tomorrow, so here we go again. good evening. thank you for joining us i'm dan ashley a spare the air alert is being issued for tomorrow because of all of the unhealthy smog accumulating over the bay area. it's just one of the weather alerts we're tracking for you tonight. though the alert is not wildfire related. we are all being asked to limit our driving carpool. if possible, or take public transit to work. abc seven news meteorologist sandhya patel is looking at what we need to know about this second blast of heat that's coming in, starting tomorrow. sandhya. >> yeah, dan, this second round is bringing another risk of heat related illnesses. so beginning at 11 a.m. tomorrow, all areas shaded in pink, which is inland, goes under an excessive heat warning. areas shaded in orange, which is all other areas other than san francisco and the coas. under a heat advisory, they will remain up until friday evening. there is a moderate to major heat risk inland for tomorrow, so keep that in mind. and as we look at your hourly temperatures in the morning, inland areas

start out bright and sunny, but by noontime you're already in the 90s and triple digits by 5 p.m. around the bay. going from the 50s to the 70s to the 80s and along the coastline. that's where you find the comfort. mid 50s eventually coming up into the mid 60s with a mix of sun and fog. dan as you just mentioned, we do have a spare the air alert for tomorrow as that heat builds, we are looking at poor air quality in the inland east bay, santa clara valley, moderate elsewhere. i'll be back to let you know how long this triple digit sizzle is going to last. an all right sizzle it is. >> sandhya, thanks very much. and happening tomorrow morning, governor newsom is holding a news conference to discuss the ongoing wildfires and the state's response. that update is at 10 a.m. in sacramento. firefighters are battling at least 18 wildfires right now across california. the biggest, the lake fire in santa barbara county, is closing in on 27,000 acres tonight, with just 16% containment. and a reminder you

can keep an eye on any of the wildfires burning across california, as well as the affected air quality in your area. by just going to our website, our interactive tool is right on the front page of abc seven news.com. to make it easy for you to find and access. well, one of the first things we hear when it comes to our work in building a better bay area is finding ways to improve public transit, but right now, one agency in particular is in immediate crisis. bart is teetering on the edge, facing a so-called fiscal crisis that, at its worst, threatens the future of the entire system and tonight, a new report from bart shows why, overall ridership is down and why that funding is so badly needed. abc seven news reporter j.r stone is digging into that document and is here with the findings. jr >> dan, the fact is bart is not making money from ridership like they were before the pandemic. and this 62 page report really makes the case for why financial assistance is needed. going

forward. this bart map shows the population change within the bay area since the pandemic, with the headline about remote work changing people's way of life. basically where and how they travel. a huge factor in lower ridership numbers and revenues. san francisco, the peninsula, and the south bay generally lost population, and you can see that in red declines of 10 to 50,000 people. other outer areas along the i-80 corridor, the tri-valley, and near the delta gained in population bart riders have come back, but many are not commuting to work like they had been, instead taking bart only on certain days or for big events like parades and sporting events. the bay area council was instrumental in bart's creation years ago, council president and ceo jim wunderman says safety is also a huge concern and was in a survey they gave to 1200 bay area voters last year. we found

there was a, you know, there's a fairly large number of people, tens of thousands of people in the bay area who are wary of using bart, who used to use it or, and would otherwise use it if they felt more comfortable. in fact, bart safety came up at monday's san francisco mayoral debate, specifically, this 74 year old woman who was recently killed after being pushed into a bart train that was arriving. >> it was a tragedy when she's standing there on the platform and gets pushed into a train. >> something has gone miserably wrong, miserably wrong in our city. >> to me, that speaks of a failed approach. >> so bart's taking some action on that which we appreciate. but, you know, they need to hustle. you know, they need to hustle and put in the new fare gates so that the only people riding the system are people who are you know, genuine customers, patrons of bart. the report also found that bart only received 41% financial assistance pre-pandemic from regional,

