billion deficit means for some state programs and businesses and firefighters battling the largest wildfire in the state. the flames now forcing closures within the popular sierra national forest. good morning to you. it is sunday, june 30th. i'm gloria rodriguez, and of course we'll get to all of that in just a moment. but first we're going to check in with meteorologist lisa argen. she has your sunday forecast. and lisa, of course, getting ready for the big pride parade today. looks like the weather is going to be nice for it too, right? yeah, exactly. >> we are starting out with temperatures in the 60s and 70s, and we're going to go right to the forecast, where you'll notice that at 10:00 we'll be in the low 60s by noontime, upper 60s in the afternoon, warming through the 70s. that sea breeze will be with us. if you're looking to go to the coast, it will be foggy there. there's a system to the north of us that will allow for the low clouds and fog to stay along the san into san mateo county coast. and there's a look at the laser beam where we are looking at 57 san

francisco, 60, in oakland and redwood city. and check this view out from mount tam. it is 74. in santa rosa. west wind up to 21 miles an hour, and we're looking at 60s mainly elsewhere, except in napa. now our excessive heat watch has been changed to a warning for contra costa, alameda, sonoma and napa and an advisory for the immediate bay shoreline. san francisco and the coast are not in any advisories as of yet. this is from tuesday into next friday, and we're going to talk about a beautiful day today where numbers are in the 90s inland, 70 around the bay shore, 60s at the coast, and then the heat is on. >> gloria, thank you so much, lisa. just hours from now, thousands of people will be marching through san francisco for the annual pride parade. it marks one of the marquee events of pride weekend, but the festivities have been going on all weekend long. abc seven news reporter anser hassan talks to people about what this year's events mean to them. >> these are the symbols that

make san francisco symbolic of pride across the country. the official dike march may have been canceled, but a contingent did make its way through the castro. barbara morton and her wife, arlene johnson, say they've been marching for the past 25 years. >> everything's changed over the years and we've won some felt like we won some battles where we felt a little more protected in this country. and then i feel like, yeah, the possibility exists that we might lose some. and is it concerning? of course. yeah sure. >> morton is concerned that the united states political landscape is shifting to the right, which threatens women's rights and control over their bodies. they say that's why coming out this year is extra important. it's to send a strong political message. >> it's important to come back and go separation of church and state. and we're all people. and where love is, god is. there's a lot of things to celebrate and to react in a positive way to. >> the crowds poured into the

castro with the usual fanfare and rainbow themed outfits. tony harris set up a sidewalk shop selling pride themed dog clothes. there's a spirit out here that you feel and a connection of people and, you know, hearing the word love and speaking to strangers because it is here and it is real. cliff's variety store is a staple in the castro. it's been open more than 80 years. their wigs and fabrics are in high demand this time of year. >> this is a very busy day, one of the busiest of the year. cleon, the fever says foot traffic is up with lots more foreign tourists. >> he says pride is a big draw, in part because san francisco provides a place where people can feel safe and it's always been home to free thinkers, people who, you know, have expressed their opinions in different ways. >> and it's just been always tolerated here. >> saturday night, city hall was lit up pink to mark pride weekend, and in anticipation of

sunday's grand parade in san francisco, anser hassan. abc seven news. >> so here's what you need to know about today's san francisco pride parade. it starts at 1030. it begins at the intersections of beale and market. it goes a mile and a half down market street, and then it ends at eighth street. the celebration area is at civic center plaza. there are multiple road closures, so plan accordingly or take public transportation into the city. traffic is expected to be heavy and some streets will be closed all day today. if you can't be there in person, celebrate with abc seven and watch the parade live wherever you are. abc seven is the official station for the san francisco pride parade. our coverage starts at 10 a.m. see it wherever you stream abc seven new this morning. governor gavin newsom signed california's budget to close an estimated $46 billion deficit. the move was made possible through $16 billion in spending cuts and increased taxes on certain businesses. companies with at

least $1 million in revenue will have to pay the higher tax. lawmakers predict that this will bring an extra $5 billion for the state next year. the deficit was about $32 billion last year before growing even bigger this year. fire officials say a fire that erupted in bay point overnight is not expected to threaten surrounding structures, contra costa county fire says the calls came in about the three acre fire just before 11 p.m. near port chicago highway and wharf drive. the strong winds did cause some concern into the morning hours. the cause of the fire is not clear. in the south bay, firefighters battled flames in the hills of east san jose. an abc seven viewer sent us this video of the fire. this is on balcom road, san jose. fire says that the flames are under control, but firefighters remained on scene overnight just to make sure the fire is completely out. firefighters are making progress on a wildfire that began in el

