supreme court's recent decision. good afternoon. >> i'm kristen sze and i'm larry viel. thanks for joining us. we start with developing news now. all eastbound lanes of the bay bridge are back open after a wild sequence of events. now, there's still a backup you can see from our south beach tower camera at about 215 this afternoon, two cars crashed on the eastern span. >> one rolled over. sky seven shows us the damaged car being towed away right there. >> and after the crash, things got weird. the driver of the car jumped off the bridge. the coast guard rescued him from the bay and took him to a hospital. >> the chp is still investigating exactly what caused the crash. >> meanwhile, a deadly five vehicle crash involving a big rig this morning on southbound 680 in fremont. investigators say the big rig struck the back of a white toyota sedan, killing the driver. it then hit three other vehicles before going off the road, ending up jackknifed down an embankment. >> all right. now we're going to

turn things over to the weather. you can see the heat is back. >> absolutely triple digits coming your way. spencer christine here with a first look at the forecast. >> okay, larry and christine, we're getting very close to triple digits right now. let's take a look at our current temperature readings. you'll see numerous upper 90 degree readings like for example a 97 at concord, 98 fairfield at uh, brentwood up in the north bay 95. cloverdale 96, saint helena 96. down at livermore. so all around the area it's pretty toasty already and tomorrow is going to be even hotter. in fact, the next two days will be hotter. here's a look at our heat alerts. we have a heat advisory in effect for all of our inland areas away from the coast and the bay. that includes the mountains and the inland valleys of the north bay, the east bay hills and the inland east bay and the santa clara valley and its hills. so, taking a quick look at the heat we expect tomorrow, numerous locations will have temperatures ranging from 102 to about 106. in the hottest inland areas tomorrow. now we get a little bit of a break on saturday and sunday as the heat eases just a bit. so instead of triple digits

we'll have mainly mid to upper 90s on saturday and sunday. but early next week the triple digits come right back at us on the full forecast a little bit later. >> kristen spencer thank you. firefighting crews are headed north to battle bigger flames. governor newsom today says the state is sending local fire personnel and equipment to help fight wildfires in oregon. tens of thousands of acres are burning throughout their state. agencies are coordinating to send a total of 15 fire engines and 80 firefighters to assist, including some from san francisco and alameda counties. smoke from wildfires in northern california is expected to impact air quality here in the bay area tomorrow, but there is currently no spare the air alert. >> a plan to clear out an illegal encampment along the bay bridge toll plaza will not happen tomorrow. oakland city officials confirmed to abc seven news they now have until tuesday to move. the encampment. crackdown comes as county officials and advocates search for more long term solutions to homelessness. here's abc seven news reporter anser hassan.

>> michael has been living along the coast of the bay bridge toll plaza for almost a year. he was told you'd have to leave by friday morning by court order. he now has until tuesday. >> it's good news, uh- all of us need a couple more days, honestly, to try and find a place to go. >> last month, the us supreme court ruled cities have the authority to enforce bans on people sleeping and camping in public places. oakland is taking action on this encampment because it faces daily fines from the san francisco bay conservation and development commission if the people don't leave. >> it's been difficult in every, every single city i've gone to, there's they don't have the resources, poole says he knows this isn't a long term solution, but he doesn't have the resources to go elsewhere. >> and the cities and counties don't have the resources, either. >> clearing out the encampments is one thing, but providing housing for those people is completely different. >> palma glazov is a senior manager at 211 alameda county, which provides resources to those who aren't unhoused. she says the county doesn't have the

shelter beds for those leaving the toll plaza encampment. >> it's just making it harder and harder to live. but that's not going to solve the issue of them trying to get back on their feet, because everybody wants to be inside, but they can't find a way. in. >> alameda county board of supervisor president nate miley hopes a multibillion dollar regional bond will pass in november to help fight homelessness. he says the county is exploring sanction encampments as a solution where we can ensure safety and services. >> if we have to declare an encampment because it's causing a public health, a public safety and environmental health type issue or concern, perillo says his next challenge by tuesday is not just to find a place to live, but also somewhere safe. >> there's no resources out here that are just close by. the only thing that is out here is it's safer than the city. >> in oakland, anser hassan abc seven news. >> mayor breed says the city of san francisco is planning to start a very aggressive sweep of homeless encampments next month. breed talked about that this morning during a mayoral debate hosted by san francisco's firefighters union. our media

