car. >> now at nine bart riders evacuated following an outage sparked by a fire. it closed several stations and those disruptions extended this morning, plus clean up in the east bay. how neighbors are dealing with the aftermath of the point fire and the progress made overnight. and there are thousands of runners, took off earlier this morning and are now competing in the san francisco marathon. we've been cheering them on all morning. good morning everybody. it's sunday, july 28th and they've been braving the mist and drizzle. >> yes that's right. that healthy marine layer that has wrung out a little bit of precip here and there along the shoreline. but right now as we look at our visible picture, you can see the fog that is not only invading the bay area, but a little bit later, we'll be able to see the smoke there from the plume of the park fire, which of course is burning intensely. there's a look. we are sunny in concord, in walnut creek, getting sunny in san ramon. good air quality right now, but it will be moderate at times throughout parts of the extreme

north bay as those lighter winds start out the day with the ebb and flow of the fog, we'll get into that sea breeze. and then this is in the upper levels of the atmosphere, 25,000ft and above. it will get pushed out of the way, but overall, a lot of sun and blue sky on the way. there's a look from our exploratorium camera where you can see it's brightening up there. 58 downtown, 63 in san jose and the shark tank now partly cloudy. 63, in concord with mid 50s still in santa ros. so as the low clouds peel back, we're sunnier and warmer sooner and by 2:00 low 80s for our inland valleys, 70 arrived from fremont to mid 70s in petaluma. this is at about 4:00. and notice we will keep the clouds clinging to the coast. and then the fog comes back in full force. we'll talk about our warm up coming up for the week ahead and august. that arrives on thursday in a few minutes. stephanie. >> all right. lisa, thank you. developing news this morning. bart is working on repairs after

a fire. an outage shut down four separate stations yesterday, forcing hundreds of riders to evacuate. the agency reports the cause is possibly a blown circuit breaker that likely impacted the track in that area. bart says there is still no service for riders in oakland. here's a list of the stations currently affected. 12th street 19th street. lake merritt and fruitvale. there's also no green line service, no red line service between richmond and millbrae. our crews were at the embarcadero station last night, not too long after the giants game. abc7 news reporter anser hassan talked to people who had to evacuate. >> the smoke billowing out onto oakland streets was coming from the 12th street bart station below. it was pretty smoky in the tunnel. >> i don't know how bad the fire was. i didn't see it. once they told us there was a fire, they said evacuate at the back of the car, renee morfin and his girlfriend were among the

hundreds of bart passengers evacuated. >> they were stuck on bart for 30 minutes until they were let out. >> it was a bit scary just because we didn't know what was going on, but after they evacuated us, we were like, fine. >> we had an engine company that was here at the 12th street bart station. they were here for a medical call and they smelled smoke, so they continued to investigate and found smoke in one of the tunnels. >> battalion chief linda buell says they located the fire coming from an electrical room that burned through some wires and immediately cut power, which impacted the bart stations and forced the evacuations. >> the smoke in the tunnels by the bart ventilation system was cleared out, which is why we're able to do the safe evacuations to 19th street and 12th street. we were extremely lucky today that we were able to evacuate with no injuries. >> charlie geter was supposed to meet friends in oakland for an event, but they didn't make it. >> they were texting me from the bart every, like even coming down from berkeley. they're stopping on both sides. >> buell says the fire was contained to just the electrical room. how the fire started is still under investigation. >> any time you have a fire, you know, you burn through wires,

you burn through cables. so when you have exposed wire and electrical, you know it. you can't put any power through it or else it's going to. your problem is going to continue. we have recommend the uh- until they can get that repair done as not to turn the power back on. >> anser hassan abc seven news now bart officials did not give any indication as to when those repairs will be completed. officials say there is bus service between those four stations and riders should keep an eye out for any additional delays. this morning. we're also following multiple wildfires. the park fire near chico has burned over 350,000 acres in butte and tehama counties. that makes it the seventh largest wildfire in california history. yesterday, crews caught a break thanks to the weather. containment is now at 12%. here's abc seven news reporter tara campbell. >> flames scorching over 350,000 acres. the park fire growing at a rapid rate. governor gavin

newsom ordering a state of emergency in butte. and to him, a counties saturday. the governor getting a firsthand look as evacuations continue. >> fire blows over. i can't make any promise or guarantee that we can get up there to save your life, rachael vaughan fleeing her home near forest ranch. >> it's been stressful. i mean, i had to leave some animals behind, turn them loose, and my horse and not having the funds or the means to even provide for my family outside of my home has been difficult. >> the fire destroying numerous structures, including homes, as more than 2400 firefighters battled back, including crews from the san francisco fire department. >> they're battling, you know, long hours, which is which is typical of these fires and basically unfamiliar territory is also another thing that we try our best to learn the lay of the land while we're up there. we have been sent to the chico area several times. uh- historically in the past uh- maybe 15 years we've been up

