commute except for that typical slowdown through the altamont pass, it has started north. tracy boulevard on westbound 205 to north flynn road on westbound 580. and then we want to get to some of the drive times. if we can know my clicker is not working right now, we'll send it back to the desk. >> amanda, thank you. developing news involving san francisco city employees among the highest paid police officers, some of them earning hundreds of thousands of dollars a year. a new retention program could bump up their pay even higher. abc7 news reporter lena howland is live in san francisco. to break this down, lena, overtime pay and an officer shortage is playing a big role here. >> hey, reggie. that's right. and this plan essentially means paying older officers more in exchange for them putting off their retirement. this deferred retirement option program, known as drop, only, applies to officers that have been with the san francisco police department for 25 years or more. it would allow them to defer their

retirement for up to five years, to then get an additional pay bump. this is only if they agree to perform neighborhood patrol or investigative work during that time, it could raise some officer's salary to nearly $500,000 a year. supervisor hillary ronen called the proposal insulting to other city public safety workers, such as social workers. >> we don't need to throw money away at 25 year officers that are just going to game the system and retire earlier than they would have because they can get an additional if they stay the whole five years, half $1 million when they retire above their half million dollar salary, according to the city's own data. >> in each of the previous four fiscal years, the number of separations from sfpd has outpaced the number of sworn hires. this is a really important point because we are not responding well enough to attrition. >> supervisor matt dorsey agrees

this will help retain officers who would otherwise retire and collect a pension. sfpd's number of full time sworn police officers has dropped from more than 1800. in 2019 to about 1500 right now. the city projects the department could lose another 300 officers in the next five years. the board of supervisors voted yesterday in an 8 to 3 vote to put this on the november ballot. if approved, it would take effect in july of next year. live in san francisco. lena howland, abc seven news thank you, lena in oakland, a fix for the city's flawed 9-1-1 system is a step closer. >> this morning. it's not going to be cheap, though. the city council's public safety committee just gave approval to spend more than $6 million on a solution. the abc seven news i-team obtained a report on the situation. it found that current motorola software was difficult to use, leading to increased report times and the issues were unable to be resolved. that's

according to the report. the city's it department recommended a new purchase with a different tech company. it would replace opd's record management system with a modern software called mark 43 that is fully cloud hosted. >> the work of it doesn't always get appreciated because it only tends to get tech, get press coverage when it goes wrong. so i want to say we have an it team before us here tonight doing something right. >> the new system is being heavily vetted after the city's massive 2023 data leak. personal data was exposed and city services were taken offline. during that incident. >> the idea that any of these records are secure is naive, and we see these data breaches consistently. and so it's really put the population at a much more vulnerable place. >> the full oakland council will take the contract up during a meeting next tuesday. >> today, fbi director christopher wray will be on capitol hill. he's expected to update congress on the investigation into the attempted assassination on donald trump.

that testimony comes a day after secret service director kimberly cheadle resigned. she was replaced by ronald roe, who was sitting directly behind her as she testified before congress monday. cheadle faced pressure to step down after the assassination attempt. the pressure intensified after her testimony provided little clarity on how a gunman was able to get into position to fire a gun at trump. >> i'm happy to see that she has heeded the call of both republicans and democrats, now we have to pick up the pieces. we have to rebuild the american people's faith and trust in the secret service as an agency. >> she refused to answer many questions, citing the ongoing fbi investigation. lawmakers were upset, saying she wasn't forthright. this morning. there's newly released video footage from the moments after the attempted assassination of the former president. a man is tracking the latest from the live desk. >> reggie, it has been 11 days since that attempted assassination of former president donald trump. now there is new body cam video

revealing what took place after the shooting. and we want to warn you, the video in this story might be graphic to some viewers. now, republican senator chuck grassley shared this video hours after the secret service director resigned. you can see officers and secret service agents on the roof of the building. we have blurred it here, but that is the body of shooter thomas crooks. in the video, you can also see the rifle he used laying next to him on that roof. the pennsylvania police commissioner testified on capitol hill yesterday, revealing new details about the shooting. he says two local officers left a building that overlooks the roof where crooks took his shots to look for a suspicious individual. the commissioner also revealed crooks was on the building for about three minutes before opening fire at the former president. as for donald trump, the secret service is now recommending his campaign does not hold any outdoor rallies. and as it stands, none of his rallies are scheduled to be held at outdoor venues back to you, the desk. >> thank you. amanda. president joe biden will address the

republican congressman mark green from tennessee wrote a letter to the company demanding answers about the outage. crowdstrike is blaming a faulty file for taking down microsoft powered computers across the world, including at delta airlines, which has struggled to recover from last week's tech outage. some passengers have spent days in airport terminals. amanda it still could be a couple more days before things are back to normal. >> yeah, and reggie, in a statement released in the last 30 minutes, delta airlines ceo says disruptions should be minimal today and service should be fully restored starting tomorrow. it has been six days of frustration for people who fly with the airline. many became stranded on friday and have had a difficult time rebooking flights since then. more than 6000 flights have been canceled since the outage. we told you yesterday morning the department of transportation has launched an investigation. transportation secretary pete buttigieg made it clear delta must take care of its passengers. >> i'm hearing a lot of things.

