then 16 minutes from 101 to cupertino. let's get back to your headlines. thank you amanda. >> setback for affordable housing for foreign workers on the peninsula. san mateo county officials say they've decided a 50 acre property formerly known as the bay city flower company, is not suitable to build housing, so they will not be buying this land. the property was seen as a way to add affordable housing along the coast. after the mass shooting last year at two mushroom farms exposed poor living conditions that many farm workers are facing. another affordable housing project was just approved in halfmoon bay last month. >> leaders in the south bay are considering a crackdown on encampments and today that heads to a vote. amanda, this would involve people living and camping along creeks in san jose. yeah reggie, it has been an issue for quite some time no. >> valley water says it wants to ban encampments along waterways for safety, citing concerns. excuse me. let me get this all citing concerns about pollution in the water and dangerous conditions for staff. now

advocates for the unhoused say many people living along the creeks, they want to keep cool, with one person already dying from the heat. since the first of the month. and they say there are other ways to solve problems. >> the advocates to try and schedule things to have advocates on hand who usually have good relationships with camps, but also keeping the creeks clean. make sure that you always have porta potties with wash stations at all these creek areas. trash chemicals, garbage, dog bodies, you name it. >> our rivers and creeks or not being environmentally taken care of, we do the best we can, but the destruction is overwhelming. >> so enforcement would include a warning and education. first, with 72 hours to voluntarily relocate the next step would be a misdemeanor charge with a fine or jail time as punishment. valley water says that would be a last resort. it ultimately hopes local governments and social service agencies can work with them to create an overall solution. now, the valley water

board is set to vote on the ordinance today. if it is approved, it'll go into effect in 30 days. back to the desk. thanks, amanda. >> new developments a french court has ruled a bay area native accused of raping a woman on a college campus in pennsylvania in 2013 can be extradited back to the u.s. 31 year old ian cleary has been detained since april. investigators say he stalked the victim at a party, followed her back to her dorm room and then sexually assaulted her. they reopened that case back in 2020, when the victim got several messages appearing to be from cleary, including one that read so i raped you. it's not clear when cleary will be brought back to the u.s. he has refused to be extradited. that will be slowing the process. >> today, the man charged with murder for the death of a woman at the powell street bart station is expected to make his first court appearance last week. police say the man pushed 74 year old corazon dandan. she hit an oncoming train, then hit the platform. she later died. two prior court dates were

delayed because the man hasn't been well enough to attend. it's a story we've been following since this video was shared. a crowd of people rushing into and stealing from this oakland gas station in the early morning hours of july 5th. now we're hearing from the business owner and the council member who represents the area, who tells us more needs to be done to keep businesses safe. the owner says it took officers nine hours to respond. oakland police tell us they didn't understand the magnitude of the incident until they saw the video. >> they said there was nothing we could do. you cannot just file a report online. that's our respon. >> the owner tells us the vandals caused more than $100,000 in damage, including $22,000 taken from the atm. oakland city council member trevor reed, who represents east oakland, visited the gas station. she told us it was devastating to see such loss as crime is going down in the area. >> overall, there's a lot more that we have to do to protect these businesses. our workers and just this tourism corridor so that we can really, you know,

keep our businesses protected, our workers supported, and this court are alive. >> the owner tells us he plans to have two employees working at all times and is considering closing up closer to sunset. >> new developments involving unhoused people in san francisco. the city could start large scale encampment sweeps in just a matter of weeks after a court ruling cleared the way. abc seven news reporter gloria rodriguez joining us live in san francisco and gloria, there is some pushback from some people who argue enforcing these encampment sweeps is not the solution. >> yeah, there is kumasi there are some people here in san francisco who disagree with these recent court rulings, but the city attorney says that this will allow officials to more effectively tackle this issue. now, san francisco says it will resume sweeping homeless encampments in just a matter of weeks, following a recent supreme court ruling. yesterday, an appeals court overturned an injunction that paused the city's efforts to enforce laws preventing people from staying