partners at the san francisco standard were there and say breed applauded the supreme court decision in june that allows cities to enforce rules restricting unhoused people from sleeping outside. mayor breed says the city may start issuing criminal penalties for violations on our 3:00 pm news, we've been talking to all the candidates running for san francisco mayor today, supervisor asha safai explained why his approach to crime is investing more in community policing. >> we're down officers right now, but we're not down the willpower and what i put forward this past january was to have mandatory foot and bike patrols. let's get the officers out of their cars and doing proactive community policing. we have never fully done that in san francisco. when you go downtown. now, we were talking about walking around san francisco today. you go down to union square. you see a lot of police presence now. finally, that was as a result of a lot of the good work that i did to stop and stem

measures, like improving street lighting and cleaning up litter, as well as graffiti, can also lower crime and improve the public's sense of safety. the most recent fbi report says property crime and violent crime are actually down 15% in the us this year. >> now to a story and an ongoing problem we've been following for years. we're talking about mail theft. >> members of a south bay community say they've been repeatedly hit by thieves and they're desperate for solutions at this point. and that concern has led to the proposal of a new bill. >> abc7 news, south bay reporter zach fuentes is live in our san jose bureau with more zach. >> yeah, we already know mail theft is a problem, not just in the south bay, but the entire bay area and the state and the residents. i got to talk to today say the losses for them have been costly and dangerous, but now they are feeling more hopeful with that new legislation in the works. take a look at these clips from neighbors in this south san jose condo complex. neighbors say that the cluster mailbox was opened wide, not by one of the

homeowners or a postal worker, but by thieves. >> actually, right here, opening it with a key. and you can tell because he's opening this one, this specific slot here, which is the one that uses the master key. you can see that he opens that one first and then he opens the whole unit. >> law enforcement says that thieves oftentimes get those master keys from postal workers who have been robbed. last year in california, 61% of statewide postal worker robberies happened in the bay area. >> theft is a serious crime that frequently results in identity theft, check fraud and other financial crimes. >> john young said he's had financial documents stolen. his neighbors have also experienced loss of medication, or hundreds of dollars worth of gift cards sent to family members, law enforcement says cluster mailboxes are a target for thieves, who often choose them instead of a series of individual boxes. young says the neighbors have asked the usps for individual mailboxes on their garages that they'd be willing to pay for, but they're not even willing to entertain it. so they went to their local city council member, domingo candelas, and eventually got the

attention of congressman jimmy panetta. last month, panetta helped introduce a bipartisan bill called the mail theft act. it aims to develop cross coordination to combat mail theft, make sure that federal government and the us attorney's and the doj and the usps actually all coordinate at the federal level, but also with the local level as well. on top of that, panetta and the neighbors have pointed to electronic locking mechanisms on cluster mailboxes, a more secure option. usps said it's already using on blue collection boxes, panetta said he's also been part of legislation to appropriate funds to the usps for that. panetta has public support from the santa clara county sheriff's office and san jose police department. the neighbors say they finally have hope. >> i mean, there was no pathway through the forest before, and now there is. so that's something that's that's a huge something. >> now, the neighbors told me that the usps has replaced the locks on that cluster mailbox, but the problem keeps happening. it just happened again this last weekend. we did reach out to the

usps about the claims from the neighbors, and for a response to panetta's bill, we have not heard back. that bill, by the way, is under the oversight committee and is waiting a hearing right now live in the south bay bureau. zach fuentes, abc seven news. >> all right. zach thank you. it is official. university of california regents have signed off on construction of a new ucsf benioff children's hospital in oakland. the new seven story hospital will be built on the current oakland campus. the new building will include access to outdoor space for patients, families and staff, and space inside the hospital for families to stay with their children during their care. the $1.5 billion hospital is scheduled to open in 2030. >> protesters hit san francisco's great highway to fight a potential closure. nearby residents drove in caravan today as part of the protest against a november ballot measure that would permanently close a section of the road. the protesters want to keep the current setup with the great highway closed only on weekends. >> coming up on abc7 news at four. the final night of the republican convention decision

is hoping those new gates will make people pay their fair share. luz >> that's right. yes, the san francisco bart station where these gates are going in, is the second in the bay area. the first station where bart tested these new gates was in west oakland over six months ago. now they're ready to expand. if you're a frequent bart rider, it doesn't take long to witness people jumping or uh- people trying to squeeze his body through the turnstiles. >> or i've seen somebody wait for somebody to get in and then piggyback off that entrance. >> bart says pre-pandemic numbers project. it was losing tens of millions of dollars because people were finding ways to avoid pain. >> it also bothers me that it's being done. you know, directly in front of bart employees. >> we saw several people jumping over gates. one stopped by a bart police officer right after making it to the other side. we tried speaking to them to

