supporters say they are being forced to remove flags and signs from above highway 24. what caltrans and the chp is saying about the rules. >> more frustration for travelers flying with delta. the airline still struggling to recover after last week's huge computer outage and it could be days before things are back on track. >> good morning. it is tuesday, july 23rd, starting with a check of our forecast with drew. >> yes, or inland. heat wave continues for another day. today is going to be the hottest afternoon, not only inland but across the region. heat alerts still in effect. we have those heat advisories in orange. those continue today. and then we have the excessive heat warning inland. those will find some of the hottest temperatures once again later on this afternoon. the morning we're looking at temperatures that are on the mild side. we're at 70 right now in brentwood, 73 in fairfield. it's 61 in oakland, near 70 in san jose. so we still are hanging on to some of that mild air from yesterday. and that will get us into a pretty quick warming trend over the next several hours. we'll look inland. first. we have that excessive heat warning in effect

today is going to be hotter than yesterday, hitting about 103 104 in our hottest cities inland. so of course you want to take those precautions. drink that water, stay hydrated. stay cool. we will find lots of sunshine inland. high clouds streaming in today around the bay shoreline. it will be warm. we'll go into the upper 80s for daytime highs and then along the coast. it's a mix of sun and clouds throughout the afternoon, but warmer than yesterday. our coastal areas approaching 70 later on this afternoon, let's check in with amanda. see those drive times this morning. yeah. >> good morning drew. our overall map already reflecting that the slowdown has already started along the altamont pass. but we do have a problem to tell you about. this is westbound 80 before fremont street in the city, a two car crash is blocking the left lane, but it really isn't causing too much of an issue. you can see speeds are down to only 63mph. we'll take a live look from our south beach cam showing you really no issues as you make your way into the city, which is the good news. there reggie, back to you. >> thanks, amanda. vice president kamala harris hits the campaign trail today. she is

heading to wisconsin to a campaign rally that was scheduled before sunday's news of president biden dropping out of the race. so now this will be her her first official campaign stop. it comes as democrats unify behind the bay area native, the vice president has already secured enough support to become the democratic party's new presumptive presidential nominee, abc news reports. she raised nearly $100 million since entering the race sunday. over 28,000 volunteers have already signed up. yesterday, she stopped at the harris campaign headquarters. president biden called in while still isolating at his home in delaware. he is recovering from covid. >> the name has changed at the top of the ticket, but the mission hasn't changed at all. and by the way, i'm not going anywhere. i'm going to be out there in the campaign with her, with kamala. >> in another sign of his improving condition, we're told president biden will be back at the white house later today. >> california's delegates were unanimous in pledging their support for vice president

harris, putting her over the threshold to become the presumptive nominee. last night. she responded by saying in part, quote, i'm proud to have secured the broad support needed to become our party's nominee. and as a daughter of california, i am proud that my home state's delegation helped put our campaign over the top. i look forward to formally accepting the nomination soon. >> the vice president picking up a key endorsement, speaker emerita nancy pelosi, was instrumental in pressuring president biden to drop out of the race and is now backing vice president harris officially. she issued a statement saying, in part, with immense pride and limitless optimism for our country's future, i endorse vice president kamala harris, adding, quote, i have full confidence that she will lead us to victor. the battle for silicon valley's affection and donations is on. donald trump is backed by elon musk and other major tech leaders, and now some bay area billionaires are energized by vice president harris. abc seven news reporter lena howland is here. lena, how are people in

silicon valley responding to this shakeup? >> reggie, from liberal tech executives to investors and young democrats, many say they're invigorated. they're invigorated and fired up by the changes in store when presidential, when republican presidential nominee donald trump named jd vance his pick for vice president, local tech entrepreneurs like elon musk and david saks were ecstatic. musk said he would donate $45 million a month to support former president trump, but now there may be reason for liberal tech executives and investors in silicon valley to feel rejuvenated and optimistic about the election. in november. professor olaf groth is with the uc berkeley haas school of business. he believes vice president harris can do well over a number of issues in silicon valley. >> look, i mean, i think silicon valley is generally in favor of more diversity. i think she will draw hispanics. she will draw black voters, she will draw younger voters. she will draw a

crowd that is more in favor of immigration, because immigration is good for labor shortages and for talent. >> the co-founder of linkedin, reid hoffman, is a major democratic donor. he endorsed vice president harris. meanwhile, billionaire venture capitalist, the known coleslaw, who held a fundraiser for president biden in may, is calling for an open process at the democratic convention. things at stake among higher income venture capitalists are the proposed tax on unrealized capital gains and regulation on new technologies such as artificial intelligence and crypto. live in studio lena howland, abc seven news thank you, lena vice president harris already has a group of vocal supporters here in the bay area. >> local leaders and lawmakers held a rally pledging their allegiance to helping her win. in november. are we ready to go? >> are we fired up? are we ready to go? >> kamala harris is more than a

