with 53 in napa, 63 in livermore. compared to yesterday, anywhere from 4 to 9 degrees of cooling. that's just going to expand as we get through the afternoon. look how the temperatures just stop in the mid 80s here. noontime. we'll go up a few more degrees, but not much. and then the marine layer expands. we've got some mid 80s by 4:00 70 though in fremont 72 by 4:00 in petaluma. and upper 70s in san jose. it is not friday light is it amanda. >> not quite. and we do have a commuter alert for those who rely on ac train. train one is running about five minutes late, but the good news is bart and caltrain. if you rely on those two agencies, they are running on time and then a smooth ride into the city along the bay bridge. you can see this from our south beach cam, but we do want to take you to the altamont pass. the flynn fire sparked in that area overnight. and then just before three this morning, a sigalert was lifted. even more promising news all westbound lanes are open on 580 between grant line and north flynn road.

still, speeds are down to nine miles per hour. they're back to the desk. >> thanks, amita. developing this morning, a 400 acre wildfire is burning in alameda county near livermore. abc seven news reporter lena howland live along the altamont pass and lena. fire crews still have some work to do to get that fire contained. >> kumasi. that's right. they do. this fire is only 10% contained, right now, and it grew about 100 acres overnight, according to the last update. we got from cal fire. and these firefighters are up against some very steep terrain out here. and also some gusty winds. you can see it blowing my hair all around. now let's take a look at this video from overnight. huge flames and a bright orange glow could be seen from the past as fire crews worked through the night to gain an upper hand on the fire. it all started just before ten last night. this is happening near the westbound side of 580 at flynn road, just outside of livermore. despite these difficult conditions, cal fire said their crews are making

good progress and while the cause is still under investigation, the initial report from chp is a car caught fire in the westbound direction and the flames then spread to the grass. cal fire says they have about 90 firefighters assigned to this fire, 20 engines and four dozers. their crews are working in unified command with alameda county fire, and all lanes of 580 have since been reopened. we are expecting to get another update from fire crews. a little later on this morning. live in alameda county. lena howland abc seven news. >> thanks, lena. developing news on the largest wildfire in the state this year. this is near chico. police arrested a suspect accused of pushing his burning car over an embankment, sparking the park fire. that fire has burned more than 164,000 acres since wednesday, and containment is at only 3% now. parts of the town of paradise, which was destroyed in the 2018 camp fire, are now threatened and under an

evacuation warning. just to give you an idea of where this is happening, the fire zone sits on the border of butte and tehama counties. >> cal fire says the flames have moved closer to homes in cohasset and forest ranch. crews say homes have been lost, but it's not clear how many at this point. a couple who lives in chico evacuated and saw a picture of their home still standing, but five other homes near theirs burned. >> when you see close friends, family, neighbors losing their homes and you're celebrating the fact that you have a home, you know you're going to go home to, you can't help but shift towards the pain that you know that they must be suffering. >> the suspect accused of starting the park fire has an extensive criminal record. he's in custody and being held without bail. he's expected to appear in court on monday. >> good news. in lake county, where cal fire says that for forward progress has stopped on a wildfire in the upper lake area, crews are now working to

mop up and build containment lines in the steep and rugged terrain. the 150 acre grass fire prompted an evacuation warning near manzanita circle after it sparked yesterday. officials say firefighters will remain on the scene in sonoma county. a geyserville man is arrested in connection with starting the 50 acre flora fire off chalk hill road, cal fire says the 49 year old man was seen driving his truck with no right front tire for more than four miles wednesday. authorities say it created sparks, causing three separate fires as the truck grinded the asphalt. that fire is 75% contained and cal fire says it is battling two dozen active wildfires across the state. those fires have burned nearly eight times the size of the city of san francisco. you can track every wildfire burning now with the interactive map on our website. it also lets you see the air quality depending on where you live. just go to abc seven news.com/fire map. >> breaking news overnight out of france, where the country's

very expansive at all. so you can see from our east bay hills camera nice and clear air quality will be good today and temperatures ranging from the upper 40s half moon bay to the mid 50s. san francisco 59 in oakland with redwood city in the upper 50s, 65 in san jose. so kind of a hazy view there downtown with 60s on the way today. petaluma chilling out at 4850 in santa rosa. and our forecast headlines breezy and much cooler today. at least ten degrees cooler in our inland valleys. maybe even more than that. the bay shore cools. additionally, and as we get into your saturday forecast, it's even cooler. this will be the coolest day out of the next seven, where we wake up to widespread low clouds and fog, mist and drizzle at the coast. then again on sunday. sunday a few degrees warmer, and then that gradual warm up as we get into next week. here's a look at sunday where we've got some mid 80s by about 4:00 in the afternoon, but that fog, the gray sky, is going to be with us for much of the day. so notice

