impacted just before the olympics start. what we're learning about multiple plots to disrupt the summer games. >> i don't think there's anything more urgent and more frustrating than addressing the issue of encampments in the state of california. >> with those words and an executive order, governor newsom taking a decisive step in the state's homelessness crisis. the actions we're already seeing take shape. good morning. it's friday, july 26th. >> we're starting with a check of our forecast with lisa. >> yeah, and just in time. we have much cooler weather headed our way that will help out the firefighting efforts. and as you look at live doppler seven here with our radar and satellite composite, you see an area of low pressure spinning offshore. and that is going to be the reason why our marine layer expands, the cool air gets funneled into our inland valleys, and we see a big, big temperature drop. so right now we are 61, in hayward and palo alto, 65 in san jose. good morning to you. in the north bay. it's 51 santa rosa, 52, in sonoma. so 24 hours ago we were much warmer. we're seven degrees

cooler from concord, four degrees cooler in livermore. so right now, current check the numbers have dropped off dramatically from the upper 90s yesterday to 57 near the fire up in the north bay, 77% relative humidity. and right now the winds are light. but that's going to change. we'll be getting quite gusty throughout the day. so as we go through the next several hours, not much of a marine layer, but the temperature warm up will be curbed. in fact, by noontime we're in the low to mid 80s. and then looking at that fog expanding quickly, 4:00 we still are looking at some mid and upper 80s. and then the marine layer getting pretty robust right in time for the weekend. good morning amanda. >> good morning lisa. we're going to take a look at our overall map. it is reflecting that typical slowdown through the altamont pass. but it is going to be made much slower because of the flynn fire which sparked overnight. and just before three this morning, a sig alert was lifted in that area. but the promising news is all westbound lanes are open on 580 between grant line and north flynn road. however, altamont pass road remains closed at

grant line to carroll road and at greenville because of the fire. it's slowing things down to about 18mph there, and you can see it here, tracy to dublin. that will take you 38 minutes, 16 minutes from san rafael to san francisco, and then the truck from antioch to concord. that drive will take you 14 minutes. >> reggie, amanda. thank you. we're going to talk now about the largest wildfire in the state. this year. it's near chico. police arrested a suspect accused of pushing his burning car over an embankment, sparking the park fire. this fire has already burned more than 164,000 acres. it only started wednesday and containment is at 3% now. parts of the town of paradise, which was destroyed in the 2018 camp fire, threatened and under an evacuation warning. just to give you an idea of where this is happening, the fire zone sits on the border of butte and tehama counties. cal fire says the flames have moved closer to homes in cohasset, and forest ranch crews say homes have been lost. it's unclear how many right now. a couple who lives in

chico evacuated. they saw a picture of their home still standing, but five other homes near theirs burned. >> when you see close friends, family, neighbors losing their homes and you're celebrating the fact that you have a home, you know you're going to go home to, you can't help but shift towards the pain that you know, that they must be suffering. >> the suspect accused of starting the park fire has an extensive criminal record. he's in custody and being held without bail. he's expected to appear in court monday. >> developing news in the east bay. crews are on the scene of a fire in alameda county. it's burning at altamont pass, just out for more. the flynn fire broke out last night, shutting down part of 580. abc seven news reporter lena howland live near that scene, and lena, the fire grew overnight. >> hey, kumasi. that's right. the fire grew by about 100 acres overnight. according to cal fire. this fire is now about 400 acres. and we can tell you that

these firefighters are up against some very, very windy conditions up here right now on the altamont pass. now, while cal fire says the cause is still under investigation, the initial report from chp is a car caught fire in the westbound direction, and the flames then spread to the grass. caltrans reported the car fire around 945 last night. luckily everyone got out of the car safely. this is happening near the westbound side of 580 at flynn road, just outside of livermore. fire officials said. the fire was wind driven last night, and the terrain up here in the altamont made it difficult for fire crews to access. despite that, cal fire said firefighters are making good progress. just before midnight last night, cal fire says they have about 90 firefighters assigned to this fire, 20 engines and at least four dozers. their crews are working in unified command with alameda county fire. this fire is now just 10% contained and we

