julian glover, and i'm kristen z. >> mayor shen tao's part, her role in the budget process is already complete, and now it's up to the city council to approve the final version. >> but the distraction of that recent fbi raid seems to be adding to the already high tensions at city hall. >> we have abc7 news team coverage. dan noyes heard from other oakland city leaders discussing political corruption, and reporter tim johns tracked down mayor tao to see what she's up to in san francisco today. but let's begin with abc7 news reporter anser hassan, who is live at city hall with the latest on the budget. answer >> yeah, good afternoon guys. oakland mayor sheng tao submitted her budget proposal in may. so for the past couple of weeks, city council has been using that document for any proposed changes. but late yesterday afternoon, the finance department submitted their amendments to the document, which now means three days before the vote, they have to work off of a new document. and i spoke with oakland city council member carol fife just

before the start of the meeting. she says there is, quote, nothing normal about this budget. she says the finance department didn't miss any deadlines. this has just been a long and slow process, but it also means that there may not be enough time for city council to discuss these changes with the finance department. i'm also being told that this new budget includes financial obligations that haven't come due yet, but which have to be included in this new budget. fife says there are serious concerns that layoffs are coming. oakland city council member janani ramachandran says this new budget includes $63 million in cuts that will likely impact public safety. she says that may include about 100 police officers being having to freeze those positions. it includes 41 police who are civilian staff. so these are not cops on the street. the proposed cuts may also force the city to close about four fire stations oakland city council president nikki fortunato bass says she wants a full audit of oakland's assets.

>> when we get to our budget discussions on friday, there is a policy directive in my budget amendments so that we can do an inventory of our assets and those needs over the next ten years. >> and at the start of the meeting, city council voted to continue negotiations on the sale of the coliseum. but again, ramachandran says there are real concerns right now that that money may not be available for this budget. i'm also being told that oakland may have to declare a. f bypass some statutes that require minimal funding. i'm also being told that if they can't vote by friday, they can ask for a five day extension. so a lot going on between now and friday's vote. reporting live anser hassan abc seven news and we'll be watching it all. >> thank you anthony. earlier this week, mayor qingtao said she would not let last week's fbi raid at her home distract her from her duties as mayor, including passing the budget. as we just heard from hunter, with her portion of that budget complete, we found her today at

a meeting across the bay in san francisco. abc seven news reporter tim johns has more on her appearance there. >> yeah, now it was just last night. the town said she would work with the city council to make sure that a budget was passed by sunday's deadline. tao also doubling down on the fact that the coliseum would be sold and that money utilized amid the ongoing budget crisis in oakland. mayor shang tao spent wednesday morning in san francisco at a meeting of the metropolitan transportation commission. tao, who serves as a commissioner on the body's board, took time to vote on several measures during the meeting following a news conference in which she refused to take any questions on monday. this is only the second public appearance the mayor has made since an fbi raid on her home last thursday. on wednesday, tao again refused to take any questions from the media. she eventually left the meeting early, but oakland's ongoing budgetary issues, as well as tao's legal troubles, were also mentioned during the mtc meeting. one public commenter specifically calling in to blast the mayor. >> and that's why i'm calling for the resignation from your

committee of mayor tao so we can have a good committee. okay. thank you very much. >> now, in addition to today's meeting, the oakland city council is expected to meet again on friday to discuss the budget in san francisco. tim johns abc seven news. >> all right. a contender for congressmember barbara lee's seat held an unusual news conference in oakland today, promising to expose what she described as widespread corruption in east bay politics. but she faced some tough questions herself from the i-team's. dan noyes, who joins us with this story. dan. >> well, kristin, before the news conference, jennifer tran apologized to me for not answering my questions for my report. last friday. i outlined how her father is under an ethics investigation, accused of helping to launder money to east bay politicians favored by the duong family. >> i'm running for congress in california congressional district 12 to end corruption. >> jennifer tran fills several roles. professor of ethnic studies at cal state east bay, president of the vietnamese chamber of commerce and

candidate for congressional district 12. she called the news conference in response to the fbi raids on the homes of oakland mayor sheng tao and david and andy duong, whose family owns california waste solutions. >> if they receive fair legal process and it is found that they or anyone broke the law, then i absolutely believe that they should be prosecuted for violating the public trust and contributing to this grotesque culture of corruption in oakland, and that goes for anyone, including my own father. >> as i reported last friday, the oakland public ethics commission continues its investigation of the vietnamese chamber of commerce and tran's father, who continues to serve as a director at the organization he's accused of helping andy duong launder money to politicians, including mayor tao, by using straw donors. i'm asking you if you knew about your father's activities with the duong's. >> i do not. i, like many people, my relationship with my father does not include every

