you doing? >> yeah, that is the question. remember this. now, the city of san francisco is taking action against the owners of the towing company whose truck tried to hook up a car, stopped at a traffic light with two people inside. good evening. i'm ama daetz and i'm dan ashley. >> thanks for joining us. the city is revealing that the owners of that company have a history of illegally towing vehicles. >> abc seven news reporter luz pena spoke to the city's attorney on what they found and which other companies are being investigated. loose. >> yes, we have been following this story for months, and today the city attorney is officially banning a company named arrow towing from doing business with san francisco. the city said it has enough evidence to prove an extensive list of illegal tactics. almost a year since the san francisco city attorney's office began proceedings against auto towing. citing this company violated multiple state and local laws by illegally towing

vehicles from private property. now, the city is taking a step further. >> he provided enough evidence such that auto towing could be permanently barred from doing business with the city for the next five years. >> during their investigation, the city attorney's office found that the owners of auto towing are also the owners of two other towing companies. one of them is called specialty towing. in april, we reported on a towing company with the name specialty towing that tried to hook a vehicle waiting at a red light. >> there was a towing truck that had the name specialty towing that was engaged in what appeared to be criminal activity by attempting to take a car with individuals in it. >> that investigation i know, is ongoing. >> we went to auto towing in san francisco's bayview neighborhood. their lot had two cars inside, but no one was in there. all right. so people in the area are telling us that they haven't seen anyone from auto towing here in months. we tried calling the number undersign. i'm luz pena with abc

seven news. i'm looking for the owners of auto towing, a general operator said auto towing hasn't paid for the operator's service in months. turns out the supervisor for this district is well aware of this company. >> they would take cars from the address of record to another site, and people would have to take longer to be able to locate their vehicles, which in the towing world increases the cost for you to get your car back, supervisor walton said. >> there are several towing companies in san francisco known to perform illegal tactics. >> i'm glad that the city attorney has ended this practice for one towing company, and hopefully it resonates with the others. >> as we dug deeper, the city attorney confirmed the owners of auto towing are facing more than a ban from the city. in a different case, the district attorney's office confirmed the couple has been charged with multiple counts in connection to welfare fraud. >> we'll see what happens with these other two affiliated companies based on criminal proceedings facing their owners.

san jose, 73. downtown has been breezy and nice. you can see the haze there from mount tam. so looking at temperatures that will come out of the one hundreds in the next few hours, but we will be looking for a smaller spread tomorrow. we are seven degrees warmer than we were yesterday and look at those breezy winds. they're not going to help us out too much though, because the fog will be basically in san francisco, moving up through the north bay. you can see 90s in the next hour, midnight. we're in the 70s and 80s in our inland valleys. the 50s move into the north bay by sunrise, 6:00 and then by noon tomorrow. we've got 90s, but we should just curb that cooling by about 5 to 6 degrees for highs in the upper 90s tomorrow. full look at my accuweather seven day forecast coming up. >> all right lisa thank you. new at six. police in san rafael are searching for a person who walked up to a target and set a trash can on fire, as you saw there. this is video from last night just before midnight. police say the suspect poured accelerant over the trash can, then set fire to a cardboard box. watch now. here it goes.

they dropped the box into the trash. then the whole thing just goes up. police say the fire caused more than $2,500 in damage. they're asking anyone who recognizes this person to contact the san rafael police department immediately. and a fire raced through a strip mall in rohnert park overnight, doing an estimated $1 million in damage. rohnert park police and fire shared this video of the fire on commerce boulevard. that's off 101. police say they first got a call about a burglary alarm at one of the businesses there. then they found out about the fire. officers found a garage door partially opened with a work van on the fire is on fire inside. the fire burned through two businesses in the strip mall with smoke damage to three others. again, it's $1 million or more. investigators are trying to figure out the cause of this fire. felony charges have been filed against a west oakland scrap metal recycler and two of its employees. those charges stem from this smokey fire. in august of 2023, a year

ago at the radius recycling facility near howard. terminal radius used to be called schnitzer steel. alameda county district attorney pamela price hit the company with allegations of recklessness, conspiracy and concealing evidence. the fire sent plumes of toxic smoke into the air for hours. >> this administration will not allow corporate criminals to poison our community recklessly to create vulnerabilities for our community and for those who serve our community and just walk away having made a profit and get off with a slap on the wrist. >> we have reached out to radius for comment on these charges, but have not yet heard back. >> new developments a man has been charged in the fatal shooting of an oakland rapper. police arrested 30 year old dominic gates last week in berkeley. he's facing a murder charge for killing 27 year old allen green, who went by tan de god professionally. she was fatally shot during the grand reopening of a beauty supply store at 40th and telegraph

