i guess you call it the pattern, the lane pattern. there you go through oakland, 880 north and southbound. couple of problems on the road through oakland. let's take a look. we had an earlier accident near davis northbound, and we still have an accident northbound before hegenberger. it's off on the shoulder and i am seeing some slow traffic back to 98. ladies. >> thank you. sue. breaking news this morning. president biden is calling for major supreme court reforms and a constitutional amendment to strip presidents of immunity. he will be outlining three reforms during a speech today commemorating the 60th anniversary of the civil rights act for the supreme court. the president wants term limits. he's proposing justices be limited to 18 years, rotating with one newly appointed justice every two years. he's also calling for a binding ethics code that would require justices to disclose gifts or recuse themselves if they or their spouse may have a conflict of interest. these proposals come after supreme court justices

clarence thomas and samuel alito were both accused of ethics violations and ethics violation, and political bias on presidential immunity. the president wants to reverse a july supreme court ruling that presidents cannot be prosecuted for official acts. in an op ed this morning published in the washington post, the president said, quote, no one is above the law now. it is very unlikely president biden will be able to get any of these proposals passed just because of how divided congress is right now. he would need 60 votes in the senate to block a republican filibuster. >> developing news on the biggest wildfire in the state this year, the park fire has now burned more than 360,000 acres and containment is up to 12%. even with the first signs of progress this weekend, federal fire agencies, fire agencies, i should say, say they don't expect full containment until at least august 15th. the fire started near chico last week. it's one of more than 20 active wildfires in the state and 103

across the country. 4200 homes and other buildings are threatened, 100 have been destroyed so far and nearly 5000 personnel are working to contain the flames. and you may notice hazy skies or smell smoke. this morning, the bay area air quality management district says an advisory is in effect today because of the smoke drifting into the region from the park fire. abc seven news reporter gloria rodriguez is here and gloria, fire crews are facing intense flames and the wind. >> good morning. amanda. yes. and officials say the park fire is also being fueled by an abundance of vegetation. and one of the hottest and driest summers on record in that area. the park fire has grown into the biggest fire in the state this year, burning up to 5000 acres per hour. thousands of residents have been evacuated and fire officials say they are doing the best they can to safely get people back home. susan singleton and her husband fled their home just north of chico, taking shelter in their suv with

their seven dogs. rick martinez is the executive director of the california fire foundation. the nonprofit has given out $150,000 in cash cards to people who have been displaced. >> people need food and sometimes there's food provided the shelters are very good about feeding and sleeping, but there's other things that they may need from diapers to formula to medication or in some cases, gasoline, just to get, you know, to a friend or a relative's hom. >> and more amazing stories of people helping out a helicopter pilot, saving the lives of a rottweiler and her four puppies left stranded, and the sonoma county firefighters making rescues. and the man allegedly responsible heads to court today accused of pushing a car down a hill while it was on fire, sparking what's now become the seventh biggest fire in california's history. >> kumasi thank you, gloria. take a look at this. a strike

team from the sonoma county fire district rescued two dogs, found inside a home in forest ranch. they moved the pets to a local law enforcement to get them to an emergency animal shelter. crews left the note at the house for the family, letting them know their dogs got to ride in a fire engine. a strike team is helping both human and fur families will be reunited. >> farther south, firefighters are struggling to wrangle another large fire still burning strong after more than two weeks. the burrell fire sparked in the sequoia national forest during a lightning storm earlier this month. on friday, a burned through the historic mining town of havilah. crews are still figuring out how many homes are destroyed. the fire has burned more than 49,000 acres, with no containment. dangerous fire weather continues into tomorrow, but the fire may start moving into an area that burned a few years ago. >> air quality is now always a concern this time of year, and you can get those detailed maps with our abc seven california