single person that he speaks to. so no, i did not know. >> you currently are the president of the vietnamese chamber of commerce. yes, given the ongoing investigation into your organization by the ethics commission and you running for this seat, is it a good idea for you to remain as the president? should you remove yourself from that role, given the ongoing investigation? >> i think that as long as we are transparent and able to answer questions and serving the people, there's no need to even to consider that question. >> a records check shows that the wongs have not donated to tran's competitor for congress, lateefah simon, a two part question number one how much have the huangs donated to your campaign for this election cycle? and two, will you return it? >> the duong family, not the family. individuals in the family him, his wife and his business? yes, not the business. >> i'm asking you all told their business? yes. all their family members. how much have they donated to your campaign? >> the duong i have received four individual contributions

from the duong family. >> the grand total. how much money? >> 3300. >> our check of the records show a total of $13,200 from the duong's. we can quibble over the numbers. so will you return that money given the fbi raids on their business in the home and the questions that are out there? >> i think that's an important question. i will return the money even though it is legally contributed. it is everyone, every american citizens, right? regardless of their their race, their profession to be able to donate. >> so are you saying now that you'll return the money, i will return the money if it's going to cause more trust in the public after the news conference, i received a grilling from alex walden about my sources. he wouldn't identify where he worked or why he was so upset by my reporting. i later learned he's a campaign consultant, paid by jennifer tran. >> kristen. all right. thank you. dan a shooting inside of a movie theater is now being investigated as a case of

attempted murder by union city. >> police say they're looking for the shooter who pulled out a handgun in one of the cinemark century theaters last night. it happened just before 1 a.m. near the end of a movie showing. there the suspect ran away after that shooting. the victim, we're told, is expected to survive in san francisco. >> some business owners are frustrated and don't know what to do next. after an early morning smash and grab at their smoke shop in the richmond district, they say this is the fifth time the store has been targeted. abc seven news reporter suzanne phan explains why they say this appears to be an organized hit. >> thieves trash bashir naderi smoke shop once again, crews are forced to clean up the mess at cigarettes cheaper at 17th avenue and geary in the richmond district. naderi says 7 to 10 people were involved in an early morning smash and grab wednesday. >> there's so many people come to grab everything and run. three, maybe four cars were involved. the people, you know, back up the car and break the door and they come and grab the

old cigarette. you know, a lot of cigarette on the street. >> here's a picture naderi got of a suspected stolen car that thieves ditched. >> this is the car they backed up, hit the door one year ago. >> the same smoke shop was hit. naderi says this is a fourth or fifth time his business has been targeted because of the repeat break-ins. he lost his insurance coverage. >> we don't have insurance, doesn't pay us from last year till now. >> naderi says his losses are staggering and it seems like nothing is being done about it. >> i don't know, we're going to stop this one. the mayor, the politics, the police, the chief of police. they have to catch these people, put him in jail. >> i checked in with a handful of businesses here on this stretch of geary who have been broken into, or they say they know someone else who has been. this coffee shop has been broken into at least 3 or 4 times the burger joint behind me, at least twice. they all say they're concerned about property crime. >> it happens all the time. >> alex meretzky is the owner of europa plus right down the street from the smoke shop. >> they tried to break in. they

uh- they took the lock out looks like they've been working on it for some time but were unable to break in. but crime data tells a different story. >> according to data from sfpd and our abc seven news, public safety tracker, burglaries citywide are down 22% in the past year, and in the richmond district, burglaries are down slightly from 2023. supervisor connie chan, who represents the richmond district, was unavailable for comment today, but her office says chan released a public safety plan in april to combat property crime in san francisco, suzanne phan abc seven news. >> mayor london breed's proposed $390 million bond appears to be heading for the november ballot. the healthy, safe and vibrant san francisco bond would need to be approved by two thirds of voters in san francisco, board of supervisors president aaron peskin is cosponsoring that proposal, even though he's

challenging the mayor's in her reelection bid breed, peskin and other city leaders held a rally before this morning's board of supervisors vote on that proposal. >> this, again, is about san francisco, its economic recovery, its vibrancy, its public health. addressing the challenges san franciscans want to see most and moving our city forward towards the future. >> yes, many of us up here have our differences, but we are all together on this bond today. >> the board of supervisors, budget and finance committee added an amendment in the measure until july. the 10th. the $390 million bond measure includes millions for upgrades at laguna honda and zuckerberg general san francisco general hospitals. the plan also funds shelter infrastructure, street safety, road repaving, along with public space and park improvements too. >> still ahead, health services in need. we'll tell you about a clinic in the east bay that is expanding to meet the demand.

