morning 51 santa rosa and that sign up already obviously 56 in napa and our 24 hour temperature change. we are slightly milder, but if you're anywhere near the shoreline, you need the jacket because you see this out there. the low clouds, the fog, a bit of a breeze. but by noontime we're in the mid 80s inland 70s around the bay shore. the coast stays cool, even foggy. from half moon bay to pacifica. limited sun there and mid 90s inland. the heat is on for the first week of july. i'll have the details in a few minutes. >> stephanie. all right, lisa, thank you. we're following some developing news. police are looking for a newborn baby who has been reportedly abducted in solano county. the chp issued an amber alert just hours ago. braxton manning, who was born a little over a week ago, is now missing and police believe he is with 28 year old valerie manning, the chp says they were last seen in vallejo at 3 a.m. on thursday. both the baby and the woman have brown eyes and brown hair. they're believed to be in a black isuzu car with the

license plate two, z r, d090. if you have any information, please call 911. well we are 24 hours away from the san francisco pride parade, and you can see our countdown at the bottom of your screen. san francisco's civic center is being transformed into an event hub for the weekend. abc7 news reporter ryan curry takes us to the 20th annual trans march >> it's right to make noise not just for trans pride, but because this event has hit a milestone. it's the 20th anniversary of the trans march in san francisco. >> as a fellow trans person, it means a lot because you can see, you know, older trans folk, younger trans folk, and we're all gathered in one place, all under the same umbrella of unity on the friday ahead of pride weekend. >> it's all about embracing who you are. >> 11 years ago, i came here and it convinced me that i should be myself and i've been coming here

ever since. >> thousands showed up at dolores park where there was live music, dancing and trans and pride flags waving high in the air. shortly after that, crowd gathered next to the park, hoisting a giant trans flag, and began marching into the heart of the city. many say san francisco is proud to be a haven for the trans community. >> we offer a model of how you know places ought to be embracing difference and helping folks out where they need help, and lifting them up and helping them to achieve as well. march organizers say this is one of the largest trans events in the entire world. >> this is the 20th anniversary and it's so great to see so many people congregated here. just like i said, just being themselves and opening themselves up to the experience and being here in public. >> they say it started with an anonymous email sent to several community activists, one email, and now, 20 years later, it is one of the biggest events in a city known for celebrating pride. >> there is a place that sees them and celebrates them, and you know if you can't make it

work and wherever you are, wherever you are, you can you can come here to see my fellow trans siblings of all varieties, like again in one place, under the same general, you know, positive banner, a positive banner that will be up for the rest of the weekend in san francisco. >> ryan curry, abc seven news. >> well, as we begin to celebrate all things pride this weekend, here are some activities happening today in san francisco, starting at 8 a.m, you can grab a cup of coffee or sign up for a yoga class at pride for breakfast, right at civic center plaza at 830. more than 500 runners will be participating in the sf front runners pride run, right in golden gate park, then later enjoy the sf pride civic center celebration that runs from 11 to 6 at the kaiser permanente main stage on polk street between mcallister and grove. abc seven will bring you where the celebrations are all weekend long. we are proud to be the official station for the san

francisco pride parade. our coverage kicks off tomorrow at 10:00. the parade starts at 1030, and you can see it wherever you watch abc7. turning to some sad news this morning from the san francisco giants as the team is preparing for a memorial for the great willie mays, another legacy giants star orlando cepeda has died. cepeda was known as the baby bull throughout the 50s and 60s for a look back at his life and legacy, here's abc seven sports director larry beil. >> orlando cepeda broke into the major leagues in 1958, the year the giants moved from new york to san francisco. that season, he took home rookie of the year honors and hit a home run in his second ever at bat. >> i don't believe in pressure, so i just try to be myself. i have the confidence that i was a good ball player, cepeda, known as the baby bull for his power at the plate and shachar for his love of life in his native puerto rico, was a seven time all star in his 17 seasons in major league baseball before retiring in 1974.

