helping hands around these boats tossed like toys in barbados. >> impacts on the u.s. remain unclear. beryl is expected to weaken in the gulf. some models take it over southern texas next week in the meantime, triple digit heat is expected for the 4th of july from phoenix all the way to oregon. the hot and dry conditions in northern california are fueling two large wildfires, forcing 13,000 people to evacuate around oroville and the south. also, baking a heat index of 110 is expected today in louisiana and arkansas. >> ignoring climate change is deadly and dangerous, and irresponsible. >> yesterday, president biden proposed new rules for people who work in extreme heat that would require employers to provide access to drinking water. a break area to cool down, and mandatory paid breaks. if finalized, the rules would protect everyone from farm workers to delivery drivers. meanwhile severe storms are expected today from missouri to ohio. we'll check your forecast in just a few moments.

>> president biden is now blaming his travel schedule for his poor debate performance last week, days after his campaign said he had a cold and now a democrat in congress is publicly calling for biden to withdraw from the race. here's abc's leyna moise. >> this morning, president biden is apologizing for last week's debate performance, telling supporters at a private fundraiser, i wasn't very smart saying he was in at least 15 time zones. prior to the debate, biden saying, i decided to travel around the world a couple of times shortly before the debate. i didn't listen to my staff, and then i almost fell asleep on stage. but biden returned to the u.s. 12 days before his showdown with former president trump. and now the new york times reports. officials and insiders who've spent time with the president over the last few months have been concerned about his mental fitness, reporting that although he's been sharp and engaged most of the time, he's also appeared confused or listless or would lose the thread of conversations, adding that european leaders were, quote,

of the once thriving black district during the 1921 tulsa race massacre. that's when a white mob, some of whom were deputized by the city, burned down the district, killing as many as 300 people. >> people lying on the streets bleeding and someone came to the neighborhood saying that all the black people should get out of town, that the white people was killing everyone. >> randle and fletcher claimed the city caused a public nuisance because of the massacre, and claimed they continue to face racially disparate treatment to this day. but last month, oklahoma supreme court found the plaintiffs grievances are legitimate. they do not fall within the scope of our state's public nuisance statute. now, randle and fletcher are asking the u.s. justice department to investigate the massacre, a spokesperson wrote a statement on their behalf. >> we are deeply saddened that we may not live long enough to see the state of oklahoma or the united states of america honestly confront and right the

philip, shadrach, and george wilson. the next year, six of the raiders became the first men to receive the nation's highest military award. >> secretary of war stanton decided and president lincoln that these men should be honored with this newly minted medal. the medal of honor. >> to date, 19 of the raiders have received the medal, but today that number becomes 21, with president biden set to bestow the award on shadrach and wilson a couple of weeks ago, i got a call from president biden and he invited me down to get the medal. descendants of the two men will be on hand today to honor their sacrifice. >> you had to really love your country. i just wish everyone could have that feeling and understand what those men gave. we got to put the past behind and just come forward and just be one country. >> chandler says private wilson's final words at the gallows should be remembered. the union soldier said, i have good feelings toward the people of the south. our mission was so the flag could fly over one union. andrea.
