coming up through a great sure sign of trouble. bart has closed four stations tonight because the power is out and disrupting service systemwide. good evening to you, i'm zach fuentes. we're going to show you the scene at the embarcadero station. just about an hour ago, the giants game had just wrapped up, and

fans were likely just discovering their trip home probably wasn't going to go as planned. here are the stations that are closed at this hour. 12th street, 19th street, lake merritt and fruitvale. now there is a bus bridge in place between west oakland and fruitvale, as well as west oakland and macarthur. abc7 news reporter anser hassan is following this story for us and joins us live from the walnut creek bart station. he got to speak with some people who were on bart and had to evacuate unser. >> zach. good evening. bart anticipates this system by delayed to likely impact service through the rest of tonight. they are strongly advising passengers to use alternative forms of transportation, especially if you're heading through oakland. the smoke billowing out onto oakland streets was coming from the 12th street bart station below. >> it was pretty smoky in the tunnel. i don't know how bad the fire was. i didn't see it once. they told us there was a fire, they said evacuate. at the back of the car, renee morfin and his girlfriend were among the

hundreds of bart passengers evacuated. >> they were stuck on bart for 30 minutes until they were let out. >> it was a bit scary just because we didn't know what was going on, but after they evacuated us, we were like, fine. >> we had an engine company that was here at the 12th street bart station. they were here for a medical call and they smelled smoke, so they continued to investigate and found smoke in one of the tunnels. >> battalion chief linda buell says they located the fire coming from an electrical room that burned through some wires and immediately cut power, which impacted the bart stations and forced the evacuations. the smoke in the tunnels by the bart ventilation system was cleared out, which is why we're able to do the safe evacuations to 19th street and 12th street. >> we were extremely lucky today that we were able to evacuate with no injuries. >> charlie geter was supposed to meet friends in oakland for an event, but they didn't make it. >> they were texting me from the bart every like even coming down from berkeley. they stopped on both sides. >> buell says the fire was contained to just the electrical room. how the fire started is still under investigation. >> anytime you have a fire, you know you burn through wires, you

burn through cables. so when you have exposed wire and electrical, you know it. you can't put any power through it or else it's going to your problem is going to continue. we have recommend the uh- until they can get that repair done as not to turn the power back on. >> bart did not give any indication as to when those repairs will be completed, which suggests there may be delays come sunday morning. reporting live anser hassan abc seven news. >> answer. thank you. we'll continue to track what's going on with that as we are new developments tonight with the enormous park fire near chico that's showing no signs of slowing down. it's now burned over 350,000 acres combined in butte and tehama counties, making it the seventh largest wildfire in california history. firefighters caught a break with the weather and containment is now at 10% there. still, though, numerous evacuation orders in place and people are being told to get out. here's abc seven news reporter tara campbell. >> flames scorching over 350,000 acres, the park fire growing at

a rapid rate. governor gavin newsom ordering a state of emergency in butte and tehama counties saturday. the governor getting a first hand look as evacuations continue. >> fire blows over. i can't make any promise or guarantee that we can get up there to save your life. >> rachael vaughan, fleeing her home near forest ranch. >> it's been stressful. i mean, i had to leave some animals behind, turn them loose, and my horse. and not having the funds or the means to even provide for my family outside of my home has been difficult. >> the fire destroying numerous structures, including homes as more than 2400 firefighters battled back, including crews from the san francisco police department. >> they're battling you know, long hours, which is which is typical of these fires and basically unfamiliar territory is also another thing that we try our best to learn the lay of the land. while we're up there. we have been sent to the chico area several times. uh- historically, in the past, maybe