>> we are less than a month away from the start of the democratic national convention. it's going to be august 19th to the 22nd in chicago, and abc news will be hosting the next presidential debate. that's set for september 10th. and of course, election day is november fifth. >> some trump supporters in the east bay claim they're being illegally forced to remove flags and signs from above highway 24. lisa disbrow with patriots of contra costa shared videos with abc seven news of her encounter with caltrans recently, she was told to remove american flags and trump signs on the el cautela boulevard overpass in lafayette. it's become popular with groups hoping to get attention from drivers. this year, signs were posted on the bridge stating that it's unlawful to affix posts or leave flag signs or banners. >> the sign is uh- is an intimidation strategy. it is meant to look legal and authoritative. >> disbrow says she's been told to take down flags seven times

since memorial day, because the state agencies fielded complaints. caltrans responded, saying posting of messages or objects on overpasses or fences creates a distraction for motorists. chp adds it's illegal to attach signs, but it's not illegal to stand there and hold them as long as it's safe for drivers in the east bay, parents are outraged after a youth basketball player stomped another boy in the head during a game. >> now they filed a report with the alameda police department. amanda is tracking the latest from the live desk. >> yeah, come on. see, the game took place over the weekend at the college of alameda. a player from tamaqua united was stomped in the head by a player from peyton's place, another bay area youth team. and this all went down right before the end of the game. and we do want to warn you, the video in this story might be intense to some viewers. we want you to take a look. you can see this is a game as it develops. the incident that we're specifically talking about happening right here. unfortunately, now the family or

i should say, you see what's happening. the family of the injured player says that their son is in concussion protocol now and still dealing with headaches. >> if we don't say anything right now, this kid will think it's okay to do it because he's young. he thinks that walking away from this situation, just like you did, is just okay. >> the family of the other boy who did the stomping says that their son was standing up for a teammate who he believed had just been kicked and punched. the peyton's place team says the boy is seeking help to control his emotions and isn't playing with the team right now. the organization says, quote, the behavior that was exhibited by our player is not acceptable and is being taken seriously. we do not condone violence that the that's the end of the quote. now police say this is an ongoing investigation. coaches say the teams have played against each other several times over the years. both teams say race was not a factor. once the investigation is over, it will

be up to the alameda county district attorney to decide if any action should be taken back to you. the desk. >> thanks, amanda. today we could see some activity off to the side of the bay bridge near the toll plaza. the city of oakland plans to clear out an illegal encampment along the eastern coastline. 8 to 10 homeless people have lived there for months. oakland has ordered them out because if they don't leave the city faces fines from the san francisco bay conservation and development commission. alameda county is reportedly working on creating sanctioned encampments. >> 5-10 this morning, we're looking at today's forecast, and you can see we continue that wide range of temperatures. our inland heat wave rolls on for another day. look at concord today. we'll hit about 102 for a daytime high under partly cloudy skies. the excessive heat warning is in effect there. oakland san francisco a lot cooler, but still warmer than average in the 70s. and then the coast. we'll keep it comfortable in the mid 60s for the day today. here's live doppler seven along with satellite. you can see this clockwise motion around

this area of high pressure. essentially on top of nevada this morning. what we're going to watch very closely there are some showers rotating around it right now. we had some thunderstorms in the sierra yesterday that sparked a couple of new fires. we'll be on the lookout for more of that today. we could see a couple of thunderstorms across california that could create some lightning strikes. even some gusty winds as the high pressure is just off to our east. here's future weather showing you it's a partly cloudy sky. today. you'll notice cirrus clouds, kind of those wispy clouds high up above throughout our sky. throughout the day, we'll have those with us through the afternoon, but that will not inhibit the warming process. it gets warm pretty quickly this morning and into the afternoon. we'll see our inland areas again, hitting about 103, 104 and our hottest areas around the bay shoreline. it is warmer than yesterday. we'll find those highs in the 80s if not low 90s later on today. so we have our heat advisories, excessive heat warnings. in effect we'll hit 93 in san jose, about 88 in fremont, 103 in antioch, 104 in fairfield, 73 in the city, but