wildfire tracker. it will give you a full picture of the fires in the smoke across the state. it's up for you right now in the front page of abc seven news.com. >> this morning, hayward police are asking the public to come forward with information about a drive by shooting that killed a 15 year old girl. it happened yesterday morning, just after 11, near glad tidings church on west tennyson road. police say the girl was taken to the hospital where she died. a 41 year old man was treated for non-life threatening injuries. police say the victims did not know each other and there is no connection to that nearby churc. no arrests have been made. developing news in alameda county after a car smashed into an apartment building. this happened just after ten last night on dairy avenue in newark, just off newark boulevard. you can see right here a pretty big hole on the side of the buildin. firefighters say the driver was the only person in the car, and it's not clear how badly they were hurt. officers on scene tell us the driver did walk away from the crash and then was

detained. >> we are seeing an overwhelming call to action in cities across the country following the recent shooting death of sonya massey by police. more than 20 rallies were held this weekend in different u.s. cities, from chicago to brooklyn to sacramento, hartford, connecticut and appleton, wisconsin. video from july 6th shows a sheriff's deputy shooting and killing massey inside her home in illinois. the deputy responded there after the 36 year old mother called 911 to report a possible intruder. >> sonya massey called the police to deal with the potential intruder and the irony she was safer with the potential intruder than the police. she was murdered in her home by those she called for protection. >> the deputy who shot and killed massey, shaun grayson, has been fired and recently pleaded not guilty to three counts of first degree murder, among other charges. this

that's drifting into the region from the park fire. back to you. >> thanks, gloria. new details in the arrest of two powerful leaders of a notorious mexican drug cartel, the lawyer for el mayo claims he was kidnaped by the son of el chapo against his will. ismael el mayo zambada had dodged police for decades until thursday. he and the son of convicted drug kingpin el chapo named joaquin guzman lopez, were both on a plane when they suddenly landed at an airport in new mexico. police immediately arrested both men. zambada's lawyer now says he was tricked and forced onto that plane by guzman lopez. he's pleading not guilty to multiple drug trafficking charges. >> this morning, san francisco police officers are remembering one of their own. the department announced one of its officers, who was on the force for nearly a decade, died unexpectedly. they shared this photo of officer luciano ortega. he most recently worked out of the mission station in a video he

were certainly cooler than average for july. we were headlining that both saturday and sunday, and we'll continue that trend today. for the most part, you could see many of us will be below average. it's very comfortable out there. this afternoon. we'll have highs mainly in the 70s and 80 away from the coast. so for most of us that is a few degrees below average for this time of the year. here's live doppler seven along with satellite. the story we're tracking. you can see this dip right here in the jet stream. this trough is giving us the cooler than average temperatures. the deep marine layer this morning. this trough is going to stay along the west coast over the next couple of days. keep those temperatures in check. but by the end of the week, we'll start to find warmer weather moving in. and for the upcoming weekend, we'll find brighter skies and warmer temperatures. but today, inland, we do have a lot of sunshine. very pleasant. when we talk about afternoon highs, we'll stay in the low and mid 80s throughout the afternoon. now around the bay shoreline. it is very cloudy this morning, closer to about 10:11 a.m. that's when we expect the sunshine to really break out. so do expect that fog

to linger for much of the morning. temperatures in the low 70s and then along the coast you can see it's pretty cloudy all day long in those daytime highs, mainly in the low 60s, so a high of only 67 in the city today, with partly sunny skies brighter in oakland at 7077. in san jose we'll go to 84. in santa rosa inland. it's very comfortable for this time of the year, low and mid 80s for daytime highs. so looking at the three day forecast, we'll keep it comfortable today. and tomorrow we'll start to warm up heading towards the middle part of the week. but then even warmer weather arrives for the weekend. we'll show y (woman) oh, come on! come on! who lost their lives in a crash at devil's slide. the coroner's office identified them as 28 year old angelica gaucho, 29 year old mohammad noori. both from south city, and brian aroma, a resident of kansas. on friday, the car landed more than 300ft down an embankment along highway one between pacifica and montara. it's still not clear what led to the crash in the north bay, farmworkers are calling out the consequences of climate change and demanding better pay. >> hundreds of farmworkers marched through healdsburg yesterday calling for higher wages and disaster pay. they say they've lost too much work this summer because of brutal heat waves, along with last month's point fire. they want better wages for work done in dangerous