state and federal governments. >> that's low compared to other agencies across the country, but will likely need 70% assistance going forward. >> i think somehow in our region, we're going to have to get okay with paying more to make sure that the system stays viable because it can hurt everybody. it's not just the riders, it's the people who are driving or using other transit are going to be heavily impacted. if bart's not functional. >> starting in 2026, bart is facing a multi-million dollar deficit. there's a hope among a number of bart board directors for a ballot measure that would place a 30 year tax measure on those here in the bay area. that's still being deemed, still being debated. some say there is no blueprint as to how the money will be spent, and claim there has been mismanagement of bart funds in the past. j.r. stone, abc seven news. >> it is a critical time for bart jr. thanks very much. happening tomorrow is a story we've been following closely and

a hot topic when it comes to fighting crime in san francisco. the issue how aggressive police officers should be when chasing suspects. there are seven different amended policies that are supposed to go before the police commission because of the passage of prop e earlier this year. high speed pursuits used to be limited to only suspects in violent felonies, but now it could be any felony or a violent misdemeanor. for example, like sexual battery. your voice, your vote. bay area democrats are reacting after calls with president biden today as damage control continues after the debate, former president donald trump held his first big rally since the debate two weeks ago, challenging biden to another debate without moderators. >> let's do another debate this week so that sleepy joe biden can prove to everyone all over the world that he has what it takes to be president. >> president biden is at a nato

summit this week, marking 75 years of the alliance. he delivered a forceful speech announcing more aid for ukraine. >> the war will end with ukraine remaining a free and independent country. >> russia will not prevail in this key moment for the biden campaign. >> abc seven news reporter tim johns has new reaction from bay area leaders who heard from the president today amid ongoing questions over whether president biden should continue his reelection campaign. >> democrats here in the bay area are weighing in. on tuesday, both house and senate democrats met to discuss biden's campaign with abc news reporting more elected officials voiced concerns over the president's ability to win november's election. south bay congressman ro khanna says he was on the call with the democratic caucus. >> it was a sense of concern for the nation, a sense of uh- understanding of the stakes and a sense that we got to do everything we can to win. >> khanna says while he appreciates the views of some of

his colleagues, the most important thing for the party to do now is help biden's campaign. >> it's his decision whether to run. he has the delegates. he's decided he's going to run uh. and at this point, anything speculative is academic concern over biden's ability to win. >> in november, it exploded following last month's presidential debate. despite the president's poor performance, political consultant mike madrid says the polls haven't shifted much since that day. >> in many ways, there's kind of this much ado about nothing, but i think it really speaks to the fears and concerns of party leaders. after tuesday's congressional meetings, a dozen lawmakers publicly reaffirmed their support for biden. >> it isn't just national democrats the white house is meeting with to bolster support. on tuesday, the president also hosting a phone call with the democratic mayors of major cities, including san francisco mayor london breed. following that call, breed's office, sending abc7 news a statement which reads in part, the president and his administration continue to play a critical role through investments across a

number of issues important to san francisco, including a landmark infrastructure package, and have strengthened a concerted effort to disrupting the production and trafficking of fentanyl. democrats are set to formally select biden to be their party's presidential nominee at their convention in august. in san francisco, tim johns, abc seven news and tonight, some of the president's political allies are rallying behind him, including former california senator barbara boxe, who spoke with abc seven news today on our 3:00 pm program. >> getting answers. >> there's no greater fighter on the planet than joe biden, and that's why we have to watch him. do you know, if you look at his history, the personal losses, he's come back from political losses, he's come back from there is no one that can get up and fight. and i do think there'll be a backlash to all this pounding on him. >> tomorrow, president biden will join in on a meeting of national union leaders in washington before attending the first events of the nato summit

in the south bay. another rally tonight to try and save a trauma center, the one at regional medical center is going to close next month and could leave a huge void in east san jose to lose a level two trauma center is death to some. >> to lose the stemi services means that people who need every moment to be able to protect the health of their brain are going to be at risk to lose the cardiac services. what we're saying here is that some people's lives don't matter. >> local officials have turned to the state attorney general and governor newsom to see if they'll keep the trauma center open. a hospital spokesperson has said the closure is due to a decline in utilization and will affect less than 2% of patients treated daily well, even with the coming heat wave, people are being warned to avoid the water around discovery bay. harmful algae blooms were discovered in

