it, in terms of who decides to have a recount, who pays for a recount. >> to michaelson, having the law in place would mean voter preferences are accurately reflected. >> if you have a very close race, you know errors can be made and votes can be miscounted . it's like that saying measure twice, cut once. >> simitian had no comment to share at this time, lowe will face former san jose mayor sam liccardo in november in san jose. lauren martinez abc seven news. >> here's a story we've been following since this weekend the wild sideshow that took place in the embarcadero in san francisco . drivers were seen spinning donuts as another car burned in the middle of the street. some people even got up on the car and started dancing on it. this is one of three sideshows in the city. early sunday morning, police haven't made any arrests, but they did see some cars

during last night's police commission meeting. the chief provided some details into the dangerous situation his officers encountered. >> they were assaulted with bottles, rocks and other objects, including explosives and lasers were pointed at them just for the public, lasers are extremely dangerous. that can actually cause permanent eye damage, so it was a pretty dangerous situation. also, by this time, the fire department responded to put out the car fire and were trapped in the middle of the chaos. actually, they had trouble getting in because of the crowds. >> the chief says just about every officer on duty at the time had to respond to the sideshows. >> san francisco is touting the results of recently installed license plate reader cameras. about 100 100 of them are live. sfpd says they've been used to make arrests in retail theft cases and a rape. the city's goal is to have a total of 400 cameras installed by july, but one group is concerned about the constant surveillance and the possibility of a hack. mayor breed says she's aware of the

privacy concerns, but says the cameras are not being used for moving violations, and they don't use facial recognition technology in the east bay. >> today marks one month since oakland's new police chief started the job. yesterday, he held his first news conference announcing the arrests of several people accused in a series of home invasions and burglaries. >> our community resource officers. our crime reduction team officers and our patrol officers have been working diligently to identify and apprehend individuals and groups responsible for a large number of crimes within our city. >> chief floyd mitchell said two separate groups of people have been arrested. they're accused in more than 30 burglaries from january to april, and their suspects and other crimes happening today. >> elon musk says tesla shareholders will be voting to reinstate his massive compensation package and saying yes to a resolution to move the electric vehicle maker's legal home to texas from delaware. he posted this message on x saying thanks for your support, adding

both resolutions are currently passing by wide margins. the announcement comes ahead of tesla's annual shareholder meeting, which is set for this afternoon. musk has been trying to convince tesla investors to back his pay package, which is estimated to be worth about $56 billion after it was voided earlier this year by a delaware judge. she found musk improperly control the 2018 board process to negotiate it. >> while you were sleeping, president biden touched down in italy. he's there this morning for the start of the g7, g7 summit, a meeting of america's closest allies. gloria, a top priorities include a new security agreement with ukraine and new sanctions against russia. >> yes, those are the top priorities, reggie. president biden and ukrainian president zelensky are expected to sign that new security agreement today before holding a joint news conference, and the deal will affirm america's long term support for ukraine, but not commit any u.s. forces to defend the country. the u.s. also

and to keep the diablo canyon nuclear power plant open past 2025. the environmental working group claims a deal made between governor newsom and p-g-and-e's to keep the plant open will end up costing utility customers billions of dollars in higher utility bills. the aging power plant in san luis obispo county is set to be decommissioned in 2025, but it's become a key part of california's strained electricity grid and the state risks power shortages when it does shut down. this morning, a pretty concerning discovery that could have a massive impact on california's ecology. an insect that's been infecting the east coast for years now, making its way to the west coast. and gloria, an art installation headed for the north bay, was just stopped in truckee with a mass of eggs on it. >> it was kumasi. and, you know, these insects are known as

lantern flies. that egg mass that you just mentioned was recently found on a 30 foot tall metal art installation that was headed for sonoma county. it was intercepted at the truckee border protection station and then sent back to nevada to be power washed with detergent. so you can see right here lanternflies. they can be extremely destructive because they feed off plants and they contribute to the growth of a sticky mold that blocks photosynthesis, killing plants on the east coast. people have been encouraged to kill them immediately if they see them. >> i don't want them to kill this tree. i love this tree. this tree is my favorite. >> you kind of have to accept that you're going to kill some bugs that you probably don't want to, but in the grand scheme of things, these bugs are killing my trees. >> if the eggs had made it to sonoma county, they could have created a huge problem for the wine industry. they would have hatched within weeks and they feed off grapevines, kumasi. >> thank you gloria. now to the growing battle over an

