his deep disappointment at not being able to join us this afternoon. he just tested positive for covid. >> this is video of the president earlier today greeting people at a restaurant prior to discovering that he has covid. yesterday, the president spoke at the naacp conference. we're hearing that president biden only has mild symptoms right no. as he left las vegas, he said he actually feels good. good afternoon. thanks for joining us. i'm larry beil and i'm kristen z. >> we'll have more on the president's covid diagnosis coming in a critical week in terms of his campaigning and the rnc convention coming up later this hour. and now to developing news first out of santa cruz, where two people washed into the ocean by a wave near west cliff drive, a popular walking path along the pacific ocean. >> the two were found around six last night by rescuers. abc seven news reporter zach fuentes with the latest on a tragic

story. >> reports of two subjects who were swept off the cliff by a wave struggling in the water. >> emergency officials first getting calls like that around 615 tuesday evening from bystanders who saw the two victims in the water. the santa cruz fire department said lifeguards and fire rescue swimmers got there in less than six minutes. tragically, they found those two victims a man and woman found face down in the water. >> cpr was initiated and continued with advanced life support all the way into the harbor, and at which point they received further medical treatment, fortunately, those victims did not survive. >> many community members making their daily walk along the coast. the following day shocked by the news that was horrifying just to learn. i didn't know about it until you just told me that long time resident telling us she can't remember the last time something like this happened. >> these are things i tend to read about more, north or south along the coasts. you know, down near big sur, of course, and even up the coast here, but not in town. >> one local commercial

fisherman telling us that is tragic as it is. he sees too many people coming to the area, not fully understanding what to expect. >> people think they're safe. they go down there if they get washed in uh- then they can be in real trouble. we have less sand this year because there's been such big storms. it's washed a lot of the sand away, so then they have no place to climb out. >> and as a community works to process the tragedy that happened. fire officials say they hope it serves as an important reminder. >> you know, it's a tragedy. we really feel for the families involved, our big message that we want to put out to the public is know before you go. so that's whether you find that information yourself. going to our website, checking in with a lifeguard. it's really getting that that hands on information. when you get to the beach, before you get in the water, before you go near the water, checking in with somebody who has that information to give you. >> authorities have still not released the identity of the victims, and it's unknown if they're local or tourist. in santa cruz. zach fuentes, abc seven news. >> big news from salesforce. they are set to mandate a return to the office for most of their employees, this is a big turn

turnaround for the company that has allowed work from home since the start of the pandemic. >> the move could have huge ramifications for downtown. >> abc seven news reporter tim johns has been following this story for us, joining us live in studio now with a look at the impact. tim. >> yeah, larry. kristen. it's important to remember that just two years ago, salesforce ceo marc benioff rather famously proclaimed that so-called office mandates were never going to work. now, the company seems to be backtracking on that a bit, and the results could benefit everyone in san francisco. head to the salesforce tower in downtown san francisco on any day during the week, and you'll notice the foot traffic in and out of the building is still much lower than before covid. that could soon be changing, though. salesforce recently announcing it will require most of its employees to return to the office for at least 3 to 5 days a week. welcome news to yolanda olguin, who runs el faro mexican restaurant, just half a block away. >> friday was our best day before the pandemic. now there's one of the, you know, not not

the same old restaurant has been in business for nearly 45 years, she tells us. >> after booming in the time prior to the pandemic, the recovery since then has been difficult, and she hopes salesforce's new policy will boost business once again down the road at japanese house, it was a similar story. owner david chen says he just opened a few weeks ago, but chose this location specifically because he was hoping an increasing number of office workers would help the restaurant's bottom line. >> i think maybe after half years, maybe up. yeah, yeah, a customer coming more. >> but salesforce's new policy will likely have a much bigger impact than just small businesses, according to san francisco city economist ted egan, office workers working from home is really the single biggest reason why downtown has remained relatively depressed since the end of the pandemic. egan says more employees in the city means more economic output and higher tax revenues. he also tells me san francisco officials are hoping other companies will

soon follow salesforce's lead. >> i think an important thing for to watch is, is what's the employees, you know, response to that? uh- downtown san francisco is quite a bit different than it was, you know, three years ago when people were first starting to say, no, i don't want to come back to the office. >> and as for the employees, some tell us while the new policy will likely be popular among some, it may not be. among others, it's 5050 because obviously some people live like in sacramento or further out. >> right? or socal or something like that. and they obviously can't make it to san francisco every day. >> now, salesforce's new return to the office policy is set to go into effect on october 1st. live in the studio tim johns, abc seven news. >> mayoral candidate mark farrell has a 20 year plan for revitalizing and reimagining downtown san francisco. farrell is one of the top challengers to incumbent mayor london breed in the upcoming election. now this