understand their point of view. you said he doesn't want to speak. just two weeks ago, a bart rider, corazon dandan, was killed when a man pushed her into an oncoming train at the powell station. today, bart confirmed the suspect had no proof he paid his fare. >> the reality is that people who fare evade not every fare evader commits a crime, but it is not uncommon for us to see that people who have unwanted behavior on bart have fare evaded to get in our abc7 news data team looked into monthly fare evasion citations and found that variations are trending up. >> bart says they're noticing a decline at the west oakland station, where new gates were installed december of last year. >> the number of entries and exits at west oakland is up 120,000 from the same period of the first six months of 2022. so what that's telling us is more people are, in fact, tagging in with their clipper card at west oakland than they were before the new gates went in. >> bart's plan is to replicate these gates throughout the system. this week, they're

beginning to install the second batch of new gates, this one at the san francisco civic center station. >> this is a priority project for bart. we're going to replace more than 700 fare gates across the system at all 50 of our stations. >> bart acknowledges these gates are just one aspect. more police presence is another. we noticed a person jump over the gate, see the officer, and go back inside to buy a ticket. >> gates is one thing, but you know safety and security is needs to be beyond a gate. >> and bart says their agents cannot stop people from jumping over the gates. they tell me they don't want their employees to confront anyone. fare evading. that's the job for law enforcement officers. bart is projecting to finish installing all the new gates by 2025. luz pena, abc seven news. luz. >> thank you. the fcc might make it easier to switch phone carriers. today, the federal communications commission put forth a proposal that would require all mobile phone service providers unlock customers

phones within 60 days of activation. it's not been determined yet if the rule would apply to existing wireless contracts, the fcc will allow schools and libraries to loan out wi-fi hotspots to families without internet access at home. president biden has canceled another $1.2 billion of student loan debt, 35,000 public sector workers qualify, including teachers, nurses and firefighters, through the public service loan forgiveness program. biden has now forgiven more than $168 billion of federal student loan debt for nearly 4.8 million americans in the south bay, the rolling stones are giving people in need some satisfaction today. >> the iconic band teamed up with a nonprofit known as musically fed to donate more than 500 pounds of unused food that was left over from last night's concert at levi's stadium this morning. the fresh produce, the dry goods, prepared meals were all dropped off at

catholic charities of santa clara county's john 23 site. the food will help feed unhoused people, veterans as well as seniors. >> this is the first time we've been chosen. i don't know if they've been in the silicon valley before, but i'm looking forward to hopefully making this happen and other people want to do this musically. >> fed's mission is to combat hunger with all of the unused, untouched food from the concert donated to ensure that no food goes to waste. excellent cause. >> all right. are you getting satisfaction weather wise? i guess that depends on whether you like it hot or super hot. >> scots are christian. >> well, we're going to have both. today was hot. tomorrow will be super hot. so there you go. everyone's satisfied? well not really. here's a look at what's going on. you can see on the satellite radar composite image, high pressure to our east with this clockwise circulation. a low pressure to our northwest with this counterclockwise circulation combining with this tight pressure gradient give us a brisk onshore flow which is not cooling inland areas, but it has provided enough of a shallow

marine layer at the coast for conditions to be quite comfortable there and quite gusty. i might add. sfo has gusts right now up to 36mph. oakland 31mph. but again, the inland areas, even though some are breezy, are still quite toasty. the 24 hour temperature change shows what's going on here, with the warm up. most inland areas are anywhere from five to about ten degrees or more. warmer right now than they were at this time yesterday. so let's move along and take a look from sutro tower out over san francisco, where it's currently 64 degrees. we have 71 at oakland, hayward, 77, upper 80s at san jose, 80. redwood city, 59 at half moon bay. here's a view from mount tam. you can see a little finger of fog out there near the coastline, but not pushing very far out over the bay. it's 89 at santa rosa right now, 79 at both petaluma and napa. upper 90s, mid to upper 90s at livermore, concord and fairfield. and then we go to the view at the golden gate, where you just see a little thin puff of clouds moving above. these are the forecast headlines.

