time since at least 15 people were shot in a mass shooting near lake merritt last wednesday, and she spoke for the first time since enough signatures were gathered for a ballot measure that could recall her from office. >> i want to know more about the handful of billionaires from san francisco and from piedmont who are hell bent on running me out of office, and it was that second part of her speech monday where she made multiple references to billionaires in piedmont and san francisco that has policy experts and legal analysts. >> steven clark scratching his head the second half of her statement, in which she brought out these preposterous legal positions that somehow this raid was the basis of a right wing conspiracy, i think was something that could come back to haunt her. and we learned just hours after tao's statement that the mayor and her attorney, tony brass, have parted ways. there are still questions on who left who. during tao's speech,

she called out past officials in oakland but did not name names. justin burton was director of communications for previous oakland mayor libby schaaf, and is now a media relations strategist. he defended his former boss, mayor schaaf. >> she would have never walked away from oakland the way this mayor has right now. >> and you think shengtao has walked away from oakland? >> i think mayor tao has gone dark on oakland. i think she's walked away from them and she's keeping to herself. >> burton says he's disappointed that other leaders aren't more vocal in oakland. at a time when strong leadership is needed to pass a budget that will help address concerns, there. >> we have a vice mayor. we have a city council president, we have a city administrator. we have a city attorney. any one of those people could come to the podium and tell oakland, oaklanders, what the hell is going on right now, and all of them are choosing to sit on their hands. >> mayor tao saying she will be 100% transparent with the investigation, but also not

taking questions from reporters on monday. j.r. stone, abc seven news. >> we have new information tonight about the owners of the other properties raided the duong family. the abc seven news i-team is following the money linked to the fbi's political corruption investigation. i-team reporter stephanie sierra discovered the alleged fraud scheme dates back to 2016. >> new details about the man, seemingly at the center of the fbi's political corruption investigation that raided the mayor of oakland's home last week, and now it's getting more interesting. a short search on andy duong's instagram page shows he frequently posts with people in high places in the political world, including president joe biden, vice president kamala harris, governor gavin newsom, multiple pictures with attorney general rob bonta and health and human services secretary and former ag javier becerra. the list goes

on, including some in other states like nevada ag, aaron ford, according to an investigation by the fair political practices commission, which is a state oversight arm. andy duong was the true source of at least 93 contributions to multiple local campaign committees when he created a campaign contribution laundering scheme to benefit his family owned company, calif waste solutions, or ors, falsely using the names of intermediaries or straw donors. instead of disclosing ors as the true source of the contributions. according to the fppc, this is an ongoing investigation, with evidence suggesting it started around 2016 through at least 2018, and included some campaign contributions that were fraudulently concealed from the public. all but one of the campaign committees targeted were in jurisdictions with local contribution limits, and to make matters worse, the investigation

found during this time the city of oakland prohibited any campaign contributions to contractors providing services to the city that would require oakland city council approval. yet documents show many of the targeted committees were candidates running for city council. for example, in 2016, the duong's maxed out $700 contributions to oakland city council committees for larry reid, dan kalb, rebecca kaplan, viola gonzalez, and friends of desley brooks. in 2016, the donations extended to the milpitas city council election, including anthony phan, and again in 2018, where the duong's maxed out $800 contributions to city council campaigns for desley brooks, able guillen, and xiang tao. according to an abc7 analysis of state and federal data. both andy duong and his father, david, have made contributions totaling more than

$200,000 to at least 28 candidates across california for more than 300 other contributions, totaling $1.7 million were sent to candidates or political action committees across the country, including donations to the campaigns for congressman eric swalwell, adam schiff, congresswoman barbara lee, and even former president donald trump. for the i-team, stephanie sierra, abc seven news a campaign spokesperson for congressman schiff told the i-team tonight. >> the campaign will be giving all $26,000 it received from the duong family to a nonprofit. the i-team reached out to the other public officials directly but has not heard back. stay with abc seven news for updates on the fbi investigation and its impact on mayor shengtao and the city of oakland. we'll always have the latest on abc seven news.com and the abc seven bay area app. >> we want to get you up to speed now with some breaking news on a fire in northern california that's exploded to hundreds of acres in just a

matter of hours. the apache fire is burning near the town of palermo in butte county. that's just south of oroville. we've got some time lapse video right here of the fire. as the sun was just setting. it's already more than 650 acres with spot fires spreading fast at this point, several areas are currently under evacuation. evacuation tonight, and we're also tracking some new wildfires in central california, all started by lightning. fresno county fire says they had more than 1000 lightning strikes in a matter of hours tonight. the lightning started at least five fires, burning hundreds of acres, two of them still are not contained. >> the bay area is also getting a taste of the lightning tonight. this video was shot outside our san jose bureau near san jose mineta airport. around 3:00, a sudden downpour came with a bit of lightning in the south bay. let's take a live look out at san francisco from our sutro tower camera. a much calmer night in the city. abc seven news weather anchor

