california are likely wondering about their future. the billionaire is upset about a new law aimed at protecting trans youth, and he says he's going to move more of his businesses to texas. the x headquarters will move from san francisco to austin. spacex will move its mission headquarters from hawthorne in southern california to musk's starbase near brownsville. musk said the new law, signed by governor newsom on monday that bars school districts from requiring staff to notify parents if their child's gender identification changes, changes is the final straw. he also posted about x headquarters saying, quote, had enough of dodging gangs of violent drug addicts just to get in and out of the building. this is what mayor london breed had to say about that situation yesterday on abc seven news at 3 p.m. in fact, i'm in that area almost every single day and around the entire block, including the alleyway. >> it's pretty much empty. employees are not even coming back to work to the building, and that's part of the problem.

>> it's still not clear how many jobs would actually be moved to texas. an economist tells abc seven news. it would likely be dozens to a couple hundred, not thousands. and you may remember, even after musk moved tesla's headquarters to texas, he ended up actually expanding operations here in fremont. >> the fbi's investigation into oakland mayor xiang tao and the duong family is expanding. it's now subpoenaed. the oakland police department, the fbi and oakland police department didn't return requests for comment. the bay area news group is reporting a subpoena was issued to opd to turn over all internal phone directories. since the beginning of march, and all police reports involving the duong family. last month, the fbi raided mayor tao's home and homes belonging to members of the duong family. the duong's owned california waste solutions. it's a recycling company that operates in oakland as the abc seven news. i-team is reported. this may be linked in part to a

campaign contribution laundering scheme. abc seven news spoke with an expert who says the subpoena is not necessarily to uncover any wrongdoing by the oakland police department, but rather to see if any victims have filed complaints related to those under investigation. he suggests it may also be to establish a timeline. >> what we appear to be uh- entertaining is a massive corruption investigation that is currently underway by the grand jury at the instruction of the department of justice. >> no charges have been filed and mayor tao has denied any wrongdoing. wood says this type of fbi grand jury investigation could go on for months, if not into next year. >> san francisco has approved an increase in community ambassadors in the tenderloin. this after neighbors voiced concerns over street conditions in some parts of the district and matters at the live desk with the plan. >> reggie. the san francisco board of supervisors voted on this plan yesterday. the plan is tied to the lease extension at the cove hotel on ellis street.

the hotel is now a homeless shelter, but it's in a part of the tenderloin where there are no community patrols. the board voted to extend the lease at the cove through the end of march. as long as the city provides ambassadors in that area. neighbors say since the shelter opened, street conditions have become worse, which ends up hurting businesses in little saigon. the street conditions were so bad that in march, some residents and businesses sued the city for allegedly treating the neighborhood as a so-called containment zone for illegal drug use and homelessness. the department of homelessness and supportive housing sent an email to supervisor dean preston's office. it says it plans to place some unhoused people in the tenderloin at the cove. it has capacity for 82 people. back to you. the desk kumasi. >> thank you. amanda, we're following up on the efforts to improve safety at san francisco's west portal station. that's where a speeding driver killed a family of four last march. yesterday, the sfmta board of directors approved a pilot program to restrict

just voted to move forward with plans to upgrade turf fields at three schools. despite calls to revert them to real grass. this is a debate abc7 news has been following for years. some have been critical of turf over safety and environmental concerns. they have brought up everything from microplastics to chemicals that can leach from some of the material into the ground. they also question how

hot the fields can get. >> and they took readings. it was 139 on on monday and 145 today. >> as we experience more and more extreme heat events, there's going to be more and more days when these fields are not going to be usable. >> the plan, approved yesterday, does address some of the environmental concerns. recycled rubber underneath the turf will be replaced with olive pits, which are biodegradable. the rubber pieces are considered microplastics and contain chemicals. district officials also say they've surveyed coaches and students, and they prefer the synthetic turf. your voice, your vote. republican steve garvey is gaining more traction in the senate race against his democratic opponent, adam schiff. he outraised schiff by $1.2 million in the second quarter of the year. garvey's campaign reported raising over $5 million over that period. schiff's campaign raised a little over $4 million. it's good news for garvey, but recent polls show he is still more than 20 points behind in the race.