morning, farrell presented his vision for transforming the downtown area, and that plan includes building tens of thousands of new affordable housing units. he also wants to improve public safety by adding police officers, and farrell wants to add new tax incentives for employers to bring employees back to the office at least four days a week. and he says the anemic progress touted by mayor breed is nothing to be proud of. >> her lack of proactive planning and vision for downtown has our recovery stuck in cement? we cannot continue to throw spaghetti against the wall with our economy here in san francisco, it erodes faith that our city has its act together. >> farrell also wants to build a new family friendly park at embarcadero plaza, as part of his vision for creating vibrant downtown neighborhoods. >> i got to ask mark farrell about his downtown plan today on getting answers at three. he talked about some of the points

we just touched on as well as a vision for market street, because what we're missing is that vibrancy, right? >> there's a ghost town. there's a shell effect of downtown. we need to cure that. building a brand new park at the foot of market street in front of the ferry building. you know, an amazing opportunity to reframe an entrance of san francisco from the ferry building, but also create that green space for families that are going to move downtown for people that live and work downtown to make sure that they have open space as well, and reinvigorate that part of san francisco. >> farrell says san francisco's downtown has the worst recovery of any city when it comes to the pandemic, and that is unacceptable. >> mayor breed's campaign spokesperson responded to farrell's plan, saying in part, humans will land on mars and flying cars will be traversing the city by the time farrell's plan is complete. end quote. the mayor's spokesperson says breed is taking action now. he says the mayor implemented her 30 by 30 plan for downtown to bring 30,000 new residents and

students to downtown by 2030. breed's campaign also says she's already passed prop c to convert vacant office buildings into housing. all right, let's move now to the east bay. busy year for steamrollers in oakland city crews have set a record for fixing and repairing roads this year. the city is known for doing an annual pothole blitz after the winter months, but the scope of the work being done right now is much larger. mayor shengtao was at 65th and avenal avenues today to celebrate the milestone, and she says there's lots more to come. >> we are here today to celebrate the fact that we have paved the most mileage this yea, and the year has yet to be over. this year, we paved over 47 miles. that is more than any other year, and we're only going to continue to do that work. >> so are the streets that much better in oakland now? abc seven news building a better bay area reporter lyanne melendez will go beyond the numbers and look at what is really happening on abc seven news at five. governor

newsom is crediting the chp surge in oakland with another wave of arrests over the weekend. he says officers broke up sideshows and arrested at least 13 people on saturday, the governor adding the chp recovered several stolen vehicles and a couple of guns as well. last week, while he was in oakland, governor newsom announced the chp would be quadrupling their shifts in the city over the next four months. governor newsom is putting billions of dollars into a plan to combat homelessness, $3.3 billion in competitive grant funding is now available to provide care to unhoused individuals experiencing mental health conditions and substance abuse disorders. >> the funding will come from proposition one. the state bond measure was approved by voters in march to help modernize the california mental health system and reform the california mental health services act. >> coming up on abc seven news at 4:00, 80 years after 256 black sailors in the bay area were disciplined after a deadly blast, they finally been exonerated by the navy. and

voyage this morning and riders were pretty excited about that. abc seven news reporter lena howland looks at how the shuttle is helping build a better bay area. >> for the first time ever, people have a new method of getting to oakland from alameda and back free of charge. >> yeah, we had to be on the first trip. yeah, we were excited. >> meet woodstock, the 45 foot yellow pontoon is named not after the bird or music festiva, but rather one of alameda's oldest neighborhoods on the west end. >> we definitely want to give more options, more transportation options to oakland residents and to alameda residents. that's our that's our main goal. >> before today, the only way for people to walk or bike from oakland to alameda is through the posey tube. a harrowing walk john goldstein makes twice a week. >> it's about a 15 minute walk through the tube, and it's maybe two and a half or three feet wide. and if a bicycle comes while i'm walking through, you

so make sure you are checking the schedule online before you head out in oakland. lena howland, abc seven news. >> one of san francisco's newest parks is getting a delicious new addition in 2025. plans are in the works for a large food hall at presidio tunnel tops. the mess hall will include an all day cafe, specialty market, bar and counter service. it will go into an historic 6000 square foot building that stood on the property for more than 100 years. it's exciting, as is our weather, which is going to heat up once again. yeah, but right now we're not comfortable. place and spencer, i love it so much. >> yeah, we're trying not to think about the heat that's returning because it feels so good today. the cool down does. here's a look at our satellite radar composite image. and you can see a little area of low pressure to our north. it's a counterclockwise circulation bringing us that onshore cooling flow and some coastal clouds as well. but that system is moving up into the pacific northwest now. and we're going to have a warm up, a significant one starting tomorrow. but right now we're enjoying the cooling