initiative to overhaul proposition 47. that's the law at the center of debate over the rise in retail theft and the fentanyl crisis. when this passed in 2014, it reduced certain low level crimes to misdemeanors and set a threshold of $950 or less or less for theft. well, now it's going back to the november ballot with a new amendment to increase penalties. democrats, though, also want to add a poison pill to the amendment that would repeal prop 47. if this amendment passes. republicans say democrats are just trying to confuse voters. >> today, we are concerned that the same politicians who have repeatedly rejected proposals to fix these problems are now playing games with your safety >> the california for safer communities coalition is calling on the state's attorney general to be transparent when writing the ballot title and summary. >> first lady doctor jill biden

arrives in the bay area tonight. she has a fundraiser tomorrow in los gatos before she's supposed to head to reno. doctor biden was here just a few weeks ago for a fundraiser in marin county . >> happening today. another rally planned at regional medical center in san jose. earlier this year, it was announced that this trauma center would be closing in august, citing a decline in people using it. some community members feel this could hurt people who are low income or uninsured. the hospital's emergency room will stay open. the closest trauma center would be santa clara valley medical center, which is about eight miles away. >> our pets can't talk. but what if artificial intelligence could give us a clue as to how they're feeling? that's the claim of one new japanese app called cats. me the tech startup is from university researchers, who use 6000 photos of cats to train the ai to recognize when a cat is feeling pain. the developer says it's more than 95% accurate. vets say that data shows, while 70% of senior cats feel pain from arthritis, only 2% of them

sunshine and those mild temperatures. today's forecast is pretty pleasant inland compared to the heat we had on tuesday. 80 sunshine feeling nice around the bay shoreline. we'll go from clouds to sun temperatures in the 60s and 70s and then along the coast we start and finish with pretty cloudy conditions and numbers in the 50s, so highs in the microclimates will begin in the south bay 70s and 80s today, which is at or just below average for this time of the year. along the peninsula. it's 76, in redwood city, but 67 in san mateo, 73 in palo alto. we will have that wind today. in the afternoon across the peninsula. it will keep temperatures below average in the city today. it's a mix of sun and clouds. we'll find those highs in the low 60s. for a lot of us, with that wind becoming active later this afternoon in the north bay. for the most part, we're in the 70s and 80s with bright sunshine. the coast, though, will keep you in the low 60s there with a mix of sun and clouds. it's bright. it's breezy in the east bay today, 67 in oakland, but 75 union city, hercules up to 68 and then inland mid 70s low 80s about 5 to 6 degrees below average.

mixed oh, boy. here's a live look from our east bay hills. camera. you can see our marine layers with us in spots. this morning. we'll take a look at current sky conditions. some of us seeing sunshine, some of us seeing more cloud cover. today though, the clouds in the afternoon will stay along the coast, but away from the coast we will get a lot of sunshine. one of our cooler mornings out there right now. 40s and low 50s for some of us. and today is going to be our coolest afternoon of the week. temperatures below average for this time of the year, so we'll look inland first. lots of sunshine throughout the day. it's pleasant despite being below average upper 70s to lower 80s. a far cry from that heat we had on tuesday. looking at the bay shoreline, we have some cloud cover right now giving way to sunshine. we'll have temperatures in the upper 60s to the lower 70s, and then along the coast, we'll start and finish the day with a lot of cloud cover, middle part of our day. in the afternoon, we'll see partly sunny skies and temperatures in the upper 50s. let's check in with gloria and see how the commute is going.

leandro. that is where we find abc seven news reporter lena howland. selina, what do we know about this? >> well, reggie, we are in san leandro right now tracking a very serious hit and run that has left a massive hole here inside of this business right behind me. this is a liquor store, as you mentioned, called gourmet cellar. and you can still see quite a bit of damage inside and out of this building. alameda county fire got the call about the car that crashed into the building right around 420. this morning. the liquor store was burglarized and then the car involved took off. i just talked to the owner a few minutes ago here on scene, and he says, this is a family run business and it has been in this location since 2016. he says he believes the suspect backed into their business at least three times in order to break through their front doors. the atm machine was even ripped from the wall during the crash. now, merchendise can be seen scattered all over the floor. now the owners are working with their insurance

provider. right now to figure out the next steps for this. no word yet on any suspect information from police for now. reporting live in san leandro. lena howland abc seven news lena, thank you. >> all five major candidates for san francisco mayor took the stage for the first debate, and plenty of san franciscans showed up. >> it was a sold out event hosted by city arts and lectures . abc seven news reporter tim john set in to see some of that action right? >> dozens gathering outside the sidney goldstein theater in san francisco wednesday afternoon, all of them there to show their support for the person they hope becomes the city's next mayor. inside the theater, the five major candidates running for the job participated in their first formal debate. current mayor london breed, defending her record since taking office. breed saying the city is on the rise again and that her leadership has steered it through some of its toughest challenges, including on homelessness. >> right before i was elected mayor, ten encampments were 58% higher than they are today. in