social media. the problem is the home is in a residential area and restaurants are not allowed there under the town's zoning rules. >> you know, we certainly see in catering events and those are fine in town. we have many private events that are catered at the town, but this is the first time where i've seen, what it looks to be an attempt to open up a restaurant within the town. >> hillsboro city manager says code enforcement sent a letter to the property and business owner explaining the zoning issue last week, after abc seven news contacted them last night. stone age omakase posted on social media that they were pausing this whole plan. the business owner told us via text that he's running a catering company, not a restaurant. and that quote, we think hillsboro is wrong, but we respect them and we don't want to fight with them. therefore, we are refunding reservations and are looking for other venues. there will be more to come soon. end quote. the popular anonymous messaging app ngl, which stands

for not going to lie, is going away for teenagers. the ftc took action, saying the app targeted children and also falsely claimed it used ai to moderate messages. officials say they found a lot of instances of cyber bullying as well as threats. ngl is now banned from users under the age of 18, and it also has to pay a $5 million fine. all right, death valley, as you know, is one of the hottest places on earth. and that is definitely the case. the past several days. tourists are coming from all over to experience the heat wave themselves. even with the death of motorcyclists over the weekend, visitors view it as a once in a lifetime opportunity. >> you know, first of all, my voice got really raspy right away when i walked outside and you can feel it in your eyes and usually a breeze is cool. this is not a cool breeze whatsoever. >> death valley has the highest

recorded temperature in history for any location in the world. it reached 134 degrees once that was in 1913. all right, let's go check on the latest on this heat that starts again tomorrow. meteorologist sandhya patel is here. sandhya, i don't want to feel heat with my eyes. i don't know why they do that in death. >> i know i don't blame you. it's going to be 127 degrees in death valley tomorrow, dan. and for several days, they're going to be dealing with temperatures in the upper 100 seconds. okay, we're not going to get that hot, but it is going to get hot inland. so let's talk about the next few days. heat warnings and advisories will be going up as the summer sizzle returns tomorrow through friday, with three days of triple digit heat coming. it was nice break today while it lasted, but temperatures are going to soar. you're going to notice livermore going from 87 to 103 degrees. that's 16 degrees warmer tomorrow afternoon. san jose up 13 from 80 to 93. you can pretty much see everyone will be in the

positive high pressure is going to rebuild, and that's what's going to bring us the heat. but the good news is it's not going to be an area wide heat event. you can pretty much see why. look at all these tower camera views. we have the fog and the low clouds around. the marine layer is about 1800 feet deep, and it's made its way into santa rosa. we're seeing some cloud cover, even in places like san jose and a little misty along half moon bay and the coastline here on live doppler seven, there is the marine layer. as we look at the visibility down to four miles and half moon bay, five miles in petaluma. so you might want to give yourself a little extra time for that morning commute as visibility will be poor upper 50s to the upper 60s for most of you tonight, unless you're up towards ukiah and clear lake. so nice cooling this evening, and as we look from our golden gate bridge camera, a lot of fog around next three days. triple digit heat returns, coastal areas will remain mild, sun fog mix and your weekend weather breezy and cooler. so here's a look at your morning temperatures, 50s and 60s. you

are going to notice a lot of gray sky to start off the day, but tomorrow afternoon, away from the coastline, quickly clearing for sunshine and warmer weather. 101 in the south bay and morgan hill. 93 in san jose, 99. los gatos on the peninsula, 90 in redwood city, 64 degrees in half moon bay. that's where the marine influence is still going, with some patchy fog lingering. 69 in daly city, 74 in downtown san francisco, north bay temperatures upper 90s around santa rosa, sonoma 93 in san rafael heading into the east bay 82 oakland 89, fremont 90 castro valley triple digits inland 103 in livermore, 104, in antioch and concord, hitting 102 degrees. the good news is this round, this heat wave is not going to last long for inland areas. it's three days. dangerous heat expected on thursday, up to 108 degrees. last day of the triple digits is friday. not quite as hot. temperatures coming down over the weekend when you drop from

the triple digits to the 90s and then the 80s, this is going to be welcome