>> he was a lifetime 297 hitter with 379 career home runs and 1364 runs batted in. he hit over 309 times in his career. cepeda spent his nine seasons with the giants alongside greats willie mays and willie mccovey, before being traded to saint louis in 1966, winning the comeback player of the year award that season. the following year, he won the national league most valuable player award, leading the cardinals to the world series title. cepeda was inducted into the baseball hall of fame in 1999 on a veterans committee ballot, only the second puerto rican native ever to be enshrined in the hall. >> i want to say thank you to all the people in san francisco. >> two weeks prior to his induction, the giants retired his number 30 at candlestick park. he's one of just ten players in giants history to have their jersey retired. >> right now, it's what you say. thank you that i was a baseball player. >> the baby bull is also in the puerto rico sports hall of fame

and the missouri sports hall of fame. in 2004, chacha was one of the four men to receive the major league baseball players alumni association's achievement award, their highest honor. starting in 1987. he worked for the giants as a community representative and became a member of the giants community fund advisory board. cepeda was also recognized nationally for his humanitarian efforts as an ambassador for baseball. cepeda is survived by his five sons, one. his legacy is a permanent fixture, as one of the statues you see when you enter oracle park, one that will never be forgotten. >> orlando cepeda's wife said he died peacefully at his home while listening to his favorite music. surrounded by family. he was 86 years old. turning to the east bay now, the oakland city council is about to miss the deadline to vote on their multibillion dollar budget. friday's lengthy talks were tied up in debate over the mayor's proposal to sell the oakland coliseum. there are currently

two versions of the budget. one does not include the sale of the coliseum and calls for major budget cuts. the other version includes the coliseum sale, but there are concerns that won't finalized in time to prevent cuts. >> one of those budget options is fiscally irresponsible. it should have never been presented. assuming that a windfall of money was going to be here with the purchase and sale agreement, supporters of the budget, including the stadium sale, say they are confident in the documented deal. >> they also say they're open to including contingency plans that would kick in months from now. a final vote on the budget is due next week. oakland police kick off a summer safety plan today with a focus on preventing violent crime. the department says its aim is proactive policing, community engagement and effective incident response. officials plan to refocus on operation ceasefire, the city's crime prevention program helped reduce shootings and homicides

after its introduction in 2012, but the city shifted away from that ceasefire model during the pandemic. chp and alameda county sheriffs will collaborate with opd for drunk driving enforcement operations all summer. now to an update from the abc7 news i-team, a convicted serial shoplifter is now out of jail on mandatory supervision. you can see here aziza graves leaving court. yesterday, a jury convicted her of stealing more than $60,000 worth of items from stores like safeway and target. the judge agreed to the prosecution's request of a two and a half year sentence, but he ruled graves could now be on probation, and she already served nearly eight months in jail. as we head to break, let's check in with lisa on this warmth. good morning. >> good morning. yeah, it's a beautiful start to the weekend. you can see the flags there in the breeze downtown. and we have some sun, some fog. but we are looking at a nice range of

arrested on rape charges. 37 year old miguel villalobos is charged with two counts. he works at saint clement church in hayward, as well as churches in richmond and concord. police say a female accuser contacted

officers back in march, and she claims he sexually assaulted her over several years while she attended music lessons at saint cornelius church in richmond. villalobos was the church's music director at the time, and we are showing his photo now because police believe there may be other victims. police are urging anyone who had inappropriate contact with him or knows of any other incidents to come forward. and as always, a reminder if you need someone to talk to or would like support, you can check out many local resources we have posted over on abc seven news.com slash. take action. now to an update to a story we first brought you earlier this week. a newark city council member who abruptly resigned is now speaking about his decision. mike bucci says his family has been unable to buy a home in newark despite making a dozen offers. it's a dream of his family's and now he's facing a deadline, he says his landlord passed away a couple of months ago, and now he's worried about what's next. >> there's no future for us

here, and it kills me because i grew up here, you know, i'm newark memorial, class of 96. i'm as newark as it gets. just not right. >> bucci was first elected to the newark city council in november of 2014. the council has decided to invite applicants to fill that seat until a special election can be held in november. to new developments out of the south bay now. cowabunga! the revamped raging waters will not open today as promised. the water park says it discovered electrical issues and has to push off opening day until july 4th. calabanga ceo was pretty honest last month about some of the challenges of reopening the park. >> do you ever see the movie the money pit? this is it. >> the park promised to open in june and even started selling tickets and a facebook video. the general manager says anyone who bought tickets for today through wednesday will get an

