linked to federal raids in oakland. that includes the home of mayor shengtao. the investigation now expanding to involve the city's police force. good morning. it's wednesday, july 17th. >> let's start with a check of our forecast. drew. all right. >> so yesterday was very pleasant. today warmer weather starts to move in here. here's the accuweather forecast this morning a lot more cloud cover compared to this time yesterday. in fact you can see the tops of the skyline in san francisco obscured underneath that cloud cover. in fact, most areas this morning are reporting some sort of fog thick fog over the city. it's a similar story in san jose. in fact, some of these areas over the last couple of hours in the south bay along the coast, we've had reports of a little bit of drizzle this morning. so certainly starting out on a gray note. temperatures right now in the 50s and 60s around the bay shoreline widen out the picture. shea. the north bay and the east bay. we're finding temperatures in our coldest areas in the 40s, but today is actually going to be a warmer afternoon compared to yesterday. inland. a little bit of cloud cover this morning give way to sunshine. temperatures today will be in the upper 80s to lower 90s, which is warmer than we were yesterday afternoon

around the bay shoreline will have that fog breaking down around 10 a.m. afternoon sunshine, mid 70s for daytime highs and then along the coast it's cloudy with some drizzle right now. we'll turn mostly sunny this afternoon, and temperatures will top out in the low and mid 60s. check in with amanda. see how this dry. >> good morning drew. let's take you to the east bay with a live look from our emeryville cam showing the east shore freeway, the headlights heading west, of course, and you can see pretty busy already. 27 minutes to get from highway four into the city. we do want to take a look at our overall map. the real issue right now is just the typical slowdown through the altamont pass. not too bad. and then we'll take you to bay point westbound for after willow pass road. there is a stall in the right lane, but no major issues there. let's get you back to the headlines. >> thanks, amanda. this morning, thousands of people who work for elon musk companies here in the bay area and southern california are likely wondering what's going to happen to their futures. the billionaires, upset about a new law aimed at protecting trans youth and musk says he's moving more of his business headquarters to texas.

exes headquarters will leave san francisco for austin. space x will move its mission headquarters from hawthorne in southern california to musk's starbase near brownsville. abc7 news reporter j.r stone is following the story and breaks down the impact it could have. >> elon musk tweeted tuesday this is the final straw because of this law and the many others that preceded it, attacking both families and companies, spacex will now move its headquarters from hawthorne, california to starbase, texas, and x hq will move to austin. musk, the ceo of spacex and owner of x, wrote that in reaction to california governor gavin newsom signing a law that does not require school employees to tell parents if their child changes the gender they identify with, we have to be really clear of here is to not overread into this, right, >> he said he's going to move his headquarters. that's a completely different conversation than moving the

business lock, stock and barrel from california to texas, which, candidly, i don't think he has any interest in doing. >> christopher thornberg heads a california based consulting firm called beacon economics. he says moving a main office like this out of state would likely mean anywhere from dozens of lost jobs to a couple hundred, not thousands of jobs lost. >> is it going to move the needle here? is it going to change things for the better? no is it going to hammer our economy and make us fade into a third world nation? no, this is just me and elon musk. >> also, later tweeted about x's san francisco headquarters have had enough of dodging gangs of violent drug addicts just to get in and out of the building while the neighborhood may not be perfect, we didn't see that at the door tuesday. when asked about the situation during abc seven news at 3 p.m, san francisco mayor london breed did not talk. elon musk specifically, only saying this and i just came from the area

where twitter is located and x or twitter, whatever you want to call it. >> and in fact, i'm in that area almost every single day and around the entire block, including the alleyway. it's pretty much empty. employees are not even coming back to work to the building, and that's part of the problem. >> governor newsom's press office took to x after musk made the announcement comparing california to texas, saying the last time elon musk moved an hq, tesla ended up expanding in california. some, though still questioning if musk will follow through on the move. jr stone, abc seven news. >> late last night, the national litigation firm, the liberty justice center announced it will sue the state of california over that law regarding student gender notification. the suit was filed on behalf of an inland empire school district and a group of parents. the center said, quote, parents are the legal guardians of their children, not governor newsom, attorney general bonta or superintendent thurmond. the