onshore flow. we have gusts up to 30mph at sfo right now, 12 mile per hour gusts at novato over at concord, 18 mile per hour gusts. so it's pretty breezy all around the bay area. and it's a generally warmer now than at this time yesterday. despite the cool down that we had earlier today, two degrees cooler in san francisco and half moon bay. but other locations are anywhere from five to about ten degrees warmer than at this time yesterday. so when we go to the view from emeryville, 65 degrees in san francisco right now, low 70s at oakland and hayward, we have 79 at san jose, redwood city, 73 and 63 at half moon bay. blue sky and breezy conditions at the golden gate looking northward. 84 santa rosa. right now, petaluma 7380 degrees at napa, and we have upper 80s at fairfield, concord and livermore. no 90s showing up right now. so it's been a nice pleasantly warm day, but it will be heating up inland starting tomorrow and friday. as you can see on the forecast headlines over the weekend, heat eases briefly. temperatures drop a few degrees, but then early next week, the heat returns to our inland areas. let's look at

overnight conditions. we'll see the marine layer forming along the coast and pushing locally across the bay and inland. overnight, it'll retreat by about 9:00 tomorrow morning and under sunny skies. tomorrow the heat will start to build and heat alerts have returned. we have a heat advisory in effect from 10 a.m. tomorrow to 11 a.m. friday for virtually all of our inland areas, the hills and valleys of the north bay and the east bay down in the santa clara valley as well. during this time, we'll see high temperatures up to or even above 100 degrees. and of course, the risk of heat related illness will be increasing overnight. low temperatures generally mid to upper 50s. highs tomorrow mid 60s at the coast, upper 70s to low 80s around the bay. shoreline. pretty warm around the bay shoreline and inland areas. of course, even warmer. upper 90s will be the rule tomorrow. not likely. we'll see many triple digit readings tomorrow, but on friday they will be numerous. 103 at santa rosa over in the inland east bay on friday, 104 at concord, 103 at danville and antioch, and not much on saturday. quite a big difference. we'll see temperatures dropping back into the mid to upper 90s. still

quite warm, but not the intense heat of the triple digits. pretty much the same range on sunday. but then after that we're back into triple digits again. as you can see here on the accuweather seven day forecast. so even on saturday and sunday when we have the heat easing a little bit, it's still going to be quite warm. and we're talking about upper 90s. then on monday back up to about 104 105. in the hottest inland areas, 102 the hottest of the hot of the heat on tuesday. and wednesday, and our inland areas. and when it's in triple digits in the inland areas, on those really hot days, it will be in the mid to upper 80s around the bay shoreline close to 90. so there's the only place to go for cool weather will probably be near the coastline and thankfully we have a beautiful coastline. yeah, we do indeed. >> yeah. >> and it'll be a comfortable one when 96 is the cool down. >> yeah. you know you're in for quite a week. hardly a cool dow. yes i know, but but thank you. yeah, nominations for the 76th emmy awards throughout the emmys will air here on abc seven in september. and several abc and disney shows are nominated.

terrell davis is sharing his side of the story. after he was handcuffed and then removed from a united flight after he tapped a flight attendant's arm trying to get a cup of ice. >> walk up to me and the guy just he whispers in my ear, he says, don't fight it. and he puts cuffs on me while he's still while i'm sitting down with everybody still on the plane. everybody's on the plane. >> plane. i'm looking at my sons who are sitting right next to him, watching their dad being handcuffed. and what could we do? >> i felt i felt demoralized, i felt embarrassed, humiliated. i felt like my dignity was stripped from me right in front of my children and my family. >> the flight attendant involved has been taken off duty while united investigates uh. we all fly the way the planes are right now. i was on a flight last week, three by three configuration. one of the flight attendants was this massive bodybuilder guy, and he and i were trying to go sideways just going, and i said, dude, you're too big for this plane. and he

learned some remarkable skills. garcia is going to be a senior at june jordan high school, so i learned how to give chest compressions effective breaths, how to function in aed, how to do all that with with infants, adults, angela said. a high school senior hopes to work in the medical field one day, doing ultrasounds. for now, she's getting a lot of practice with different skills. >> i just drew blood. just getting it. the second try was really fast, so that was really easy and cool. >> these particular interns get trained on cpr skills for about a week and a half. then they turn around and teach other students practice, practice is a really key point right now. allison valencia is a junior in high school. one day she hopes to deliver babies. >> i'm teaching infant cpr, so yeah, babies. airway, compressing and all of that. >> sfusd has about 700 high school students doing internships every summer in all sorts of fields. they get real