avenue in oakland on july 13th. tan de god was there for a promotional appearance in the south bay a family is demanding accountability after the death of a 98 year old loved one following an attack in a nursing home, the family says the nursing home could have prevented the attack. abc seven news south bay reporter zach fuentes spoke with the family grandmotherly hug everybody and she was extremely witty, very, very funny. >> a family grieving the loss of their 98 year old loved one, vera harris was a mom, wife, grandmother and great grandmother, while her youngest grandson, adam harris the second, will always remember the good times. he also can't forget the tragedy that took her from loved ones. >> just seeing my grandmother in that condition will. it haunts me every night. >> i can't sleep according to a felony complaint filed by the santa clara county district attorney's office. vera was attacked on december 13th, 2023, at her nursing home. mission. skilled nursing and subacute center in santa clara. the attacker, her 79 year old roommate. the family said they were called hours after the

attack and had to push for her to be taken to a local hospital. >> and as soon as i saw her condition, i saw my grandmother with bruises, bleeding, swollen, eye broken teeth. i mean, it was very, very brutal and disgusting and it broke my heart. and immediately i knew my grandmother was not going to make it. >> vera perez died a couple of days later. court documents show that that roommate also attacked someone months prior in april. vera's family have now filed a civil lawsuit against the nursing home, its parent company in hospice partner. >> she was very vulnerable and they put her with somebody that was extremely dangerous, as we've seen. >> we reached out to the nursing home and have not heard back. in a statement to our media partners, the mercury news, when the roommate was charged, it said that it was saddened and shocked by recent events. it went on to say that they could not comment further since the matter is in litigation. attorneys say that while the family is seeking compensatory damages, the first thing they want to bring is awareness. if it happens at a nice high end care facility like mission skilled, owned by covenant care,

a massive corporation. >> what how's it like at leicester? less expensive facilities, less sophisticated facilities. so there's a problem out there. >> criminal charges were brought against the 79 year old, who is accused of attacking vera. the court proceedings are suspended, though, over questions surrounding that person's mental competency in santa clara. zach fuentes abc seven news. >> a hero's farewell today for vacaville police officer killed in the line of duty earlier this month. >> officer matthew bowen's casket was brought into the father's house church in vacaville for a funeral service attended by hundreds of people. this morning, bowen was conducting a traffic stop when his motorcycle was hit from behind by a woman accused of driving under the influence of drugs. bowen leaves behind a wife and two sons. during today's service, a relative read what she called a love letter to officer bowen from his wife. >> you were the calm to my storm patient and full of grace, gentle yet so strong.

is getting cleared out. the city of oakland is providing temporary shelter for those forced to leave, but some advocates say the city isn't meeting their needs as required by law. andria henson is executive director of where do we go? a group that advocates for the homeless. she says cities are required to provide adequate services that means not just a shelter bed, but meeting the other needs of the people as well. >> there's millions of dollars going into this program. how come no one did these assessments when they went out in may? each person said, we want to be housed, but we have very serious chronic disabilities. they told the city that their outreach workers. >> the urgency to clear out the encampment comes from the san francisco bay conservation and development commission, or bcdc, which oversees the bayfront. the agency threatened to fine oakland $30,000 if the people

did not leave. >> now to a story from the i-team. the oakland police department is close to getting a huge technology upgrade could cost taxpayers though millions of dollars. >> a vote is expected on this issue tonight. in fact, an abc seven news i-team reporter, stephanie sierra, is here with a look at the problems that led to the push for. stephanie, this new technology. >> yes, there were several of those problems. we're talking about a contract that may be worth more than $6 million. police argue this new software will enhance efficiency and help the city's flawed 911 system. yet the process to get here highlighted another multimillion dollar mistake. oakland is in dire need of new technology. it currently has the slowest 9-1-1 emergency response time in the entire state, and it doesn't help. the city has been crippled with software issues. >> let's be very clear. this is a huge underinvestment. >> years before the ransomware hack that leaked the city's network on the dark web, a crucial decision was made in 2017 to replace the city's 20