email about refunds. now, as you start to make your 4th of july plans, so-called safe and sane fireworks are now on sale in dublin. abc seven news reporter lena howland explains how sellers plan to distribute them safely. nonprofits across dublin are gearing up to help celebrate america's birthday with a bang for dublin high. >> for athletics, this is our biggest fundraiser of the year. >> 15 safe and sane fireworks stands across dublin opened at noon on friday. each one is operated by a different organization, which gets to keep 50% of the proceeds. the dublin high school booster club is one of those groups. >> yeah, every year we get people from all over the bay area that come and purchase their fireworks. >> the money that we raise goes for uniforms. anything related to athletics when they have meets anything like that for the trainers. >> tim putney here from san ramon, was one of the first in line. >> i'm a little surprised that they're still doing it with everybody else pulling back. but

wednesday, and this is setting the stage for very dangerous holiday weekend. >> fireworks stands will stay open until noon on july fifth in dublin. lena howland abc seven news. >> today in san francisco, a 4th of july parade with an early twist. it's happening along san francisco's great highway today. all the floats will be powered by people pedaling, and you can see some of those floats getting all fancy with decor. the friends of the great highway are partnering with the san francisco recreation and parks department to put on this parade. it follows the great highway from noriega to judah. in that parade starts at noon. lisa from 4th of july parades to pride weekend. we have a lot going on and it's such beautiful weather. >> yeah, actually, this weekend i think is the best weather because as we as we get into next week, we have an excessive heat watch and that could turn it will turn into a warning and then it could be extended into

next weekend, the first weekend of july. so we're looking at, of course, elevated fire danger. and as you know, we have had the fires already with those grasses just really kind of wild out there, overgrown and dry. there's a look at live doppler seven where a little bit of cloud cover, keeping the marine layer intact. today and comfortable conditions as we look out towards our sutro tower camera. the sun has been up for about 30 minutes already, and temperatures are cool in parts of the bay. 54 san francisco and half moon bay. there's a lot of fog along the coast and it is dense in spots. 55 oakland san jose is at 58. good morning to you in emeryville. beautiful day here along the bay shore. it will be getting warm as you head down the peninsula into the south bay, but typical summer weather for your saturday 48 petaluma. it is 59 by the delta with upper 50s in livermore, concord 58. and from mount tam there's the deck of low clouds,

mild at the coast, warm inland, both today and tomorrow. and then for the pride festivities. it is looking very nice out there. a lot of sunshine, comfortable seconds for the parade. that sea breeze with us and we will have the warmth inland. just some 90s. but as we get into next week, a dangerous heat wave coming our way about 10 to 15 degrees above average with warm to hot weather and already the national weather service issuing an excessive heat watch and this will turn into a warning as we get into the warmth. so you can see everywhere except the immediate coast here, where you definitely will feel the heat and that increases the fire danger and the possibility of heat related illnesses. so it's going to be a rough week for many. and as we look at our tuesday where our beach forecast first, this is probably the last day this weekend where we'll see some low clouds and fog. be pretty generous along the coast. we'll

after they faced off on stage. abc news reporter johny fernandez has mixed reaction from voters. >> former president trump and president joe biden both hit the campaign trail friday after sparring in their first presidential debate. president biden speaking to supporters in raleigh making the case that he's going to push forward in the race. >> i know how to do this job. i know how to get things done, and i know, like millions of americans know, when you get knocked down, you get back up >> meanwhile, some voters concerned after his shaky performance. i'm really nervous. >> like i'm gonna show up for democrats. i'm gonna volunteer. i'm. i'm concerned about the ability to like to kind of come back from that. >> donald trump, who was criticized for an avalanche of lies during his performance, including defending those convicted in the riot at the capitol on january 6th and repeatedly dodging questions on