even as most other airlines are back to operating normally. delta blames a major issue with software that tracks crew members. of course, frustration is really growing for customers. tensions are high, especially in atlanta, the world's busiest airport, which also has a delta hub. luggage has covered much of the terminal, and for travelers unable to find their bag, the lost luggage line was more than 100 people long. one traveler is a quadriplegic and is now stuck in salt lake city. he says his back with vital medication is still on board. a flight that was canceled. >> you tell them, hey, if i don't get this medication, i can have a seizure, stroke or pass out. and they just say, i don't know what to tell you. >> the ceo of delta says it will take a few more days to resolve the issues. he wrote yesterday. quote, today will be a better day than yesterday, and hopefully tuesday and wednesday will be that much better again. delta says customers who incurred hotel meal or transportation expenses may be

eligible for reimbursement back to you the desk. >> thanks, amanda. new developments for the proposed city being called california forever in solano county. the company behind it says it's pulling its plan from the november ballot. the announcement came as county officials were preparing to hold a public meeting today to review an independent study on the impact of the proposal. the 157 page report cited major concerns with the plan. now, the california forever group says they'll do more research and work with the county to create an environmental impact report. >> we're going to line up all of these approvals, do the work with the county, have additional input and then bring it back to the voters for one big approval. >> california forever expects to put the measure back on the ballot in 2026. the project would create space for about 400,000 residents in eastern solano county, near fairfield. >> what happens when you give people money for free? a three year study conducted by bay area tech executive sam altman is ou,

and this is what it found. during a study, 1000 people were given $1,000 a month with no strings attached. people ended up spending it on bills like rent and groceries. they also saved the money. research was done amid concerns that artificial intelligence will eventually make millions of jobs obsolete, leaving many people scrambling to find new ways to make a living. altman is the ceo of san francisco based openai. >> with every great technological revolution in human history, although it has been true that the jobs changed, a lot, some jobs even go away, and i'm sure we'll see a lot of that here. >> so this idea has been tried before. it's known as universal basic income. critics say it's un-american and they compare it to socialism. >> our big night for abc seven's parent company, disney last night, was a red carpet premiere for deadpool and wolverine in new york city. ryan reynolds and hugh jackman were on hand for the big event. it's been six years since we saw deadpool on the big screen. seven for wolverine. now friends in real

expecting it? it was called ashes. >> something about. >> yeah, it was good. >> it's a great. was a good ballad. >> yeah. entertaining. yeah it's funny, this morning we're tracking that heat wave continuing away from the coast. the accuweather forecast will show you we have clear skies from sutro tower in this vantage point. really patchy fog out there right now. so the heat wave will continue for two more days. today is the warmest day of the week, not only inland, but area wide. by the end of the week, significantly cooler air is going to move in here. we're kind of doing a 180 when it comes to our temperatures. by friday and saturday, temperatures are below average. so heading into the weekend, we'll have our morning marine layer giving way to sunshine. but our highs will struggle to reach the 70s and 80s in a lot of spots. we'll take a look at those numbers in one second today. it's all about the heat risk. moderate to major, very similar to yesterday. our inland areas most susceptible to the heat risk. so against a hydrated stay cool. we'll be talking about that today. and tomorrow. today is the hottest day of the week. highs in our microclimates in the south bay will hit 93 in

san jose today, 95 in gilroy, 90, in cupertino along the peninsula, partly cloudy, a lot of 80s on the board. 85 in san mateo, 86 in menlo park, the same in los altos, 78 though in millbrae, across the city today. we'll keep it in the 60s for the sunset. the richmond district's downtown warmer at 73 and the castro. and the mission will probably hit about 72 for daytime highs. south san francisco going to 73. in the north bay, it's partly cloudy and it's hot with those heat advisories. 90 in sonoma, 95 in santa rosa, 92 in napa. the east bay. today it is quite warm. 77 in oakland, but 88 in fremont, 89 castro valley and inland. today is the hottest day underneath this heat wave. 104 in pittsburg, 103 in livermore hit about 101 in walnut creek overnight tonight. very similar to where we are right now. we'll have those mild temperatures inland in the 60s and in the 70s. now tomorrow is the final day of this inland heat wave. temperatures still well above average. the cooling trend begins here on thursday. look at friday. those temperatures