spencer christian joins us now with your 24 hour accuweather forecast. hi, spencer. >> okay, i'm it is very quiet tonight across the bay area and will remain quiet tomorrow. as a matter of fact, we don't expect any more lightning strikes or rain tomorrow. in the early morning hours though, we will have some lingering clouds from that system that brought us the showers in the south bay today, and a couple of lightning strikes. it will be about 62 degrees inland early tomorrow morning, 7:00, about 58 around the bay. by the time we get to midday, it will be sunnier. still, a few lingering clouds, low 80s and inland low 70s around the bay shoreline. a 4:00 in the afternoon, as we are near the peak of our warming around 90 degrees under mostly sunny skies inland, mid to upper 70s around the bay and then at 8:00, 7:00, 8:00 in the evening as we approach sunset, temperatures will have dropped to the upper 80s inland, mid 60s around the bay with even clearer skies than in the afternoon. full forecast a little bit later. uh, julian and umma. >> we'll see you soon. thank you. spencer, a vta light rail train that partially derailed in san jose has been returned to the yard. the derailment damaged

the rail line at capitol station earlier this afternoon. ten people were on board the train. thankfully, no one was hurt. the cause of the incident is under investigation. no word yet on how long the repairs to that line will take. the vta is running a bus bridge for passengers from santa teresa to curtner station. new developments tonight in an outbreak in the south bay, more people are testing positive for shigella in homeless encampments . >> as of this morning, nine people have tested positive in santa clara county. so far, six of them have been hospitalized, plus another 21 suspected cases. public health officials say the cases are tied to several encampments along the guadalupe river. they're telling people to avoid the water. the biggest risk activity for humans to get shigella infection is, you know, being in the river themselves and swallowing contaminated river, river water, so that's kind of the thing that we're really wanting to make sure that individuals, know not to do. >> shigella is a highly

contagious bacteria that can cause diarrhea, sometimes severe disease. the county's health department says the risk to the general public remains low. >> we have followed the story for years now, and tonight there's a big development for equity in our schools. the aclu says a new settlement requires the state to do more to make sure students are treated fairly , ending a lawsuit claiming discrimination in pittsburgh schools. the aclu sued the school district and the state department of education back in 2021. the lawsuit claimed. pittsburgh unified's discipline system was discriminatory and that the school district over identified black students and english learners as having disabilities, families told me students were repeatedly suspended, then forced out of the classroom. >> i wish they would have understood the level of trauma that i've been through. they just pushed me out without even trying to understand me. >> the aclu says the settlement requires the state to review individual students files to make sure every child is being

treated fairly. the state also has to extend its oversight of special education programs at pittsburgh unified for four more school years, a last minute bill that would let restaurants keep their surcharges as closer to becoming law. >> the state assembly passed the legislation in response to the state's junk fees ban kicking in a week from today. the restaurant industry wants to be exempt from that ban, which would have required extra fees to be rolled into menu prices. the bill working through the capitol now would allow the surcharges as long as they're clearly communicated to customers. the state senate has to pass the bill before it can head to the governor's desk. >> one year after a devastating fire, families are wondering if they'll ever go home. the slow road to rebuilding. but hoa fees are still due. >> is this the future of commuting a big step for air taxis on demand in bay area skies? >> zoning out on zoom meetings. we've all been there before, we've all been there before, right? new stats show just h looking for a smarter way to mop?

san jose are unable to move back home. >> sunday marked one year since a fire heavily damaged five units. it was on that night of june 23rd, 2023, when we spoke with elmer pimentel. >> there's times that we kind of want to give up in. life is like it's home. it might not be much, but it's home. >> the san jose fire department now says this was arson, though there are no arrests. a backyard security camera caught the moment a mattress pimentel and his wife had outside for the city to pick up lit up on fire. the couple owned their unit, a homeowners association oversees the townhome complex, and the couple says construction decisions have been slow going. >> i never thought, the process will take so long. >> the couple says. what's been very frustrating is the fact that they've had to deal with three different property managers this past year. i hope that, you know, they get the ball rolling. >> i mean, it's you don't it's a

small townhouse. it doesn't take two years to build it. >> this past year, the couple had to move in with their daughter in hollister while working in san jose two weeks ago, they started renting an apartment in saratoga while still paying for this. >> we're all paying rent and mortgage and this is like we need to come back. i mean, we need to have some answers. and we still had to pay for hoa. >> the city released this timeline of the rebuilding permit process in february. plans were filed by the property management for a building permit in march. the applicant paid for a permit fee in april. the city planned reviewer sent comments and the city is still waiting for the applicant to respond to those comments. >> we need help. we need, we need to start seeing this building rebuilding in san jose. >> lauren martinez, abc seven news. >> now to some developing news out of minnesota tonight with a