whether he would accept the results of the upcoming election. trump on friday focusing on biden's performance during a rally in virginia. >> joe biden spent the entire week at camp david resting, working, studying. he studied very hard. he studied so hard that he didn't know what the hell he was doing publicly. >> top democrats declaring their allegiance for biden privately a democrat in congress saying the debate was a disaster for biden and questioning if democrats should be backing someone else. johnny fernandez, abc news, new york. >> new this morning some people can hold off a little longer on their student loan payments. the biden administration has paused its student loan collection. about 3 million borrowers loans will go into forbearance, meaning payments and interest charges will be suspended. it's in response to the courts halting biden's save program. the program provides a repayment plan for borrowers based on income and household size. the education department has not

said when the pause will take effect. also new this morning, some much needed gaza aid is backed up due to a dispute over security concerns. united nations officials have requested aid workers wear protective gear when going into the strip. israeli defense forces have opposed that request and fear the gear gets into hamas's hands. the un responded, threatening to suspend aid operations in gaza until their needs are met. meanwhile, the u.s. military built pier has been pulled from the gaza shore again because of rough seas. the supreme court is clearing the way for cities to enforce bans on unhoused people sleeping outdoors. that includes here in the bay area, where shelter space is limited, the high court ruled in favor of grants pass, oregon, and its ban on sleeping in public. those who violate the ban will face fines and possibly even jail time. san jose mayor matt mehan says the decision provides clarity on the issue, but he says it does not change

his city's overall strategy for dealing with homelessness. >> it doesn't change our immediate need to get over 1000 people out of our waterways to comply with the clean water act. it doesn't change our need to rapidly expand shelter capacity and treatment beds for our most vulnerable neighbors. it doesn't change the moral obligation we have to create safe, managed places for shelter. >> the court decided that finding unhoused people does not necessarily equate to cruel and unusual punishment, mehan says. it's not cruel to get people out of unsafe, unmanaged conditions on the street. now to another supreme court ruling. this one overturned a 40 year old case known as the chevron decision. the change weakens the power of federal regulators. in the 1984 case, san ramon based chevron lost a lawsuit against the natural resources defense council. the ruling determined lower courts should defer to

federal agencies when laws passed by congress are not clear. yesterday's decision reverses that the nrdc says it puts too much authority in the hands of lower court judges. >> well, this is a terrible decision. it shows again that the current court majority is on a rampage. you may now have random judges from, say, amarillo, texas, deciding all kinds of national questions from assuring the safety of heart medicines uh- to determining clean air standards, or what it takes to keep doors from blowing off of airplanes. you name it. >> the biden administration has said throwing out the chevron decision could destabilize the federal government and the nation's legal system. new developments in the alleged fraud scheme involving the adhd drug adderall, five more defendants associated with the california based company den global incorporated have been

california, but the lgbtq plus jewish and muslim communities have seen an increase overall reported hate crimes decreased by 7.1% last year from 2022. anti-black bias events remained the most prevalent despite a 20.6% drop. anti-asian hate crimes decreased by nearly 11, but anti-jewish bias crimes increased by nearly 53. it went up by 60% against the muslim community and hate crimes against the lgbtq, plus community increased by more than 84. an important reminder of resilience during pride month. as we honor the 54th anniversary of the stonewall uprising in san francisco, which marked a new beginning for the gay rights movement in the us and around the world. now, speaking of, we are counting down to tomorrow's pride parade here in san francisco. as you can see from the bottom of your screen here

mentioned. so what does that mean for us? it means that we serve our populations with a focus, with dignity, and with excellence. and when it comes to the lgbtq plus community, we're very proud to have been one of the longest providers, largest providers of health care to the lgbtq+ community for decades and decades. and so for us, that means evolving to meet the needs of evolving to address things like stigma. whether it was early on in the hiv aids epidemic, with the recent scare with mpox, but also to think about how do you do that with excellence and clinical innovation and one of the things we're most proud of, for example , is the work we've done in leading the research around prep. prep is really important means of hiv prevention, prophylaxis treatment. and we were one of the lead papers written on the efficacy of prep based on groundbreaking work here in san francisco. and that has monumentally changed the

