breach. good morning to you. it's tuesday, june 26th, and start the check of our forecast with drew. >> yeah. >> so today is going to be a lot cooler than yesterday. we'll find breezy conditions this afternoon, and we'll take a live look outside from our exploratorium camera this morning where our marine layer is back in a big way. in fact, you take a look at current sky conditions across the region. most of us are dealing with some sort of cloud cover, either along the coast where it's overcast, or a mix of stars and clouds around oakland and the city. right now. later on today, we'll get some sunshine. i do think this cloud cover is pretty slow to break down. this morning, so sunshine slow to appear as we head deeper into the day. but the afternoon will be bright temperatures right now underneath the fog. we're mainly in the 50s where we have a little bit of warmth from yesterday. ukiah, clear lake, brentwood. we're in the 60s right now. so taking a look at the forecast region by region inland today, quite comfortable. we have a lot of sunshine,

temperatures not too hot. we'll go into the 70s by about 10 a.m. later on this afternoon. highs only in the mid 80s around the bay shoreline. we'll have a lot of cloud cover early on. the afternoon will be bright, but again that cloud cover slow to break down. temperatures in the lower 70s. it is a little breezy today. we'll find those winds a 15 to 25mph later on this afternoon. along the coast. it is overcast with fog and even some drizzle right now. later on today, partly sunny skies and highs in the upper 50s to the lower 60s. let's check in with amanda. see those drive times? yeah. >> good morning drew. so other than the typical slowdown that we see on the altamont pass, we do have a trouble spot in san pablo. this is because of a three car crash. it is blocking two lanes there. the left lanes. this is westbound 80 before san pablo dam road. you should know that the backup is to hilltop drive. emergency crews are on scene. just keep that in mind. here is a live look as well from our caltrans camera. you can see this is obviously a still photo, but you can still see that back

up here. it is sure to be an issue as the morning commute continues to tick up. but here we are at the top of the hour and it's already an issue. so just keep that in mind. let's get back to the desk. >> thanks, amanda. today in oakland, a critical meeting as the city is racing to close a multi-million dollar budget shortfall, all while grappling with that fbi raid of the mayor's home. the city council is set to meet this afternoon to discuss options, and they're all pretty difficult. abc7 news reporter gloria rodriguez tracking the story this morning. gloria, the mayor has a proposal to fill the gap, but the plan hasn't come together yet. >> good morning. kumasi. mayor shengtao has been saying she would balance the budget by selling the city's share of the oakland coliseum. however, a deal to do that is not done yet, and the city administrator's office says it is presenting council members with a variety of budget options. and some of those options include scenarios without the stadium money and would plan for potentially deep spending cuts, such as to public services. city council member noel gallo says oakland is in a

tough spot and facing a deficit of nearly $200 million for both this year and next. and he says if they don't balance today, they will go bankrupt. >> the reality is, is if i make reductions, where do i reduce the budget? what positions do i eliminate or reduce? and certainly the public, my neighbors say they want public service, where the public safety, the increase and despite her ongoing legal issues, mayor tao says she remains focused on supporting the city council pass a balanced budget in a statement on tuesday, tao, insisting that the coliseum stadium sale will go through and pointing out that they have a buyer, the president of a union representing oakland firefighters says if budget cuts were to come through, it would be catastrophic, not just for the fire department, but also for oakland residents. >> and today's meeting starts out 130 in the afternoon, live in the studio. gloria rodriguez, abc seven news. >> thanks, gloria. we're working every day to uncover new details

in the political corruption investigation leading to the raid on mayor sheng tao's home. so here's what we know right now. the mayor's chief of communications has resigned several months into the job. the announcement made yesterday morning, tao and her attorney also parted ways this week. and last night, the mayor sent an email to her supporters reiterating her commitment to the budget and the coliseum deal that we just talked about. she pointed to her speech on monday, where she repeatedly said that she has not committed a crime. abc seven news insider phil matier explains why it appears mayor tao's political allies and supporters are not backing her up. >> but i would say that, for example, at yesterday's news conference with the exception of her chief of staff, there were not you did not see other city council members there. you didn't see other city electeds around her. this is the mayor is on her own on this. and which is which is, you know, sort of understandable because this is what's going on is a bit outside the realm of day to day