major dam on the brink of collapsing, widespread flooding is piling up debris at the dam in southern minnesota. blue earth county says the dam is in imminent failure, though most of it still appears to be intact. they're not planning evacuations at this point. >> apple could be the first big tech company to be fined for breaking europe's new tough, tough, new digital competition rules. european union regulators are accusing the company of preventing app developers from directing consumers to cheaper services. if found guilty, apple could be forced to pay up to 10% of its $383 billion annual revenue. apple says it has made a number of changes to comply with the eu's rules. google's parent company, alphabet, and facebook's parent company meta, are also under investigation. 11 new at 11 governor newsom is moving his children back to schools in the bay area. the governor's office says the family will split their time between sacramento and marin when the school year starts. governor newsom has long talked

about plans to move back to the bay area when his term is up. the governor is keeping his home in sacramento. both former governors, jerry brown and arnold schwarzenegger, commuted from outside sacramento during their time in office. >> it's time now to get you caught up on some news to know it's where we highlight stories. we want to make sure you don't miss out on tonight. we're tracking a big development in the wikileaks case in the abortion battle heading to the debate stage. but we begin with another blow to oakland's economy. oakland's hakenberger corridor is taking another hit. the port of oakland confirms the hilton hotel near the oakland airport is closing in late august. they didn't give a reason for the closure, though. businesses like in and out and denny's have shut down recently, citing concerns with crime in the area. wikileaks founder julian assange is out of prison and may not have to go back. wikileaks shared video tonight of assange boarding a flight out of the uk ahead of a court appearance where he's expected to accept a plea deal for years now, the us has fought to prosecute assange over wikileaks

publication of classified documents, federal court documents show assange has agreed to plead guilty to a single felony. in exchange, prosecutors would credit his time served in a london prison. today marks two years since the supreme court overturned roe v wade. the biden campaign held multiple events today attacking threats to abortion rights, and former president trump. over the weekend, trump once again took credit for helping overturn abortion access, though he stopped short of supporting a national ban. abortion remains a major issue for voters, and likely a big topic in the presidential debate, set for thursday night. >> a santa cruz based air taxi company just hit a big milestone. the company joby announced the faa has authorized its software. the company wants to provide on demand flights similar to ride hailing apps like uber. it pairs passengers with available aircraft and landing spots to give journeys that are as efficient as possible. joby hopes to carry passengers as soon as 2025.

>> we were getting closer to the jetsons. >> yes, we certainly are. we are just a year away, right? >> crazy to think. my goodness. >> all right, let's check on our weather. you're going to need clear skies if you're going to fly people around. >> no doubt about that. let's check in now with weather anchor spencer christian for a look at the forecast out there. >> okay, julian and the skies will be getting clearer by midday tomorrow. right now, though, we have some lingering clouds. from what you see on the satellite radar composite image of the system down in southern nevada and northern mexico, triggering some thunderstorms, some downpours of rain, some clouds containing lots of moisture moving up into southern california, which had quite a bit of rain today. and even here in the bay area in the south bay, we had a few sprinkles and downpours, but that's all sort of quieting down right now, as are the winds. we have wind speeds generally below ten miles per hour across much of the bay area, and it's a little bit warmer by 2 or 3 degrees in most bay area locations than at this time. last night. so let's take a closer look. here in san francisco, our station is now

reporting, but it's 60 in oakland across the bay, 65 hayward, 70, in san jose. moving along, taking a look at other temperature readings right now. mid to low to mid 50s at petaluma and santa rosa, 61 at napa fairfield 68. low to mid 70s at livermore and concord. and these are our forecast headlines. tomorrow we'll see morning clouds giving way to afternoon sunshine. remainder of the week will be a steadier pattern of bright skies and mild temperature readings. and as the weekend approaches we'll be looking for and we'll be looking at. as a matter of fact, sunny skies for the sf pride parade on sunday. so overnight we'll see. continuing flow of high and mid-level clouds passing through the bay area. they do contain some moisture. there's a little bit of instability in the atmosphere. we're not expecting any storms to develop overnight, however, and as we get more into the mid morning midday hours tomorrow, we'll see fewer clouds and wider areas of sunshine developing. so overnight lows on the mild side, mainly mid to upper 50s. some locations in the inland east bay will not drop below 60 degrees overnight, which is pretty mild to warm, even uncomfortably warm for the
