out his plan for sweeping supreme court reforms, including term limits for justices and the park fire near chico, continues to grow and firefighters are struggling to get it contained. >> hundreds of thousands of acres already burned in the largest wildfire in the state. so far this year. >> and then we are checking in with our favorite falcons. at least one of them is healing from a fall and being nursed back to health. >> our friends, our friends now. good morning everyone. it is monday, july 29th. >> we're going to start with the check of our forecast with drew. yeah. >> good morning. so is pleasant this weekend may be cooler than average. and that trend continues for another day. today here's a live look. this is our golden gate bridge camera this morning really showing you that thick marine layer overcast skies. you look at current sky conditions around the region. most areas are reporting that cloudy condition and that will keep us on the cooler side throughout the morning and into the afternoon. we'll get some breaks for some sunnier skies. temperatures right now pretty uniform, most of us starting out

in the mid 50s to the low 60s. underneath that cloud cover. so a look at our inland communities first. and just like this past weekend, those temperatures are pleasant. they're comfortable maybe a few degrees below average. we do expect a lot of sunshine in our inland communities into the afternoon. we'll have daytime highs in the low and mid 80s around the bay shoreline this morning. i think you'll keep that extra layer on for much of the morning. sunshine appears closer to 10:11 a.m, so the cloud cover is slow to break down. daytime highs. look at that only in the upper 60s to the lower 70s and then along the coast. it is foggy all day long. we'll see maybe a little bit of sunshine close to 4 p.m, but temperatures in the low and mid 60s. let's check in with sue. see those drive times this morning. >> thank you drew. and we're going to look right now at the san mateo bridge where you've got about a 20 minute drive from the east side hayward across the span up the high rise over towards foster city. uh- no problems getting across at this point. and we'll go to san rafael southbound 101. as you make your way past the northgate

mall and into central san rafael from novato, all the way to the golden gate bridge, about a 17 minute drive. no stalls or accidents. but as drew mentioned, you do have fog on the span and you will need your windshield wipers to pleasanton, we have an accident blocking a lane. the left lane north 680 before burnout. i'm not seeing it slow too much here and we'll pop back up to novato, right near atherton. a stalled pickup truck blocking a lane at at right near atherton, right where the lanes narrow to the construction zone. guys thank you sue. >> breaking news this morning. president biden is calling for major supreme court reforms and a constitutional amendment to strip presidents of immunity. he will be outlining three reforms during a speech today commemorating the 60th anniversary of the civil rights act. now for the supreme court, the president wants term limits. he is proposing justices be limited to 18 years rotating with one newly appointed justice

every two years. he's also calling for a binding ethics code that would require justices to disclose gifts or recuse themselves if they or their spouse may have a conflict of interest. these proposals come after supreme court justices clarence thomas and samuel alito were both accused of ethics violations, and political bias on presidential immunity. the president wants to reverse the july supreme court ruling that presidents cannot be prosecuted for, quote, official acts. in an op ed this morning published in the washington post, the president said, quote, no one is above the law now. it's very unlikely president biden will be able to get any of these proposals passed because of how divided congress is right now. he would need 60 votes in the senate to block a republican filibuster, developing news on the biggest wildfire in the state this year. >> the park fire has now burned more than 360,000 acres and containment is up to 12%. even with the first signs of progress this weekend, federal fire agencies say they didn't expect or don't expect full containment

until at least august 15th. the fire started near chico last week. it's one of more than 20 active wildfires in the state, and 103 across the country. 4200 homes and other buildings are threatened. 100 have been destroyed so far, and nearly 5000 personnel are working to contain the flames. >> you may see some hazy skies or smell smoke from that fire in parts of the bay area this morning. there is an air quality advisory in effect because of smoke that is drifting towards us. abc seven news reporter gloria rodriguez is joining us. and, gloria, fire crews are facing some intense flames and wind. >> they are kumasi and officials say the park fire is being fueled by an abundance of vegetation and one of the hottest and driest summers on record in that area. the park fire has now grown into the biggest fire in the state this year, burning up to 5000 acres per hour. thousands of residents have evacuated. fire officials say they are doing the best they

can to safely get people back home. susan singleton and her husband fled their home just north of chico, taking shelter in their vehicle with their seven dogs. rick martinez is the executive director of the california fire foundation and the nonprofit has given out $150,000 in cash cards to people who have been displaced. >> people need food and sometimes there's food provided the shelters are very good about feeding and sleeping, but there's other things that they may need from diapers to formula to medication or in some cases, gasoline, just to get, you know, to a friend or a relative's home and more amazing stories of people helping out a helicopter pilot, saving the lives of a rottweiler and her four puppies left stranded and sonoma county firefighters making many rescue. >> the man allegedly responsible for the fire heads to court today, accused of pushing a car down a hill while it was on fire, sparking what's now become