operations of the city. this is something on her, even though it involves possibly a business that's doing business with the city of oakland. but then that business has been giving campaign contributions to all the politicians. >> that is true. that is true. >> stay with abc seven news as we follow the latest on the state of oakland, the fbi raid and the mayor's future. we'll continue to update abc seven news.com and the abc seven bay area app. >> we are at the very end of pride month, and overnight, the white house announced a major move by president biden to right a wrong. the u.s. military imposed a thousands of gay service members. amanda, the president is pardoning people convicted under a law that allowed people to be kicked out of the military for being gay. >> yeah, kumasi the president is pardoning veterans who were convicted under article 125 of the uniform code of military justice. now, article 125 prohibited gay sex and was in place from 1951 to 2013, thousands of americans were convicted and faced court martial and were discharged. offering clemency could give veterans access to benefits

they've been denied, like military pension or education benefits. white house officials say they will not automatically have their convictions wiped, but will have to apply and undergo an approval process. now. president biden released a statement saying in part, quote, today i am riding a historic wrong by using my clemency authority to pardon many former service members who were convicted simply for being themselves. so why now, just months ahead of the presidential election? well, the white house says the president is focused on addressing historical injustice, but it has taken time to get all the various agencies on board. back to you. kumasi. >> thanks, amanda. president biden. president biden's announcement comes just a day after the department of veteran affairs made its own potentially life changing announcement for veterans. it's updating its policies to expand access for veterans with other than honorable discharges. it includes service members discharged for their sexual identity, and also people who

may have been experiencing mental or physical health conditions. >> we're actually introducing our veterans to secondary trauma because they're actually being told once again, that they could not get benefits because of their particular discharge. >> the va says the changes provide a pathway to benefits and services for deserving former service members. >> we're counting down to the 2020 rematch on the debate stage, president biden and former president trump, facing off in the first 2024 presidential debate tomorrow. yesterday we asked democratic south bay congressman ro khanna what he thinks president biden needs to focus on. >> i would talk about three big things. he's going to get universal child care. he's going to help make community college and college free or affordable, and he's going to push for an increase in the minimum wage and for working class wages. >> former president trump insists he has no debate, strategy or formal preparation, though he's held more than a dozen policy discussions with advisers. you can watch the

debate right here on abc seven tomorrow night. coverage starts at five, and the debate, hosted by cnn, begins at six. >> 508 this morning in the south bay. right now live. look at san jose. we do have a fair amount of cloud cover. our marine layer is pretty deep. this morning. remember yesterday morning we had mainly clear skies in a lot of areas. this morning we have cloudy conditions in san jose 59 degrees visibility is great though. ten miles. that's as good as it gets. but that's not the story for everybody. the coast, we have some thick fog right now. half moon bay, about a mile and a half of visibility. and we're also seeing drizzle along the coast this morning. so today it's kind of a mixed bag of temperatures area wide. we are cooler than we were yesterday, but a few areas are a bit above average. like napa and santa rosa. but most of us will be below average for this time of the year by a few degrees. it will be breezy later on this afternoon as well. here's future weather. we're still breaking down that fog around the bay shoreline at 930. again, i

mentioned the cloud cover for a lot of us is slow to break down, but the afternoon we get that sunshine peeking out, those winds start to pick up and by the afternoon we'll find those gusts about 15 to 25mph. not too hot anywhere. 80s in our warmest spots inland. widespread 60s and 70s around the bay shoreline will keep it pretty foggy for half moon bay, and highs in the upper 50s. heading into the evening, we'll find that marine layer staying pretty compact along the coastline, so high of only 69 in oakland today. 64 with that breeze in the city, 79 in san jose, we'll go to 80 and napa 80 for the high in concord. looking at the next three days, today, tomorrow, little change to the forecast, and then we'll start to warm up by the end of the week, which will set the stage for a beautiful weekend. reggie, we'll show you that coming up in a few minutes. >> looking forward to that. thank you. drew. still ahead a young child attacked by a dog on a san francisco sidewalk. now, abc7 has learned it's not the first time that dog has been involved in a violent incident. >> enthusiasm from northern california wine makers. why? some say this year could be one