dorado county yesterday afternoon. all evacuation warnings and orders have been lifted near the community of greenwood, west of i 80. state highway 193 has reopened. the fire is now 25% contained and it burned nearly 16 acres. and this is video of the largest wildfire burning in california, right now, the basin fire and the sierra national forest near fresno exploded to more than 9500 acres. it is 0% contained right now. the fire started on wednesday after several fires in the area burned from lightning that struck days before fire. crews are facing hot and dry weather and smoke is impacting air attack resources. >> they were up today, but the inversion did interfere with plans and what that does is the smoke prevents visibility. >> we're really concerned about the forest infrastructure, the campgrounds and the trails and the places that people come and enjoy. >> the fire has forced several

campgrounds and trails to shut down. there are no reports of any structures damaged. worsening wildfires in the bay area are brutal for wine grape growers. there's new help to protect them from losses because of smoke damage. grape growers lost hundreds of millions of dollars in 2020, and the start of this fire season is already rough. wineries south of lake sonoma are still dealing with smoke and fire retardant damage from the point fire earlier this month. >> i'm still in shock that it it, it actually devastated the property as much as it did, but i am just so grateful that we didn't lose anything else. >> the us department of agriculture will roll out a wildfire smoke coverage option to insurance policies starting in the 2025 crop year. growers will not have to document their losses. they'll get paid out based on the number of intense

smoke days in their counties happening tomorrow. it's going to cost a little more to cross the golden gate bridge. fares will rise by $0.50 to help address a budget deficit. they will go up every year for the next four years. now, if you have fast track, it's going to cost $9.25. for those with a pay as you go account, it will be 950. the toll increases are expected to create $139 million in revenue, but that still might not be enough to raise the deficit, which is pegged at about $220 million. and for those who ride golden gate transit or golden gate ferry, the fares are also going up tomorrow. they will increase by a quarter, like the bridge they'll be going up every year until 2028. now let's get a check of that forecast for this sunday with lisa. good morning lisa. >> hey there gloria. beautiful start to the day. there's fog at the coast but you can see a nice view of the city here where it's pretty comfortable in the 50s.

giants. orlando cepeda, giants fans spent yesterday at oracle park to pay their respects. many stopped to place flowers on a statue on second and king, or to reflect on the legacy of the hall of famer, affectionately known as the baby bull. the pienta passed away friday at the age of 86. he debuted with the

giants in 1958 to their first year in san francisco. >> my dad passed on the seventh and then willie mays passed four days later. and then orlando passed. so, i'm feeling all the emotions right now, like i said, the giants are a huge part of my family growing up, and orlando and willie are just like, i mean, the icons for me and my dad. >> next week, on july 8th, a public celebration of life will be held at oracle park for willie mays. it starts at 4 p.m. the gates open at willie mays plaza at 3 p.m. happening tomorrow. several new laws will take effect in california. here's a look at four of those laws. the first will require bars and nightclubs to stock drug testing kits. the move will allow customers to test their drinks for date rape drugs, and there will also be higher gun taxes for anybody who buys firearms or ammunition in california will now pay an additional 11% tax, and that's on top of existing federal

taxes. and the state's 6% sales tax. the state will also enforce a cap on security deposits. landlords will be limited to requiring no more than one month's rent for a deposit. and the fourth, the state is responding to workplace violence. this law requires california employers to create and implement a workplace violence prevention programs. the effort to boost the minimum wage for california fast food workers and health care workers has seen mixed results and reactions, and the july 1st bump in pay for health care workers will likely be delayed until october. abc seven news reporter suzanne phan takes a look at the minimum wage issue in our state. >> we do a lot of work for what we get paid for. >> lori viramontes has been a health care worker for more than two decades. she's a medical assistant. on july 1st, health care workers in california are supposed to see their minimum wage bumped up to $25 an hour. that doesn't affect viramontes, but she says it will impact many

