discuss the budget. >> the programs that could be impacted. >> state of the state address. governor newsom highlighting some contentious issues in his annual speech and california's first ever entertainment zone. >> right here in san francisco. mayor london breed hoping it'll bring a big boost to the financial district. >> good morning. it is wednesday, june 26th. i'm going to start the check of our forecast with drew. >> yeah. >> this morning, not seeing a whole lot of sunshine out there right now. clouds are certainly dominating the morning forecast this morning from the tam cam a couple of layers of clouds out there. you can see those high clouds up above. we've got our traditional marine layer along the coast pushing through the bay right now. so most areas are reporting some sort of cloud cover. a couple of areas concord, napa. we have brighter skies and we will find sunshine this afternoon. in all areas. winds will also pick up. today is a cooler afternoon and breezy, pretty uniform temperatures out there this morning. we're mainly starting out in the 50s as we get you going on this wednesday. so looking at temperatures today first inland, not too hot, a

couple of degrees below average. you see a ton of sunshine out there. with our sky conditions. those numbers rise into the mid 80s for daytime highs. feeling pretty nice for this time of the year. now around the bay shoreline we have that cloud cover. this morning. sunshine appears closer to 10:00 and then we'll have temperatures in the low 70s. but again, that breeze is with us this afternoon, gusting about 15 to 25mph. that wind is a bit stronger along the coast, about 20 to 30mph, and we'll find partly sunny skies and highs in the upper 50s. let's check in with amanda. see those drive times this morning? yeah. >> good morning. it's still an issue for those making their drive through san pablo. this is because of an earlier three car crash that was blocking the two left lanes. we are learning that the two left lanes should be reopening soon. that's the best timeline that i have for you. the word soon. there you can see travelers are driving about eight miles per hour there. of course, this is westbound 80 before san pablo dam road. the backup is to pinole valley road here. at this hour, you will enter. you will notice emergency

crews on scene as you pass. so just keep that in mind if you're making your way through the east bay. let's get back to the desk. >> thanks, amanda. today in oakland, a critical meeting as the city is racing to close a multi-million dollar budget shortfall, all while grappling with the fbi raid of the mayor's home. the city council is set to meet this afternoon to discuss options, and they're all pretty difficult. abc7 news reporter gloria enriquez tracking the story this morning. gloria, the mayor has a proposal to fill the gap, but it hasn't come together yet. >> yes, kumasi mayor shengtao has been saying that she would balance the budget by selling the city's share of the oakland coliseum. however, a deal to do that is not done yet, and the city administrator's office says it is presenting council members with a variety of budget options . and some of those options include scenarios without the stadium money and would plan for potentially deep spending cuts, such as to public services. city council member noel gayo says oakland is in a tough spot and facing a deficit of nearly $200

million for both this year and next. and he says if they don't balance today, they'll go bankrupt. >> the reality is, is if i make reductions where do i reduce the budget? what positions do i eliminate or reduce and certainly the public, my neighbors say they want public service where the public safety to increase. >> despite her ongoing legal issues, mayor tao says she remains focused on supporting the city council pass a balanced budget. in a statement on tuesday, tao insisting that the coliseum stadium sale will go through and pointing out they have a buyer, the president of a union representing oakland firefighters says if budget cuts were to come through, it would be catastrophic, not just for the fire department but also for oakland residents. now today's meeting starts at 130, and of course, we will be covering it live in the studio. gloria rodriguez, abc seven news. >> gloria, thank you. we're working every day to uncover new details in the political corruption investigation leading

to the raid on mayor sheng tao's home. so here's what we know. the mayor's chief of staff, chief of communications, excuse me, has resigned several months into the job. the announcement was made yesterday morning. tao and her attorney also parted ways this week. last night, the mayor sent an email to her supporters reiterating her commitment to the budget and the coliseum deal. she pointed to her speech on monday, where she repeatedly said that she hadn't committed a crime. abc seven news insider phil matier explains why it appears mayor tells political allies and supporters are not backing her up. >> you know, i can't answer that because have any at all is such a definitive it's such a wide ranging scope. but i would say that, for example, at yesterday's news conference, with the exception of her chief of staff, there were not you did not see other city council members there. you didn't see other city electeds around her. this is the mayor is on her own on this. and which is which is, you know, sort of understandable because this is what's going on