are expecting to get an to get another update from fire officials sometime later on this morning. for now, reporting live in alameda county, lena howland, abc seven news. >> cal fire says it's battling two dozen active wildfires across the state. those fires have burned nearly eight times the size of the city of san francisco, and you can track every wildfire burning right now with this interactive map on our website. it also lets you see the air quality depending on where you live. just go to abc7 news.com/fire map. >> breaking news overnight out of france, where the country's train network has been hit by a series of arson attacks. in a minute. this is happening right as the olympics are about to start kumasi olympics officials say the opening ceremonies will go on as planned today. >> despite these attacks, france's state rail company is calling the incidents sabotage and says several coordinated attacks targeted their high speed train lines. the fires have caused delays for 800,000 travelers. officials say the impacts could last through the weekend. the attacks come as authorities investigate several

threats ahead of the olympics. yesterday, seven people were arrested in belgium for a suspected terror plot. another man, a suspected russian intelligence officer who lived in france, was arrested as well and he's accused of making death threats. security in paris is on high alert. a security zone has been built around the center river, where the opening ceremonies will take place. back to you at the desk. kumasi. >> thank you. amanda. a new director for california cities to deal with. homeless encampments now coming down from governor newsom. >> we're done. it's time to move with urgency at the local level to clean up these sites, to focus on public health and focus on public safety. there are no longer any excuses. >> the governor's executive order comes after a supreme court ruling last month easing the restrictions on how cities can remove encampments. it also gives power to state agencies like caltrans to act now, the governor is pressuring local governments to take action by threatening to withhold funding.

>> this executive order is concerning because, it says to jurisdictions that you can do what you need to do to clear people out of public spaces, it actually incentivizes jurisdictions to do that. and it's not taking into account where people are going under this order. >> encampments that pose a safety risk will be prioritized for cleaning. anyone would be given 48 hours notice before they are cleared out. and we wanted to know how the governor's announcement is being received in our three biggest bay area cities. abc seven news spoke with leaders in san francisco, oakland and san jose. you can find their responses in our complete coverage on this executive order at abc seven news.com, or your abc seven bay area app. >> all right. good morning. friday morning. there's a system offshore that's going to allow for the temperatures to tumble today. anywhere from ten as we get into saturday, 15 degrees

below where we were the past couple of days. so it is in the 60s and even 70s from los gatos, mid 60s in livermore. but look at the cool down in the north bay. and then we're going to get the fog to really expand and allow for a very gray start and drizzly start. as we get into the weekend. so breezy. much cooler today, even cooler for saturday into the weekend. but by next week we'll get into a gradual warming trend and the long term outlook looks like we're going to bring back the warmth. but as we get towards your friday, check out the fog. it's not moving far inland. it's going to be banked up along the coast for a sunny afternoon. but look what happens as we get into saturday. it moves all the way into the delta and the clearing. as we get back to about 3:00. it's still pretty cloudy over by hayward and fremont and even parts of the north bay and the peninsula. so it is going to be a cool and gray day for many of you, with some afternoon sun for some of you to start the weekend. there's a look at the

there are planning to shut down the road from the airport to the resort, and are warning protesters to keep their distance from the prime minister's motorcade. yesterday, president biden and prime minister netanyahu met at the white house. they were joined by the 12 family members of hostages being held by hamas, among them the parents of 24 year old hersh goldberg-polin, who is originally from berkeley. john polen and rachel goldberg sit next to president biden, and they shook hands with prime minister netanyahu. after the meeting, poland shared optimism about the impact of the upcoming election. >> we've got a rare moment now where the current president of the united states and anybody who might become president of the united states, both vice

president harris and donald trump, are all aligned in saying this deal must get done now. so anybody on any side who makes the mistake in political calculus that there's benefit in waiting will find out that that logic is wrong. the deal must happen now. >> later in the day, vice president kamala harris met with the prime minister. their meeting had a less somber tone. the vice president has been more outspoken about killed palestinians, palestinian civilians and yesterday called on israel to allow more humanitarian aid in. >> we cannot look away in the face of these tragedies. we cannot allow ourselves to become numb to the suffering. and i will not be silent. she also stressed the importance of israel to avoid any more civilian casualties in gaza. >> netanyahu so far has resisted the administration's efforts, rejecting his calls for a cease fire.