there a handful of times because it's kind of common, unfortunately, to have fires up in around that area. >> this area also saw the deadliest wildfire in state history, the camp fire, killing 85 people. in 2018, the town of paradise once again under threat. it was very impactful. >> every once in a while, when we smell smoke or see smoke like that, it does trigger us. it triggers the people here in paradise. it's just part of the when you go through trauma, that's what happens. >> parts of paradise now under evacuation warning, i'm getting evacuation alerts and, you know, be ready. >> and so i'm packed up. my dog, my cat. it's all i can do is wait and watch and hopefully get alerts. so meanwhile, cal fire is hoping for favorable weather. >> this weekend can help slow the spread of the fire. tara campbell, abc seven news. >> now to the fast moving fire in sunol. the creek fire has burned more than 700 acres near

welch creek and calaveras roads. it started around 4 p.m. friday and is now 15% contained. forward progress has stopped and there are evacuations still in place at the sunol regional wilderness park, as well as some road closures in the east bay. many families forced out by the point fire are back home this morning. that fire burned about 470 acres, with containment now at 85% retardant. drops may have helped save these homes, but as you can see, it also made a bit of a mess. abc seven news reporter suzanne fawn talks to neighbors who are cleaning up. >> thank god i'm so grateful that, the house is here. >> eleonora schwartz thankful for the firefighters who saved her home from the point fire. it blackened hundreds of acres as it raced across ridges and down hillsides, coming right up to her neighbor's property. >> the fire was real close to these people house, and they were running out with bags in their hand.

>> abc seven news talked to schwartz friday as she, her husband and dog evacuated their home. her vehicle was hit by retardant right after his sheriff's deputies arrived on her doorstep and ordered her and neighbors to leave, just as they said that the helicopter passed and drench us on this saturday, streets are painted pink. it's the aftermath of all the fire retardant dumped on homes in this bay point neighborhood. families who evacuated have been allowed to come back. scott malone returned and realized retardant is covering everything yards, homes, cars, even playgrounds. >> my wife referred to as barbie ville or something. it was so pink. they told us it's water soluble so it should wash off. >> we saw neighbor after neighbor cleaning, washing retardant off homes and scrubbing the remnants off their cars. kevin pereira knows it won't be a quick process. >> it's going to take a few days. >> pereira says. the fire that

marched toward his home terrified him. the aerial attacks, including the retardant drops, literally hit home. >> i could see the helicopter like, spray. the, the retardant. right. and, man, it was a scary moment. i was i was scared for these neighbors over here. >> cal fire says these aerial attacks were a critical weapon against the fire. >> there were multiple air tankers there as well as helicopters. and the air tankers are there to put in retardant drops. that helps slow the spread of the fire. >> firefighters now say they have the upper hand on the poin. fire neighbor eleanor schwartz counts it as a blessing that the danger in her neighborhood has passed. i think we are kind of thankful that, we could come back to the house because when things like this happen, people come back to nothing. and here's a closer look at all the retardant that's been dropped on this neighborhood during the point. fire crews have been battling gusty winds as well as dry conditions. but the good news is no homes have been damaged in this fire in bay

is as abc news obtained new details of a grievance filed for the former deputy, shaun grayson. grayson is the deputy seen in this police body camera footage shooting massey. he claimed he was terminated without just cause he asked for his job back along with lost wages and benefits. grayson reportedly worked for six law enforcement agencies in the last four years, despite two prior duis. he was also discharged from the army for misconduct. massey's family has been outspoken since she was shot and killed. >> this is the hardest thing that we have ever been through as a massey. it just breaks my heart that our family has to go through this. >> massey's death has been ruled a homicide following a recent autopsy. it also found she was killed by a gunshot wound to her head. in oakland. now, a fix for the city's flawed 9-1-1 system is a step closer. but it won't

come cheap. the city council's public safety committee gave approval to spend more than $6 million on a solution. the abc7 news i-team obtained a report on the situation, and it found the current 20 year old motorola software was difficult to use, leading to increased report times and the issues were unable to be resolved. now, the city's i.t. department recommended a new purchase with another tech company. it would replace opd's current record management system with a modern software called mark 43. >> the work of it doesn't always get appreciated, because it only tends to get tech, get press coverage when it goes wrong. so i want to say we have an it team before us here tonight doing something right. >> the new system is being heavily vetted after the city's massive 2023 data leak. personal data was exposed and city services were taken offline. during that hack. >> the idea that any of these records are secure is naive, and we see these data breaches

