is returning to the baseball diamond. >> from abc news this is america this morning. >> good morning everyone i'm andrew dymburt. >> good morning to you i'm rhiannon ally. we begin with the damaging storms across the upper midwest now moving toward the northeast. >> it comes as officials keep a close eye on that dam in minnesota as it remains at risk of a total failure, despite falling water levels this morning, a closer look at devastation in the midwest after days of heavy rain caused historic flooding in south dakota. the big sioux river and mccook lake are finally receding , revealing an apocalyptic scene in north sioux city. a number of homes completely destroyed, others barely hanging on the waters, tearing apart roads, some caving in, taking cars with them, this suv teetering on the edge. officials say a temporary levee built over the weekend prevented further disaster. >> it's the berm was not there. residential sections further south of the industrial park. they would have also seen a lot

of water in southern minnesota. >> nervous residents wait as the rapidan dam is still in imminent failure condition. on monday, the flooding breaching the western bank of the dam and officials say the erosion is ongoing and more severe storms in the region. in chicago, strong winds ripped down trees. >> it sounded like this giant crash and assumed for a second that it was just our patio umbrella. but it wasn't. >> and at least eight twisters were reported across iowa and nebraska. heavy hail to leaving thousands without power. and now those storm systems are moving east strong winds, hail and isolated tornadoes are possible from albany to washington, d.c. today, the nation's capitol will also be feeling the heat today, where temperatures could reach 99. honest abe succumbing to the d.c. heat, the sun melting the head off this wax version of the lincoln memorial. that sculpture is outside a school. it's now being repaired. we'll take a closer look at the forecast in just a few minutes. >> colorado congresswoman lauren boebert is celebrating a victory in the house republican primary.

the two term lawmaker, backed by donald trump, fended off a crowded field after switching from a more competitive district. boebert was caught vaping in a theater and her son was arrested in february. she alluded to those controversies in her victory speech. some of y'all been trying to tell me what you're reading on your phones. >> i don't want to hear it. tonight we had a priority. >> the win in a conservative part of the state all but guarantees boebert a third term. and it was a much different fate for new york representative jamaal bowman. he was defeated in the most expensive house primary ever. bowman, a progressive, had criticized israel over the war in gaza. pro-israeli groups shelled out millions of dollars to help his opponent, george latimer. >> now to wikileaks founder julian assange. arriving back to his native australia this morning. assange is a free man for the first time in over a decade. after a deal with the justice department pleading

guilty to one charge of espionage in connection with obtaining and publishing a trove of u.s. military secrets, a judge in the northern mariana islands, a us territory, sentenced assange to time served. >> president biden and former president trump are gearing up for tomorrow's debate in atlanta. yesterday, a judge partially lifted trump's gag order, giving him free range to discuss certain people involved in his felony conviction. abc's perry russom has more on the run up to this big showdown. good morning. perry. >> brianna, good morning to you. this will be a test of physical and mental stamina for both men. it's the first time either of them have debated on tv like this in four years. this morning, the countdown to the first presidential debate. president biden, with days of preparation at camp david in maryland, former president trump holding campaign events, policy meetings and media interviews. >> and people say, how are you preparing? i'm preparing by taking questions from you and others. if you think about it, biden is holding 90 minute mock debates with his personal lawyer, bob bauer, playing the role of trump. >> i think political debates are

about two things. they're about message and moments. >> moments likely absent tomorrow include ones like this. >> the radical left. will you shut up, man? listen, who is on your list? >> the microphone of the candidate not selected to speak will be muted. another new change. no studio audience. trump telling the washington examiner. to me, the audience is easier because it's telling you what is going on indirectly, with applause or not. applause. this room is a sterile, dead room. the debate comes as a judge in new york partially lifts trump's gag order in his felony hush money case, a fundraising email signed by trump reads, will now be able to better defend himself tomorrow night. >> you have a race that's essentially tied in the in the polls at this point. and so i think that puts sort of equal pressure on both of the candidates, both in terms of the opportunity. the debate presents to them, but also the risks and this is all happening as we are waiting on supreme court decisions that directly affect trump, including presidential