in the prerecorded message released yesterday morning, he touched on several hot button issues, including the effort to secure the southern border. california has sent the national guard to border crossings to help stop the flow of fentanyl into the us from mexico. governor newsom touted the results. >> these operations have resulted in the seizure of over 62,000 pounds of fentanyl in 2023, a 1,066% increase since 2021. >> governor newsom also talked about california's effort to tackle the homeless problem, saying no other state has done more. the governor says since he took office in 2019, california agents have cleared 9300 dangerous encampments and have helped move people into shelters

or permanent housing. >> it seemed like the fight over an affordable housing project for farmworkers in half moon bay was over, but it turns out it's not amanda. today, the city council set to hear three appeals that are trying to stop it and kumasi the appeals against this project at 555 kelly avenue are making a few different arguments about the project and the approval process. >> of course, we've been covering it for a while now. the development would be a five story, 40 unit complex in the city's downtown business district. it would also include a resource center for farm workers, nonprofit alas and mercy housing have been working on the project, but it has become such an issue in the community and was facing multiple delays. you'll remember governor newsom threatened to intervene if the planning commission didn't take action. they did end up approving it last month. so what happens next? a majority of the five person council must vote in favor of overturning the planning commission's approval to stop the project. if not, it continues to move forward. it is

also possible opponents could try to sue to block it back to you at the desk. yes, yes, we're all yes, we're all yes. >> the solano county board of supervisors is now reviewing the proposal to build a new city. hundreds of people showed up for public for a public hearing yesterday on what's known as california forever. the proposed city is the dream of silicon valley billionaires. the supervisors requested an economic impact report of the project. it will take it up when they meet again in july. they will then decide whether to accept the plan or put it before voters in november. >> antioch is moving forward with a plan to crack down on sideshows. last night, the city council unanimously approved an ordinance that will ban people from organizing or promoting sideshows. it will also punish people who watch that part. got a lot of feedback before the vote. >> i don't think that you need a specifically make any person within 200ft uh- a criminal of these sideshows. if i want to

take my phone out and i want to video this and then hand that video over to the police. but now i'm also a criminal. >> these are not really spectators. they're encouraging the actual drivers of those vehicles. >> if people get caught, they could face a fine as well as jail time. antioch's mayor has said it could be a few months before the ordinance goes into effect. some businesses in san francisco's tenderloin area could soon be forced to close at midnight because of a newly passed curfew. yesterday, the board of supervisors gave final approval to an ordinance that requires markets selling retail items, prepackaged foods or tobacco to close from midnight to five in the morning. so think corner stores and liquor stores. san francisco mayor london breed says these stores are magnets for people selling drugs and stolen goods. some businesses will be allowed to stay open until 2 a.m. the city will try out the curfew for two years.

san francisco will be the first city in the state to take advantage of a new law allowing allowing entertainment zones. news is coming straight from mayor london breed, who shared this message online yesterday. the designation allows restaurants and bars to sell alcohol during outdoor events. usually, only event vendors are allowed to sell alcohol for public consumption. the first entertainment zone is going to be on front street between california and sacramento streets, and labor day will be the first day the city tries it out. neighborhoods are also considering giving entertainment zones a try. >> there was a surprise visitor at the pink triangle up on san francisco's twin peaks. the triangle founder captured this video of a coyote. as you may know, the triangle is an annual display in the city. originally, the used the pink triangle to label and shame gay prisoners in concentration camps. today, the pink triangle has become a symbol of resistance. rainbow laser lights are coming back to san francisco just in time for pride. so this is what the show

looked like last year. they had six lasers. then this year the group behind the project, illuminate sf, says it will be bigger and better. they'll have 20 lasers shining for miles from the ferry building up market street. the extra lights will commemorate the 20th anniversary of the winter of love. that's the month long period in 2004, when san francisco issued marriage licenses to same sex couples in defiance of state and federal law. our media partners at sf standard report two couples who got married that month will have recommitment ceremonies friday night during the kickoff event for these lasers that starts at 630 in front of the ferry building. abc seven is the official station for the san francisco pride parade. our coverage kicks off sunday at 10 a.m. the parade starts at 1030, and you can see it wherever you watch abc7. these lights have become the thing. >> so i'm really excited to see them and then talk about how special it is. >> i mean the recommitment ceremony, how amazing. congratulations a lot.