then the breeze is going to kick up already southwesterly over 20 miles an hour by the delta and then around the bay. we'll be lucky to hit some mid 70s with those westerly winds and the shoreline will be cloudy. and not only that, by the time we get into the weekend, the clouds are going to really clear slowly and we're going to have mist and drizzle. so this is going to last throughout the weekend. much, much cooler. so if you have plans, you want to stay tuned for that outlook. but first we're going to check in with amanda and traffic. hi. >> hi lisa. we're going to start on the altamont pass. and we know that typically the traffic along the altamont pass here at 630 is slow, but it's made even slower because of the flynn fire, which sparked overnight. you can see speeds down to ten miles per hour. still, a siglar was lifted at around three this morning. and even more promising news all westbound lanes are open on 580 between grantline and north flynn road. however altamont pass road is still closed at grantline to carroll road and at greenville because of this fire. we do also want to

get to san leandro really quickly. westbound 580 before 1/50 avenue, a car is on fire, two lanes are blocked. there. you'll notice fire crews also on scene kumasi. >> thanks, amanda. now to the park fire near chico. the size of that fire has grown significantly to more than 164,000 acres. and it's just 3% contained. an arson suspect has been arrested, accused of pushing his burning car over an embankment. abc news reporter andrea fujii has more on the suspect and the evacuations this morning. >> an arrest as a massive wildfire rips across part of northern california. our kayna whitworth is there. >> we're standing in the only road in and out of cohasset right now, and we're getting covered with smoke and ash. >> we have to get in the car. this is dangerous. >> the park fire near chico exploding in size on thursday, burning more than 125,000 acres in just 24 hours. the violent blaze devouring homes, bursting gas tanks and sending towering

flames hundreds of feet into the air. the fire building so much momentum that a fire nado formed in the fire zone, now parts of the town of paradise are under evacuation warnings, a terrifying reminder for many people in the area. paradise saw the worst wildfire in california history in 2018, which killed 85 people. firefighters are now worried that history could repeat itself if the fire blows over. >> i can't make any promise or guarantee that we can get up there to save your life and you may be in a position where you can't survive, and we've seen that happen here. >> authorities say the man responsible for starting the fire is behind bars. the suspect, a two time felon who was allegedly seen pushing a flaming car into a gulch on wednesday afternoon. andrea fujii abc news, new york. >> as we just watch abc news reporter kayna whitworth is in chico this morning. >> she fillled just filed this report from a roadblock not too far from where crews are fighting that fire.

>> and reggie and kumasi, this is certainly a community on edge here in fact, we know of at least one family that lost their home in the camp fire that destroyed the town of paradise. well, we've now learned that they lost their new home yesterday. and you can certainly see there the plume that is growing on the horizon. and behind this roadblock here, there is downed power lines and trees and that is hampering this firefight. and perhaps what's the most difficult for the community here is they know because that smoke is rising. this thing is far from over right now. we are in a red flag warning guys. >> oh, that is horrible to hear. developing news in the east bay, a fire burning in the altamont pass has jumped to 400 acres. it broke out last night just outside of livermore, impacting traffic along i-5 80. this is called the flynn fire, and abc seven news reporter lena howland is live in alameda county for us. lena. the wind, the terrain making it pretty challenging. >> reggie. that's right. it is still that gusty wind and steep terrain making things difficult for fire crews. one of the

chronicle. >> he sent a letter to mayor shengtao, the city council and the police department. he writes, quote, chp has brought to my attention that they observed criminals often fleeing with impunity because it's common knowledge that the oakland police departments pursuit policy allows vehicle pursuits and only very limited circumstances. i urge you to reconsider whether opd should be permitted to pursue suspects and more circumstances. that's the end of that quote. this comes just two weeks after governor newsom deployed more chp officers in oakland to help crack down on crime. at least 20 chp officers are patrolling seven days a week. the oakland police commission is reviewing the current policy and could recommend changes in the fall. oakland has not updated its police pursuit policy since 2014. mayor tao says she is, quote, grateful to the governor and chp for their continued partnership to build a safer oakland. back to you. >> thank you. amanda richmond

residents will vote on a new tax initiative in november. voters will decide whether or not to tax the chevron richmond refinery $1 for each barrel of oil. that's processed in city limits. refinery officers argue this polluters pay initiative could raise prices at the pump at chevron, our objective is always to provide reliable, affordable and ever cleaner energy to our customers, and this tax puts all three of those things at risk. supporters of the tax argue that pollution from the refinery has impacted residents health. >> the local air district traces the particulate matter emissions from the refinery here in town, with 5 to 11 premature deaths in richmond each year. >> the richmond mayor's office says, quote, hopefully these tax dollars will be able to address the harms done in the name of corporate profit and improve the quality of life for the front line communities that now only

more from the family of a woman shot and killed by an illinois sheriff's deputy inside her home, body camera video released earlier this week shows the now fired deputy inside sonya massie's home earlier this mont. that deputy can be heard yelling at massie to put down a pot of boiling water. she poured it down the sink, ducked down behind the counter, and covered her face. when she briefly got up, the deputy shot her three times in the face. the deputy has pleaded not guilty to first degree murder. abc news obtained documents that show he was discharged from the army for, quote, serious misconduct in 2016. no other information about his discharge has been released. >> for the first time ever, russian and chinese aircraft were seen conducting a joint patrol exercise off the coast of alaska. two chinese, chinese and two russian unarmed but nuclear capable bombers flew over the pacific and sent video of their