specifically calling out among others, vice president and presumptive democratic nominee kamala harris. while he may have singled out harris, his comments have caused fierce backlash from many people online. that includes actress jennifer aniston, who has publicly struggled with fertility. she shared clips from vance's 2021 interview on instagram and called out his stance on reproductive rights. aniston writing, quote, i truly can't believe this is coming from a potential vp of the united states. as for vance, his team says his remarks were taken out of context, and a spokesperson for former president donald trump taking to x to point to other comments vance made in 2021, vance said, quote, a lot of people are unable to have kids for very complicated and important reasons. there are people, of course, for biological reasons, medical reasons that can't have children. the target of these remarks is not them. that response not good enough for many local leaders here in the bay area. state assembly member buffy wits called vance's comments shocking whits condemning them on thursday, and

about that. i know just in time for the weekend. yeah, big 180 kind of. yeah. slap you silly. yeah. that's it. well, i think so. >> well it is dory alley weekend, so. okay, that makes sense. >> okay, good. all right, well, now that we have that all clarified and cleared up, we can count on this not lasting too, too long because we are going to look for a more summer like weather when we look at my extended seven day outlook. but right now there's a system offshore and that is bringing in some fog along the coast. not a lot. we will be sunny for all of us throughout the afternoon, but if you're headed to the shoreline, that's where you're going to have some big changes, even around the bay and then inland by the afternoon. look at that gorgeous shot out there where you can see the beginning of the sun coming up. 56. san francisco 61, oakland, hayward 65. in san jose 48. half moon bay. so yeah, that is not a typo there. 51. santa rosa, 62 by the delta and 65 in livermore. our

forecast headlines breezy and much cooler today at least ten degrees cooler. so up in the north bay, the east bay where those fires are that will certainly be an advantage. and then the relative humidity will be coming up significantly right on through the next few days. even cooler for your saturday. and then that gradual warm up into next week. look at how the winds really travel in through the delta. we are up to 3031 miles an hour by the afternoon. so getting quite gusty here. that's not good news for the fires obviously. and we will be looking at the temperatures really doing a bit of a roller coaster as we're in the mid 80s today. that is a big maybe 15, 14 degree drop off today. and then into the 70s. another eight degrees for your saturday sunday, a bit of a recovery. and then look at that steady climb as incline as we get into monday, tuesday and even wednesday. so we'll look for highs today in the south bay, about 80. that's a big switch. 75 in milpitas. so back to a little cool out there. in fact

series at golden gate park this week. it's music by the cottontails. the performance starts at 4:30 p.m. boeing's starliner crew won't be able to return to earth until at least sometime next month. two astronauts launched to the international space station on june 5th, and they were supposed to be on an eight day mission. and now it's been more than 50 days. the crew has been dealing with thruster failures and helium leaks that have to be fixed before the starliner starliner can make that trip back. >> in today's gma first look, southwest airlines ceo is addressing the recent safety incidents and the decision to end its open seating policy. here's abc news reporter trevor ault. >> in this morning's gma first look, southwest airlines in the spotlight. the faa increasing oversight over the airline over a string of incidents. earlier this month, the southwest flight from columbus to tampa dropped within 150ft of the water. and in june, a different flight dropped to 525ft over oklahoma.

waking up to thousands of employees on strike this mornin. >> fire crews in livermore dealing with a fire that sparked late last night how it might impact traffic near the altamont pass this morning, and another fire burning north of sacramento, is now the largest wildfire in the state. >> the threat is very real containment. this morning only at 3%, and it is growing fast now at 530, the expanding evacuations in place after several homes have already been lost. >> good morning everyone. it's friday, july 26th. >> our weather has definitely changed. hi lisa. >> hi there. good morning to you, reggie kumasi. yes, we have some good and bad news with that right now. beautiful start out there from our sutro tower camera. the fog is at the coast. it is kind of foggy over the golden gate. 56 downtown, 61 in oakland. with that 48 half moon bay, 59 redwood city. and notice no fog there, but it will be forming 51 santa rosa, petaluma, down to 48 and 60 in concord. so