other health care workers who don't make enough. >> i feel like in private practice, they overwork you and underpay you by far. >> they deserve to be compensated for all that work that they're doing. >> because california faces a $46 billion shortfall, state democrats agreed to delay the planned minimum wage bump for health care workers until october 15th. san francisco state professor john logan is chair of the labor and economics department. he says the minimum wage increase is needed. there's a big problem with recruiting and retaining some health care workers. >> they're also doing it to try to make sure that we actually have the health care workers that we need now, and that we're going to desperately need in the future. >> in april, the state boosted the minimum wage up to $20 an hour for fast food workers. the owner of this mcdonald's at stonestown galleria says he made a gut wrenching decision to close this past weekend because of two reasons a disagreement on a lease term with the building's landlord and then the rising

costs of running the restaurant, including the new state mandated $20 an hour minimum wage for fast food workers. chris thornberg is the founder of beacon economics. >> when you raise the minimum wage that either has to come out of the, the, the, the manager or the owners pocket or it gets passed on to the consumer in the form of a higher price. >> we're starting to see the impacts of higher minimum wages. thornberg believes there will be fewer restaurants. people will pay higher prices. and in the case of 16 to 19 year olds, unemployment rates have increased. others say better wages are a must for people who serve and care for us, and the wage increases will pave the way for changes in other states and industries. in san francisco, suzanne phan abc seven news. >> if you want to know what other state laws are taking effect tomorrow, we've got you covered. we put a list together that you can read and share with your friends. it's on abc seven news.com. governor newsom signed a bill that will allow restaurants to keep putting surcharges on diners bills.

however, the fees must be clearly communicated to the customer. the bill was in response to another law that takes effect tomorrow. that law bans so-called hidden junk fees that might appear on a hotel bill, or when you buy tickets to a concert. it's a win for the restaurant industry, which has argued that fees are often necessary to help pay workers who might not get a tip. new developments about the san francisco home on russian hill that was on the market for $480,000, the chronicle reports. the sale of the three bedroom house is now pending, with an offer being accepted. the home went viral for the low price, with one big catch, the buyer would have to wait 30 years to move. in the chronicle reports that that no longer applies the trustee of the home told the paper that he accepted an asking price offer from his sister. she now lives in the house with their mom. well, now to the beginning of what could be a new tradition in san francisco's outer sunset district

marched down the great highway for the inaugural oceanside 4th of july parade. the city has not had an independence day parade since the bicentennial in 1976. two bands, 25 dancers, as well as several parents and kids took part. supervisor joel engardio organized the event because he says it's time the city had its own 4th of july parade. >> an event like this tells the world we are not a doom loop. it tells the world that we have a lot of joy and we're creating more of it. and we are imaginative or innovative and we're going to create our best san francisco organizers had the parade this weekend to make sure the people who already had holiday plans could go. >> the supervisor says the plan is to have this on july fourth next year. looks like fun. and on the peninsula, people were out buying fireworks in pacifica ahead of the holiday. that's one

of the few places in the bay area where you can legally purchase them. san bruno, dublin, union city and gilroy also legally sell so-called safe and sane fireworks. so far, sales in pacifica are going strong. >> our biggest sales right now is the atomic salsa we have. these have been going off the shelves, flying off the shelves. i've had to restock them like four times already. >> and the sale was an annual fundraiser for the pacifica sirens girls softball league. fire officials are urging people who buy safe and sane fireworks to be cautious while they're celebrating, not only for personal safety but also the high risk of fire danger. well, let's go to meteorologist lisa argen tracking the forecast for us this morning. lisa, we know that it's going to be a big day. pride parade. a lot going on out there. how's it going to be for folks who are going to the parade today? yeah, it's going to be a little breezy at times along the coast, but really typical for san francisco. >> and that's good because the

week ahead will be certainly atypical as we're looking at possible records 10 to 15 degrees above average. and we already have excessive heat warnings and advisories posted from the national weather service. so we're getting closer to the event. and that's why it's a pretty sure thing that unless you can stay well hydrated or get to one of an air conditioned places, you could be susceptible to heat related illnesses. that's going to be that hot. we're talking near 110 in our inland valleys. tuesday wednesday there's a look at live doppler seven, where right now there's a system offshore. and that's going to allow for the low clouds and fog to certainly make a comeback throughout the afternoon. right now, though, it's a nice out there. you'll notice you can see how clear it is where temperatures are ranging from mainly the 60s. it's 57. in san francisco we've got 60 redwood city 48 though, half moon bay. remember those water temperatures, a lot of upwelling and certainly cold conditions off shore, allowing for that transition from el nino