>> it'd be cool i love it. as we head towards the weekend we will talk about the pride parade forecast. here's a look at it. nothing has changed for good. i mean look at this. we are seeing sunshine temperatures in the 60s by 2 p.m. in the city. it feels nice and mild. we'll go into the upper 60s. i wouldn't be surprised if areas closer to the water hit the 70 degree mark on sunday. it will be a nice weekend across the region. here's a live look at the golden gate bridge camera this morning, where you can see our marine layer is in place. take a look at the accuweather headlines. it is sunny and breezy today. temperatures will be near average as we head into the afternoon. in fact, today and tomorrow are pretty much carbon copy. forecast. pride weekend looking mild, mostly sunny, and then as we look at the extended outlook next week as we start july, it will be hot. it looks like we'll see a big warm up with temperatures well above average. i wouldn't be surprised next week if we start to see some heat advisories pop up. once again. we'll show you a preview of that in one second. it is breezy this afternoon.

club. the developers say it has a northern california natural theme. it's open to anyone. you have to pay a $70 fee, $75 fee to get in. >> this morning, cleanup is underway in south dakota after days of heavy rain caused widespread flooding. homes, roads and fields were damaged by the storms. despite what it may look like, officials say a temporary levee built near north sioux city over the weekend actually prevented this disaster from being worse. >> it's the berm was not there. residential sections further south of the industrial park. they would have also seen a lot of water. >> the governor says the state is currently working with at least 30 counties and assessing the damage and submitting reports to fema. in minnesota, a 114 year old dam on the blue earth river has partially failed. this comes after the river surged monday, causing the dam to overflow. the dam is located about 80 miles southwest of minneapolis. on monday, debris plugged up parts of the structure and it failed. people

from across the state are venturing to the site to see what some are calling the creation of a new waterfall. >> the experience to see what mother nature can actually do. being that they did see it before all of this, and to see afterwards just what water and mother nature can do. >> authorities say they believe the dam will not give way, but they are still concerned because the dam was built on sandstone bedrock that bedrock could erode away. officials now need to decide if the dam will be totally rebuilt or repaired. >> the ohio train derailment that led to thousands of evacuations in 2023 could have been avoided. in a final report, federal investigators say a bad wheel bearing sparked a fire and caused that massive derailment, faulty track sensors and communications about the train's toxic cargo. also contributed to this disaster. that crash. that crash led to the evacuation of more than 2000 residents and endangered the lives of first

responders. >> norfolk southern's actions were unconscionable, and i want everyone who works with the ntsb, everyone who works for the with the ntsb on current investigations and future investigations to understand this. we are impervious to anything but the truth. >> in april, the train's owner, norfolk southern, agreed to a $600 million settlement to resolve a class action lawsuit stemming from this derailment. after three years of pandemics, wildfires, severe weather, california winemakers are hopeful for the best harvest they've seen in a while. local winemakers were already seeing harvest improvements last year, but the 2024 season is looking to be even better. many of the grapes had a late bud break, which means ripening will happen later in the year, with cooler temperatures, so you're going to have an elongated ripening season where you can retain acidity and all the fruit esters that you can sometimes lose in the vineyard when you have, you know, too much heat. despite the

improvement, winemakers are still feeling the impacts of those difficult years. some businesses are running out of wines bottled in 2019 and 2020. winemakers are hopeful of replenishing their stock but admit weather or unpredictable conditions could derail their prospects. this is the damage left behind by thieves in the east bay coming up at 530. we'll tell you what they were after and where 9-1-1 calls

oakland. a dire situation for the city council as they work to balance the budget. >> waymo is ready to ramp up its service. the change now in effect for customers. >> good morning everybody. it's wednesday, june 26th. >> we start with a check on the weather. hi, drew. >> hey good morning guys. we'll start you out here with the tam cam. it's telling the morning story pretty well. we have a couple layers of clouds. first, our traditional marine layer this morning is out there. we also have some high clouds left over from yesterday. so looking at sky conditions, most of us reporting some sort of cloud cover far inland. we do have mainly clear skies, but most areas right now dealing with some form of overcast sky temperatures right now uniform in the 50s for the most part. so to get you going today, you'll find temperatures cooler than yesterday and actually breezy. this afternoon. so in the city today will go into the 60s. but you can see by 3 p.m. those winds are picking up those clouds in the east bay for oakland. they clear throughout the afternoon and we'll find sunshine temperatures in the