is a bit outside the realm of day to day operations of the city. this is something on her, even though it involves possibly a business that's doing business with the city of oakland. but then that business has been giving campaign contributions to all the politicians. >> that is true. that is true. >> stay with abc seven news as we follow the latest on the state of oakland. the fbi raid and the mayor's future. we'll continue to update abc seven news.com and the abc seven bay area app. >> we are at the end of pride month. overnight, the white house announced a major move by president biden to right a wrong the u.s. military imposed on thousands of gay service members. amanda, the president pardoning people convicted under a law that allowed people to be kicked out of the military for being gay. >> yeah, kumasi the president is pardoning veterans who were convicted under article 125 of the uniform code of military justice. now, article 125 prohibited gay sex and was in place from 1951 to 2013. thousands of americans were

convicted and faced court martial and were discharged. offering clemency could give veterans access to benefits they've been denied, like military pension or education benefits. white house officials say they will not automatically have their convictions wiped, but will have to apply and undergo an approval process. president biden released a statement saying in part, quote, today i am riding a historic wrong by using my clemency authority to pardon many former service members who were convicted simply for being themselves. that's the end of the quote. there so why now, just months ahead of the presidential election? well, the white house says the president is focused on addressing historical injustice, but it has taken time to get all the various agencies on board. back to you. >> thanks, amanda. president biden and president biden's announcement comes just a day after the department of veterans affairs made its own potentially life changing announcement for veterans. it is updating its policies to expand access for veterans with other than honorable discharges, including

service members discharged for their sexual identity. and also people may be experiencing mental or physical health conditions. >> we're actually introducing our veterans to secondary trauma because they're actually being told once again, that they could not get benefits because of their particular discharge. >> the va says the changes provide a pathway to benefits and services for deserving former service members. >> we're counting down to the 2020 rematch on the debate stage, president biden and former president trump will face off in the first 2024 presidential debate tomorrow. yesterday, we asked democratic south bay congressman ro khanna what he thinks president biden needs to focus on. >> i would talk about three big things. he's going to get universal child care. he's going to help make community college and college free or affordable, and he's going to push for an increase in the minimum wage and for working class wages. >> former president trump insists he has no debate, strategy or formal preparation, although he has held more than a

dozen policy discussions with advisers. you can watch the debate right here on abc seven. that's tomorrow night. coverage starts at five, and the debate, hosted by cnn, begins at six. >> we're taking a look at the accuweather forecast the day planner today will show you we do have lots of sunshine inland. we'll find those temperatures into the 80s for daytime highs. now around the bay shoreline. we are seeing cloud cover this morning, but we'll brighten up those skies for you. temperatures getting into the lower 70s and along the coast. it is quite foggy right now. we will find a mix of sun and clouds as we go deeper into the day. and those temperatures mainly in the 50s. let's take you to our sfo camera this morning. our live look, i should say the exploratorium is showing you low clouds out there. the city currently reporting overcast skies, high humidity, visibility is good though. ten miles per hour. however, we are seeing along the coast reduced visibility right now. half moon bay down to two and a half miles. we're also getting some

reports of some coastal drizzle first thing this morning. just an indication of a pretty deep marine layer. so looking at highs today, it is cooler than yesterday. temperatures are slightly below average. we have morning clouds to sun. it will get breezy around here this afternoon. those winds will gust about 15 to 30mph. so looking at the three day forecast today and tomorrow are pretty much identical. but by friday we'll bring warmer weather into the forecast. 90s are back, and that sets us up for a beautiful weekend. and then hot weather is back next week. reggie. we'll show you that on the seven day in a few minutes. >> drew thank you. hearing on housing the project that would be for farm workers in half moon bay facing three appeals today stopping sideshows. the new ordinance one east bay city just approved to punish people who take part in that illegal activity and back and bigger than ever before. the pride lasers returning this year when you'll be able to see t

the state address. in the prerecorded message released yesterday morning, he touched on several hot button issues, including the effort to secure the southern border. california has sent the national guard to border crossings to help stop the flow of fentanyl into the u.s. from mexico, and governor newsom touted the results. >> these operations have resulted in the seizure of over 62,000 pounds of fentanyl in 2023, a 1,066% increase since

