>> gio: the war in ukraine is the focus of a major meeting of world leaders right now in switzerland, vice president harris representing the u.s. the gathering coming as ukraine's president rejects a peace plan proposed by russia. >> janai: we begin this morning at home with the flooding in florida, millions of americans waking up still under a flood watch. abc's faith abubey joins us from miami where some areas saw more than two feet of rain, faith, good morning to you. >> reporter: good morning to you, janai. there's a break in the heavy downpours you can see the road still flooded, a vehicle in the distance abandoned. a lot of this area was impassable last night. right now it looks like the water is receding. however, this is not yet over. this morning florida residents dealing with the aftermath of the rain-soaking storm with millions under flood watch and several south florida counties under a state of emergency. officials in miami-dade county deploying trucks to rescue

citizens, the water rendering roads impassable, cars abandoned. victor oquendo was on the ground seeing the impact up close. >> look how much water is still inside his house. >> so a lot of things got damaged. this is me trying to save what i can. >> reporter: this driver plowing through the flooded streets of a south tampa neighborhood. people seen here wading through the water with others trying to drive through the flooding. >> it's not going down that much. i couldn't go out because the door is -- the water is higher outside than the inside. >> reporter: with over 2 feet of rain falling in the area, governor ron desantis declaring a state of emergency. >> the state's got about 90 water pumps that are either being in use or are available for use. >> reporter: officials warning residents to avoid flooded areas. >> you only have to drive through about 6 inches of water to end up having a problem with your vehicle. some of that water may be contaminated, so please do not walk through it. do not allow your children to play in it. >> reporter: whit, the flood

watch that was supposed to expire last night has now been extended through tonight. homeowners here are weary and ready to assess the damage. >> whit: just incredible what that community is going through. faith, thank you so much. let's get more on the forecast from somara theodore. good morning to you, is there a break in sight? >> somara: good morning, there is. we're almost there, but there's still more rain to come. this was a significant event. in fact, there's only a 4% chance of a rain event happening like this in any given year for miami and fort lauderdale. it's there where they saw 20 inches plus in that region. collier county just over 25 inches. all of this due to high pressure pumping in that deep tropical moisture. what's going to happen in the hours to come? we still have a flood watch in effect, the grounds are completely saturated. there's nowhere for this rain to go. so even the slightest bit of rain could prompt flooding from fort lauderdale to homestead. that's through today. this evening we see tapering off and tomorrow looks mostly dry. gio?

>> gio: somara, back to you soon with the full forecast, thank you. we are going to turn now to the faa this morning investigating the frightening plunge of a southwest airlines jet coming within 400 feet of the ocean. ike ejiochi is here with the details. good morning, ike. >> reporter: good morning, the crew managed a last second recovery and no one was injured. still another terrifying incident thousands of feet in the air. this morning the faa investigating the moment a southwest boeing 737 max 8 flight came within 400 feet of slamming into the pacific ocean. the aircraft flying off the coast of hawaii in april when it was forced to abandon a landing attempt on inclement weather. >> moderate to extreme precipitation 11:00. one zero mile. >> reporter: the report stating a southwest memo stating the less experienced first officer inadvertently pushed forward on the control column, then cut the speed, causing the airplane to

descend. when the warning alarms went off, the captain ordered the first officer to increase thrust the plane then climbed aggressively at 800 feet a minute. >> very seldom do we have a situation where we lose situational control. but in weather in a go around situation when the winds may be high, it's easy to lose the bubble for a second or two. that's why we have more than one pilot up there. >> reporter: the flight landing safely in honolulu with no reported injuries. southwest says in a statement, the event was addressed appropriately as we always strive for continuous improvement. just last month, another southwest boeing 737 max 8 experienced a rare dutch roll at 34,000 feet when an aircraft simultaneously slides from side to side and rocks wing tip to wing tip. an incident report from the faa revealed the flight regained control and post flight inspection revealed damage to the standby power control unit.