we will have cooler temperatures. the breeze is going to kick up though. that is not good news. looking at anywhere from 3 to 9 degrees cooler this morning. and there is a look at the golden gate back there. but you'll see mid about 64 downtown 68 in oakland with 80 in san jose. so mostly sunny skies except for san francisco late in the day and even inland. our warmest numbers will be in the lower 80s today, maybe some mid 80s out by the delta. so certainly those breezy winds out there. we'll be looking at those gusting to over 25 and 30 miles an hour today. but the relative humidity comes up and we're going to even see mist and drizzle throughout saturday and sunday along the shoreline. so we are going in the right direction, the cooldown lasting several days, but the winds will be quite gusty and problematic throughout the altamont and also up in the north bay, just to name a few of those fires. amanda, good morning to you. >> good morning lisa. we're going to take a live look from

our emeryville cam, showing you a crowded commute along the east shore freeway. of course, the headlights are headed west from highway four into the city that drive will take you about 29 minutes. and then i want to take you to the east bay. a multi-car crash on southbound 680 before crow canyon road has the middle lane blocked there, things are slowly starting to improve. you can see speeds are back up to about 67mph, which is great. drivers in the area will notice a car facing the wrong way. san ramon boulevard would be an alternate route. and then i want to leave you with another look at the beautiful golden gate. nothing in your way as you make your way in or out of the city. back to the desk. >> thanks, amanda. developing news in the east bay. a fire burning in the altamont pass has jumped to 400 acres. it broke out last night just outside of livermore, shutting down parts of 580. it's called the flynn fire, and abc7 news reporter lena howland is live in alameda county. lena, you have new video showing what crews are up against. >> reggie that's right. and it's the gusty winds that we are still experiencing now up here on the altamont pass and some

burning more than 125,000 acres in just 24 hours. the violent blaze devouring homes, bursting gas tanks and sending towering flames. hundreds of feet into the air. the fire building so much momentum that a fire nado formed in the fire zone. now parts of the town of paradise are under evacuation warnings, a terrifying reminder for many people in the area. >> i'm completely surrounded right now, so i'm gonna. i'm actually gonna bone out of here and see if i can get ahead of this thing, because i'm gonna. i'm gonna end up getting caught. >> paradise saw the worst wildfire in california history in 2018, which killed 85 people. firefighters are now worried that history could repeat itself if the fire blows over. >> i can't make any promise or guarantee that we can get up there to save your life, and you may be in a position where you can't survive, and we've seen that happen here. >> authorities say the man responsible for starting the fire is behind bars. the suspect, a two time felon who

livermore yesterday, mid 80s on the peninsula, upper 80s around hayward and fremont. that's about to change. you can see this area of low pressure spinning offshore. and that's going to bring in a pretty good marine layer tonight the breeze this afternoon. but it's a sunny start out there as we look live from our sutro tower camera. and the air quality will be improving. it's been good to moderate. it is 59 in redwood city, 48 in half moon bay with low 60s in hayward and oakland. ocean water temperature is very cold. so those buoys offshore allowing for that cool air. 54 in napa, 62 by the delta 48 petaluma. 65 in livermore. so our forecast highlights as we look out towards our east bay hills, breezy, much cooler today. you'll feel that breeze in the livermore valley throughout the late afternoon. tomorrow we're even cooler. we're talking about mist and drizzle, a gray start, that marine layer all the way into the sacramento valley, and then looking at that gradual warm up as we get into next week. so this is just the breeze in the

city here up to 25 miles an hour. but through the delta right now, southwest at 20, it'll be about 30 miles an hour throughout the afternoon. so sunday this is the warmer day of the weekend. we get into the mid 80s, still the 60s around the bay. look at that drop off from hayward fremont into the 70s and barely at 70 for san mateo. you'll get there on monday where numbers warm up through the upper 80s. high pressure wants to build back in, and bringing just some 90s by tuesday, so that would be typical. and summerlike. but long range outlooks looks like that high is going to come back. the one that brought us all the heat. so we'll have to wait and see if that verifies. 83 in concord today, 68 in oakland, mid 70s in napa. what a cool down upper 60s to low 70s on the peninsula. 80 in san jose. what a change there. and only in the low 80s in livermore. the accuweather seven day forecast were much cooler today. as much as 15 degrees cooler for your saturday mist and drizzle to start the