to la nina. and with a pretty gusty wind out there, we're 74 degrees. santa rosa, 57, petaluma with some low to mid 60s from fairfield, concord and livermore. so sunny and mild today in the city for the pride parade. looking at the heat wave this week, our excessive heat warning for contra costa county, alameda, marin sonoma and then the advisory for the rest of the bay area. the immediate san francisco bay area, but nothing for san francisco and the coastline. yet that is subject to change, because temperatures should stay pretty tempered there. and as we look at the risks, we're talking triple digit heat for several days. it could be even extended into next weekend. here's a look at the breeze you'll see anywhere from 30 to over 40 miles an hour. there so looking at the winds, certainly a factor today. then they'll back off and we're looking at and once again those breezy winds for your monday. so that's some good news. we're not going to be as gusty. but certainly the warm up starts

will be close to 100. here's a look at tuesday. notice about 109. and anywhere along the bay shore there were well into the 80s 70s san francisco and into wednesday about the same deal. we're over 100 degrees in sonoma, so we're looking at this advisory and warning all week long because as we get to thursday, the 4th of july, we're not counting on any fog. and we're also looking at that heat sticking around. so highs today will be very comfortable from 78 san francisco 81. in fremont. looking at those 90s inland with mid 90s. so a little bit above average inland. the breezy winds at the coast. the accuweather seven day forecast. gorgeous day today. downtown in the 70s. the heat wave begins tomorrow. and then look at tuesday wednesday 90s around the bay, triple digits inland. and then we're going to keep that forecast looking like excessive heat will continue into next weekend. when your child has moderate-to-severe eczema, it's okay to for them to show off. show off their clearer skin

worries that have closed at san francisco's union square and to make recovery easier and faster. nearly one year ago, the city changed zoning rules in the area. but that well, we're looking into whether that's helping build a better bay area. abc seven news reporter lyanne melendez has the story. >> union square was the shopping mecca of the bay area, always the place to be seen where demonstrators found a voice. bands entertained, mayors held wine festivals while another used it to launch his campaign not to mention a us president has been on the square. everyone found their way here, even a man and his rat. and the 1980s was unofficially the golden age of union square, and city planners did their best to keep the office sector away. that person waving below is me because i want to show you how kearny street was once the dividing line between the financial district and union square, so

office spaces stayed confined to that side of kearny, basically preventing them from entering union square. >> we wanted i think, as a city, to really protect union square because it represented a global enterprise. >> but everyone knows a business district has to evolve to thrive. and it took the city decades to finally own up to that. >> the idea that a flagship store needs two stories, you know, maybe even three, is very much outdated. >> larissa ortiz, a former new york city planning commissioner, was called in to help understand what was keeping union square from succeeding. >> we uncovered that some of the zoning codes were really a bit antiquated. they were legacy codes for a time, you know, that no longer existed. >> so in the past, the old zoning laws determined that a landlord with three leasable floors could only rent that space to one company.

>> you needed three levels of retail or whatever it was. and so why not get, you know, do away with that and instead create flexibility and say, what is it that you want to do? i just want this on the first floor and maybe something else on the second floor and maybe something different on the third, or i just want the first. excellent. let's make that work for you both. >> mayor london breed and supervisor aaron peskin came up with the legislation to change the zoning laws here, which the board of supervisors then approved a year ago. how many businesses do you have on the books? >> yeah, so i think that take advantage of these new zoning laws we're hearing, which we weren't hearing last year, you know, wow, the tours are picking up. people are interested, they're sniffing around. they want to know what what they can do here. and apparently they're getting some some deals done right from deal making to opening can be a year. it could be two years, right? takes time. >> so we really don't know how many businesses have taken advantage of the code changes. we know they work to make. new

mornings live. >> good morning and thank you for joining us this half hour. i'm gloria rodriguez, and we're starting this half hour with a look at your weather with lisa argen, lisa, we're getting ready for pride. it looks like it's going to be a hot one today. >> it's going to definitely be pleasant in the city. the winds are going to kick up. there's no fog right now. and as we look at the forecast, we'll see temperatures where they should be this time of year in the low 70s. but by three 10:00 we're in the low 60s and 2:00 in the afternoon we get that warm up. but boy, it's going to be windy at the coast. so we're expecting that fog to return. and right now, from our exploratorium camera, you see how clear it is. 57 downtown, 60 in oakland. it's 66. in san jose, only 48 half moon bay and no fog right there. the golden gate bridge, 74 santa rosa with a very gusty west wind that has allowed that temperature to climb so quickly