15 years. we've been up there a handful of times because it's kind of common, unfortunately, to have fires up in around that area. >> this area also saw the deadliest wildfire in state history, the camp fire, killing 85 people. in 2018, the town of paradise once again under threat. it was very impactful. >> every once in a while, when we smell smoke or see smoke like that, it does trigger us. it triggers the people here in paradise. it's just part of the when you go through trauma, that's what happens. >> parts of paradise now under evacuation warning, i'm getting evacuation alerts and, you know, be ready. >> and so i'm packed up my dog, my cat. it's all i can do is wait and watch and hopefully get alerts. >> so meanwhile, cal fire is hoping for favorable weather. this weekend can help slow the spread of the fire. tara campbell, abc seven news. >> and now to the fast moving fire in sunol. the creek fire

has burned more than 700 acres near welch creek and calaveras roads. it started around 4 p.m. yesterday and is now 10% contained. crews are working to knock down the flames forward. progress is stopped. there are evacuations in place at the sonora regional wilderness park and some road closures also in the east bay. many families forced out by the point fire are back home tonight. that fire burned about 470 acres last night, with containment now at 70% retardant. drops may have helped save those houses, but it did also make a mess. abc seven news reporter suzanne fawn went to one of the neighborhoods where people were cleaning up. >> thank god i'm so grateful that, the house is here. >> eleonora schwartz thankful for the firefighters who saved her home from the point fire. it blackened hundreds of acres as it raced across ridges and down hillsides, coming right up to her neighbor's property. >> the fire was real close to these people house, and they were running out with bags in their hand. >> abc seven news talked to

schwartz friday as she, her husband and dog evacuated their home. her vehicle was hit by retardant right after his sheriff's deputies arrived on her doorstep and ordered her and neighbors to leave just as they said that the helicopter passed and drench us on this saturday, streets are painted pink. it's the aftermath of all the fire retardant dumped on homes in this bay point neighborhood. families who evacuated have been allowed to come back. scott malone returned and realized retardant is covering everything yards, homes, cars, even playgrounds. >> my wife, referred to as barbie ville or something. it was so pink. they told us it's a water soluble so it should wash off. >> this afternoon we saw neighbor after neighbor cleaning washing retardant off homes and scrubbing the remnants off their cars. kevin pereira knows it won't be a quick process. it's going to take a few days. pereira says. the fire that marched toward his home

terrified him. the aerial attacks, including the retardant drops, literally hit home. >> i did see the helicopter like spray. the, the retardant, right. and, man, it was a scary moment. i was i was scared for these neighbors over here. >> cal fire says these aerial attacks were a critical weapon against the fire. >> there were multiple air tankers there as well as helicopters. and the air tankers are there to put in retardant drops. that helps slow the spread of the fire. >> firefighters now say they have the upper hand on the point. fire neighbor eleanor schwartz counts it as a blessing that the danger in her neighborhood has passed. >> i think we are kind of a thankful that, we could come back to the house because when things like this happen, people come back to nothing. >> and here's a closer look at all the retardant that's been dropped on this neighborhood during the joint fire crews have been battling gusty winds as well as dry conditions. but the good news is no homes have been damaged in this fire in bay

point, suzanne phan. abc seven news tonight. >> cal fire says a fire that scorched nearly 400 acres along the altamont pass is 95% contained. the fire ignited thursday night near northland road, just outside of livermore. cal fire says the cause is under investigation, but an initial report from chp shows a car caught fire on westbound i-580 and the flames spread to the grass. of course, the weather is just so important anytime there's a wildfire because it can, of course, dramatically change the behavior. so let's get a look at the conditions now with abc seven news, weather anchor spencer christian. >> okay, zach, weather conditions across most of northern california are becoming a bit more helpful now. now of course, we have numerous wildfires. the most devastating one right now is the one near chico the park fire. but as you can see on the satellite radar composite image, we have a vigorous onshore flow of cooler air and higher humidity right now. excuse me as i lose my voice. excuse me of a colder, cooler air and higher humidity, but the wind is still strong, so

that's of course, a complicating factor for a devastating fire like the park fire. but let me give you a look at uh- conditions. there you go. okay, so here's the location of the park fire, of course, just north of chico, just a couple of days ago. daytime temperatures are hovering right around or just above 100 degrees here. relative humidity was a bit below 15%, which is dangerously low right now. it's 61% in chico and the temperature is only 70 degrees. so that shows you that across the entire region of the northern sacramento valley, where this fire is, is burning, is raging, conditions have improved, but once again, the wind is still gusty. and of course, that's a difficult factor in trying to contain this massive fire. i'll have a look at our local accuweather forecast in just a few minutes. zach. >> we'll see you then. spencer. thank you. and you can track wildfires across the state as well as air quality with our interactive wildfire tracker. just go to abc seven news.com/fire map. well the latest developments from the fatal crash at devil's slide yesterday, the body of a third

