crimes. as the war in gaza rages on. and it was a similar scene in the nation's capital as people marched to protest the israeli prime minister's visit to the u.s. and his address to congress. hello, i'm kristen sze. thanks for joining us. not only is prime minister netanyahu's visit sparking protests, but also deep divisions and even boycotts among u.s. lawmakers. absent from today's address was vice president and presumptive democratic presidential nominee kamala harris, as well as republican vice presidential nominee senator jd vance. abc news reporter alexis christoforous has the latest. the prime minister of the state of israel, in a historic fourth speech before a joint meeting of congress, israeli prime minister benjamin netanyahu, trying to win support from both parties for his country and its war against hamas. >> when we stand together, something very simple happens we win, they lose. >> netanyahu recognizing noa argaman, who was taken hostage

and rescued from gaza. the prime minister invited to capitol hill by house speaker mike johnson and senate republican leader mitch mcconnell. dozens of democratic lawmakers skipping the speech, expressing their disapproval over the thousands of civilian deaths and the humanitarian crisis from the war. >> it will be the first time in american history that a war criminal has been given that honor. >> michigan representative rashida tlaib did attend. she's the only palestinian american in congress, and in the past has called for netanyahu's arrest. >> the prosecutor of the international criminal court has shamefully accused israel of deliberately starving the people of gaza. this is utter, complete nonsense. >> noticeably absent vice president kamala harris, president of the senate and republican vice presidential nominee senator jd vance, each of their teams saying they were attending previously scheduled events. prime minister also calling for stronger action against iran, which supports

militant groups fighting israel. >> this is not a clash of civilizations. it's a clash between barbarism and civilization. >> outside the capitol, thousands of protesters making their presence known amid tight security. cease fire now! >> cease fire now. >> the prime minister meeting with families of american, israeli hostages held by hamas while he's in washington. this week, he's also set to meet privately with president biden and vice president harris tomorrow, and with former president trump at mar a lago on friday. alexis christoforous, abc news, new york. >> but before a meeting with netanyahu tomorrow, president biden will address the nation from the oval office. tonight, it will be the first time in more than 50 years that a sitting us president delivers a speech to explain why he is no longer seeking reelection. his team says he will soon be back on the campaign trail, with vice president harris. today, she spoke to a group at the historically black sorority zeta

phi beta in indianapolis. >> in this moment, i believe we face a choice between two different visions for our nation. one focused on the future, the other focused on the past. and with your support, i am fighting for our nation's future. >> and this afternoon, democrats adopted rules for choosing the party's presidential nominee, with voting to officially nominate harris likely to begin on august 1st. you've probably seen a surging social media trend this week involving the vice president. from references to coconut trees to pop stars calling kamala harris brat to videos of her dancing, there is a youthful energy to her campaign. a lot of it is driven not by party elites but by the k hive. think beyonce's beehive, but with a k for kamala and an inaugural leader of the k hive