no one was injured. the ntsb says a preliminary report regarding the plane experiencing a dutch roll should be out in the coming weeks. as for the other incident, southwest says their pilots are receiving extra training. janai? >> janai: that is absolutely terrifying. makes your heart stop. ike, thank you for that. turning overseas to the grand birthday pageantry for king charles, appearing today at trooping the colour and his daughter-in-law, princess kate making an appearance as both deal with cancer treatment. abc's lama hasan joins us live from london. good morning to you. many have been waiting to see the princess. >> reporter: they really have. and good morning to you, janai from a blustery and very wet day here at buckingham palace where trooping the colour is in full swing. we saw princess katherine with her three children in an

enclosed coach, back in the public eye for the first time since revealing she was undergoing treatment for cancer. this morning, kate the princess of wales, a picture of health as she makes her first public appearance since her shocking cancer diagnosis. the crowds cheering as the princess road past with her children. they joined the procession for the king's birthday parade known as trooping the colour. kate announcing just yesterday she would be able to attend the key event, her first official outing since christmas. >> it may not be an official return to royal duties but it's a return to being seen in public. i think people will be encouraged to see her in public. i think people will warm to the fact that she's shown -- made this effort to be alongside her husband and children and the king on the big day. >> reporter: the princess giving a personal update on her health, thanking people for their support as she continues her cancer treatment writing, i am making good progress but as anyone going through chemotherapy will know there are

good days and bad days. on those bad days you feel weak and tired and have to give into your body resting. along with the message, kensington palace releasing this new photo of the princess taken earlier this week in windsor. the princess writing, on the days i feel well enough it's a joy to engage with school life, spend personal time on the things that give me energy and positivity, as well as doing a little work from home. kate revealing to the world she was understood growing preventative chemofor an unspecified cancer in march. >> this came as a huge shock and william and i are doing everything we can to process and manage it privately for the sake of our family. >> reporter: kate explaining in the update she's not out of the woods yet as she's still undergoing treatment. the king, also receiving cancer treatment of his own, is said to be delighted kate could join his birthday parade. you heard princess catherine say she's not out of the woods yet. on a positive note she does hope

to attend the few public events this summer. so whit, watch this space. >> whit: lama, thank you. we turn to the global peace summit getting under way in switzerland today. vice president harris joining other world leaders focused on the war in maryalice parks joins us for more on that. maryalice, good morning. >> reporter: whit, good morning. vice president harris just landed there. heads of state from 90 countries are expected to attend the summit to talk about what peace for ukraine could look like and all of europe really. it's a show of force in support of ukraine, it's not yet about negotiating with russia. the russians will not be there. a senior u.s. official told us ahead of this summit it is up to the ukrainians to decide when to try to end this war, to begin talks with russia. there's a hope this summit could be the beginning of a process that leads to that. but yesterday putin demanded that ukraine cede all territory that russia controls. that's, of course, a nonstarter. that would mean abandoning

entire cities. and as a part of this trip vice president harris is going to announce another $1.5 billion in u.s. money to help ukraine, not only with refugees, but sea specifically to help rebuild their energy infrastructure. russia has really targeted that. >> gio: maryalice, thank you so much. we turn to reaction to a major supreme court ruling on gun laws. the high court rejecting a ban on bump stocks, the devices that make some rifles fire like machine guns. abc's christiane cordero is at the court this morning with more. good morning, christiane. >> reporter: gio, good morning to you. this is a major reversal from an almost six-year federal ban on bump stocks, the supreme court decision means bump stocks can be on store shelves and firearms once again. a bump stock is an accessory for a semiautomatic rifle that uses the gun's recoil power to help a shooter shoot faster and more automatically. it can help a semiautomatic hit similar rounds per minute as a machine gun. so the question before the supreme court was, does this

count as a machine gun under the federal law? the 6-3 ruling fol winning along ideological lines. justice thomas writing, it does not. justice sotomayor wrote, if it walks like a duck. president trump initiated the ban after the las vegas mass shooting in 2017 that killed 60 people and injured hundreds. this is, of course, a deep ly divisive political issue in a divisive election year. congress tried to outlaw bump stocks in the days immediately after the las vegas shooting, proposing several bills to ban them. none of those laws became law. but with the court's reversal and decision, and the ban's reversal, it's clear that only congress has the power to outlaw bump stocks. janai? >> janai: very interesting that the previous administration and current both agree with that idea. christiane, thank you. turning to the search for a tourist missing on a creek -- greek island. the retired sheriff's deputy was last seen on a solo hike. abc's phil lipof is here with