the seventh biggest fire in california's history. amanda. >> all right, thank you so much, gloria. now take a look at this. a strike team from the sonoma county fire district rescued two dogs, found inside a home in forest ranch. they transferred the pets to local law enforcement to get them to an emergency animal shelter. crews left a note at the house for the family, letting them know their dogs got a ride in a fire engin. the strike team hopes both human and fur families here will be reunited. farther south, firefighters are struggling to wrangle another large fire. still burning strong after more than two weeks. the burrell fire sparked in the sequoia national forest during a lightning storm earlier this month. on friday, it burned through the historic mining town of havilah. crews are still figuring out how many homes are destroyed. the fire has burned more than 49,000 acres, with no containment, dangerous fire weather conditions are expected into tomorrow, but the fire may start moving into an area that burned

a few years ago. air quality is now always a question. this time of year, you can get those detailed maps with our abc seven california wildfire tracker. it gives you a full picture of the fires and smoke across the state. it's up for you right now on the front page of abc seven news.com this morning, hayward police are asking the public to come forward with information about a drive by shooting that killed a 15 year old girl. it happened yesterday morning, just after 11, near glad tidings church on west tennyson road. police say the girl was taken to the hospital where she died. a 41 year old man was treated for non-life threatening injuries. police say the victims did not know each other and there is no connection to that nearby church. no arrests have been made in the south bay. >> the community is remembering the victims of a deadly shooting at the gilroy garlic festival yesterday marked five years since that tragic incident that left three people dead. 17 other people hurt, police shot and killed a 19 year old gunman. the

festival has never recovered. it was canceled in 2020 because of the pandemic, then moved to a drive through format in 2021 before going to stockton this year. it's moving to the merced county fairgrounds in los banos. the original organizers told our partners that the bay area news group that they hoped to revive the gilroy garlic festival, but insurance will be a challenge next month. the city council will revise the permit process for special events like the festival to help take on issues of gun violence. we have a list of vetted resources, both here locally and nationwide. just visit abc7 news.com/take action. >> 608 this morning and the accuweather forecast. we're keeping a close eye on our air quality as we monitor those fires burning across the state, specifically the park fire, which is one of the largest fires in recorded history, seventh largest. it has just exploded over the past couple of days. right now, our air quality is good. you see a lot of green sensors, but as you take you

the theme park. the park, co-owned by dolly parton, was closed after workers and pigeon force police had to get guests to safety. dollywood reports one minor injury clean up crews are working to clear walkways and parking lots flooded in the storm. the park says they are assisting guests whose cars were damaged in the rain. new developments in the assassination attempt of former president donald trump, both bystanders who were shot and injured at the rally in pennsylvania have now been released from the hospital. the 74 year old shooting victim was able to go home on friday. the other man was discharged on wednesday. a 50 year old father and former firefighter was killed in the shooting, and that comes as abc news is uncovering new details on the events of that day. text messages show local snipers spotted the suspected gunman outside the former president's rally nearly two hours before the shooting. abc news obtained texts between the secret service snipers

admitting the suspect likely knew where they were positioned. less than an hour after that, another sniper identified the suspect as suspicious. now, in an exclusive interview with abc news, the local beaver county swat team says they didn't have any contact with the secret service on that day until after the assassination attempt. >> we were supposed to get a face to face briefing with the secret service snipers whenever they arrived, and that never happened. so i think that that was probably a pivotal point where i started thinking things were wrong, because that never happened and we had no communication with the secret service. >> the secret service did not respond directly to those comments, saying the agency is committed to understanding what happened. you can watch more of the exclusive interview this morning on gma starting at 7 a.m, right after abc seven mornings. us senate candidate adam schiff tried to shore up support in the aapi community around the bay area over the weekend. the congressman visited

oakland's chinatown for a meet and greet, telling the crowd he plans to support new grants for the aapi community and its organizations. the democrat schiff is polling well ahead of republican steve garvey in the race for late senator dianne feinstein's seat, as vice president kamala harris vies for the white house. >> her longtime pastor in san francisco is launching a nationwide prayer campaign for civility in the race. reverend amos brown kicked off 100 days of prayer at yesterday's service at third baptist church. >> we are gathered here this day, more importantly, to pray that there will be peace, civility, love, common sense, and indeed, respect for the worth and dignity of all people. >> reverend brown says he decided on the campaign after a discussion with the vice president and interfaith leaders. he says the nation faces a, quote, stark choice end

