shoreline. it is a warm afternoon. we have very limited cloud cover out there this morning. mid 80s for daytime highs. fog along the coast this morning. giving way to bright sunshine this afternoon and daytime highs very comfortable in the upper 60s. let's check in with amanda. see those drive times this morning. >> good morning drew. let's take you down to the south bay san jose specifically. this is our 87 cam showing you quiet and clear conditions this morning here at 601. and then a look at drive times at this hour. the typical slowdown tracy to dublin. it's going to take you 40 54 minutes i should say 16 minutes from dublin to mission boulevard south 16 minutes as well from 101 to cupertino. let's get back to the desk. >> thanks, amanda. developing news involving san francisco city employees. among the highest paid police officers, some earning hundreds of thousands of dollars a year. a new retention program could bump up their pay even higher. abc7 news reporter lena howland is live for us in san francisco. to break this. to break this down, lena. overtime pay and an officer shortage all playing a role here. reporter. >> yeah. reggie. that's right.

and the goal of this plan is to help offset the department's existing staffing shortage. this plan essentially means paying older officers more in exchange for them putting off their retirement. the deferred retirement option program, known as drop, only, applies to officers that have been with the san francisco police department for 25 years or more. it would allow them to defer their retirement for up to five years, to then get an additional pay bump. this is only if they agree to perform neighborhood patrol or investigative work during that time. it could raise some officer's salary to nearly $500,000 a year. supervisor hillary ronen called the proposal insulting to other city public safety workers, such as social workers. >> we don't need to throw money away at 25 year officers that are just going to game the system and retire earlier than they would have, because they can get an additional if they

stay the whole five years, half $1 million when they retire above their half million dollar salary, according to the city's own data. >> in each of the previous four fiscal years, the number of separations from sfpd has outpaced the number of sworn hires. this is a really important point because we are not responding well enough to attrition. >> supervisor matt dorsey argues this will help retain officers who would otherwise retire and collect a pension. as sfpd's number of full time sworn police officers has dropped from more than 1800 back in 2019 to about 1500 right now. the city projects the department could lose another 300 officers in the next five years. the city's board of supervisors voted to put this on the november ballot in an 8 to 3 vote. if approved, it will take effect in july of next year. live in san francisco. lena howland, abc seven news. >> thank you lena in oakland a

fix for the city's flawed 9-1-1 system is a step closer this morning, but it is not going to be cheap. the city council's public safety committee just gave approval to spend more than $6 million on a fix. the abc seven news i-team obtained a report on the situation, and that report found that the current motorola software was difficult to use, leading to increased report times and that the issues were unable to be resolved. the city's it department recommended a new purchase with another tech company. it was replaced opd's record management system with a modern software called mark 43, that is fully cloud hosted. >> the work of it doesn't always get appreciated because it only tends to get tech, get press coverage when it goes wrong. so i want to say we have an it team before us here tonight doing something right. >> the new system is being heavily vetted after the city's massive data leak in 2023. personal data was exposed. city city services were taking offline during that incident. >> the idea that any of these

records are secure is naive and we see these data breaches consistently. and so it's really put the population at a much more vulnerable place. >> the full oakland council will take up the contract during a meeting next tuesday. >> today, fbi director christopher wray will be on capitol hill. he's expected to update congress on the investigation into the attempted assassination of donald trump. the testimony comes a day after secret service director kimberly cheadle resigned. she was replaced by ronald roe, who was sitting directly behind her as she testified before congress on monday. cheadle faced pressure to step down after the assassination attempt. the pressure just intensified after a testimony provided little clarity on how a gunman was able to get in a position to fire. >> i'm happy to see that she has heeded the call of both republicans and democrats, now we have to pick up the pieces. we have to rebuild the american people's faith and trust in the secret service as an agency.