is a bay area woman who four years ago had this viral reaction to biden picking harris as his running mate. >> kamala harris is the vp nominee. oh my god, they just announced it less than a minute ago. >> woo! he did it! >> this is nuts. >> joining us live now is the national director of south asians for harris, a dnc delegate and a san mateo county resident. harini krishnan hi harini. >> how are you? kristen? i i'm i'm laughing looking at that moment four years ago, i know does it feel like it was four years ago? >> i mean, by the way, that moment made it onto the dnc floor, i think right at the convention, because it was so huge, so genuine, so just emotional. and i got to ask you if that was your reaction to harris as the number two on the ticket. what is your reaction now, >> i will say it was it was an
3:06 pm
incredibly emotional day. you know, as soon as we heard that, biden was stepping down, you know, obviously, for those of us who've been with her since the beginning, right? that february 2019, when she announced her candidacy, in oakland, there was a sense of energy, excitement, you know, euphoria. but at the same time, i think it was tempered, you know, with, with the fact that, you know, president biden stepping down, putting, the country first, and you know, and has truly been one of the most impactful presidents. right. and, and this vice president had has been such a loyal partner and stood by him, even, you know, with with whatever has happened over the past three weeks. so, you know, yes, it was bittersweet. but, you know, when, when the dust settled, there were a lot of tears. kristen, i, i, you know,
3:07 pm
you know this you've been in this journey with me, to think that we are on the cusp of electing the first woman, the first black woman, the first south asian woman, the first indian american woman, somebody who looks like me. somebody who looks like my daughters. it's i cannot put it into words. it's truly magical. and you know, there's an infectious energy, among so many different communities, among youth voters, among the asian american community, african american community, latino community, you name it, in fact, i don't know, you know, i tonight, very shortly at 5 p.m, we are helping south asians for harris is helping to co-host the south asian women for harris national call. very similar to the black women call, where 44,000 black women, showed up. so as of now,
3:08 pm
we are at 12,000, and it's climbing. so there's this morning when you told me about it. >> so that is another 7000 since then. but harini, i just want to. and i don't mean to stop you, but, you know, you were talking about the feels, right? the idea that a woman who is black, who is south asian, and yes, a woman like in the 250 year history of this country, we haven't had a female president that this may be possible. again, i want to take our viewers back to four years ago when she made it onto the ticket as the vp nominee. and watch what your daughter said. >> this is crazy. wow someone who looks like us on a presidential ticket. that's crazy. wow i'm so stoked >> i'm crying too. >> okay, i like i keep thinking, i think this moment is even, i
3:09 pm
think, more emotional and more poignant because of what it means for women in this country. kristen, you know, we are literally women are facing an assault on our fundamental reproductive freedoms, right? i mean, there's all kinds of draconian laws around this country curbing choice, you know, and with abortion bans and with her being a woman and with her being such a fighter and a champion for women and families and children and championing reproductive freedom, it makes this that much more meaningful, that much more emotional and that much more powerful. you know, and like you said, to have a seat at that table, you know, finally, a woman, is just for so many of us, this is a dream we've lived with for, you know, we've been with her on this journey four and a half years, and it to think that we're on the cusp of making history is just something, you know, i
3:10 pm
can't fathom right now. right now, i'm in organizing mode, i'm already like, i've started, you know, planning. we're thinking phone banking, canvasing, text banking, combating misinformation. we're already in this mode. but, you know, i, i'm, i talk to my daughters. i talk to jen and annabella, and they both sent me the sweetest text yesterday talking about, you know, cannot believe that in our lifetime we will have a woman president, somebody who looks like us. >> and those are the powerful words you got to do a lot of work, and it sounds like you're doing a lot, and the k hive is doing a lot. so i got to ask you, because we're starting to hear that term again. first heard it four years ago. and then, you know, not for a while. what is the k hive like? what what what do you love about kamala. right. and because the things that we saw, you know, you spent a lot of time with her in the last four years. what do you see? what is the k hive see in her that perhaps others
3:11 pm
haven't yet? or don't? >> what we see in her is a brilliant leader, this is this is a woman who was a who was a district attorney. she was the first in every one of these roles, right, a district attorney, attorney general, senator, somebody who held, you know, a brett kavanaugh to task, somebody who's a fierce prosecutor, somebody who's a fierce champion for not just one community, but all marginalized communities. so she's fought for women. she's fought for children. you know, she's fought against predators. so this is somebody. so when we look at her, we are in awe. seriously. and archive, you asked about it. it is literally an army of her supporters. we're all volunteers. but what we do is we push back against the misogynoir that she faces simply by virtue of being the, you know, being a black woman, being an asian american woman, being a woman in those political spaces. so we
3:12 pm
push back against those false narratives and remind people who she is. she's authentic. she's fierce. she's fearless. and, you know, she's also a global leader. she's traveled to 100 countries in the last year to increase her standing on the global stage. right. she's bringing people leaders to the round table. she's convening black maternal mortality roundtables, convening roundtables of tech leaders and ai leaders. so it's not just one, area. she is multifaceted and she, you know, she is worked at it and she has the skills to be president. and she's somebody who's going to unite our communities. >> well, harini krishnan og k hive, may i add, i will let you go because i know how much work you have left to do before that big call tonight that you're organizing. thank you for coming on the show today, kristen. >> you have been always such an amazing, supportive friend and i'm grateful for the opportunity to make me cry. >> okay, you're going, you're

going. all right. get to work. thank you, thank you. harini >> all right. >> stay with abc news for complete coverage of the election. president biden's address to the american people is set for tonight at five. you can watch live right here on abc seven. still ahead, addressing police staffing levels in san francisco. the plan that would give officers the opportunity to earn half a million dollars a year, plus an innovative approach to solving the pet overpopulation crisis. we'll tell you what an east bay organization is doing, christian. >> our inland heat wave is still with us, but not for long. i'll have