quote, in november, hoping prayer can help avoid what he called, quote, the worst mistakes of the past. >> if your commute involves bart, service is fully back up and running this morning. officials say system wide delays this weekend were caused by an electrical fire near the 12th street oakland city center station saturday night. that station, as well as the 19th street, fruitvale and lake merritt stations, lost power and had to close. about 300 passengers were stuck inside two different train cars for about 30 minutes. they had to be evacuated through a smoky tunnel between the 12th and 19th street stations. >> thankfully, our ventilation system worked as it was supposed to and got the smoke out of the area. we were able to evacuate all of those riders safely, and there were no injuries. >> bart says it still doesn't know what caused the electrical fire. >> one of uc berkeley's newest falcon chicks is recovering from a broken wing. >> veterinarians at uc davis are taking care of knox, who was born in the spring. knox had

surgery earlier this month after being found in distress at the berkeley marina on july third. it's not known at this point. oh knox, knox, we don't know how. they don't know we don't know how knox got hurt. but falcon, expert and friend of the show, doctor sean peterson, says this is just a stage of a young raptors life. and it's a very hard time in the wild. the average mortality rate is about 50% in the first year of its life. doctor peterson says he is grateful to everyone who is taking care of knox. yes, i'm glad they're taking little guy. >> who knew that was so high in their first year? i did not know that. me neither. they made it. wow. >> but truly, if there's anything picture. right? yeah. >> no. right. that's the one. >> i'm gonna make it. i'm gonna make it. not >> but if there's anything to say about how tenacious he might be, just look at his mom. >> totally. yeah. yeah, for sure. danny. oh, we love those updates. this morning. we are tracking a cooler than average

day. it will be very pleasant this afternoon, but we have to deal with a lot of cloud cover this morning. a live look at the bay bridge from our camera this morning. it is quite cloudy out there, so the accuweather headlines will call for morning clouds breaking for sunshine that break in the cloud cover closer to about 10:11 a.m. this morning for most of us. so it will take some time to get rid of our marine layer. midweek, we'll start to see some warmer weather move in here, but by the weekend we'll see full sunshine and those temperatures take off even more. we'll get into the upper seconds in our warmest spots inland. but this morning, not a bad morning for that run. that walk. it's comfortably cool out there with cloudy skies there. you can see closer to nine 10:11 a.m. we start to see more sunshine appear, but we will keep that extra layer on for much of the morning as we're slow to warm. highs in the microclimates starting in the south bay. morning clouds to sun cool for july 77. in san jose, 85 in morgan hill along the peninsula. we'll go to 72. in san mateo today, 74 in los altos, along the coast, it is

very cloudy with temperatures mainly in the 60s across the city today. we'll keep that fog overhead for all morning. the afternoon close to one two. we'll get a little bit of sunshine, but it's a pretty gray day with temperatures in the 60s in the north bay. we'll hit 79 in novato, 84 in santa rosa. but sausalito cool along the coast at 67 degrees in the east bay. we have those morning clouds breaking for sunshine again, close to about 10:11 a.m. this morning is when that sunshine appears 70 in oakland to 73 in fremont, 75 castro valley and inland. lots of sunshine today. low and mid 80s for daytime. highs overnight. tonight we'll repeat that marine layer turns pretty cloudy with some coastal drizzle and lows in the 50s. and in the 60s. now tomorrow temperatures are very similar to today. we'll notice some warmer weather start to move in here on wednesday. that's when our inland cities go back into the 90s, and we'll increase that heat as we head closer to the weekend. so here's the accuweather seven day forecast. morning clouds today with below average daytime highs. we'll start to warm up a little bit by wednesday and thursday over the

to help slow the spread of covid 19. they issued this alert on

friday on social media, saying it's because of a summer wave of covid that's going around. cdc data shows california has, quote, very high levels of covid in our wastewater, according to the chronicle. it's been more than a year since a major health organization has recommended masking for those not at high risk. a bay area county has reported its first mosquito related death since 2006. a contra costa county man died earlier this month from west nile virus. the county is investigating the case, but it's not clear where the man became infected. county officials say they found one dead bird and five chickens used in monitoring tested. used in monitoring that tested positive for the virus in oakland. if you love that new car smell in the summer, it's probably not too good for you because the smell is actually a health hazard. it comes from a blend of something called volatile organic compounds, or vocs. according to zme science, this is from all the plastic and the adhesives settling and releasing gases into the car.