year old software. oakland city council authorized $12.8 million to install a new 9-1-1 public safety it system that included new dispatch and records management software from motorola, but a civil grand jury report found three years later, it was never fully implemented. in fact, both the software and hardware at the emergency communications center were labeled as so out of date. it is no longer supportable, the report added. opd was forced to buy replacement parts on ebay because they were no longer available. >> completely unacceptable, unexplainable and certainly uh- we need to hold ourselves as governmental employees more accountable. >> staffing shortages and impacts from the pandemic were to blame. now it's been seven years and the problem still hasn't been fixed. but this week there's a push to change that. the city's i.t. department is recommending a new purchase with a tech company to replace opd's

record management system with a modern software called mark 43. that's fully cloud hosted. >> i would assume, though, why they're advocating for the utilization of cloud is because it could probably be accessed for more locations if passed, it would cost taxpayers up to $6.1 million. >> but it's being heavily vetted in the wake of the city's massive 2023 data leak, the idea that any of these records are secure is naive, and we see these data breaches consistently. >> and so it's really put the population at a vulnerable place. >> according to a report obtained by the i-team last year, opd determined the motorola software was, quote, difficult to use, leading to increased report times and the issues were unable to be resolved. issues like that could have been avoided if the tech was properly vetted. we asked opd that very question did they determine this new software would be compatible with their systems? we were told the

software was reviewed by several department subject matter experts to gauge efficacy. opd also visited a local law enforcement department who is currently using mark 43 to obtain their feedback, which was positive. opd may also acquire a new $27,000 subscription with gladiator forensics to collect and analyze call record data. police say it would help arrest wanted suspects and enhance criminal investigations. now, state privacy law would still require opd to have a warrant in order to access that data. as far as this new potential $6 million contract, there are still questions about staffing. that 2023 grand jury report equated getting it back to functional levels as, quote, trying to turn a supertanker. >> that was a long, clumsy process. >> exactly. so, you know, that was a direct quote to from that. so the critical point here being taxpayers do not want what happened with that $12 million contract to happen with this one. >> understandable. >> do we know when will a vote,

when a vote will happen? >> you know it's happening as we speak, actually. so we're expecting a decision within the next couple of hours. okay. >> great. okay. >> thanks very much, stephanie. >> well, a man who went viral in the barbecue becky incident at oakland's lake merritt, six years ago has died. kenzie smith was one of two black men having a barbecue at lake merritt when a white woman called police because using a barbecue at that location wasn't allowed. it went viral and she became known as barbecue becky. after the incident, oakland installed hot ash disposal units so people could barbecue, and oakland city councilwoman rebecca kaplan nominated smith to fill a vacant spot on oakland's parks and recreation advisory committee. in a statement today, kaplan called him, quote, a dedicated and beloved oaklander who put time and energy into help serving our community. smith's cause of death and funeral arrangements have not been announced. >> all right, let's go back and talk a little bit more about the weather as the heat persists. >> but it is going to ease here

soon. yes. >> let's find out from lisa argen how soon that is actually going to be. lisa >> yes, we have that to look forward to. the heat peak today with 108 in vacaville and many other cities over 100 degrees, so we will be close to that tomorrow out by brentwood. but right now i want to call your attention to our satellite and radar composite. it's our visible picture. a lot going on here. you can see the wind stream there showing a southerly surge that fog is moving back into the golden gate area. then we've got the thunderstorms in the mountains here, and then we have a few high clouds. we'll begin to see the high pressure ridge back off, but as soon as it's as long as it's overhead, the fog can only be a little bit patchy. it moves off and then will become more widespread. what a gorgeous view here. the winds have been kicking up to up to about 30 miles an hour. you notice the camera shaking. 73, san francisco 80, in oakland, 89, in hayward. that's a warm day for the bay shore and at this hour, 90 in san jose, just 61 for half moon bay from a roof

camera. looks nice, doesn't it? the wind is blowing there and we've got pretty good visibility. 91 santa rosa, 84 petaluma and the air quality is not bad. our inland valleys, it's moderate 103 in fairfield, 99 concord 98 in livermore sarah forecast headlines some cooling inland tomorrow taking the edge off about five degrees. the end of the week. it's breezy, more fog making its way into our inland valleys. even some mist and drizzle at the coast and temperatures will be below average. we're going from 10 to 15 degrees above average to about five to at least ten degrees below average. so by tomorrow morning, 60s and 70s out there. so it's another warm start. but we won't be as hot as we get. a little bit of that breeze working its way across the bay. 50s moving up into the north bay, mid 50s santa cruz. and here's a look at that cloud cover some of the high clouds and then the fog. there it wants to just cozy up to the marin county coastline and the san mateo coast throughout the day tomorrow. so that's one change. but then we're also going to see