>> cheadle refused to answer many questions, citing an ongoing fbi investigation. lawmakers got upset, saying she was not being forthright. more on this. now there's newly released video footage from the moments after the attempted assassination of the former president. amanda is tracking that from the live desk. reggie. >> it has been 11 days since the attempted assassination of former president donald trump. now, as you mentioned, new body cam video revealing what took place after the shooting. and we want to warn you, the video in this story might be graphic to some viewers. republican senator chuck grassley shared this video hours after the secret service director resigned. you can see officers and secret service agents on the roof of the building. we've blurred it here, but that is the shooter, thomas crooks's body in the video. and you can also see the rifle he used that's laying next to him on the roof. the pennsylvania police commissioner also testified on capitol hill yesterday, revealing new details about the shooting. he says two local officers left a building that overlooks the roof where

crooks took his shots to look for a suspicious individual. the commissioner also revealed crooks was on the building for about three minutes before opening fire at the former president. as for mr. trump, the secret service is now recommending his campaign does not hold outdoor rallies and as it stands, none of his rallies are scheduled to be held at outdoor venues. back to you at the desk. >> thank you amanda. president joe biden will address the nation today, three days after announcing he was ending his bid for reelection. today, vice president kamala harris is trying to round up even more votes as she continues on the campaign trail in indiana. her opponent, former president donald trump, will be campaigning in the battleground state of north carolina. vice president harris held her first rally in wisconsin yesterday. she's making her appeal to the middle class, focusing on her record as california's attorney general and abortion access. we who believe in reproductive freedom. >> will stop donald trump's

extreme abortion bans because we trust women to make decisions about their own bodies. >> vice president harris still needs to pick a vp. her top picks right now are said to be governor josh shapiro of pennsylvania and senator mark kelly of arizona. donald trump is trying to block campaign funding from being transferred from president biden to vice president harris. his team is filing a complaint with the with federal election officials. the harris campaign says it's raised more than $100 million on its own since president biden dropped out during a conference call yesterday, trump said he is open to debate vice president harris, and he's backed off calls for a venue change. abc news is set to hold host the next presidential debate that will be on september 10th. >> republican vice presidential candidate j.d. vance is reportedly heading back to the bay area next week. the new york

and our heat advisories do continue for one more day. cooler weather finally arrives tomorrow. here's live doppler seven along with satellite high pressure basically over vegas right now is supplying us with the warm weather. it's acting like a heat pump for one more day. what will knock it out of here is this trough, this area of low pressure near vancouver right now. this will slide south and bring about some cooler weather starting tomorrow. the future weather showing you it's another warm day out there. today we'll find temperatures in the upper 90s to around 100 degrees inland. 70s and 80s around the bay shoreline, but comfortably cool along the coast. so high of 80 in oakland today. but 93 in san jose. we'll go to 100 in antioch, 89 in santa rosa, 71 in the city, but 60s and 70s around the bay shoreline. we'll find those highs cooling off tomorrow, but we are much cooler by friday and significantly cooler over the weekend. reggie, we'll show you that on the seven day coming up in a few minutes. >> thank you. drew preparing to address congress israeli prime minister benjamin netanyahu set to speak today. while demonstrations are also expected

protesters gathered at the us capitol yesterday. pro-palestinian groups are calling for the release of hostages held by hamas. more protests are expected today, including in san francisco. developing news on the crowdstrike outage that knocked out computer systems globally last week. today is the deadline for the company's ceo to schedule a time to testify before the house homeland security committee. republican congressman mark green from tennessee wrote a letter to the company demanding answers about the outage. crowdstrike is blaming a faulty file for taking down microsoft powered computers across the world. >> delta airlines has really struggled to recover from last week's global technology outage. some passengers have spent days in airport terminals and amanda, the company's ceo, just released a new statement saying relief is almost here for people. yeah, kumasi. >> in a statement released earlier this morning, delta airlines ceo says disruption should be minimal today and service should be fully restored starting tomorrow. it has been six days of frustration for

people who fly with the airline. many became stranded on friday and have had a difficult time rebooking flights since then. more than 6000 flights have been canceled since the outage. we told you yesterday morning the department of transportation has launched an investigation. transportation secretary pete buttigieg made it clear delta must take care of its passengers. >> i'm hearing a lot of things i'm very concerned about, including people being on hold for hours and hours trying to get a new flight. people are having to sleep on airport floors. a directly communicated to delta's ceo. our expectation that delta will live up to their passenger service commitments. >> delta says it's fully cooperating with the investigation. the carrier has issued a travel waiver for flights booked through sunday. the airline says it is also issuing refunds and is setting up a baggage command center in atlanta to reunite. checked luggage with travelers. kumasi >> thanks, amanda. this oakland