2021. >> governor newsom also talked about california's effort to tackle the homeless problem, saying no other state has done more. the governor says since he took office in 2019, california agents have cleared 9300 dangerous encampments and have helped move people into shelters or permanent housing. it seemed like the fight over an affordable housing project for farm workers in half moon bay was over. it's not. amanda. today, the city council is set to hear three appeals trying to stop it. >> and reggie appeals against this project. at 555 kelly avenue are making a few different arguments about the project and the approval process. certainly, we've been covering it for a while now. the development would be a five story, 40 unit complex in the city's downtown business district. it would also include a resource center for farm workers, nonprofit alas and mercy housing have been working on the project, but it has become such an issue and the community and was facing multiple delays. you'll remember

governor newsom threatened to intervene if the planning commission didn't take action. they did end up approving it last month. so what happens next? a majority of the five person council must vote in favor of overturning the planning commission's approval to stop the project. if not, it continues to move forward. it is also possible opponents could try to sue to block it. yes, there are, yes there are. >> yes, we're all yes. >> the solano county board of supervisors is now reviewing the proposal to build a new city. hundreds of people showed up for a public hearing yesterday on what's known as california forever. the proposed city is the dream of silicon valley billionaires. the supervisors requested an economic impact report of the project and will take it up again when they meet in july. they will then decide whether to accept the plan or put it before voters in november. antioch is moving forward with the plan to crack down on sideshows. last night,

the city council unanimously approved an ordinance that will ban people from organizing or promoting sideshows. it will also punish people who watch. and that part got a lot of feedback before the vote. >> i don't think that you need a specifically make any person within 200ft uh- a criminal of these sideshows. if i want to take my phone out and i want to video this and then hand that video over to the police. but now i'm also a criminal. >> these are not really spectators. they're encouraging the actual drivers of those vehicles. >> if people get caught, they could face a fine as well as jail time. antioch's mayor says it could be a few months before that ordinance takes effect. >> some businesses in san francisco's tenderloin area will soon be forced to close at midnight because of a newly passed curfew. yesterday, the board of supervisors gave final approval to an ordinance that requires market selling, retail items, prepackaged goods, foods

or tobacco from close to close. i should say from midnight to five in the morning. so corner stores, liquor stores. san francisco mayor london breed says these stores are magnets for people selling drugs and stolen goods. some businesses will be allowed to stay open until 2 a.m. the city will try out this curfew for two years. san francisco will be the first city in california to take advantage of a new law allowing entertainment zones. so this news is coming straight from the mayor london breed. she sent out this message yesterday. the designation allows restaurants and bars to sell alcohol during outdoor events. now, usually only event vendors are allowed to sell alcohol for public consumption. the first entertainment zone is going to be on front street between california and sacramento streets, and labor day will be the first day the city will try it out. neighborhoods are also considering giving entertainment zones a try. >> there was a surprise visitor at the pink triangle on san francisco's twin peaks. the

triangle founder captured this video of a coyote apparently getting ready for pride. as you may know, the triangle is an annual display in the city. originally, the used the pink triangle to label and shame gay prisoners in concentration camps of course, the lgbtq community has taken that symbol back now, using it as a way to promote resistance and hope. rainbow laser lights coming back to san francisco just in time for pride. so here's what it looked like last year with six lasers going down market street this year, the group behind the project illuminate sf, says it will be bigger and better. they're going to have 20 lasers shining for miles from the ferry building, all the way through the city. the extra lights will commemorate the 20th anniversary of the winter of love. that is the month long period in 2004, when san francisco issued marriage licenses to same sex couples, defying state and federal law. our media partners at sf standard report two couples who got married that

hopeful for the best harvest they've seen in a while. local winemakers are already seeing harvest improvements. they saw those last year, but the 2024 season is looking to be even better. many of the grapes had a late bud break, which means ripening will happen later in the year with cooler temperatures. >> so you're going to have an elongated ripening season where