plenty of stars. it is on the warm side for this time of the morning. we're close to 70 degrees right now. just an indication we are still hanging on to some of that warmth from yesterday. humidity is high and visibility is good. here's a look at the heat advisories. the excessive heat warnings. these will continue today. and tomorrow. today is going to be the hottest day underneath this inland heat wave. that's where the warning is in effect for temperatures above 100 degrees again. so we'll focus on our inland communities. first. you notice those temperatures warm quickly under partly cloudy skies. by 3 p.m, we're hitting about 103 104 and our hottest areas later on. that's why the warning is in effect around the bay shoreline. it's partly cloudy. it will be mild if not warm in spots. upper 70s by 10 a.m, upper 80s into the afternoon along the coast. we are comfortable, but we are a few degrees warmer than yesterday. we'll be in the upper 60s under a mix of sun and cloud. let's check in with amanda. see those drive times? this morning? >> hi, drew. a quick check of mass transit. you can see both. or i say all three ace, bart and caltrain all running on time at

willow street. that's an alleyway off of van ness in the city's tenderloin neighborhood. now, this is surveillance video of the man police say was shot by an officer. they say they were called to investigate a report of an armed robbery that occurred on mcallister street before the shooting. a witness says that he heard the commotion and describes what happened after he heard a volley of gunfire. >> he just kind of stayed there and eventually they, like a swarm of police, just ran over and kind of tackled him and i think they took a gun from him, or he was armed or something like that. >> police officers association says the suspect fired at pursuing officers when police shot back, mortally wounding the unidentified man. >> a community members and family gathered yesterday to honor the birthday of a man fatally shot by san francisco police officers in 2015, mario woods would have turned 35 years

old. those who knew him lit candles and shared a birthday cake in front of a mural painted in his honor. his shooting death brought controversy and scrutiny about how officers handled the situation. >> the black and brown community came together. uprise demanded questioning authority, and i think that's important to understand is how we make changes. we question authority. we take it to the front steps. >> an investigation found woods was armed with a knife and had slashed a victim without reason before the encounter with police. new this morning, a bipartisan task force will investigate the attempted assassination of donald trump. it will be made up of seven republicans, six democrats. more lawmakers are pushing to impeach the head of the secret service. a man is at the live desk with the details of the task force and this runoff hearing yesterday on capitol hill. yeah. >> no kidding. reggie. house speaker mike johnson and house minority leader hakeem jeffries announced the task force only moments ago. they say the task force will be empowered with subpoena authority, and will move quickly to find the facts and ensure accountability.

secret service director kimberly cheadle is being heavily criticized for not providing enough answers about security failures. south carolina. south carolina congresswoman nancy mace filed an impeachment resolution against cheadle hours after the hearing yesterday. >> have you provided all audio and video recordings in your possession to this committee? as we asked on july 15th? yes or no? i would have to get back to you. that is a no. >> cheadle is facing bipartisan calls to resign. she called the assassination attempt the, quote, most significant operational failure in decades. >> on july 13th, we failed. i take full responsibility for any security lapse of our agency. >> cheadle revealed a local swat team spotted the suspected shooter on the roof of that warehouse, 18 minutes before donald trump took the stage. >> she says the secret service was alerted between 2 to 5 times about a suspicious person. but for the first shot was fired.

but cheadle says the man was not considered a threat until seconds before the shooting. as for why no security personnel was on that roof, cheadle suggested the slope of the roof posed a safety concern. cheadle vowed not to resign, saying she's the best person to lead the secret service at this time. multiple investigations have been launched into the security failures. back to the desk. >> thanks, amanda. in the north bay, the nevada unified school district wants parents to think twice before giving their kids smartphones. the district considering promoting the wait until eighth pledge parents will be asked to promise to withhold smartphones from students until they get to the end of eighth grade. this follows a group of girls assaulting another student at sonoma middle school in may. video of that assault was posted on social media. marin county superintendent of schools said that he supports the pledge. last year, his office sued several social media companies, claiming they were contributing to an increase in mental health disturbances among young people.

notice there stretching across the bay. our marine layer is very disorganized this morning. that's what you would expect as high pressure is in control. looking at the accuweather headlines, our inland heat wave continues for the next two days. today is the hottest day, not only inland, but across the entire region. by the end of the week, we're talking about a significant cooldown on the heels of some gusty winds in our marine layer returning. and that means by the weekend, a lot of sunshine in the afternoon. but it will be below average, something we haven't said in quite some time. we're going to finish the month with temperatures below average. we're going from hot to not so to speak. today it is quite warm out there, temperatures well above average, but by friday much cooler air moves in here. so the difference between today and the end of the week close to 20 degrees cooler in our hottest area. so the cooler air is coming. it's just going to take a couple more days. how to save the week is today 90s in the south bay along the peninsula will be in the 80s, but 60s along the coastline across the city. it's a mix of 60s and 70s warmer. as you head towards