earlier this morning i was saying how i really love to layer up when i, when i got to say today's weather is favorable. i'm sure for many of them because, you know, running in really hot weather is. >> yeah. no, no. so really the timing worked out with this cool down and the clouds out there and temperatures just temperate and allowing for them to heat up on their own without any help from mother nature. as we look at live doppler seven right now, our visible image in play here, and you can see all the fog and the footprint almost to the east bay. right now it is beginning to burn back already sunny skies in concord, walnut creek san ramon is looking at some sunshine. even the airport. you can see right here this is mount tam, where it is in the sun, and pretty soon the rest of us will be enjoying a sunny morning look at san jose cleared out quickly. pretty view there. the shark tank. it is still just in the 50s down at half moon bay, 58 downtown 62 oakland, hayward and 63 in san jose and looking from our sutro tower camera, you can see still pretty gray out there,

but low 60s today. and a sunny afternoon. a bit of a breeze for sure. 63 in concord, 62 in livermore. so 24 hours ago we were cooler. this morning, a little bit milder, 2 to 4 degrees milder, and we're getting more in line with what we should be for late july with the ebb and flow of the low clouds and the fog. of course, it's cooler than average, but for the next few days we will keep we will keep that forecast of below average temperatures. and looking at the next several days beyond that warming trend begins wednesday, thursday, friday, looking into next weekend, the first weekend of august. and it looks like we have more warmth headed our way. could be getting into some advisories then, as high pressure wants to build back. here's a look at that fog. the low cloud deck retreating all the way to the coast. so it's a sunnier day, a warmer afternoon, then through the overnight hours, it's back to the low clouds and very little change

for your monday. we have that mist and drizzle along the coast and then throughout the mid morning hours we break out into mostly sunny skies so we get the lighter winds overnight. upper elevations 25,000ft, 30,000ft. the atmosphere gets stacked up and we get a little bit of haze and smoke from the park fire, but it lifts out throughout late today and tomorrow, so you may not even notice it. a far north bay, moderate air quality. the rest of us good air quality. it's the northern sacramento valley, the adjacent foothills that will be smoky 25 mile an hour winds. and as we look at the high temperatures for wednesday, we're in the mid 90s inland. that's feeling like summer. little change on thursday. but friday looks like we're going to bring on some heat. could be near 100 degrees out towards clear lake temperatures today in the low 80s for concord, and looking at 77 for san jose. low 80s in santa rosa, 69 in oakland. overnight tonight. comfortable in the 50s. lots of low clouds

would have to wait 30 years to move in. that's the big catch. the chronicle had reported that the stipulation no longer applies. the trustee of the home had told the paper that he had accepted an asking price offer from his sister, and she now lives in the house with her mom. also new. this morning, a new study reveals no breast cancer surgery is better than the other. a study from the women's college hospital in toronto shows getting a double mastectomy doesn't have any survival advantage. women who have had a lump or one breast removed did just as well as women who had both breasts removed. researchers say there's only a 7% chance over 20 years for women with breast cancer on one side to have cancer in the other breast. also new this morning, a new blood test shows a possible breakthrough for alzheimer's disease. according to researchers, the blood tests can help doctors diagnose alzheimer's faster and more

accurately. the new test for cognitive decline has a 90% accuracy rate. that's up from 73% of correct diagnoses made by neurologists and memory specialists. this could help speed up alzheimer's trials and help bring in new medication. in san jose, sacred heart community service is asking for your help to support local youth in need. volunteers filled bags with school supplies for the annual pack a backpack program, but sacred heart still needs 1000 backpacks and $30,000 in donations to achieve their goal. >> our learning center will turn into a backpack store wonderland with school backpacks that are appropriate for kids, kindergarten all the way up to 12th grade, and they get to come in and select the backpack that fits their unique personality and gets them excited for the school year. >> backpacks can be dropped off tomorrow until thursday between

tomorrow. republican vice presidential candidate jd vance will be in palo alto for a fundraising event. vance is no stranger to the silicon valley campaign piggy bank. he helped organize a fundraiser for former president donald trump last month. it was held at tech investor david sacks house here in san francisco. tickets for tomorrow's dinner are starting at $3,300 per person. speaking of, jd vance is joining former president trump rallying their supporters in minnesota this weekend. that state has not backed a gop candidate for president in over 50 years. mr. trump took aim at vice president harris, calling her a, quote, crazy liberal. he also addressed a recent strike on israel, saying it would not have happened under his presidency, that israel was just attacked very severely, attacked and hezbollah looks like and this is things that won't happen. >> i mean, you just this can't they have to respect us. they

coverage, but some customers have started to push back, building a better bay area reporter lyanne melendez takes a deeper look at both sides. >> if you eat out, you've likely seen them surcharges tacked on to the tab with different names, service fee, labor surcharge, fair wage, employer mandates, health care security ordinance, sf safety and benefit charge. >> why so many terminologies? i mean, this is very confusing for the customer. i mean, what the heck is a safety and benefit charge? you know what? >> at the end of the day, there are always people that are going to try to get around something and find a way to make it work better for them. folks just have to vote with their feet, get up and get out and go somewhere else. that has more transparency. >> state senator bill dodd initially wrote the legislation to do away with all those surcharges, only to then exempt restaurants. and here's why we read we here on tv that how many restaurants are going out of