these breezy winds make their way through the delta throughout the afternoon. so up to about 29 miles an hour. so that breeze will feel pretty good allowing that heat to ease just slightly. it is going to take another 24 to 48 hours till we reach this into friday, where we've got mid to upper 80s. so notice no 90s at all. by the time we get to the end of the workweek, with 60s and 70s across the bay by saturday, our coolest day here, and we're going to take some time to clear. it's going to be pretty cloudy and then we'll get into some afternoon clearing. by sunday we get slightly warmer. so here's a look at another day tomorrow where we have our excessive heat warning. inland 100 by the delta upper 90s, livermore, antioch, concord 97 and our heat advisory, which could be discontinued up in the north bay upper 80s. how about low 90s for you in san jose, the peninsula that's cooler at 85 in palo alto. and then san mateo. upper 70s. the accuweather seven day forecast. so not as hot

the biscuit basin area, about two miles north of old faithful. rod. rod. rod. oh that's what you do, ron. visitors race to safety as boiling water, steam and rocks blasted into the air. the national park service says thankfully, no one was hurt. the blast ripped apart the boardwalk, though, as you see in just hurled rocks and dust everywhere. the u.s. geological survey says explosions like this are fairly common at yellowstone, and this one doesn't reflect volcanic activity at the park very dramatic though. >> well, speaking of dramatic, nasa has released some stunning new images to celebrate the 25th anniversary of its chandra x-ray observatory, the space shuttle columbia launched chandra into orbit back in 1999. the 25 images are just a small sample

service resigned during house committee hearings yesterday, kimberly cheadle provided little clarity on how a gunman was able to get access to a roof with a clear line of sight on trump. she refused to answer many questions, citing an ongoing fbi investigation. lawmakers were upset, saying she was not forthright. >> i'm happy to see that she has heeded the call of both republicans and democrats, now we have to pick up the pieces. we have to rebuild the american people's faith and trust in the secret service as an agency. >> ronald roe, the secret service's deputy director, will serve as acting director. the 24 year veteran of the department, a scandal plagued senator from new jersey, is resigning. >> one week ago today, bob menendez was convicted of 16 counts, including bribery and extortion. federal prosecutors say he accepted bribes in cash, gold bars and mortgage payments in exchange for his political clout. menendez was not required to resign due to the conviction.

the outage. crowdstrike today said the faulty file blamed for taking down microsoft powered computers everywhere, has been added to the company's bad list. meanwhile, the us department of transportation announced today it would investigate delta airlines. the atlanta based carrier has been hit the hardest by this outage. delta has canceled more than 5500 flights since friday. passengers have been stranded all around the world, with the airline unable to recover as quickly as its competitors. following the crowdstrike fiasco, u.s. transportation secretary pete buttigieg says he will hold the airline accountable. >> i'm hearing a lot of things i'm very concerned about, including people being on hold for hours and hours trying to get a new flight. people are having to sleep on airport floors. even accounts of unaccompanied minors being stranded in airports, unable to get on a flight. >> delta has issued a travel waiver for flights booked through sunday, allowing fliers to change them without extra

baby birds after hundreds accidentally hatched. >> reporter amanda palacios from our sister station in los angeles, explains how and how you can help these newborns. reporter the duck sanctuary in winchester has become the temporary home for over 90 ducklings. >> following an unexpected hatching incident. >> last wednesday. we got we received a phone call from a lady and she told us that she had 60 baby ducks that had hatched unexpectedly and

wondering if we could take them. she called us back later that evening and said, well, it's actually going to be a little bit more probably closer to 200. >> those 200 ducks turn out to be closer to 600 to 800, according to founder howard berkowitz, the eggs were sitting in a warehouse and were initially intended for baloo, a filipino street food made by boiling fertilized eggs. >> she's a baloo distributor, so i don't know if you know what the process is, but basically it's a it's a fertilized egg. and then around day 19 to 20 is when they actually cook them. >> howard says the sanctuary, along with the team of volunteers, helped rescue the baby ducks. unfortunately, due to a decline in their health, only about 90 remain. but volunteers are doing everything possible to keep them alive. >> we're doing whatever we can right now. we're giving them electrolytes, we're giving them vitamins, we're giving them baby food. we're giving them water. >> well, it's great to see babies thrive, but it's very hard when they don't say, like you said, it is an emotional roller coaster, the sanctuary, which currently houses 400
