before the party's convention, our analysts and experts on what comes next right now, on a special edition of america this morning from abc news, this is america this morning. >> good monday morning, everyone. i'm andrew dymburt. >> good morning to you i'm rhiannon ally. we begin with that earthquake in american politics. president biden announcing he will not seek reelection four weeks from today. >> the democratic convention begins in chicago. and the question is, who will be the party's nominee? president biden has endorsed his vice president, kamala harris, and she says she will seek the nomination. but we learned overnight at least one other democrat may jump into the race. party officials have insisted this will be a process, not a coronation for harris. >> but overnight, harris won support from several top democrats, among them several governors, being discussed as potential running mates, including the governors of pennsylvania, north carolina and kentucky all backing her. we have several reports this morning. abc's em, nguyen begins our coverage for us. em. good morning rhiannon.

>> good morning. vice president harris could soon face her first challenger for the democratic nomination, even as democrats appear to coalesce around her overnight. this morning, sources tell abc news that joe manchin, the independent senator from west virginia, is considering reregistering as a democrat in order to compete for the party's presidential nomination. former democratic national committee chairwoman donna brazile says manchin already reached out to her about the nomination process. >> he wanted to inquire about the process. i had to remind them that in order to put his name in nomination, he has to sign a form that he's a democrat. he left the party a couple of months ago. >> manchin is often at odds with democratic leadership, switching his registration to independent back in may and before biden's announcement yesterday, manchin called on the president to drop out. >> he will go down with a legac, unlike many people, as one of the finest and truly a patriot american. so with that, i come

with a heavy heart to think the time has come for him to pass the torch to a new generation. >> what a difference 12 hours make, i ask him directly if he thought joe biden should step aside. he said, i think a new generation. it's time for a new generation to try to heal the party and heal the country. joe manchin will be 77 years old next month, so i don't know what he's talking about. a new generation sources say biden came to his decision this weekend while recovering from covid. >> biden then endorsing vice president harris as the nominee. but harris does not automatically move to the top of the ticket. dnc chairman jaime harrison saying in short order, the american people will hear from the democratic party on next steps and the path forward for the nomination process. >> she's ready to step up, bring our party together, go toe to toe with donald trump and win in november. >> leading democrats are lining

up to voice their support for harris, including california governor gavin newsom, pennsylvania governor josh shapiro and ohio senator sherrod brown also supporting harris. at least eight members of the so-called squad, including alexandria ocasio-cortez and ilhan omar, former president obama and former speaker nancy pelosi, praised biden for deciding to step aside, but they stopped short of endorsing harris. >> i think that's what you're seeing with both pelosi and obama. look, the two most prominent elder statesmen in the party saying they want the process to play out. i think everybody expects, unless something really unexpected happens, this is kamala harris. >> recent polls show a neck and neck race between harris and former president trump, another poll shows trump's favorability five points higher than harris's democrats reported a record amount of online donations in the hours after biden's announcement yesterday. nearly $50 million. but one major biden donor says if harris becomes the

nominee, he won't fundraise for the democratic ticket, high profile lawyer john morgan telling abc news it's one thing to vote for somebody, it's another thing to raise millions of dollars for somebody. you have to really be in. president biden says he'll address the nation later this week, providing more details about his decision to drop out of this race. rhiannon, andrew and win in washington. >> thank you for that. we are expecting to hear from vice president harris later today. this is a previously scheduled white house event. >> abc's alison kosik looks at harris's role in the biden administration and what comes next for her. >> after serving as california's first female attorney general and making headlines for enacting criminal justice reform, kamala harris went on to the senate. but it was this moment in 2019 taking on joe biden at the presidential debate when harris stepped into the national spotlight. >> there was a little girl in california who was part of the

second class to integrate her public schools, and she was bussed to school every day. and that little girl was me. >> years after that moment, blasting biden for opposing federally ordered bussing in the 1970s, biden is now looking to pass the torch to harris, endorsing her to become the party's nominee. >> this moment is sort of built for someone like her running against a convicted criminal, a former prosecutor, supporters pointing to this moment at the 2020 vice presidential debate. >> mr. vice president, i'm speaking. >> but to become the presidential nominee in 2024, harris needs to win over delegates for next month's convention. >> democratic delegates to the democratic convention. they are the decision maker. all of them are now free under democratic party rules to vote their conscience and that means that vice president harris or anyone else is going to have to earn a simple majority. 1895 delegates to get the nomination.

>> she's been hitting the campaign trail hard. she's been raising money. she raised over $2 million yesterday in massachusetts. so i'm confident that she will have the delegates. she will have the resources. >> harris has been a vocal defender of abortion rights on israel. she's called for an immediate ceasefire in gaza, saying too many innocent palestinians have been killed, which could help her fare better among arab american voters than president biden. but harris has faced sharp criticism for her role in handling the border crisis. she was put in charge of efforts to address the root causes of migration, and was appointed to coordinate talks with el salvador, guatemala and honduras. but she took heat even from members of her own party. when she said this during talks in guatemala, the folks in this region who are thinking about making that dangerous trek to the united states-mexico border do not come, do not

not to seek reelection, entering the korean war among other unpopular decisions, left truman facing the lowest job approval rating on record, just 22. >> i have served my country long, and i think efficiently and honestly, i shall not accept a renomination. i do not feel that it is my duty to spend another four years in the white house. >> presidents teddy roosevelt and calvin coolidge also decided not to run for another term. but biden's decision stands apart from those of his predecessors, all of whom served more than four years in office. >> all of those presidents theodore roosevelt, calvin coolidge, harry truman, lyndon johnson all took the presidency upon the death of an incumbent, became president in their own right by getting elected to the office, and then declined another term in office. so this is a little different insofar as joe biden did, you know, was the candidate in 2020, became president and has opted after one term not to go forward.