face and the impact of hiv and aids in such a positive way. so we really view that as such a core part of serving that the community with such dignity, pride and clinical excellence. >> i think that's a good way to put it with dignity and also the way that it's prevented to make it not so scary. exactly. education. and then also something that is okay to be talked about. >> absolutely, absolutely. it's just really important that being your authentic self is something we honor. and when you're in the experience of, for example, receiving health care, you know, a person can be very vulnerable. and if we're not in tune with who they are authentically, then we're not honoring and creating the safest , best environment to help them be their best healthy selves. >> so true. you know, i'm looking at the screen right now and all these people dancing and celebrating and just really being in that spirit. what is kp doing specifically to show up

for the parade? >> well, as we would, we're going to be there big and proud, we're probably going to have at least over 1100 kp marchers from across all of northern california. so that means people who work with us in all its diversity, which we're thrilled about, their family, their pets, you know, we welcome everybody. that's right, and then also, we're really delighted because we get the fortune of celebrating alongside the golden state warriors who are going to be joining us too. so on top of that. so we expect to have a big and fun san francisco splash. >> it should be so exciting. we will be covering every single minute. thank you for joining us. >> it's been an honor. thank you for having us. >> lots of anticipation. tomorrow's san francisco pride parade goes down market street. it starts at beale, and a mile and a half later will end at eighth street. and that celebration area is right at civic center. you can stick with abc seven as you celebrate pride

will be breezy with the winds up to about 20 miles an hour. and then dropping into the mid 60s. so go giants and we're looking at our own very comfortable weather throughout the weekend here before the heat really turns on as we get into the beginning of the new month. in fact, it's going to peak right around the 4th of july. and as we look outside right now, you can see all that gorgeous fog out there and the city in the distance. this is our, you know, built in air conditioner as it will be beautiful today and tomorrow as we see some warming temperatures, especially inland. 54 downtown, 55 in oakland, it's 58. in san jose, half moon bay is foggy at 54. and this will clear. you can see how dense it is. and that's high pressure building. and we're going to get that heat dome back by monday. 51 santa rosa 56 in napa. air quality will be good upper 50s right now in our inland valleys. and another vantage point right on top of mount tam. so mild at the coast, warm inland. this weekend we're talking 60s to

90s. what you would expect for summertime, the pride parade. looking gorgeous, where numbers will be in the 70s. we'll have the sea breeze, patchy fog at the coast and then a dangerous heat wave because we're talking temperatures over 105 and we're talking about the length of the heat wave at least four days, possibly extended into next weekend. so look at all that fog this morning. it does thin out. and we get sunny skies from stinson to even parts of the coast will brighten up. but then the fog comes back. due to that system to the north. this is early tomorrow and you'll notice that we have that fog for your sunday. it's patchy at times, but it'll provide that sea breeze that is welcomed as we look at concord for the week ahead for today in the 90s. very typical into your sunday. and then look at how the temperatures warm up monday near 100 over 100 tuesday and wednesday. and this will be one of the areas that will be the warmest. but not even the hottest, because we'll go higher than 105. excessive heat watch

from tuesday morning through friday night, the temperatures will build each and every day, and then overnight lows not expected to cool into the 50s and 60s and relative humidity will continue to drop off. so dangerous situation here unfolding for the week ahead. so hopefully you can prepare for that. if you have air conditioning or check on the elderly and the pets, of course. 87, in san jose today, look for mid 70s san mateo, 84, redwood city 70 downtown. beautiful day today up in the north bay, hot and santa rosa at 94 on the bay shore here 80 in newark, 81 in union city and you head inland. we're looking at those low 90s to mid 90s by brentwood 92 in livermore. the accuweather 70 forecast. so today the mildest day out of the next seven for pride. a couple of days of warming or temperatures will warm a few degrees tomorrow. and then by monday we're getting close to 100. we'll probably be there around the delta and then 106 to 108. midweek 90s around the bay, 80s in the city. so

structural engineers determined the pier suffered damage last december from high tides during ongoing construction. access will be limited to a portion of the pier's main deck. areas will be repaired, including handrails, some funding is still needed for the project and there is no word on a reopening date and new restrictions could be coming to limit crowds at big