former san jose mayor sam liccardo continues a strong lead in fundraising in his race for the congressional district 16 seat. he brought in twice as much as his opponent, assemblymember evan low. in total, liccardo has raised nearly $2 million while low raised over $840,000. both are looking to replace representative anna eshoo this november. the district includes parts of santa clara and san mateo counties. we're now seeing the impact of the state's $45 billion budget shortfall in the bay area. san mateo county superior court is reducing services because of state budget cuts. most of the changes impact civil, probate or family law cases. for example, in child custody cases, the time between meeting with a counselor and the first hearing with a judge will increase from 8 to 10 weeks to as much as four months. the court will also implement a hiring freeze, except for essential positions. happening today, a new way to travel

and their bikes amazing. >> and their bikes too. and for those who live in oakland or alameda, know how challenging it can be to get over there using the posey tunnel. that's really the only method for folks to walk or bike over here. talk to me about that challenge and why this can be a good bit of relief for folks that live here. >> absolutely. well, for people that live here, this is definitely a bit of relief because getting through the posey tube on your bike or your feet is just it's pretty awful. it's pretty. most people that do it do it once and have never do it again. so it's pretty terrible. but also just for alameda, i mean, even for people that are going by, by, by foot or by bike is great too. but for people that normally would have driven or normally have mobility issues, this is an ada accessible boat. you can come over here, you can enjoy jack london square and then for people that are on the jack london side, people that are around here, there's no grocery store. there's, you know, so they can pop over to safeway and target. so we're really excited about what happens at both ends. >> and this really is free of

latinos have been able to get health insurance, and the government has doubled the number of small business administration loans to latino businesses since 2020. the president is also signing an executive order to advance educational equity. it would create new opportunities for hispanic serving institutions to take part in federal programs. back to you at the desk. >> thanks, amanda. turning to the race for san francisco mayor all week long, abc seven news will be interviewing the major candidates who are running to lead the city. current mayor london breed spoke with abc seven about her willingness to carry on as the city's leader. >> why do you want to lead san francisco for another term? >> i got to say i became mayor during tragedy. when ed lee died, i had to lead the city through some real challenging times related to corruption. and then the global pandemic hit. we had to save lives during that time, we didn't have a playbook, and then we saw an explosion of crime and everything that we've done throughout that time period was really about the defense and

delayed the sale of his property. tubbs is currently serving as governor newsom's special advisor for economic mobility. >> the san francisco police need your help to find a suspect who is accused of aggravated assault. police shared this video of the suspect blocking a waymo car and shouting at it before the attack. >> unsafe behavior detected. you're no better than contacted. >> this happened july 5th, around 1 a.m. on buchanan street. police say the victim told the suspect to let the car leave. that's when the suspect lunged at him and assaulted him. officers say he was found unconscious and had life threatening injuries. the victim's family says he is now cognitively impaired and visibly disabled. if you have any information about this incident, you're asked to contact sfpd. still to come, a key part of the 40 niners offense wants a trade, and the team is saying no. >> i look right now live at the

make the maiden voyage from here at jacklin square over to alameda circle, immigrant park, the dock there, and we'll see. we have the alameda fire department fire boat is in the water. they'll be giving a water salute to woodstock as they make their first journey over. and we'll see people like you said, there's already folks waiting in line, waiting to go across. so super exciting. >> and like we talked about earlier, this is something that people really haven't had the option to take before. up until now, they've only really had the option to use the posey tunnel, is that correct? >> yes. if you're on a bike or you're walking, you're a pedestrian. the only way to get across would be the posey tube and the and it's and it's a pretty treacherous conditions over there. so this is absolutely giving people a brand new option to get across on bike or by foot. and then also for folks that drive, it's giving you another option, a very scenic one. >> and i noticed just by looking at the crowd of people that's already lining up for this, we see a lot of bikes in line. i know that you're trying to make this friendly for those that use bikes. tell me about that.

now a reality. a 100% affordable apartment complex is celebrating its opening on seventh street near the west oakland bart station. former black panther party chairwoman elaine brown brought this to life. she was the first and only woman to lead the black panther party that organization founded in oakland in 1966, dedicated to fighting for housing, health care, food, employment and education for the black community. there are 79 units in this five story building, and all of them will not only be affordable, but they'll be specifically for people with very low or extremely low incomes. so far, more than 7000 people have already applied to live there. >> i hope that this building represents the power of the people bringing back our our dedication and saying to each other power, power to the peopl. >> brown hopes the building will carry on the legacy of the black panther party and be a model for