fire broke out in just the past hour. look at that black smoke you see rising into the sky here. this video from sky seven. right now, the flames appear to be advancing to an area, thankfully, where there are no homes. but you can see some hotspots popping up in different areas right there. and again, this black smoke billowing in the air. the fire has burned about 30 acres, so far. it started near deer valley road in empire mine road between antioch and brentwood will stay on top of this one throughout the evening. >> all right, now we have breaking news in san francisco. police have detained three carjacking suspects after a chase across the bay. video just into our abc7 newsroom shows a person being led away in handcuffs after a stolen car crashed into a telephone pole along the embarcadero near bryant street. it's a bmw, a white one there. police caught up with the people after what started as a carjacking in

alameda. there were children inside that vehicle. the suspects ditched them, though, before taking off toward the bay bridge, chased by police from alameda and oakland. three people once again have been detained. a special city council hearing getting underway in half moon bay could determine the future of a housing project for senior farm workers. the development in the city's business district has been approved but faces three appeals. some opponents say the 40 unit complex is too big. others say the planning commission rushed the approval. supporters say those are just excuses. >> the real issue here is actually giving housing affordable housing to a community who has lived in the shadows for years, and it's time the lack of farmworker housing in half moon bay came to light after mass shooting at a mushroom farm last year, the city council will decide if the project moves forward. >> another farmworker housing

project has already broken ground. >> all right, time now to get a look at the forecast here on this wednesday. yeah >> cool. and spencer is it getting a little windy too. so breezy out there. >> it certainly is. but a much calmer day than we had yesterday right. no lightning strikes. and no no drizzle. here's a look at what's going on on the satellite radar composite image. you can see a calm conditions here but a little bit of a minor disturbance offshore down around monterey and over in the sierra southern sierra. we still have some lightning strikes, but here in the bay area, everything is nice and pleasant. but as christine pointed out, quite breezy with gusts up to 30mph at sfo right now, 33 mile per hour wind speeds here in san francisco over in the fairfield area, about 25 mile per hour. but that's fairly typical for this time of the year. 24 hour temperature change is impressive. it is several degrees cooler in most bay area locations than at this time yesterday. 11 degrees cooler in hayward. 12 degrees cooler in livermore. even here in san francisco, where it's mild right now, four degrees cooler than at this time yesterday, 60 degrees

in san francisco at this hour, 6768 at oakland and hayward, mid 70s at san jose and redwood city, 62 at half moon bay, blue skies and breezy conditions at the golden gate up in the north bay. 81. right now at santa rosa, we have low to mid 70s in petaluma and napa, mid 80s at fairfield and concord. two of our warmer locations and 80 degrees right now at livermore. and as we look ahead, the forecast headlines are these remainder of the week will bring us seasonal warmth. no extremes, but it's going to start to get a little bit warmer going into the weekend. lovely conditions on sunday, by the way, for the sf pride parade. but as we look at early next week, it will be heating up inland and around the bay in fact, it's going to be downright hot in many locations. but for tonight, we'll see this steady sea breeze and a little bit of a marine layer sort of disappearing and then reforming along the coastline going into the overnight hours and then early tomorrow we'll see that sort of pull back to the coastline, giving way to mainly sunny skies overnight. low temperatures will be generally in the mid 50s, so seasonably mild overnight conditions uh-

clouds lingering at the coastline of course, but mainly clear inland. and then tomorrow look for sunny skies from coast to inland. highs about 58. a half moon bay 66, in san francisco around the bay shoreline, we'll see low or low to mid 70s. inland areas a little toasty up in santa rosa, up to about 89. tomorrow, the inland east bay will be mainly in the mid 80s. down in the south bay we'll see upper seconds. and here's the accuweather seven day forecast. so going through the weekend looking nice and mild and warm. and as i said pleasant weather for the sf pride parade on sunday. but look at the warm up on monday, tuesday and wednesday. first three days of july will bring us high temperatures above 100 degrees in our inland areas, 102 to 104, mid to upper 80s, maybe even 90 around the bay shoreline. so a little bit of a heat wave is definitely coming our way. just be prepared. yeah >> summer sizzle. >> yeah that's what it is. >> and it's lasting at least three days right. at least three days. yeah. the impact people all right. thanks, spencer.