instead of just displacing the people forced to leave the city of oakland, is providing temporary shelter. however, some advocates say that still doesn't meet the legal requirements of providing adequate services beyond just a shelter bed. the urgency to clear out the encampment comes from the san francisco bay conservation and development commission, or bcdc, which oversees the bay front. the agency threatened to fine oakland $30,000 if the people didn't leave across the bay in san francisco. the board of supervisors has voted to put a new measure on the november ballot to help address police staffing levels. it's called the deferred retirement option program, giving some officers the opportunity to earn up to half $1 million a year. the program would allow certain veteran officers to put their retirement on hold in exchange for a bump in pay. supervisor matt dorsey says the city is dealing with an officer shortage and this could help. >> it is true that some of these police officers are the highest
3:17 pm
paid city employees because of the overtime that they have. this is precisely because of the understaffing crisis that we're in. >> it is really sobering to look at basically talking about how to give more money to officers who are earning three, 4 or $500,000 a year. you know, while our teachers, bus drivers and 9-1-1 dispatchers are not seeing anything near these levels of salary. >> dean preston says this comes at a time when the city could be facing a budget deficit of $780 million by the end of 2026. in the north bay, san rafael police are searching for a person who walked up to a target store and set a trash can on fire. this is video from monday night, just before midnight. police say the suspect poured an accelerant over the trash can, then set fire to a cardboard box. they dropped the box in the trash when the whole thing went up. police say the fire caused more than $2,500 in damage. they're asking anyone who recognizes the

suspect to contact the san rafael police department. now to the latest on the inland heat wave. as we take a live look out from the east bay hills. for those suffering in the hot weather, relief is on the way. abc seven news weather anchor spencer christian is here now with the details. spencer, make it come quickly. yeah. >> relief really is literally right around the corner, right around the 24 hour corner. we're looking at the satellite radar composite image. here you can see high pressure which had brought us the heat wave sort of sliding eastward right now a little trough of low pressure digging down from our north that's going to bring the cooling. that's going to start tomorrow, actually. but before we get to that, let me remind you, we still have a heat advisory in effect until 11:00 tonight for the east bay hills, the east bay interior valleys, the santa clara valley and the east santa clara hills and the santa cruz mountains. so as long as we've got this kind of heat, there is still an increased risk of heat related illness. right now, we're looking at temperature readings at or above 100. in places like saint helena, fairfield, livermore and

many mid to upper 90s and other inland locations. so as you can see, it's still very hot out there, potentially dangerously hot, but it's several degrees cooler right now than at this time yesterday. as you can see on the 24 hour temperature change. so that shows we're moving in the right direction. so here's something to encourage us all. tomorrow's highs will not reach triple digits. we'll see some mid to upper 90s in the inland areas which is still quite warm but not nearly so hot as we've seen the last few days. by friday, we're expecting inland highs to reach only into the low to mid 80s, and by saturday barely 80 degrees. so this is a nice extended cooldown coming our way. it's just it's so refreshing. i just want to take the day off, but i feel that way every day. i'll have the full accuweather seven day forecast on abc seven news at four. kristen, you say that, but no, you don't think so. you're right. i don't. i love being here. here i am all right. >> an east bay animal rescue is taking an innovative approach to addressing the pet overpopulation crisis. friends of the alameda animal shelter

plans to open a new spay and neuter clinic. but as abc seven news reporter lena howland explains, what makes this unique is the material being used to build the clinic. >> friends of alameda animal shelter are thinking outside the box to speed up the timeline for a new spay and neuter medical center, and we were going to originally build a brick and mortar medical center. >> the price tag was close to $10 million, and we looked at the fundraising, and that's a lot of money to raise. and so we thought, what can we do to open something a lot faster? because again, we are in crisis mode right now. john lipp is ceo of friends of alameda animal shelter. >> to cut down on cost and speed up construction, he says they'll now be using eight recycled shipping containers. >> we are totally the greenest project ever. >> cutting the price tag down from 10 million to just $2 million. >> we're going to use solar powered panels at the top, which we're really excited about, fully air conditioned and power is going to be a complete

surgery suite with two operating tables, uh, a dental suite, x-ray room. it's all going to be their exam rooms, like a full on clinic, lipp says. >> this comes at a critical time for shelters statewide, which are running low on space. in alameda, there are about 97% full as of wednesday. >> i call it the pandemic hangover. there was no access to spay neuter services during that period, and because of that and a shortage of veterinarians, crisis is probably a pretty good word right now. so when we open, we're hoping to do 9000 surgeries a year, and we already have a waiting list of clients. >> and while it might not look like much now, the clinic is expected to open here on alameda's bay farm island by december. in alameda. lena howland abc seven news up a bond between friends, both as on screen superheroes and as real life buddies. >> as we get ready for the much anticipated release of deadpool and wolverine, we'll hear from ryan reynolds and hugh grant about what m