this morning. and as we look at our advisories, we are now under an excessive heat warning away from the coast, the immediate san francisco bay shoreline is under an excessive heat advisory and san francisco and the coast. no advisories yet. that's subject to change depending on how that warmth plays out. but we are expecting not only temperatures above average today inland, but tomorrow we'll kick off that big heat wave. so 70s today, 9:00 along the bay shore, 80s to low 90s. so nothing too extreme for your sunday and that fog. it's going to be stubborn to clear the san mateo coast. gloria. >> thank you so much, lisa. breaking news. hurricane beryl is expected to strengthen to a category four storm as it approaches the caribbean. government officials are urging people to take shelter. here's a look at the storm's path right now. hurricane warnings are in effect for barbados, saint lucia , grenada, saint vincent and the grenadines. beryl is expected to hit barbados tomorrow morning

happy sunday to you. we have a live look right now from our sutro camera. you can see san francisco from this. and you can see that light right there. of course, we're getting ready for the big pride parade today. a lot of celebrations going on in the city. so we'll get a check of your forecast coming up in the south bay. there is growing concern over phase two of vta's bart, silicon valley project right now. it awaits critical federal funding, and it's also the largest single public infrastructure project in santa clara county. some say that delays will not only impact future passengers, but also thousands of jobs. abc seven news reporter zach fuentes has a

closer look. ready? three. two. >> one ground was broken. more than two weeks ago, officially kicking off construction on the long awaited bart extension in santa clara county. the project brings four more stations to the south bay, including downtown san jose. >> we went forward with the groundbreaking for the tunnel boring machine because we're anticipating a partnership with the federal government that partnership would be $6.2 billion in federal funding, or 49.4% of the project's cost. >> vta will own the facilities, and bart will operate and maintain it. the county of santa clara, vta and the residents here have both raised local money and gotten matches to bring us to over $6 billion. >> we're bringing to the project locally, and we need the federal government to do their part to make sure that these shovel ready jobs keep moving while we get this project built. >> local labor unions say thousands of workers are ready to take on those jobs. >> let me just tell you that

without this funding, this project may be delayed. and delay means possible cancellation because every year cost escalation with construction would just add more cost to this project. and so if this project doesn't get the funding now, that means those 75,000 jobs that we talked about are possibly off the table entirely. >> the vta project is competing with other transportation projects in the country for the federal funding. the project had already seen delays and the costs go up. all of this as bart expects to run out of $1.9 billion in federal and state assistance by april of 2026. still, chavez said the project is worth the federal government's investment because of the local investment. like the unions representing workers, chavez said she's also concerned about what happens if the federal government does not grant the funding. >> we can't go back and tax our our folks again. they've given an awful lot, so we're really limited and where we can get funds, chavez said the federal government will let vta know sometime in the next 20 days as to what their recommended contribution will be in santa clara county.

the 60s pretty quickly. so here's a look at live doppler seven, where you'll notice that a system offshore that is allowing for the low clouds and fog to return. this afternoon. and right there, no wind at all. so we're certainly seeing a nice start to the day with the sunshine and temperatures are quite comfortable in the 60s. for most of you. it is 57 san francisco, 60, in oakland, as well as redwood city. it's 48 in half moon bay from our sutro tower camera, there's a look at a clear start. visibility is a little hazy right now, but you know, the air quality will be going down each and every day as we get into the work week ahead, because the temperatures are going to be so warm and we're not going to have that robust sea breeze. it is 66, in concord, with 55 in napa. and a look at the 24 hour temperature change. wow. you can see that 21 degree increase there from santa rosa. that's due to a northwest wind. and we're at about six degrees warmer than yesterday from hayward to san jose. here's

a look at your forecast. then the pride parade. sunny, mild san francisco couldn't get much better than this. the heat wave with an excessive heat warning for contra costa county, alameda county, sonoma also up into napa. and then the advisory around the bay shoreline. nothing yet for san francisco and the coast, but that could change. and we'll get into the triple digit heat as soon as tomorrow. so monday kicks it off. the excessive heat warning begins. tuesday takes us through friday, and it could be extended into next weekend. here's a look at those breezy winds right along the coast. anywhere from 25 to upwards of 40 miles an hour. and as we get into the rest of the afternoon, it's going to be nice. it was breezy yesterday that will continue again today, but as we get into monday, the breeze lightens up. it'll be that typical sea breeze in san francisco will be quite comfortable. but if we look at concord for an average, the average high up to 87 this time of year, mid 90s for today. and then we'll take it to near 100
