presumptive democratic presidential nominee, and her momentum continues to build. >> today, she made her case to voters in the battleground state of wisconsin. abc's christiane cordero joins us live from washington with more on harris's message. christiane. >> hey there. ama and dan. so vice president harris spoke for just under 20 minutes trying to draw a sharp contrast between her vision for the country and donald trump's. it's her first campaign rally since president biden dropped out of the race and gave her his endorsement. today, president joe biden, returning to washington after recovering from covid in delaware the first time we're seeing him since thursday and since he dropped out of the presidential race, his vice president and now presumptive democratic presidential nominee kamala harris on the campaign trail in battleground wisconsin, the path to the white house goes through wisconsin, and you all helped us win in 2020. >> and in 2024, we will win again. >> harris plans to campaign

>> a new poll shows vice president kamala harris has opened up a 2% point lead over republican presidential nominee donald trump. the exclusive reuters ipsos poll finds 44% of voters favor harris, compared to 42% for trump. the poll was conducted in the last 48 hours since president biden dropped out of the race. biden faced a two point deficit against trump. >> young voters are keeping up with political news on social media and the emergence of kamala harris as a likely presidential nominee is generating memes and references that are absolutely going viral. abc seven news reporter leslie brinkley talked with experts about why young people are tapping into this election that is suddenly been stood on its ear. >> young people are excited. they're ready to get involved in this election. >> voters of tomorrow is a gen-z led organization reaching out to young voters on social media, where vice president kamala harris so far appears to be trending after pop artist charli xcx called harris the embodiment of brat's spirit. brat is the

title of her latest album, hailed as a soundtrack for young feminists. harris's instagram account is on theme with brat neon green. >> if this idea of brat wasn't something that people could see in her, it wouldn't have become an internet sensation, right, that that same part of her that can go up onto a stage and give the anecdote about falling out of a coconut tree and giggle about it in the middle of her speech, that that energy, her willingness to do that is what makes her brat. >> harris gave the speech last year, referencing what her mother used to tell her. >> i don't know what's wrong with you young people. you think you just fell out of a coconut tree? >> the fact that these, memes are getting such positive engagement right now means that this is a conversation that young people are going to be having with each other. >> that's backed up by this political science professor. >> well, i think social media is definitely the primary source of, most information, including

political information for gen z. i think the smart thing for the harris campaign to do is to get some, some young gen z folks to be working the social media channels, jackson also thinks the misinformation circulating on social media puts the responsibility on users to filter out fake news. we're making more of an effort here at the college level, and i think this is happening in the high schools as well to really, talk about, information, how how to verify information, how to fact check, how to distinguish good information from bad. >> this newfound enthusiasm online could translate to voter turnout in the east bay. i'm leslie brinkley, abc seven news. >> and again tomorrow, president biden is scheduled to address the nation for the first time since dropping out of the presidential race over the weekend. that will be at 5:00 tomorrow. and of course, you can watch it live right here on abc

seven. >> now to the latest on the heat wave impacting our inland communities. this is a live look out at your conditions right now. for the latest though, let's get to abc seven news meteorologist lisa argen. another hot one. lisa. yes. >> today ama was the hottest day we're going to see in quite some time. we have a little bit of cooling on the way for your wednesday, but boy, how about that 108 in vacaville, 107 in fairfield. so our excessive heat warning continues for wednesday in our inland valleys. and then the rest of you have an advisor. temperatures will be dropping those significantly around the bay while it takes another 48 hours for our inland valleys of the east bay to feel that cooling. it is 80, in hayward, we're 90. in hayward, we're looking at 84. in redwood city, a comfortable 71 in san francisco. and just within the hour, that fog just moving into the golden gate. it's patchy, it's diffuse, but it will make some inroads tonight. looking at 107 in fairfield, temperatures are sizzling in concord 103 100 in livermore. so we are looking at that warmest day, eight

degrees warmer in oakland and santa rosa. air quality not the best. it will begin to improve as our onshore flow increases and the marine layer expands. not much of it right now, but it will be patchy for your wednesday. we'll keep the thunderstorms away and we'll allow for that warm evening tonight to take us through the next several hours. it's going to be sticky with temperatures in the 80s through the early evening, and by 10:00 o'clock we're still in the low to mid 80s inland. so we'll talk about that slightly cooler wednesday, the much cooler weekend with my accuweather seven day forecast in a few minutes. okay lisa. >> thank you. the operator of a west oakland metal recycler next to howard terminal has been indicted on felony charges in connection with a major fire last year that sent plumes of thick, toxic smoke into the air. you may remember seeing that plume coming from the radius recycling scrap yard, a formerly known as schnitzer steel. alameda county da pamela price announced this afternoon the company would face eight charges. two employees were also indicted by a grand jury accused