person was found during the recovery of the car from the cliffside. today, crews shut down highway one between pacifica and montara this morning while they retrieved the vehicle and bodies. it landed more than 300ft down an embankment yesterday. the cause of the crash is under investigation, and one of the and the victims have not been identified yet. all right. still ahead on abc seven news at 11, it's the largest city by population in the bay area, and it's in need of solutions for more affordable housing. some of the ideas that came out of a roundtable discussion and a little later, some bay area parents thought those covid tests at school were free. as advertised, the seven on your side looks into why some of them are receiving bills. three yea

communities. creating more affordable housing. here are some of the ideas they discussed. san jose is in the top ten, but it's on a list. most would rather not see it on at all. >> san jose was ranked as the fourth least affordable metro area in the world, behind hong kong, sydney and vancouver. >> that's according to the annual demographia international housing affordability report. the lack of affordable housing isn't an issue isolated to san jose. >> we all know what's happening in the south bay, and it's kind of a warning sound for the rest of the bay area. the rest of california. and you know what? my work in the united states congress, other members are feeling it, too. across the country, federal home loan bank of san francisco, which said it devotes profits to affordable housing projects, hosted this roundtable meeting to talk affordable housing solutions. >> we get people to start thinking about it's not about passing a bill in congress. >> it's about what happens locally, what happens at the

county or city level, and then maybe the state level as well on hand government officials, local leaders and real estate and nonprofit organizations. >> so what are solutions look like? san jose city council member arjun batra says more mixed income housing instead of buildings with only affordable housing is needed. >> building market rate properties have mixed use in mixed income properties. give subsidy to any and everybody deserving. >> the roundtable discussion comes after governor newsom issued an executive order requiring state agencies to prioritize clearing homeless encampments. it also puts pressure on local governments to do the same, batra said. having affordable housing solution sooner than later will keep people from becoming or staying homeless. >> affordable housing requires too much money. it's too bureaucratic, bureaucratic. it takes too long to develop at the federal level. >> congressman panetta says he's at work on legislation that uses the tax code to incentivize construction and development of affordable housing, along with

tax credits for middle income home buyers and renters. all of us have to come together and have this type of conversation to see where we can play a role, and that's why we're here today. and it's important to note that just this month, san jose became the first city in the state to adopt an ordinance allowing adus to be sold separately from a main house, something many are calling a path to affordable homeownership and also in san jose, sacred heart community service needs your help to support local youth in need. today, volunteers filled bags with school supplies for the annual pack a bag program, but sacred heart still needs 1000 backpacks and $30,000 in donations to achieve their goal. >> our learning center will turn into a backpack store wonderland with school backpacks that are appropriate for kids kindergarten all the way up to 12th grade, and they get to come in and select the backpack that fits their unique personality and gets them excited for the school year. >> it really is such a great event. they have their backpacks can be dropped off monday to

thursday between 8 a.m. and 4 p.m. at sacred heart's donation station on south first street. pre-registered families will get to pick up their free backpacks on tuesday, and thursday. all right, more than 30,000 runners will hit the streets for the san francisco marathon tomorrow. the 26 mile loop starts at mission street and the embarcadero at 5:15 a.m, and with the most participants ever, they picked up their race shirts and bibs at the marathon expo today. >> i think for us, this is a community run. when it comes down to it, a lot of our runners come from the local bay area, and it's just a way to bring everybody together in a really cool city and go on a running tour and see all the amazing monuments. >> yeah, the race wins are going to take runners across the golden gate bridge and through golden gate park, fisherman's wharf, oracle park. so with tha, expect to see street closures and public transit disruptions throughout the day. we already know bart is kind of iffy right now, so you want to stay keep track of that, but you can keep track of all of the changes on muni's website, uh. you have