clouds out there. a very shallow marine layer this morning where we are finding just a little bit of fog along the coast. it will make all the difference once again. but our inland heat wave does continue for one more day. this is the final day of our heat advisory. inland. highs between about 96 and 101. later on this afternoon. tomorrow though, and by friday the heat begins to ease. and really, over the weekend it's going to feel dramatically different. the weekend outlook calls for sunshine, but those highs below average. looking at today's forecast inland, we have lots of sunshine temperatures in the upper 90s around the bay shoreline bright with highs in the 80s. so it is quite warm. then along the coast we have that fog right now. we'll get partly cloudy skies this afternoon. so sunnier breaks by noon and those temperatures will keep them in the 60s. so highs in the microclimates. today's the final day of the heat advisory in the south bay. but it is warm. 92 in santa clara 93, san jose 98, in morgan hill, 78 for san mateo today, but 87 in redwood city. we'll hit 86 in mountain view in the city today. we'll keep it in the mid 60s for

could make using just one song on an international stage. >> you know. >> good morning everyone. it's wednesday, july 24th. >> we'll get to that. but first we check your forecast. andrew >> yeah good morning guys. inland the heat wave continues for one more day. the accuweather forecast shows you the heat alerts still in effect. we have the heat advisory. those areas shaded in orange once again will be quite warm this afternoon. looking at today's forecast we'll hit about 71 in the city. warmer in oakland today 80. that heat advisory is in effect for the south bay san jose going to 93 with full sunshine and walnut creek hot today. just not as hot as we were yesterday, but still quite warm at 97 degrees. so we look at the inland forecast today. yesterday we hit about 105 106 in our hottest cities. not as hot, but still very warm. with that heat advisory will go into the upper 90s for daytime highs. and again you look at the mornings it is warming pretty quickly over the next several hours around the bay shoreline, we have sunny skies, temperatures are warm. we'll go

understaffing crisis that we're in. >> it is really sobering to look at basically talking about how to give more money to officers who are earning three, 4 or $500,000 a year. you know, while our teachers, bus drivers and 9-1-1 dispatchers are not seeing anything near these levels of salary, supervisor dean says this comes at a time when the city could be facing a budget deficit of $780 million by the end of 2026. >> sfpd's number of full time sworn police officers has dropped from more than 1800 in 2019 to about 1500 right now, if approved by voters in november, this program would take effect in july of next year. live in san francisco lena howland, abc seven news lena, thank you. >> waymo is fighting back against vandalism in san francisco this month. the company filed lawsuits against two people accusing them of intentionally causing thousands of dollars in damage to their

cars. we've been following the story of one of those people, 36 year old ronell burton. burton is also facing criminal vandalism charges for slashing the tires on 17 waymo vehicles in june. another person from oakland is being sued for intentionally crashing into a waymo car. waymo says the driver caused $46,000 in damage. >> the city of san francisco is taking action against the company. it says. there's a history of illegally towing vehicles. in one incident, a tow truck was recorded trying to hook up a car stopped at a red light with two people inside. amanda, this is a story we've been following out for months. >> kumasi almost a year ago, the san francisco city attorney's office began proceedings against auto towing, claiming the company violated multiple state and local laws by illegally towing vehicles. >> now, the city is banning the company from doing business in san francisco for the next five years, according to city attorney david chu. now, chu says, the owners of auto towing also owned two other towing

companies, including this one, specialty towing. this video was recorded in downtown earlier this year as the driver tried to hook up a car at a red light with two people inside. you see it there, chu says. that investigation is ongoing. city leaders say there are several other towing companies in san francisco known to perform illegal tactics. they hope the city attorney's actions resonates with the other towing companies in the area. and as we dug deeper, abc seven news learned the owners of auto towing are facing more than a ban from the city. in a statement, the district attorney's office confirmed the owners face charges in a separate welfare fraud case. abc seven has tried contacting auto towing, but has not been able to get in contact with anyone at the company. back to you, kumas. >> thanks, amanda. the first bay area affordable housing project, funded in part by apple, broke ground in san francisco. the project at 1633 valencia street in the mission district, will benefit seniors who are on the