immunity. >> those rulings could come down before the debate. rhiannon. all right, perry, thank you for that. >> you can stay with abc for a simulcast of the cnn presidential debate that is tomorrow night starting at 8 p.m. eastern, right here on abc. >> and a day before the debate, the white house has unveiled major immigration news. the biden administration says its executive action on asylum has cut southern border encounters 40% in three weeks. the rule calls for migrants seeking asylum to be turned back. if there have been seven straight days of at least 2500 encounters. kenya's president is vowing to stop a deadly protests at whatever cost. demonstrators took to the streets ahead of a vote from lawmakers to impose new taxes. security forces fired live rounds and used tear gas. doctors say at least five people were killed and dozens wounded. former president obama's half sister was in the protest. she spoke to cnn. >> i'm here because look at what's happening. young kenyans are demonstrating for their

rights. they are demonstrating with flags and banners. i can't even see anymore. there is going to be tear gassed. >> protesters also stormed kenya's parliament, forcing lawmakers to flee through a tunnel. >> back here in the u.s. federal investigators have released their final report on that toxic train wreck in east palestine, ohio. the report shows what caused that disaster last year, and investigators were critical of the railway norfolk southern in its response. here's abc's alex presha this morning. >> the ntsb with a scathing report on the east palestine train derailment, detailing a laundry list of failures that led to the crash and put people needlessly at risk. >> the absence of a fatality or injury doesn't mean the presence of safety. federal investigators reaffirmed an overheated wheel bearing led to the derailment of more than three dozen cars. >> the agency says the situation was made worse by a series of missteps by norfolk southern railway's faulty track sensors

and delayed communication about the toxic cargo on board that train. investigators say a wheel bearing on car 23 overheated, sparking a fire and a trackside sensor did not properly register the bearings. temperature and warned the crew, despite that wheel bearing being on fire for miles, how does a bearing that was on fire only the salem hot bearing detector? another failure, according to the ntsb, happened when firefighters showed up to battle the blaze unprepared because the fire destroyed the trains. hazardous chemical placards. it took norfolk southern an hour to alert first responders about the toxic chemicals they were exposed to. the ntsb also pointed out it was unnecessary for norfolk southern to recommend firefighters perform a quote, vent and burn, which potentially caused further health hazards. but chairwoman jennifer hamadeh spent the closing minutes of the hours long meeting tearing into norfolk southern, alleging the railroad operator delayed sharing data, cut corners and even threatened ntsb personnel

to, quote, move on from this. during the investigation, norfolk southern's actions were unconscionable, and i want everyone who works with the ntsb, everyone who works for the with the ntsb on current investigations and future investigations to understand this, we are impervious to anything but the truth. >> all right, alex presha, thank you for that. in a statement, norfolk southern said it appreciates the ntsb investigation and the acknowledgment of the steps norfolk southern has taken to improve safety. in april, the rail operator agreed to a $600 million settlement. >> let's take a look at your morning weather. >> good morning major and dangerous river flooding. a slowly evolving situation continues through the rest of this week, even with slightly drier weather briefly moving in in areas around iowa and southern minnesota, big heat is resurging back into the mid-atlantic states just for one day this afternoon. accuweather real feel temperatures will be

trip to the us pandas gma this week, a central missouri woman is accused of poisoning her husband's soda. >> michelle peters allegedly put the herbicide roundup in her husband's mountain dew. police say peters was upset he didn't appreciate the celebration. she put together for his 50th birthday. she is now being held without bond.

>> two baby bottle makers are facing class action lawsuits claiming they misled consumers about their products. philips north america and handicraft company are accused of failing to warn parents that their bottles released toxic microplastics when heated. the suits seek undisclosed damages. so far, no comment from the companies now to amazon revealing its discounts for prime day. >> they even include destination deals. this morning, get ready for prime day, amazon's annual deal event. >> prime day is july 16th and the 17th. >> amazon has revealed its prime day travel deals page, focusing on vacation deals, car rentals, including up to 30% off avis and saving up to 40% on carnival cruises. these travel deals are sort of an extra that they can offer their members. prime members can gain access to those deals starting now. more than two weeks before prime day and amazon is not the only one offering destination discounts. walmart is extending offers on