church dedicated to free medical care. the need from uninsured or underinsured people across the bay area has grown dramatically since 2008, and the clinic outgrew its space. three who on wednesday, the clinic cut a ribbon marking a new chapter. the clinic had been shut down for six months while crews worked to double the size with twice as many exam rooms. >> we had a very generous benefactor came by and saw what we wanted to do and gave us a very generous check that enabled us to do it. >> michael barber is bishop of the catholic diocese of oakland. >> there are a lot of people who see suffering and who care and who want to relieve that suffering. >> each patient visit costs about $150, a price tag patients never see. >> we pay that. we raise the money. our donors very generous donors, are offering their treasure. >> that's why generoso is hopeful even more people sharing his circumstances can soon get

that's according to a copy of an opinion briefly posted on the court's website. today, the high court acknowledges that a document was inadvertently posted and then removed, bloomberg news reports. the opinion states idaho can allow abortions when a pregnant patient's health is at serious risk. the finding may not be the court's final ruling, though, because the justices decision has not been officially released. >> tomorrow night, president joe biden and former president donald trump are scheduled to face off in atlanta. >> the presidential debate is expected to see some differences from the last time the two met on stage four years ago. >> abc news reporter kim nguyen has more on what you can expect. >> just one day away from the first presidential debate between president joe biden and former president donald trump. the highly anticipated matchup coming as trump is fresh off a historic criminal conviction. >> i think it's risky for biden to push too hard on the felony convictions. on the other hand,

soccer team is joining the youth movement. the average age of players on the olympic team, now just 26, the youngest 16 years old. that leaves out one of the all time greats, though alex morgan, who turns 35 next year. the soccer star has been on the past four olympic teams and ranks fifth in goals scored for the national team, which has three olympic gold medals. the olympics is generally a place right where someone who's been around has been on a big stage like this before. that could be put to good use, right, larry? >> yeah. >> legend. >> absolutely great player. no, no doubt about any of that. but to offer a little context here. team usa did poorly in the world cup. the last world cup. they have a new head coach by the name of emma hayes who was, you know, rising star in europe. great coach that took this job a few months ago. and basically, you know, the job is fix this

the warriors do not have a pick in the first round of pick in the second round tomorrow. they have, though, been extremely active in trying to make a blockbuster trade. they're trying to acquire clippers forward paul george, and the warriors want to add a scorer to help steph curry. paul george can definitely score. he has averaged over 22 points per game last year. he's been named to the all nba team six times in his career. he's 34 years old. so you know kind of on the wrong end of 30. but he wants a max extension from the clippers. that would be four years at roughly 50 million a year. the clips reportedly don't want to give george that fourth year. while the warriors would give it to him to land him. the question is all right, what are the warriors give up? chris paul and andrew wiggins would likely be included, but it's unclear if the clips would go for that. do

brentwood border. we're told the fire has doubled in size in just the past half hour. it's burned about 60 acres. so far, no reports of destroyed structures. you can see kind of in a grassland area right here. but firefighters are battling the flames on the ground and with air support. you see that chopper in the sky there and all of that dry grass in the area. lots of fuel for this fire to burn. crews sprayed fire retardant to protect a tract of the homes near that fire. we'll stay on top of this one throughout the evening. >> happening tomorrow, the second annual san francisco pride human rights summit gets underway. >> and joining us live now to talk about it is suzanne ford, executive director of sf pride. and wyn pham board president. thank you both for joining us. it's been a busy day for you. >> yes. action packed, but thank you all for having us. tis the season. >> all right. tell us what is at stake for the human rights summit tomorrow. why is it so important? >> because the human right. we wanted something on thursday and

wide, but actually in community to really drum up the best and the brightest of our movement. >> you got some all stars right there, that is for sure. all right. we got to ask you about how last minute preps, you know, it's almost showtime for the pride parade on sunday. how's that going? >> well, my phone has been ringing a lot with people asking if they can be moved up, but the order is set, the plans have been made. everybody's in place. we're so proud of our staff. you know, we have four, five people on staff and then we have hundreds of contractors, and i'm proud of all of them. and then our parade manager, alicia knight, who has been this is her third year of doing this for us. so we're proud of all the work that they've put in. >> now, speaking of the lineup, we know historically the dikes on bikes is usually the kickoff to the sf pride parade. we did hear that they're not going to be doing their dolores park march this year, as they usually do, will there be any changes to the start of the annual parade this year? >> so we can say conclusively that the dikes on bikes will