business in the bay area? >> it's a tough time for restaurants. >> he's right. according to the san francisco consumer price index, prices for food away from home in the san francisco bay area went up by 5.2% in the past year. you know what else has gone up for restaurant owner rene dennis, his rent. minimum wage and that city health permit that in 2008 cost him $600 a year, is now up to $1,500. >> it keeps going up. >> we can't keep raising our prices in line with that, because then our customers get sticker shock. >> so restaurants across the state have started adding surcharges to their menus to make up for the rising costs. but sometimes those fees are not so obvious according to the law, any extra charges must be clearly and conspicuously displayed with an explanation. take this menu for example. i can read the prices no problem, but at the very bottom and not

so conspicuous is this note. i need my glasses for this one. it says to help defray the rising cost in west hollywood, a 4.5% administrative fee will be added to your check. go on social media sites and the conversation is heated. here are two examples. when i receive a bill that has a service fee or a mandatory tip on it, i don't tip. san francisco has been doing it for years. hence the fact one reason i no longer dine there once a week, as i did years ago. lauren hyman created a site called sephisa, inviting customers to record the surcharge of each restaurant. >> you know, so i created this website to make it easy for me and other, you know, consumers to just to easily understand how much something is going to cost before before they purchase them and they visit a restaurant and sit down. >> and that kind of disclosure

worries some restaurant owners who have already seen a backlash. this is really controversial and some restaurant owners didn't want to be interviewed. why is that? what are they afraid of? >> oh, it's hot right now. i read things like reddit and a lot of social media, and people are either posting, oh, 13% on my bill for this restaurant and they'll call out that restaurant at pascal. >> rene dennis charges an extra 5% to help supplement wages. faced with some disgruntled customers, some cafes and restaurants are eliminating that surcharge and just increasing the prices instead. if they were kind of confused, perplexed, sometimes thrown off in a way that made them discouraged from buying product and stuff like that at craftsman and wolves along the valencia corridor. once they eliminated the surcharge marked on the bill, it made things a lot easier for everyone. in fact, most people

we spoke to would rather pay more for a meal if it meant not paying that surcharge. i have $37.65, and that way you can put a meal together from the menu without having to worry about. >> is there going to be some fee? i don't have enough for the fee because that's a that's that's a deadly moment when there's a fee. i think there's a simplicity in that, and i think it feels a little more transparent. we just got back from europe, where we were encouraged basically not to tip. >> that's what they do. at zazie, a popular french style restaurant in the coal valley neighborhood. so let me see if i get this right. you don't charge a service charge? no. or you don't add any health insurance? no okay. the tip. you don't even ask for a tip. no. so how do you make that work, back in 2015, we did raise our prices 20%. owner megan cornelius told us how that 20% is used is clearly posted on each menu.

not that wide today. it's going to get wider and wider as we go through the week ahead, where the temperatures will get increasingly warm, especially away from the coast. so 3 to 4 degrees milder. this morning a look at a sunny san jose. so below average for your sunday, monday, tuesday things begin to warm up in spots, but the real warming trend begins wednesday. and then by thursday friday we've got widespread 90s inland. the weekend could be close to 100, and that would be the first weekend of august. it looks like high pressure in the four corners is going to build back to the north, and we weren't quite sure. is it going to be right overhead or to the east of us? but it looks like we're going to see a significant warm up. there's a look at the fog. it peels back, it's a cloudy day at the beach. so limited sun there up towards point reyes and stinson. and then through the overnight hours it comes back. it's almost 2000ft deep and then pulling back once again for monday afternoon. so the fog as it retreats, the winds kick up

that improves the air quality and it keeps the temperatures pretty cool as we get that breeze through the delta. so it should be pretty temperate. the fire concerns always with us this time of year, but at least the weather cooperating more or less the next several days. 77 in san jose, mid 70s for santa clara, cupertino on the peninsula. we've got the lower 70s returning for palo alto and redwood city. so a comfortable day and that low cloud deck thinning out from time to time. san francisco brightening up in the 60s and up in the north bay, a mixture of upper 70s san rafael to those low 80s in calistoga on the bay shore. here we've got low 70s. so a nice switch for you in union city, 69 there in berkeley and with some low 80s on the way, it is a much warmer day, but pleasant in our inland valleys. the accuweather seven day forecast so minor warming the next couple of days, bringing us near average by the middle of the week. and then the numbers continue to tick upwards into the mid 90s. inland bay