that ongoing search. phil, it was said that the deputy knows the area well. >> reporter: yeah, he does. the heat is a problem. janai, good morning to you. the desperate search continues this morning amid the sweltering heat. albert's brother and girlfriend have now joined the search and are keeping us updated about what's happening as we learn from greek authorities he's not the only tourist missing in the greek islands this morning. this morning as temperatures soar in greece's record-breaking heat wave, the desperate search for a missing california hiker albert kalabet entering day four. investigators on the island releasing new drone footage of the hiking path where the retired l.a. county sheriff's deputy went missing. the 58-year-old calibet texting this photo of his path to his girlfriend, debbie, before setting out on a four-hour trek. >> he called me before he was leaving for the hike and it was 7:07 in greece. and then we spoke for six

minutes, and then he sent me a picture at 9:20 at the trail head sign. and then we have not spoken since. >> reporter: police in greece studying this video obtained by megalive news that appears to show calibet before he left for his hike. his brother oliver and girlfriend debbie spoke to abc news as they raced to greece to join the search. >> no sleep since this happened. we just can't wait to get there and get out. >> reporter: calibet was supposed to meet a friend for lunch after his hike, he was spotted at 11:00 a.m. at a refreshment stand along the trail but never reached the other side. that friend alerted greek authorities who began searching for him. >> this is not new. this is not like, oh, dad goes hiking. this is what he does, goes every year. he knows the island like the back of his hand. >> reporter: greek police tell us as of this morning there were four other tourists missing on three separate islands.

sadly this morning the body of one of them from denmark has been found. greek authorities say they do understand the desire of tourists to explore their beautiful islands. in this extreme heat they're urging everyone to be extra cautious and stay hydrated. whit? >> whit: absolutely. phil lipof, thank you so much. we want to shift gears, talking about basketball and the mavericks, keeping their dreams alive with a decisive win overnight at home against the celtics in the nba finals. abc's will reeve is in dallas with more. they're staying alive, will. >> reporter: they are, whit. good morning. to come back from 0-3 down in a series, you have to win one game first and in front of a delirious and desperate home crowd, that's what the dallas mavericks did. in fact, they ran the celtics out of the gym in a blowout. the series goes on. this morning the dallas mavericks are still alive. >> third largest margin of victory in finals history. >> reporter: in what could have

the weather. and somara, some people are desperate and deleers because they need a break from the heat. >> somara: things are heating up, especially on the east coast but our friends in the southwest are plagued by triple digit heat. phoenix, tucson, 104 in el paso. heat advisories issued for new mexico. look at where this dome travels next. are you ready northeast? up in new hampshire, 101 by thursday. where you're seeing the red boxes outlined, that's where we have the potential for record breaking heat. columbus, ohio, mid-90s. new york city 94 degrees. the nation's capital 97 by friday. look at these boxes here. seeing the area of purple, we could see extreme heat on monday. rare and long duration heat events. there cedar rapids into michigan on tuesday, and then we could see very extreme heat in new york city as well as columbus up to maine by thursday. that's a look at the forecast across the country.

the building as the florida panthers look to close out the sweep of the stanley cup championship. don't get it twisted, guys. this series doesn't exactly reflect the level these two teams have been playing at. the level of competition has been really high with edmonton bringing it down to the wire in game three. the panthers were up big headed into third and looked ready to run away with it. but a flurry of goals set this arena abuzz. it was all for naught though. as brick wall bob was able to stop the game-tying goal with yet another save this series. florida is on the precipice of their first ever stanley cup championship win and they're eager to get the job done tonight. but as we saw with boston in dallas, it's tough to close out these games. looking forward to tonight, game four of the stanley cup finals. it airs here in edmonton on abc at 8:00 p.m. eastern. we'll be rocking regardless of the result. guys? >> gio: look at that, on the custom jumbotron. >> janai: yeah.