governor's office responded, saying the lawsuit was, quote, deeply unserious and that the state would quote, swiftly prevail in court. >> today is day three of the republican national convention, and the theme is make america strong again. here is a live look right now at milwaukee, as today's events are set to get underway in just a short while. tonight, the vice presidential candidate, jd vance, is taking the stage. and tomorrow, former president trump is set to speak. then the trump campaign is heading to michigan. donald trump and jd vance will be appearing together at a rally on saturday. it will be one week since that attempted assassination attempt on trump. the event will be indoors. video of a call with robert f kennedy jr last weekend shows trump saying the bullet that hit his ear quote, sounded like the world's largest mosquito. three officials tell abc news the secret service had increased trumps security weeks ago because of intelligence about a possible iranian threat to assassinate the former

president. there is no sign that is related to the shooting. house majority leader steve scalise said he believes the secret service director should resign. scalise was shot and wounded at a congressional baseball practice in 2017. one injured victim from the weekend, 74 year old james copenhaver, is still in critical condition. this morning, his family released this photo and a statement asking for privacy. both survivors are still at a hospital in pittsburgh. the other survivor is now out of a medically induced coma. 57 year old david dutch, a former marine, was shot in the chest and liver. he's been upgraded from critical condition. former president donald trump has spoken with the family of the only person killed at the rally on saturday, corey compatri. it comes after carpenter's widow says she hadn't heard from the former president immediately following the shooting. carpenter was a firefighter. he leaves behind his wife and two daughters. he is a step nephew of a former menifee city

councilman who still lives in riverside county. >> he's a firefighter and he knows his job is to save lives, and i think it was just instinct that when he heard the shots, he hits the ground and protects his loved ones. >> commentary was 50 years old. his funeral is set for tomorrow. eric trump said there is, quote, no question that trump that a trump family member will be attending the funeral. you can find the live updates on the attempted assassination of former president trump on the abc seven bay area app, and at abc seven news.com. >> the fbi's investigation into oakland mayor xiang tao and the duong family is expanding. it's now subpoenaed the oakland police department, the fbi, and the oakland police department did not return requests for comment. the bay area news group reports a subpoena was issued to opd to turn over all internal phone directories. since the beginning of march, and all

police reports involving the duong family. last month, the fbi raided mayor tao's house and homes belonging to members of the duong family. they own california waste solutions, a recycling company that operates in oakland. as the abc seven news i-team is reported, this may be linked in part to a campaign contribution laundering scheme. abc seven news spoke with an expert who says the subpoena is not necessarily to uncover any wrongdoing by the oakland police department, but rather to see if any victims have filed complaints related to those under investigation. he suggests it may also be to establish a timeline. what we appear to be, entertaining is a massive corruption investigation that is currently underway by the grand jury at the instruction of the department of justice. no charges have been filed. and mayor tao has denied any wrongdoing. wood says the this type of fbi grand jury investigation could go on for months if not into next year.

>> san francisco has improved a approved an increase in community ambassadors in tenderloin. it comes after neighbors voiced concerns over street conditions in some parts of that district. amanda is at the live desk with the plan kumasi. >> the san francisco board of supervisors voted on this plan yesterday. the plan is tied to the extension of the lease at the cove hotel on ellis street. the hotel is now a homeless shelter, but it's in a part of the tenderloin where there are no community patrols. the board voted to extend the lease at the cove through the end of march. as long as the city provides ambassadors to that area. neighbors say since the shelter opened, street conditions have become worse, which ends up hurting businesses in little saigon. the street conditions were so bad that in march, some residents and businesses sued the city for allegedly treating the neighborhood as so-called a containment zone for illegal drug use and homelessness. the department of homelessness and supportive housing sent an email to supervisor dean preston's office. it says it plans to