on your wednesday, we're starting out in the 50s. it's also a little windy out there. it has been pretty windy across the city this morning and through the delta. it's just that cooler air that will move in here later on. this afternoon. with these winds gusting about 25mph across the city, it will be a breezy day today. inland, it's comfortable when we come to the temperature map because we're going for highs in the mid 80s, which is slightly below average for this time of the year. with a lot of sunshine out there now around the bay shoreline, it's breezy throughout the afternoon. we'll have those winds about 15 to 25mph. clouds right now breaking for sunshine closer to 9:10 a.m. temperatures in the upper 60s to the lower 70s. and along the coast this morning we have drizzle. we have some thick fog at times partly sunny skies this afternoon and highs in the upper 50s. let's check in with amanda. see those drive times? >> yeah. hi, drew. a nice little update for east bay drivers here at 632. that three car crash that we've been tracking in san pablo has cleared. this is westbound 80 before san pablo dam road. you can see things are slowly starting to recover.

the budget deficit. that meeting starts at 130, and of course, we will be covering it live in the studio. gloria rodriguez, abc seven news. >> thank you. gloria many san francisco families are on edge waiting to find out which schools will have to close next year. they voiced their concerns at tuesday's san francisco unified school district board meeting. the district is set to release a list of schools that will close or merge in 2025. they say. since the start of the 2017 school year, there's been a 4000 student decline in the city, and that's impacted funding. parents and concerned residents fear it will be the smaller schools that get the boot. >> we've been told that we might close. all right. we've been told that the language program might move. we don't know. and it's creating this sense of anxiety amongst parents. a lot of parents are already saying, i don't just want leave san francisco on our website, third party researchers will determine which schools make that closure list, and it will be based on

equity, excellence and effective use of resources. >> that list is expected to be released this fall. >> new this morning contra costa county community is warning system is inadequate and improvement needs to be made fast. that's according to a new civil grand jury report. a man is at the live desk with the latest push for timely alerts. >> reggie. the civil grand jury found the voluntary opt in network could fail to quickly and accurately notify up to 70% of the community in the case of a wildfire, earthquake or other major disaster. now, one of the biggest concerns is that the county relies on a single on call officer to respond to alerts and connect to the warning system. contra costa county is the only bay area county that does not train dispatchers to monitor or activate alerts during emergencies. however, they are trained for alerts related to refineries and chemical plants. an independent, comprehensive analysis of the alert system has not been conducted since 2001. spokesperson christie jordan

told our media partners at the east bay times. the county does not comment on grand jury reports until the board of supervisors reviews the document. now, the grand jury suggests county officials tap funds from measure x, a voter approved sales tax, for emergency response. it could help start an opt out alert system, along with mobile apps for evacuation information and risk analysis of the current warning system. back to the desk. >> thanks, amanda. alameda county district attorney pamela price is addressing the reorganization of her office, as well as the recall effort against her. the prosecutors union came out in support of the recall last year. the union represents a small part of the office. she thinks the recent decision to reexamine death penalty cases only hardened their stance against her. >> at this point, what i can say is that there are i think that the final straw for the prosecutor's union was, in fact, our investigation of the death penalty cases and the disclosure

most recent attack on july 8th. san francisco's animal care and control says there's only a hearing when people file a vicious and dangerous dog report. >> do you think san franciscans know that filing a bite report is not enough to actually have sfpd investigate that attack? >> i think it should be clear, because there on the website assisi says there are anywhere between 600 to 800 dog bites reported in san francisco every year, and only about 100 get hearings. >> 9-1-1 calls are being rerouted in parts of the east bay because thieves stripped copper cables out of phone lines. police in pinole say this is the second time this month that copper thefts have brought down their 911 system. thieves have targeted the same location once, on june 4th and again this past saturday. police arrested two suspects on saturday. right now, the contra costa county sheriff's office is picking up 911 calls for pinole, hercules and san pablo. >> evacuation orders have been

suggesting the city create a task force to better manage its budget, according to a new report. the city could improve its management of labor, health and pension costs, while also cutting services. the budget grew 121% over a 14 year period through this fiscal year. the report also found voter mandated spending is hurting the city's budget. voters considered 150 ballot initiatives in less than a decade. >> new developments the construction of an affordable housing project for teachers in san francisco is getting delayed because of insufficient funding. 63 condos were slated to replace this abandoned building on mission street at 18th, but those plans are now on hold. the nonprofit behind the project,