upper 60s, the south bay. it is bright, much faster and find highs in the upper 70s to the lower 80s. looking at your weather wednesday, air quality is good. pollen levels for the most part are low, and your uv index a ten out of an 11. so today, temperatures in most areas are just slightly below average for this time of the year. let's check in with amanda. see those drive times? yeah. >> good morning drew. we are continuing to track a trouble spot in san pablo. this is because of a three car crash westbound 80 before san pablo down road. you can see that speeds are down to six miles per hour. we want to get you to an updated photo from caltrans. this was taken at 527 showing that background or the back up. i should say. and that backup is to hilltop drive. you'll notice emergency crews are on scene as you pass and this is in the commute direction and is sure to cause some major issues as more drivers continue to hit the roads. and then an update for bart riders. no red line service today. no stations are closed. but this is the headline and this comes after a track

which schools will have to close next year. they voiced their concerns at tuesday's san francisco unified school district board meeting. the district is set to release a list of the schools that will close or merge in 2025, they say. since the start of the 2017 school year, there's been a 4000 student decline in the city, and that's impacted funding. parents and concerned residents fear it will be the smaller schools that get the boot. >> we've been told that we might close all right. we've been told that the language program might move. we don't know. and it's creating this sense of anxiety amongst parents. a lot of parents are already saying, i don't just want to leave san francisco. they're on our website. >> third party researchers will determine which schools will make the closure list, and it will be based on equity, excellence and effective use of resources. that list is expected to be released this fall. >> we've learned the dog seen in this video biting a three year old boy in san francisco last month was involved in another biting incident last year.

>> i heard him screaming and from downstairs and ran to the lobby. >> this video from may of 2023 shows the same big white dog named max attacking a smaller dog. the dog survived. its owner fillled a dog bite report with the city just last month. surveillance video captured max biting a child. that little boy needed five stitches. abc seven talked to max's owner on the phone. they confirmed both incidents and say a hearing is scheduled for the most recent attack on july 8th. san francisco's animal care and control says there's only a hearing when people file a vicious and dangerous dog report. >> do you think san franciscans know that filing a bite report is not enough to actually have sfpd investigate that attack? >> i think it should be clear, because there on the website acc says there are anywhere between 600 to 800 dog bites reported in san francisco every year, and

only about 100 hearings. >> 9-1-1 calls are being rerouted in parts of the east bay. because of this, thieves stripped copper cables out of the phone lines. police in pinole say this is the second time this month that copper thefts have brought down the 9-1-1 system. thieves had targeted that same location once, on june 4th and again this past saturday. police did arrest two suspects on saturday. right now, the contra costa county sheriff's office is picking up the 911 calls for pinole, hercules and san pablo. evacuation orders have been downgraded to warnings in butte county, where crews are still battling a wildfire there. the apache fire is threatening the community of palermo, which is south of oroville. containment is now at 40, about 700 acres have burned. one firefighter was hurt, two structures destroyed, and the cause is being investigated. you can track the fires that are burning the state right now with our abc

county officially kicked off two weeks ago. the project brings four more stations to the south bay, including downtown san jose. vta decided to move forward with construction because it's anticipating a federal partnership. it would be $6.2 billion in federal funding or about half of the project's cost. >> the county of santa clara, vta, and the residents here have both raised local money and gotten matches to bring us to over $6 billion. we're bringing to the project locally, and we need the federal government to do their part to make sure that these shovel ready jobs keep moving while we get this project built. >> chavez. we just heard from said the federal government will let vta know its recommended contribution to the project within about three weeks. >> hayward residents will have to say goodbye to a staple restaurant that's been around 90 years. the owners of casper's hot dogs are closing their

original hayward location. it first opened in 1934. you don't have to worry, though, because casper's is not going away entirely. another location on foothill boulevard is in hayward, is staying open, as are four other east bay locations. >> if you have been wanting and waiting to ride in waymo's robotaxi, the time is now because now waymo is opening service to everyone in san francisco. before, it was just a select group of riders who were allowed to request the rides from this driverless company. now, to use this service, you have to download the waymo one app. it is only available for rides within san francisco, not in the peninsula yet, but waymo is slowly expanding service pressure is on for uber and lyft to make changes on a critical issue affecting its drivers. workers held a rally tuesday at the san jose uber green light office to push back against what they say are unfair account deactivations. >> well, it means like you are