where 17 students and two teachers were killed by a gunman in 2018. >> janai: so many emotions for those families. and the underdog team usa cricket squad once again defying the odds and advancing to the world cup round of 8. the americans stunning most of the world after defeating pakistan, one of the tournament favorites in the first round. team usa only qualified for the tournament because it's one of the hosts. so it's like a participation award, and we are -- look, we're running with it. go team usa. >> whit: getting it done. we love that. we start the half hour with a closer look at the top political headlines this week. joining us our deputy political director averi harper and abc's white house correspondent maryalice parks. as always, good morning to you both. maryalice, starting with you. this week a federal jury convicted the president's son, hunter of felony charges. connected to his drug addiction. do we have a sense yet of how

this could impact the president's reelection campaign? >> this week we saw the president as a dad first. we saw him go back to wilmington, hugged his son there. even on the world stage of the g7 meetings he talked about being proud of hunter of hunter's struggle and overcoming addiction. i think it was clear that this was really devastating for the biden family, but i am not sure it was actually devastating for the biden campaign. i think a lot of families can sympathize with a family that has a son struggling through addiction. more than 1 in 6 americans in the latest government report reported substance abuse. this is something that all families have experienced, known someone who has experienced. and, of course, this conviction cuts against the argument that the legal system is rigged. i think that republicans haven't been able to weaponize this the same way they hoped they could. one biden staffer texted me after the conviction and said, this is apples to orange. clearly an attack on former president trump, but saying there's no equivalency because the president's son and

president trump because hunter biden is not running for presidential election. >> gio: and speaking of trump, averi, we saw him return to the capitol for the first time since those riots on january 6, and he was really embraced by the republicans. >> it was a strong showing of support for donald trump within his party. it's not surprising given the fact that trump is going to be nominated to be that party's nominee for president of the united states in just a few weeks. it reflects what we saw during the sbientirety of the primary, that former president trump has a tight hold on the party, not just elected officials, but its voters too. what's important to note in a primary it's republican voters, general election, you need more than your loyal supporters to win. he needs folks who are independent swing voters to come along to his tent. i don't think that visit to capitol hill did that. >> janai: it's interesting to watch that and see republicans speak out.

like liz cheney. but averi, turning to the supreme court right now, attempting to limit access to the widely used abortion pill. what's the significance of both sides? >> that was an important decision because that pill, mifepristone is the most common form of abortion in this country, medication abortion. and, you know, had there been a different outcome, this would have been something that impacted states across the country even in places where abortion is legal. so we know this is not the last time we hear about mifepristone. there are anti-abortion groups saying they're going to continue to fight this. there are already some challenges in states across the country, in places like kansas, and idaho, and missouri, all republican-led states. that's important to note. for democrats, reproductive rights is an important issue as they try to mobilize voters to get out to the polls. and a reminder, we could see abortion explicitly on the

your grandmother's chair in the house. we've been there before. tell me what you found. >> what i found was a link between the chemicals in hair relaxers and a number of cancers that plague black women. and the research was driven by black women epidemiologists and culminated in 2022 with a study that made an explicit association between these chemicals that are marketed to us as safe and natural and uterine cancer. >> janai: you just said that's marketed as safe and natural. dr. darrien, tell us about the potentially concerning -- what's concerning about those ingredients in hair straighteners? >> i think it's the chemicals themselves as linda explained when you look at the chemicals. like formaldehyde. we know that these chemicals have a known association to the increased risk of cancer and disrupting the natural hormone balance within the body. given their popular use among

women of color it begs the question could they be associated to the disproportionate rates of uterine cancer, ovarian cancer and also early puberty, fibroids and it extends beyond that to cardiovascular disease and diabetes. as linda was saying, this is more of an association. we don't have a clear cause and effect but it's clear you want to avoid the chemicals as much as possible. >> janai: so while the fda -- while we're waiting for the fda to make that decision, what do consumers need to keep in mind? you went into a shop. women are still getting their hair relaxed. >> i think what you should think about is lowering your toxic burden on your body. so that means if you choose to use a hair relaxer, don't use it as often. also, be cautious. the problem really is burns and abrasions that allow the chemicals to enter your scalp. i think we can straighten our hair with heat, and as the growing natural hair movement has shown we can wear our hair in -- we have many different

good morning, i'm stephanie sierra. bart is making some major spending cuts ahead of a looming budget deficit. the board of directors voted 9 to 2 yesterday to pass new budgets for the next two fiscal years since the pandemic. the transit agency has largely relied on federal and state money to keep afloat and that money is expected to run out in april of 2026. the agency predicts it will face a 300 to $400 million budget deficit over the next year. happening today the annual fireworks buyback. the san mateo county sheriff's office will hold three buyback events throughout june. fireworks are currently illegal in san mateo county, except in san bruno and pacifica. authorities say people can turn them in anonymously without question. it's an effort made by the county to get the banned explosives out of the