>> first let's start off with a look at our weather. >> yeah. it's going to be a little cooler than average today. very similar to where we ended up over the last weekend. we'll keep those clouds in place for much of the morning. a live look at okay. right now current conditions showing you overcast skies. we're at 60 degrees a west wind right now at 14mph. so we do have onshore flow this morning. look at the forecast today. and it certainly is pleasant when it comes to our temperatures. no intense heat. it's mostly cloudy in san francisco all day. we'll get some sunshine breaking out away from the coast. and our warmest areas in the 70s and in the 80s. underneath the cloud cover. right now a pretty uniform mid 50s low 60s. as we get you going out the door this morning, one of the areas that is not seeing the marine layer are far inland communities where we have clear skies. right now it's very comfortable. this afternoon, low and mid 80s for daytime highs around the bay shoreline. you'll keep that jacket on that extra layer on for much of the mornin. sunshine prevails closer to 10:11 a.m. those temperatures today in the upper 60s to the

to face a judge today. abc seven news reporter gloria rodriguez is joining us live. and gloria, the suspect, is being held now without bail. >> he is kumasi and the man accused of starting the park fire heads to court today, accused of pushing a car down a hill while it was on fire, sparking what's now become the sixth biggest fire in california's history. >> firefighters are dealing with whipping winds as they battled the park. fire officials say the park fire is being fueled by an abundance of vegetation, and one of the hottest and driest summers on record in that area. it has grown into the biggest fire in the state this year, burning up to 5000 acres per hour. thousands of residents have evacuated susan singleton and her husband fled their home just north of chico, taking shelter in their vehicle with their seven dogs. sonoma county firefighters making amazing rescues. >> they saved several structures throughout the night. and at one of the one of the residents, they were able to save two, dogs, they loaded those into

he's ever wanted, mayor london breed said officer ortega demonstrated a deep commitment to public service and that he will be greatly missed. no other information about his death has been released. new blood tests are showing major promise in catching alzheimer's disease. earlier, a new study out of sweden found one blood test has a 90% accuracy rate. it is a big deal since right now doctors rely on spinal taps for a diagnosis. blood tests are cheaper and less invasive, which experts say could allow significantly more people to get screened. >> the major benefit of using blood tests for routine diagnosis of alzheimer disease is that it's likely to bring an earlier and more accurate diagnosis to a much larger number of people, but we're still a long way from these tests becoming widely available. >> the fda hasn't formally approved any blood tests for alzheimer's, and insurance coverage is limited. nearly 7 million americans have

the vote count. we are seeing an overwhelming call to action in cities across the country following the recent shooting death of sonia kumasi by a sheriff's deputy sunday, more than 20 rallies were held in different u.s. cities, from chicago to brooklyn to sacramento. video from july 6th shows a deputy shooting and killing kumasi in her home in illinois. the deputy responded there after the 36 year old mother called 911 to report a possible intruder. local gatherings last night in oakland and in san jose brought the tragedy closer to home. lou dimes is with black outreach san jose, a nonprofit formed after george floyd and breonna taylor were killed by police. >> we need an opportunity to commune with each other and talk about next steps. you know, obviously this happened outside of our state, but this same issue happens here locally, quite frequently.

poultry industry has made progress in reducing the amount of salmonella over the past three decades. the cdc estimates salmonella is responsible for about 168,000 sicknesses every year. >> now for your morning money report, fewer people are eating at the golden arches this morning. mcdonald's is reporting its first sales drop since the early days of the pandemic. as customers pull back spending the burger giant rolled out $5 value meals last month to lure customers. still, mcdonald's posted weak sales in the second quarter. same store sales falling nearly 1%. now the company saw fewer customers, but says those who did stop by spent more because of price increases. and we do want to take a live look at the new york stock exchange now as trading gets underway. this morning, you can see we're down about 56 points. >> a costume worn by princess leia in return of the jedi in the star wars franchise just sold at an auction for big mone. somebody paid $175,000 for this

warmer weather move in here. no heat advisories expected through the next seven days, but for the weekend outlook, we keep it sunny and the heat cranks up a little bit more in our inland communities. never too early to look at the weekend. will actually lose the marine layer over the weekend. so for saturday and sunday we will see full sunshine. you can see our warmest areas starting to the mid 90s on saturday, then the upper 90s on sunday as high pressure begins to move in here. but right now we have low pressure, a trough giving us those cooler temperatures this afternoon, the morning marine layer giving way to sunshine in the south bay. uh- 74, in santa clara today 77, in san jose, we'll hit about 84. in gilroy, along the peninsula, quite comfortable. 72 in san mateo, 74 in los altos, but foggy along the coast all day long with low 60s for half moon bay. it's a similar story across san francisco. it will stay cloudy all morning long. just a little bit of sunshine around 1:02 p.m. downtown stays cloudy all day along the ocean. we'll keep those temperatures in the 60s.
