livermore area tonight, where a fast moving grass fire has shut down lanes on 580 near flynn road, started just before 10 p.m. and has spread rapidly, scorching 100 acres. the initial report from the chp is a car caught fire in the westbound direction and the flames then spread to the grass. everyone made it out of the vehicle. cal fire says the terrain is making it difficult for firefighters. >> this used car caught on fire and it's at the old park on fire. he took off his car, rolled.

>> and tonight, an explosive fire emergency overtaking butte county, the area recovering from painful burn scars of previous wildfires. tonight, a new fire near chico that is growing fast. we're hearing stories from people who managed to get out. good evening. thank you for joining us. i'm dan ashley, and i'm ama daetz. >> tonight, all eyes are toward the town of chico as the park fire not only burns, but erupts in size. started yesterday afternoon with a suspect now under arrest. >> yeah, things really ballooned overnight into the early morning, but today it made its biggest jump in size yet. >> okay, just to give you an idea of where this is happening, the fire zone sits on the border of butte and tehama counties, burning just north of chico with their latest update, cal fire says the fire is nearly 125,000 acres. >> now with just 3% containment and new tonight, parts of the town of paradise, which you remember was decimated by the 2018 camp fire, are now threatened as well. and under an

afternoon for clarification regarding how many homes have burned, crews told us it's unlikely to be in the hundreds at this point. but there are lost homes. paul and janet mallory, who are currently evacuated, saw a picture of their home still standing, but we're told five other nearby houses burned. when you see close friends, family, neighbors losing their homes and you're celebrating the fact that you have a home, you know you're going to go home to, you can't help but shift towards the pain that you know, that they must be suffering. truly tragic, knowing that arson is suspected, a man with an extensive criminal record is sitting in a jail cell right now without bail in connection to starting the fire. a witness said that she watched him push a burning car down a 60 foot embankment. >> i watched the guy blow up his car and then put it in neutral and roll it down the hill and take off like nothing happened.

seven news weather anchor spencer christian now because a spencer we know how far and how quickly the smoke can travel. what's the outlook here tonight. >> well dan, the smoke has been generally being carried off to the northeast up into the northern sierra by the winds out of the south southeast. >> here's a satellite image that until recently was capturing the smoke image. you can still see the fire north of chico there. see susanville off to the east northeast of chico. that's right in the path of the smoke that's been traveling into the north in a northeasterly direction into the northern sierra. now there has been some concern about whether smoke from that fire might reach its way into the bay area and affect our air quality. that is not the case, and not likely to be the case because we are to the southwest of that fire and its smoke direction. so right now we have moderate to good air quality. but of course people who are in the path of that smoke moving towards the northern sierra may in fact experience some declining air quality. i'll have our full accuweather seven day forecast in a few minutes. dan. >> all right. thanks, spencer. >> cal fire says it's battling a total of 28 active wildfires

order comes after a supreme court ruling last month easing the restrictions on how cities can remove encampments. it also gives power to state agencies like caltrans to act now, the governor is pressuring local governments to take action by threatening to withhold money. >> this executive order is concerning because it says to jurisdictions that you can do what you need to do to clear people out of public spaces, it actually incentivizes jurisdictions to do that. and it's not taking into account where people are going under the order encampments that pose safety risks will be prioritized for clearing. >> anyone would be given 48 hours notice before they are cleared out. now, how is the governor's announcement being received? in our three biggest bay area cities, we checked with san francisco, oakland and san jose leaders. you can find their responses and our complete coverage on today's order by