out on the street. san francisco city attorney david chu says the city has spent billions of dollars on homeless services over the years. >> we could make all the offers of shelter and services that we wanted, but there were many moments where unhoused folks would simply reject or refuse services, reject offers of shelter. >> we as a community and our political leadership over decades, not just the current leadership, but going back decades, have made concerted choices to disinvest in affordable housing and instead invest in policies that push people out. >> that's nisha kashyap, whose lawyers committee for civil rights was part of a lawsuit that sued the city over the rights of unhoused people. she believes those sweeps will only push people from place to place and ultimately do little to solve the problem. and she's instead calling on elected leaders to invest in what she believes are real solutions. and there's ongoing litigation over

threat of flash flooding. it left widespread damage and power outages in texas and amanda. the storm is responsible for at least six deaths. >> yeah, kumasi officials in texas say hurricane beryl has killed at least six people. five of those people died from falling trees. an employee with the houston police department drowned after driving through flood waters on his way to work. now, beryl dumped more than 13in of rain in some parts of the houston area. winds topped 90mph, causing widespread damage to businesses and homes. as the hurricane moved inland, transformers blew up, causing nearly 3 million power outages. >> if we can get power restored, hopefully tomorrow afternoon,

even that'll be great. if not every day that goes by, it certainly gets to be a more debilitating. >> and in galveston, the mayor warns it could be two weeks before some people get their power back and feel-like temperatures in the coming days will approach 100 degrees. reggie, back to you. >> thanks, amanda. 13 hikers who disappeared near the royal fire in the tahoe national forest are now safe at home with their families. the group vanished in the fire zone sunday night. the placer county sheriff's office says the teens, 16 to 19, hiked the palisades tahoe trail before and are familiar with the area. deputies knew the group might be in trouble when they found their cars parked near the trailhead. a search and rescue team found them yesterday morning. the parents are, of course, happy that they are now safe. >> so relieved, so happy. it's just, you know, that period of time when you don't know what's going on and it's like, i know all these kids are capable, but yes, it's a pure relief. >> the royal fire has burned

about 200 acres so far. cal fire says there is no containment. >> a judge is suspending criminal proceedings against dharmesh patel. he's a man accused of intentionally driving his family off devil's slide last year. fortunately, everyone survived. patel is now being ordered to take part in a mental health program for two years while on supervised release with gps monitoring. the 43 year old radiologist is also been ordered to not practice medicine. not much is left of this powerboat after a fire on the bay. sky seven was overhead yesterday afternoon, capturing these images of flames engulfing the 50 foot vessel called lucid dream. it happened about two miles off the shore of redwood city. a man, woman and dog were on board. all of them got off safely. the regular redwood city fire boat that firefighters used is out of service. by the time they got on another boat, the burning vessel had drifted into the shallows and it couldn't be reached. the boat burned down to the waterline, but the diesel tanks on board stored below the

waterline, could still be intact. no word yet on. no word yet from investigators on how the fire started. >> an electric scooter is being blamed for sparking a fire at a four story apartment building in san francisco's tenderloin district. fire crews responded quickly yesterday morning to leavenworth street, near mcallister. firefighters say the scooter was charging when it caught fire. crews put out the flames quickly. one apartment burned and one person was taken to the hospital with minor injuries. all across the bay area in the 4th of july, illegal fireworks were shooting off for hours. they disrupted neighborhoods, started fires and left. some people hurt. and it left us wondering how did local cities respond? we called around and here's what we found out. oakland pd says they arrested seven people while santa clara county sheriff's office said no arrests or citations were given out in the north bay. santa rosa police made 22 arrests, and sfpd has not gotten back to us yet with any arrest data. in other cities across the bay area, fire crews and law enforcement

agencies were out in full force. you can see the numbers here. santa rosa police had over 2700 calls to its communication center. we spoke to the oakland police captain in charge of their 4th of july deployment. he admits the sheer amount of illegal fireworks makes it difficult to handle. >> there's a lot of fireworks are going on almost simultaneously for several hours throughout the evening and so just resource wise is very difficult and challenging to actually respond to all the calls for service this year. what we did is we actually were proactive in responding to those areas before they're able to set up fire. >> danger was high across the bay area with multiple red flag warnings in various cities. in contra costa, the fire department had over 1100 calls for service, with at least 310 reported incidents. fire officials tell us the majority of the fires that they responded to on the fourth were caused by fireworks. >> happening today, the san francisco arts commission and port of san francisco will be celebrating a new art installation. it's happening along the embarcadero. we were there as crews set up a nine