of conspiring to destroy evidence regarding the blaze. price said the indictment was historic and accuses the company of having, quote, a terrible legacy of environmental racism in the county. we have reached out to radius for a comment, but we have not yet heard back. >> a homeless encampment near the bay bridge toll plaza is getting cleared out. the city is providing temporary shelter for those forced to leave, but some advocates say the city isn't meeting their needs as required by law. abc seven news reporter anser hassan has more. >> michael perillo helped direct this motorhome out of an encampment near the bay bridge toll plaza. perillo and others were ordered by the city to clear out by tuesday. >> there's no water out here. there's nothing out here. there's no trash, there's no restrooms and all. that's where we're going. >> so paolo has lived here for the past year, but like others, has agreed to city terms to leave. he's thankful the process has been peaceful. >> we're smart to not, go in and, try to use force to establish some type of rule of law. you can't have a war on

homelessness. what we're having is a problem in investment, lack of investment in affordable housing. housing is creating the homelessness, though some have been living at the toll plaza beach for more than a year, the sense of urgency to clear out the encampment comes from the san francisco bay conservation and development commission, or bcdc, which oversees the bayfront. >> it threatened to fine oakland $30,000 if people didn't leave. bcdc says it opened an investigation after receiving complaints. >> the odds of going from being unhoused to being in permanent housing go astronomically up when a person accepts those kinds of services, and we're really grateful to see some progress there today, the city says some of the 8 to 12 people living here found their own place, but it did secure temporary shelter for those who need it. >> however, homeless advocates say it's not enough. no. >> are they? are they communicating with them in the way that they need to be communicated with, or are they bringing them some cheetos and a bottle of water and saying they're doing outreach? >> andrea hanson is director of where do we go, which advocates for the homeless. she says that cities are required by law to

provide adequate services. that means not just having a shelter bed, but also to meet the needs of the people. >> there's millions of dollars going into this program. how come no one did these assessments when they went out in may? each person said, we want to be housed, but we have very serious chronic disabilities. they told the city that their outreach workers, many housing advocates, believe that last month's u.s. supreme court ruling, which makes it easier to clear out encampments, will lead to more displacement. >> and in cities that aren't ready to handle the problem. in oakland, anser hassan, abc seven news the first bay area affordable housing project funded in part by apple, broke ground in san francisco today. >> the project, at 1633 valencia street in the mission district, will benefit seniors who are on the verge of becoming unhoused. these are photos of today's groundbreaking ceremony shared by mayor london breed. apple has pledged $50 million to a regional housing fund to help build hundreds of units of affordable housing in the bay

service, a relative read what she called a love letter to officer bowen from his wife. >> you were the calm to my storm patient and full of grace, gentle yet so strong. >> the service was followed by a lengthy procession through vacaville, allowing the public to pay their respects along the route to officer bowen's final resting place. >> new developments a man has been arrested in the fatal shooting of an oakland rapper. police arrested 30 year old dominic gates last week in berkeley. he's facing a murder charge for killing 27 year old aliana green, who went by tan professionally. she was fatally shot during the reopening of a beauty supply store at 40th and telegraph avenue in oakland, july 13th. tan to god was there for a promotional appearance. >> the san francisco board of supervisors has approved a change designed to combat the police department's shortage of sworn officers. the board voted in favor of establishing a new voluntary deferred retirement

option program. that change would allow officers near retirement to earn additional compensation in exchange for agreeing to perform neighborhood patrol or investigative work. three members of the board voted against the change, with supervisor hillary ronen calling it a misuse of millions of dollars. >> we don't need to throw money away at 25 year officers that are just going to game the system and retire earlier than they would have, because they can get an additional if they stay the whole five years, half $1 million when they retire above their half million dollar salary. >> supervisor matt dorsey argued the additional spending is necessary for a police department dangerously short on officers. san francisco police number of full time sworn police officers has declined from more than 1800 in 2019 to about 1500 right now. the city projects the department could lose another