abc news reporter alex perez has the families calls for accountability. we do want to warn you that some of this video is hard to watch. >> after seeing the horrific video of former illinois deputy shaun grayson killing his daughter, sonya massey's father shattered and now calling for the sheriff to be held accountable. >> i'm very clear and i'm very eloquent. he needs to resign. >> grayson, now charged with murdering the mother of two after she called 911 to report a prowler. massey's cousin was the first family member on the scen. after the shooting, i was confused. >> i didn't know i went there from answers because i thought that someone came into the home to kill her. >> massey's son, malachi, heartbroken and in disbelief, she was just a ball of energy. >> she could talk to anybody. family attorney ben crump questioning grayson's employment history. >> six different police jobs in the last four years, including three different departments in

2021 alone. >> we need to find out what the sheriff's department knew when they hired him. >> these cases sometimes take years, but grayson was fired and charged just ten days after the incident. he has pleaded not guilty and remains in custody. alex perez, abc news, chicago. >> breaking overnight, 18 people are dead after a plane slipped on a runway and crashed as it was taking off from nepal's capital. video shows smoke rising as rescue crews rushed to the plane. the pilot is the only person who survived that crash. he is injured. police say the bodies of the 18 victims on board have been recovered. all of them were airline employees. at this point, it's not known how the plane slipped. police say the tarmac was dry >> a sad case in the south bay has a family demanding accountability. their grandmother died in a nursing care facility after she was attacked in her room. a man of

the family believes the facility could have prevented this attack. >> yeah, reggie. 98 year old vera polaris died last year after she was attacked at mission skilled nursing and subacute center in santa clara. a criminal complaint filed by santa clara county prosecutors says her 79 year old roommate attacked her in the room that they shared. the victim's family says they were called hours after the attack and had to push for her to be taken to the hospital. >> and i saw my grandmother with bruises, a bleeding, swollen eye, broken teeth. i mean, it was very, very brutal and disgusting and it broke my heart and immediately i knew my grandmother was not going to make it. >> polaris died a couple days later. the roommate reportedly attacked someone else at the nursing home months earlier. polaris family is now suing the facility. in a statement to our media partners at the bay area news group, the company said, quote, we are working with the resident's family in an effort to seek resolution and will

fully cooperate with applicable authorities as the matter is investigated. prosecutors charged the roommate last month. the case is on hold, though, as the court looks into the suspect's mental competency. back to you. the desk. >> thanks, amanda. new at six. thousands of hotel workers announced they are planning a strike vote. the local chapter of the unite here union says the vote could happen as soon as your contract expires in august. the unite here chapter represents about 3000 hotel workers all across the bay area. they are calling for better wages, affordable health care and lighter workloads. the grand hyatt hilton union square and a handful of other hotels in the city would be impacted. >> new this morning, the alameda county board of supervisors approved a final agreement to allow 16 and 17 year olds to vote in school board elections. the vote finalized agreements between the county, the registrar of voters, oakland berkeley and the berkeley unified school district. the registrar of voters is concerned the system will not be set up in

time for the upcoming november election. the statement brought up more concerns as voters have been waiting years for the implementation of this system. >> with the start of school really just around the corner, more families than ever are relying on school supply donations, sacred heart community service and the san jose unified school district have been working to provide 4000 students with school supplies and backpacks for the year. the organization is eight days away from the scheduled distribution day and is still short. a thousand backpacks sacred heart is hoping community members will donate backpacks, supplies or money to help them reach their goal. >> and now it's your morning money report. japanese retailer makari. makari excuse me? laid off hundreds of its u.s. employees. the layoff comes after makari tried cutting seller fees earlier this year. the company cited falling sales and growing competition as the reason behind the layoffs. makari spokesperson said the decision was made to ensure a sustainable business structure.