some traffic impacts, but hopefully, spencer, the weather will show up for these runners. >> it will. now the traffic's going to be a problem for drivers, but this is going to be, i think, ideal marathon running weather is going to be quite cool, which i think long distance runners like. it might be a little bit breezy at times though, so if you've got the wind at your back, i guess that's a good thing. yeah right. here's a look at here's a look at what's going on. zach we've got the satellite radar composite image up there showing you a very brisk onshore flow right now. we've had this actually all day going into the early evening hours. you can see we had a bit of a marine layer. it has now dissipated. but it'll be back. it'll redevelop during the overnight hours with this cooling onshore flow should be some pretty good sleeping weather overnight. right now the wind is relatively calm at the golden gate and up in parts of the north bay, but across the bay and going out towards the delta. it's still pretty breezy and we'll see breezier conditions redevelop near the coast as well. right now, the 24 hour temperature change is not much to look at, but i'm showing it to you because i like it. it's a couple of degrees cooler right now than at this time last

night in some parts of the north bay, and 1 or 2 degrees warmer in parts of the east bay, and the south bay. so on we go. live view from the exploratorium camera. notice the absence of fog right now in low clouds. we have mid 50s right now in san francisco and oakland. low 60s at hayward and san jose and mid to upper 50s at half moon bay and redwood city. another live view from emeryville. looking back along the bay bridge towards san francisco once again, you notice the absence of a definable marine layer there. other temperature readings at this hour. up north santa rosa, 54 degrees 52. at petaluma we've got mid to upper 50s, mainly upper 50s, actually at napa, fairfield, concord and livermore. and here's a view from our rooftop camera at abc7, looking across the embarcadero and now we're checking out our forecast headlines. so we'll have below average temperatures again tomorrow. and continuing through tuesday. there will be minor warming beginning wednesday and continuing through the remainder of the week through friday, but it will be a gradual warm up 1 or 2 degrees each day. but then we'll have more typical summer warmth beginning next week end and carrying us into the following

week. so here's a look at our forecast animation starting at midnight. and as i mentioned during the overnight hours that marine layer will redevelop. it will push across the bay locally inland. there'll be lots of drizzle activity offshore, and some of it will move onshore. so locations near the bay and the coast may get a few damp spots from the patchy drizzle. but by midday tomorrow the fog will burn back to the coastline and it will become mainly sunny, especially away from the coast overnight. low temperatures will be generally in the mid to upper 50s. high temperatures tomorrow. under the afternoon sun, a mainly low to mid 80s in the warmest inland locations right around the bay shoreline. upper 60s to low 70s and about 6062 degrees on the coast. here's the accuweather seven day forecast, and you can see that gradual warm up i was talking about. not even a warm up, just a couple of degrees. a less chilly going into early next week. but by midweek we'll see what does qualify as a warm up 90 degrees inland by wednesday, 92 inland on thursday and friday, and by next weekend, saturday we'll see

the height of the pandemic, many bay area schoolchildren took part in what families say was advertised as free covid 19 testing at schools. now, three years later, some families say they're still receiving bills. abc seven news reporter melanie woodrow dug in to get some answers. >> as covid 19 raged during the early pandemic, covid testing at schools was critical and welcomed. the testing was supposed to be free testing that we got that was performed by a laboratory that came to the school sites. debbie, who asked that we not use her last name, says her son had multiple covid tests at school, facilitated by pmh laboratory. she says she received this letter stating, quote, pm's sole compensation will be through insurance reimbursement or through the cares act. no student, staff and or family member will receive a bill from pmh from the services provided under any circumstance. the bill started coming probably about, i would say, eight months to a year later, she says. she ignored them at first, but they kept on coming years. >> it's very frustrating to be

getting these bills, at least once a month. >> debbie's son's bill was for more than $300. seven on your side reviewed another student's pmh bill for more than $1,000. >> we just wanted to get it resolved. >> both families had blue shield of california insurance. i reached out to blue shield and pmh in an emailed statement. pmh tells seven on your side. its general practice is not to invoice patients for covid 19 testing during the public health emergency. if patients provided insurance information at the time of testing, but that certain insurers improperly issued payments for the tests directly to the patient instead of issuing the payment directly to pmh, the lab claims this practice violated the cares act, which specified the insurer shall reimburse the provider, not the patient. the lawsuit states. defendants intent was to profit by issuing only partial payments to patients and by forcing out-of-network providers like pmh to chase recovery of such lower payments from the patients. in its statement to abc seven news, pmh says this practice placed an undue burden