fact, i've increased our shelter capacity by over 60. i've increased our permanent supportive housing by over 50. >> other top issues included crime and public safety. businessman daniel lurie, who came under attack for his lack of governmental experience, said all of the politicians on the stage seemingly couldn't fix the problems plaguing the city despite their years in government. >> we need a fully staffed police department. we need a fully staffed sheriff's department, 9-1-1 one dispatch office also needs to be fully staffed and frankly, the last two mayors have underwhelmed on this issue. >> the cost of housing was another key. talking point, with all five candidates saying more units need to be built. supervisor aaron peskin, who has been accused of being anti-development, says if he was mayor, he would find ways to fast track new developments while still preserving the character of the city's neighborhoods. >> in my own district, i've built every kind of housing, affordable market rate and homeless shelters, and i've never voted against any

affordable housing. >> candidates were also asked about their plans to revitalize the city's downtown supervisor asha sapphire, saying he sees the current office vacancy rates, which sit at all time highs, as an opportunity to transform the city like never before. >> i put forward legislation that would allow us to create a downtown public education district. we have a historic opportunity to purchase buildings and turn them into universities. >> the city's infamous $1.7 million public toilet also getting a shout out during wednesday's debate, former interim mayor mark farrell saying it's another example of the bureaucracy at city hall that's holding san francisco back from tackling its most pressing problems and endemic how our city government is spending its money today. >> to me, we have to completely rethink not only our budget process, but how we are allocating our city funds in san francisco. >> tim johns, abc7 news. >> some events kick off at

history. she just became the first pediatric patient to undergo deep brain stimulation. and gloria, it was performed by a robot. >> it was kumasi pretty incredible. eight year old carly frye became the first child to receive robotic deep brain stimulation. the procedure implants electrodes into the patient's brain and treats movement disorders like parkinson's disease. robots make the procedure much safer because of the required precision. carly was diagnosed with rapid onset dystonia at the age of four, and she was initially paralyzed. she made slow progress on medications, but this surgery has been a game changer. using a tablet, carly's family can now tune the electrodes in her brain, helping her regain control of her body. >> we can turn it up, or we can turn it down as needed. if we feel like she's been extra tight, we can adjust it to however we need to move things around. >> so carly went from not always being able to sit up or feed herself, to look at her here.

cycle of life cruise brought them along for the release of half a million baby salmon into the san francisco bay. the

golden state salmon association teamed up with the california department of fish and wildlife for this big effort. each truck carried 100,000 young salmon. they were raised at a fish hatchery northeast of stockton and brought to richmond for release to give them the best chance of survival. >> it's a shorter distance for them, with less predators and less less dangers for them before they get into the open ocean, where they can kind of get away from other fish and be safe. >> wildlife experts say this salmon release in richmond is a cool lesson for children and an opportunity to create new future stewards for the environment. >> now to the most iconic building on the san francisco skyline, the chronicle reports. the transamerica pyramid will hold a grand opening ceremony in september. it will have a members only restaurant and on the top floor there will be a private lounge and bar where do i fit into this? >> we're going. we are going,

. pixar's hit film inside out really got us in touch with our feelings. >> now all your faves are back in the sequel, which is out tomorrow. only this time it's getting a little crowded in the main character's brain. a host of new emotions, including anxiety, are moving in as riley enters her teenage years. i went to emeryville to talk with the creators of inside out two, including kelsey mann. it's his first time directing a feature film. we are surprised emotions are inside out is one of the most successful movies in all of pixar history. critically and also monetarily. how's your anxiety? i know i keep saying i'm making a movie about anxiety for a reason. >> i definitely felt the pressure. i definitely felt my anxiety jumping in, but really a joy is there too. i never imagined that i'd be be given this opportunity to be able to tell another story and direct a movie. here. i was happy just to be in the story department. i'm just full of excitement and joy.

>> literally, literally, literally. >> riley means us. >> have i ever steered you? we hope this movie gives everyone all the feels. it has got heart, it's got humor, but it's got a real emotional depth that we're proud of. and we want this to be meaningful to people and not just fun and entertaining inside out to like the original takes place in san francisco, so that was pretty easy for the creative team. >> the bigger challenge was making their teenage character feel authentic. they recruited teen girls from across the country to take notes as the film was being made, and the team at pixar used that feedback to mold their story, some of those girls were even invited to the film's premiere, which happened in hollywood earlier this week. >> that is cool. >> isn't that a neat idea? >> you have to do that. >> well, kelsey and mark told me. i don't know if you've noticed, but when you look at us, we're not teenage girls and we're never teenage girls. >> the awareness? >> good. they were aware of that, even though they do have teenage girls in their homes. okay. but this, you know, having them in your home and being one is a completely different thing.