place some unhoused people in the tenderloin at the cove. it has capacity for about 82 people. drew. >> thanks, amanda 5-10 this morning. let's go in on this wednesday. we are starting out with cloudy skies pretty much across the entire region. that cloud cover will be gone between about eight and 10 a.m. this morning. it's a nice sunny afternoon. those temperatures pretty pleasant throughout the morning hours. here's future weather showing you those clouds break down. this is 10 a.m. and you can see most areas we're seeing sunshine. and just like yesterday, we do expect sunny skies along the coast as well. here's your 1 p.m. temperatures 6070 around the bay shoreline will be in the 80s, and our warmest areas at that hour. later this afternoon, it will be warmer than yesterday. we'll start seeing 90s make a comeback in our hottest areas later on 70s and 80s. for the most part around the bay shoreline. we'll keep it in the 60s close to the coast. so highs today a couple of degrees warmer compared to yesterday. near 70 in the city going from clouds to sunshine. i think the clouds break close to

10:11 a.m. across san francisco earlier in the east bay, closer to 9:10 a.m. that sunshine appears a similar story in the south bay. 89 the high in concord, 84. in san jose. we'll go to 74 in oakland, 84 in napa, 89 in santa rosa. tonight at levi's, with the rolling stones as parking lots open at 3 p.m. the concert gets underway after 7 p.m, and it will be very comfortable at levi's temperatures slowly dipping through the 70s through the entire concert, so enjoy looking at the three day forecast, we will find today the warming trend begins. starts getting hotter inland tomorrow, and then friday is going to be the hottest day this week. we'll take a closer look at those daytime highs and the weekend forecast coming up in just a few minutes. >> reggie. thanks, drew. a new way to commute to and from alameda kicks off this morning with their live ahead of this shuttle services maiden voyage, and the state's effort to prevent wildfires could include banning bushes, flowers, even fences. >> what landscaping changes are now under consideration, establishing term limits and an enforceable ethics code for us

scary than the current options. >> a free water shuttle service is about to set sail. abc seven news reporter lena howland live in oakland with what you need to know before you go. hi, lena. >> hi, kumasi. good morning to you. we are less than two hours away from the oakland alameda water shuttle taking its maiden voyage. and that's what's going to bring passengers here from oakland over to alameda. now, take a look at these pictures. it's going to be a 45 foot yellow pontoon named woodstock. and get this, it's all free of charge. this will kick off a two year pilot program designed to help people move easily and also sustainably between oakland and alameda, without having to drive. it's expected to offer 37 trips per day that take less than ten minutes each on wednesdays through sundays.

oakland's dock for the water shuttle is here in jack london square. officials say alameda dock is close to grocery stores and shopping at alameda landing. now, just to give you an idea of how quick these trips are, the first trip leaves oakland for alameda right at 7:00 and then the trip back from alameda to oakland leaves at 715. live in oakland. lena howland, abc seven news. >> thank you. lena. an outdoor food and art market is returning to san francisco, according to the chronicle, the sunset sunset night market is going to be more than double the size of the initial street festival, with 150 vendors filling seven blocks. it's going to have happen along irving street from 19th to 26th street. the city held the first night market in sunset last year. it attracted so many people, thousands of people, and it's coming back for two fridays this year. so august 30th, mark your calendar and september 27th. seven blocks. >> today's a ten year

65. in the north bay, we'll have 80s and 90s. so warmer than yesterday, 87 in novato, 92 in cloverdale. we'll hit about 85 in vallejo, 73 in sausalito in the east bay. today it is bright 70s on the board for oakland, 78 in fremont. we'll go to 73 for richmond and then inland. warmer than yesterday, but pretty close to average for this time of the year, 86 in san ramon, 92 and fairfield, about 91. in antioch. looking at the statewide map today, tahoe coming close to 80 around the lake. that's a nice afternoon in our valleys, especially the central valley, getting close to 100 from fresno to bakersfield and la will have morning fog to sunshine and a high of 81 degrees. back here at home. we'll see our marine layer actually shrink tonight. so clouds mainly along the coast will have clearer skies as you head inland. and that will lead to a warmer day tomorrow. future tracker temperatures going above average for thursday and then even hotter here on friday. likely friday will be at or just