foot bronze sculpture between the ferry building and pier one. yesterday, the san francisco arts commission and the port of san francisco tells us that this statue is called a sound. as sounds turned to noise, it shows a young black woman in jogging clothes meant to challenge who gets to be memorialized in bronze. the installation will be outside of the ferry building through january. to go check that out now, it almost reminds me of in new york city by wall street. >> we have a little girl in the bowl. very cool statue, i like that. and then right behind her joy ride, right. come on. go. no. i'm waiting. i walk by there frequently and it's not open yet. i saw them training staff recently, so it's got to be very close. it's got to be within days, if not weeks. so i'm excited today. enjoy. one day of heat relief is going to feel nice. and then those temperatures will take off once again tomorrow. you know how we talked about our heat wave

streets and changing light patterns to disrupt traffic and reduce crime is being used in cities across the country. the us department of justice reports that results are varied and were different depending on the city. the owner tells us they're still deciding if they're going to file a police report. they say nearby businesses have done that and lost their insurance, something they don't want to happen. >> also, in the east bay in oakland, rabbis protesting after his synagogue was vandalized not once but twice in the past three weeks. thick bullet resistant glass was installed just a couple of months ago in order to protect the chabad center of oakland's congregation. on saturday, a giant rock was thrown at the building, cracking the glass. the rabbi hopes more will be done to protect the jewish community from anti-semitic attacks. >> what's stopping someone, a terrorist from coming by? so? so we anticipated bullets, you know, god forbid, if an attack happens. we anticipated graffiti, but we didn't anticipate rock throwing. >> why do you think somebody would do something like this? >> to me, it's clear that it's

>> michael bloomberg's charity is donating $1 million to johns hopkins university. that money will cover tuition for medical students from families earning less than $300,000. the average medical school graduate owes at least $200,000 in student loans. state water officials are looking to see if a seasonal problem has returned to lake tahoe. they're warning about the potential of a toxic algae bloom, which can grow quickly when temperatures heat up. signs went up at el dorado beach in south lake tahoe, warning swimmers to be cautious of the algae. officials collected water samples today and should know in about a week if toxic algae is present or not. it's been a problem at tahoe beaches in the past. >> in the central valley, advocates are blaming an incarcerated woman's death over the weekend on heat exhaustion. state officials say the woman incarcerated at central california women's facility in chowchilla was hospitalized on july 4th and died two days later. the cause of death appeared to be related to an ongoing medical condition and not heat related, according to

officials. however, organizers with the california coalition for women prisoners say several incarcerated women incarcerated women reported dangerous physical symptoms resembling heat related illness. they're now calling for an investigation into what they are saying was a preventable death. >> hundreds of tourists are still gathering to see and experience one of the hottest places on the planet, death valley national park is being hit by a massive heat wave, and it's being blamed for a motorcyclist death over the weekend. saturday and sunday, the park hit a high of 128 degrees on both days. death valley is considered by many as one of the most extreme environments in the world. this morning, the faa investigating another round of incidents involving passenger flights, including this one where two planes appeared to nearly collide. those videos coming up. but first, a check of our forecast with drew. yeah >> kumasi 541. we are counting the days with our inland heat

access to their money. a law firm says it's seeking class action status in a lawsuit over the breach last month, patelco says its processing transactions again ten days after the ransomware attack that took down its online systems. now people still cannot access their bank accounts online. the company doesn't know when account services will be running again, but it promises customers money is safe. >> covid cases appear to be ticking up once again, with a new variant driving infections. this summer. statewide, our positivity rate is higher than it's been in six months, multiple health experts say at-home tests will work to detect the new variant of the virus, known as the flirt variant. they do suggest testing again if you have cold symptoms and test negative. >> we're playing a better game of covid roulette. that is one that's more in our favor now than it was four years ago. >> the cdc says the current version of the vaccine increases protection against symptoms by more than 50. very few people got the booster in california.