right now. if approved by voters in november, this plan would take effect starting in july of next year. live in san francisco lena howland, abc seven news. >> thank you lena. waymo is fighting back against vandalism when regarding their self-driving taxis in san francisco this month. the company filed lawsuits against two people accusing them of intentionally causing thousands of dollars in damage. we've been following the story of one of those people, 36 year old ronell burton. burton is also facing criminal vandalism charges for slashing the tires on 17 waymo vehicles in june. another person from oakland is being sued for intentionally crashing into a waymo car. waymo says the driver caused $46,000 in damage. >> the city of san francisco is taking action against a company it says has a history of illegally towing vehicles. in one incident, a tow truck was recorded trying to hook up a car stopped with a red at a red

light with two people inside. and amanda, this is a story we've been following now for months. >> kumasi almost a year ago, the san francisco city attorney's office began proceedings against auto towing, claiming the company violated multiple state and local laws by illegally towing vehicles. now the city is banning the company from doing business in san francisco for the next five years, according to city attorney david chu. >> now, chu says, the owners of auto towing, also known, also owns two other towing companies, including this one, specialty towing. this video was recorded in downtown earlier this year as the driver tried to hook up a car at a red light with two people inside. chu says that investigation is ongoing. city leaders say there are several other towing companies in san francisco known to perform illegal tactics. they hope the city attorney's actions resonates with the other towing companies in the area. and as we dug deeper, abc seven learned the owners of auto towing are facing more than a ban from the city. in a statement, the

district attorney's confirmed the district attorney's office. i should say, confirmed the owners face charges in a separate welfare fraud case. back to you, reggie. thanks, amanda. >> felony charges have been filed against a west oakland scrap metal recycler and two of its employees. those charges stem from this smokey fire in august of 2023 at the radius recycling facility near howard. terminal radius used to be called schnitzer steel. alameda county da pamela price hit the company with allegations of recklessness, conspiracy and concealing evidence. the fire sent plumes of toxic smoke into the air for hours. >> this administration will not allow corporate criminals to poison our community recklessly to create vulnerabilities for our community and for those who serve our community and just walk away having made a profit and get off with a slap on the wrist. >> we've reached out to radius for comment on the charges. we have not heard back. san francisco firefighters were

honored with the celebration at city hall for their rescue work. the members of station 19 protect not only the people of the west side, but their furry companions. also, these firefighters respond to usual emergencies, but the city wished to give them a special day for their impressive number of animal rescues at fort funston. the area has a lot of dogs, a lot of cliffs and that results in a lot of pets getting stuck, prepared and trained, ready to respond. >> in cases where people get trapped on the cliffs, get stuck, but obviously encourage responsible pet ownership to try to prevent that as best they ca. >> since 2019, the crews of station 19 have carried out 250 dog rescues. this year, they've already rescued 20 animals. why do people take the dogs here. never understood it. >> look at this. an incredible video of a let's call it scary encounter at sea. what happened

a nursing care facility after she was attacked in her own room. amanda. the family believes the facility could have prevented this. >> reggie. 98 year old vera polaris died last year after she was attacked at mission skilled nursing and subacute center in santa clara. a criminal complaint filed by santa clara county prosecutor says her 79 year old roommate attacked her. the victim's family says they were called hours after the attack and had to push for her to be taken to the hospital. >> and i saw my grandmother with bruises, a bleeding, swollen eye, broken teeth. i mean, it was very, very brutal and disgusting and it broke my heart. and immediately i knew my grandmother was not going to make it. >> polaris died a couple days later. the roommate reportedly attacked someone else at the nursing home months earlier. polaris family is now suing the facility. in a statement to our media partners at the bay area news group, the company said,

quote, we are working with the resident's family in an effort to seek resolution and will fully cooperate with applicable authorities as the matter is investigated. prosecutors charged the roommate last month. the case is on hold as the courts look into the suspect's mental competency. back to you at the desk. >> thank you. amanda. a man who went viral in the barbecue. becky. incident at oakland's lake merritt six years ago has died. kenzie smith was one of two black men having a barbecue at lake merritt when this woman called police because using a barbecue at that location was not allowed. well, it went viral and she became known as barbecue becky after the incident, oakland installed hot ash disposal units so that people could barbecue. oakland city councilwoman rebecca kaplan nominated smith to fill a vacant spot on oakland's parks and rec advisory committee. in a statement, kaplan called him, quote, a dedicated and beloved oaklander who put time and energy into helping the homeless

and serving our community. smith's cause of death and funeral arrangements have not yet been announced. >> i knew ucsf study finds electric bike accidents are soaring across the u.s. researchers found e-bike injuries have doubled every year from 2017 to 2022. e-scooter injuries also rose by 45%. ucsf found injured riders wore helmets slightly less often than conventional riders. researchers say this underscores the need for added safety measures heart stopping video taking off the coast of new hampshire. the two men aboard that console boat are okay. after the vessel got capsized by a massive whale that breached the surface. >> when i turned, the whale's head was already landing on the engine. so by the time i saw that, then all of a sudden, i looked down the boat's pit. the