(vo) do you fargo? you can, with wells fargo. close the city's great highway. today's rally is the latest in recent weeks. more than 200 protesters delivered letters to city hall asking officials to withdraw the plan to turn the road into the park. but we want to tell you about a different story right now. new details in a wild case out of the peninsula, prosecutors say a man accused of trying to kidnap a student out of a classroom claimed he was a russian spy trying to solve a murder. investigators in redwood city

say last week the man showed up to sequoia high school, grabbed a 16 year old boy out of a classroom and claimed he was the police. the suspect left when a teacher intervened and went on to punch a hole in a bathroom wall, prosecutors say. he later told police he didn't remember what happened. he's in jail on $110,000 bail. >> now, let's give you a little bit more information on that rally today against a ballot measure to close the city's great highway. keep it open, keep it open, keep it open. as you can see, protesters are about 200 of them delivered letters to city hall asking officials to withdraw the plan to turn the road into a park. the proposal aims to reduce car pollution near ocean beach and divert cars to sunset boulevard instead. but opponents are worried about that traffic being pushed into their neighborhoods. >> this legislation provides nothing except closing that road. if we're going to have a park, let's fund it. if we're going to have close a road,

let's figure out where the traffic is going to go. and i think it's irresponsible to place this on the ballot as a thumbs up, thumbs down, open close issue. >> opponents of the ballot measure want to keep the current setup, with the great highway closed only on weekends, that arrangement is set to end in 2025. >> okay, let's check on our weather. you could feel as you went outside today. if you did go outside, it's still hot. >> boy. you got hit with just a blanket of heat today. >> abc seven news meteorologist lisa argen is back with a full forecast. lisa. >> yes, it was certainly hot that 108 in vacaville, 107 in fairfield, and tomorrow we're going to get a break. so it's going to take some time, but we're going to see some welcome relief head our way as we get into the weekend. in fact, the latter part of the workweek. here's a look at the visible satellite picture. and you'll notice that there is fog and it is getting patchy right at the golden gate. so that will move in and offer some relief as we get through the early part of the day tomorrow. so there's not

a whole lot of it, but the westerly winds will increase as we get into about thursday. so some folks enjoying pier 39 right now with all that sun and mild temperatures, 71 downtown, it's 83 in oakland, 90 in hayward with 91 in san jose, 84 in redwood city. so that's not too bad for the peninsula. half moon bay, 61 degrees and getting socked in here at the bridge. 96 santa rosa. still toasty there with 86 in napa. and look at all the triple digits here. 107 the delta 103 concord and 100 in livermore. but just over the past hour, the breeze has kicked up up to 29 miles an hour. the wind gusts at sfo 20 downtown, and it's a little breezy here through the delta, but we'll continue to see this high pressure ridge take its time moving away. so some cooling inland for your wednesday by the end of the week. it's breezy that marine layer expands that fog footprint going into our east bay valleys. and then by the weekend, it's a cool start.

for saturday, we'll begin to see a return overnight lows 60s and. it will take all night long to get to these readings, and we'll have those 50s again closer to the bay. as we look at your forecast for tomorrow in our inland valleys. another day just at 100. but that's better than that 107, 108 today, 96 on thursday. and then dropping another ten degrees for your friday. saturday is the coolest day. and then we'll begin to come up a little bit on sunday. there's a look at san jose low 90s for your wednesday. and then as we get into thursday just a little bit better, taking the edge off. but that dramatic cooling will get underway friday and saturday. here's a look at your highs tomorrow. so another day with our excessive heat warning for our inland valleys. now the national weather service could drop that advisory for parts of the bay. we're under that advisory again. santa cruz mountains, north bay through tomorrow as well. but you'll notice 80s tomorrow. so that's a big improvement for you in santa rosa. looking at 91 in san jose,

upper 90s antioch and 90 in fremont, another toasty one there with those 60s at the coast 70s downtown, a beautiful day in san francisco, the accuweather seven day forecast so not as hot inland tomorrow our last day of our excessive heat warning. the heat eases for everyone on thursday. in fact, we'll be much cooler and then by friday and saturday, yeah, we're going to have to get out the jackets and then into next week feeling more like summer. it's going to be a whiplash, i tell you. gosh, it sure is. >> but that'll be nice when it gets into the 80s. >> thank you. >> all right. well a hit and run on the high seas and it was caught on camera. i just want to stare at this fisherman in new hampshire captured this incredible video of a breaching whale smashing into. oh, that boat sending two people flying into the water. the boaters who took the video say they saw the whale breach several times. then that other vessel just got too close. the fishermen helped the other boaters out of the water. the u.s. coast guard doesn't