triple digit heat inland will be with us tomorrow weekend. outlook calls for calls for the heat to ease briefly, but then next week, the excessive heat will return for several days. we have a heat advisory in effect for the bay area until 11 p.m. tomorrow night, and that includes all the hills and valleys of the north bay, the east bay and the santa clara valley. then, of course, the risk of heat related illness increases under these excessively hot conditions. here's a forecast animation showing a little bit of a thin, shallow marine layer developing overnight. it won't have much cooling effect. there'll be patches of drizzle offshore which will amount to nothing in terms of inland areas onshore. so on we go to overnight low temperatures, mainly upper 50s to low 60s. quite mild overnight highs tomorrow mid 60s at the coast. we'll see mid 80s around the bay shoreline and numerous inland areas will be at or above 100 degrees. here's the accuweather seven day forecast notice over the weekend. we get i don't want to call it a cool down because it's not really. it'll be less hot on saturday

with inland highs reaching into the mid 90s. a little bit cooler perhaps on sunday with low 90s inland and mid 70s around the bay shoreline, but look at every day next week so far at or above 100 degrees inland, mid 80s in our bay shore locations, mid to upper 60s at the coast, which is the place to be if you want to beat the heat. >> yeah, you just have to look at okay we're ready. thank you spencer. >> all right. really sad to report on this. the death of a comedy legend, bob newhart passed away this morning after a series of short illnesses. the 94 year old was an emmy award winning actor and grammy award winning comedian. he was known for his deadpan delivery in roles like the 70s hit the bob newhart show and latest on newhart. newhart's career spanned more than 70 years, even appearing on the big bang theory in 2013. bob newhart, a man who will certainly be missed

search and rescue. >> call out if you can hear me. >> marin county's urban search and rescue team is looking for survivors following a major earthquake in point reyes. >> we simulated an 8.2 magnitude earthquake. could be just devastating. devastating. the duration could be anywhere from seconds to a minute of shaking. >> this drill, as real as it gets. team members cutting through concrete rubble and shattered glass to reach crushed cars. some simulated victims are pulled to safety. >> we are entering building six to do a primary search. >> i copy entering 3-6 for primary search. >> this victim had to be hoisted out of a building in a stretcher basket. >> the goal of this program is to get boots on the ground in the quickest, most efficient manner possible to rescue the most amount of people possible. search and rescue. >> call out if you can hear me. >> the training skills at work here could mean the difference between life and death. during a real disaster. the governor's office of emergency services is observing the drill, assessing

how this team does. >> our mantra in the fire service is preparedness. and we don't know when disasters are going to strike, but we do know that we've got to be ready. and preparedness is a key to that. >> it's ironic. this drill is happening literally a mile from the san andreas fault, which cuts through this field. the same fault which devastated san francisco and point reyes back in 1906. these historic photos capture the force of the great quake, strong enough to knock a locomotive off its tracks. >> this is an extremely active seismic area, the san andreas fault runs right through marin county, down through the olema valley, out past bolinas. >> getting this drill right is all that matters. it means this team is ready when the next big quake hits. >> this is real life. these are the things that we are directed to be prepared for. you know, 24 over seven, 365. >> in marin county, cornell, bernard. abc seven news. >> and are you ready for an

president biden to step down from the presidential race growing even louder over the last day, sources telling abc news that nancy pelosi, chuck schumer and hakeem jeffries all had very blunt conversations with president biden, urging him to leave the race. it comes as democrat adam schiff was heard saying at a fundraiser that he was concerned about biden. >> i do not think he is the best person to go into this election. i think if he is our nominee, i think we lose. >> hours later, he called for biden to drop out. but the dnc and biden campaign trying to shut down any possibility that biden is stepping down. >> our campaign is not working through any scenarios where president biden is not the top of the ticket. >> this comes as biden is now battling covid. the white house saying he's experiencing mild upper respiratory symptoms. earlier in the week, biden said he would only consider dropping out over health reasons. >> only if i was told that there was some medical condition that i had and that's not the case. >> meanwhile, vice president

joe biden, without a party because people have gone public with this. it's out in being stated publicly, or you're going to have a party without a candidate. i mean, and you're going to have to find a new one. so that's the choices facing democrats right now. and we're talking a lot about polls. and there's been polling that shows that states that were solidly democrat are now maybe and that those that key states are losing. we went to yesterday you had a poll released. we talked with associated press poll that showed that uh- uh- 70% think that biden should withdraw. okay. you know, a year ago, ap ran the same poll in august and had pretty much the same results that biden. only that was biden was too old. not that he should withdraw. so what changed was people saw it. and that's what they're democrats are saying to biden and to the country. it's not just about polls in uh- swing states. it's whether you have a candidate that can reverse the trend. and right