to move forward with plans to upgrade turf fields at three schools, despite calls to revert them to real grass. this is a debate abc seven news has been following for years now. critics have raised concerns about safety and environmental factors over everything from microplastics to chemicals that can leach into the ground. they also question how hot the fields can get, and they took readings. >> it was 139 on on monday and 145 today. >> as we experience more and more extreme heat events, there's going to be more and more days when these fields are not going to be usable. >> the plan approved yesterday, does address some environmental concerns. recycled rubber underneath the turf will now be replaced with olive pits. district officials also say they've surveyed coaches and students, and they prefer the synthetic turf as wildfire season gets longer and more intense every year, we will likely face a new set of rules when it comes to our landscaping. >> the state is set to revise what qualifies as defensible

space when it comes to preventing wildfires. in the past, this has meant clearing the brush around a home. but going forward, it's going to mean that nothing nothing that could catch fire within five feet of a house. a former cal fire official explains the reasoning. >> defensible space is not new to californians. what is new is this first five feet, again, based on our research that is critically important to the survivability of homes, that's no fillled uh- fences attaching to the side of the house, no bushes, no wood mulch and other combustible items. >> the rules are still being ironed out, but they are expected to be taken up by a state board before the end of the year. >> our first of its kind program is getting students ready to play a big role in california's push to have nothing but electric vehicles on our roads. charger help in sacramento is teaching them how to repair ev charging stations. there are an estimated 105,000 of these

>> we ask her why she feels she deserves another term in office. good morning everyone. it's wednesday, july 17th. >> let's check in with drew for a look at the weather. hey, good morning. >> we have a warmer afternoon on the way later today, but this morning it's all about cloudy skies. some gloomy weather outside right now from our okay camera this morning. currently 59 with mostly cloudy skies, high humidity out there and a light breeze. in fact, most of our area is reporting that fog overhead this morning. a lot more fog than yesterday morning. 50s and 60s around the bay shoreline. good morning. fremont route 5856 in redwood city, 61. that current temperature in san jose, the wider picture it's cool in parts of the north bay. santa rosa coming in at 49 degrees. but today we're back into the upper 80s, lower 90s inland today, so it will feel warmer than yesterday. lots of sunshine to be found away from the coast this morning. around the bay shoreline it is quite cloudy. that cloud cover breaks down right around 10 a.m. for afternoon sunshine. a little bit warmer than yesterday with highs in the mid and upper 70s. then

along the coast today we have drizzle. we have cloud cover for much of the morning, but the afternoon we do see a bit of sunshine breaking out. by 3 p.m. we'll have those temperatures in the low 60s with some breezy conditions along the coast. let's see how we're doing with our drive times this morning. and amanda good morning. >> good morning drew. we're going to take a live look from our san mateo bridge. cam the tail lights, of course, traveling westbound from the toll plaza to foster city. that drive will take you about 11 minutes. and we want to get back to san jose, where we are tracking that crash northbound 101 before story road. that crash is now backed up to tully road, causing a delay for south bay commuters. on 101. you can exit capitol expressway to get around though. otherwise, 87 san jose other hand, you can see it is quiet for the rest of the south bay for those alternate routes. let's get back to the desk. thanks, amanda. >> this morning in milwaukee, vice presidential nominee jd vance preparing to address the republican national convention. he takes the stage tonight. last night, former rivals of donald trump, including nikki haley, praised his campaign and promised their full support. abc

>> and tonight, jd vance, the now candidate for vice president on the republican side, will take center stage. we're being told the theme of the day is make america strong again, which focuses on border security and the threat of china. back to yo. >> perry. thank you. abc news has complete live coverage of the republican national convention. all this week. it starts at 7 p.m. right here on abc seven. >> we're about a month out from the democratic national convention. it runs august 19th through the 22nd. it's going to be in chicago, but there is some drama ahead of the gathering. a letter is circulating among democrats hoping to prevent president biden from locking in the presidential nomination. before that convention, the letter, shared by san rafael congressmember jared huffman, seeks to stop a virtual roll call among delegates planned for next week. the roll call was originally set to qualify the democratic candidate for the ohio ballot, but that's no longer necessary. huffman's letter doesn't call for biden to step down. it's saying an early roll call before the convention would undermine morale in the

party. president biden is reportedly planning to endorse major changes to the supreme court, including term limits for justices and an enforceable ethics code. this is according to the washington post. yesterday, the president returned to the campaign trail in vegas. speaking to the naacp. he took jabs at a comment donald trump made during last month's debate about migrants taking black jobs. >> folks, i know what a black job is. it's a vice president of the united states. >> president biden is facing more challenges within his own party, many unhappy with that debate performance. abc news obtained audio of california congressman adam schiff privately warning donors that he thinks democrats could be wiped out in november if president biden is at the top of the ticket. >> i do not think he is the best person to go into this election.

complex in the east bay on a mission to build a better bay area. first, though, a check of our forecast with drew. hey, kumasi. >> 5.39 this morning and we're warming up this afternoon. if you remember this graphic yesterday highs versus our typical averages this time of the year. most of our cities were below average by a few degrees. now we're going to do a 180. some warmer weather moves in here later today. and everybody is above average. not too hot out there, but a couple of degrees above where we typically land this time of the year with our warmest areas in the upper 80s to the lower 90s. this afternoon, here's live doppler seven, along with satellite. we're watching this area of low pressure work its way through oregon, up into washington as it moves farther away from us, it's allowing that warmer weather to move in over the next couple of days, and that's why friday will be the hottest day this week, as that low gets even farther away from us this morning. we do begin with a lot of cloud cover. the clouds break down between 9 and 11 a.m. this morning, giving way to full sunshine and that warmer afternoon. there. you can see a couple of areas hitting about 90

degrees in our hottest city, 70s and 80s. for the most part around the bay shoreline. looking at highs today, we'll go to about 69 in the city, 74 in oakland, 84 in san jose, 89 and concord, the same in santa rosa, some 90s for lakeport and ukiah. the hottest city on our map. fairfield coming in at about 92 degrees. so looking at the three day forecast as that low keeps moving farther and farther north, we keep warming up. so today that warming trend begins. tomorrow it's hotter inland. and then by friday we're really turning up the heat. friday is the hottest day this week, but over the weekend, cooler weather does move in here. look at those daytime highs on friday and preview t a heatwave, it's kinda chilly in here. oh, that's because i'm pre-cooling the house with the ac before 4 pm.

begins. >> abc seven news continues to follow the story of discrimination in the home appraisal process. we've recently learned the department of housing and urban development has charged rocket mortgage, an appraiser and appraisal management company, with race discrimination. hud alleges the fair housing act was violated during the appraisal of a black homeowners property in denver. rocket mortgage denies the charges and said it looks forward to setting the record straight in court. the company says in a statement. under federal law, mortgage lenders are required to work at arm's length during the appraisal process, partnering with independent appraisal management companies who assigned the work to state licensed professional appraisers. the case now goes to administrative law judge. we reached out to the appraiser who owns the appraisal management company in question and did not immediately receive a response. it's the first case of its kind since hud began taking a closer look at appraisal discrimination as a result of our coverage that began three years ago. our race

does move in, but still expecting a lot of sunshine both saturday and sunday. looking at today's forecast, you will notice inland uh- sunny skies, hottest areas back into the low 90s for daytime highs around the bay shoreline. we have the morning fog that will break down right around 10 a.m. for sunshine. a little bit warmer than yesterday in the mid 70s and then it's quite cloudy along the coast. some drizzle right now, giving way to partly cloudy skies this afternoon and temperatures again in the low 60s. so highs today will go into the 80s and 90s for the most part in the south bay as our warming trend gets underway here, heading along the peninsula, we'll keep it in the 70s and 80s close to the bay shoreline. 60s close to the ocean across the city. we have clouds right now, even some drizzle to be found early this morning. sunshine prevails close to 11 a.m. with temperatures mainly in the 60s in the north bay. it is cloudy right now, but sunshine in the works for the afternoon 89 in santa rosa, 86 in san rafael, about 84 in napa and the east bay. we're back into the 70s if not low 80s. so bit warmer today compared to
